춘천에서 2002년 봄철 황사 발생기간 동안에 채취된 미세분진 중 무기성분의 특성 (Characteristics of Inorganic Components in Fine Particles Collected at Chunchon during the Springtime Yellow Sand Occurrence Period in 2002)

  • Yellow sand (YS) storms were observed about ten times in the Korean peninsula during March and April in 2002. Twenty four hour fine particle (PM$\_$2.5/) samples were collected onto the 47 mm Teflon - coated quartz filters over 9 days during and after the events using the MiniVol Portable Air Sampler at a flow rate of 5 liters per minute. The highest PM$\_$2.5/ concentration measured during the YS period was 289 $\mu\textrm{g}$/㎥, which is 13 times higher than the lowest of the values for the samples collected during the non-yellow sand period. The filter samples were analyzed for inorganic ions using the IC, AAS and Autoanalyzer, and for metals using the ICP-MS. The results showed that the concentrations of some inorganic ions (e.g., Ca$\^$2+/ and SO$_4$$\^$2-/) and metals (e.g., Fe, Mn) of soil origin were elevated during the yellow sand events.

우리나라 학교보건사업(學校保健事業) 변천에 관(關)한 연구 (A Study on the Analysis of School Health Program by the Chronological Events in Korea)

  • The purpose of this study was to identify and name clusters of school health program, and to describe some of the characteristics of administratie supports. The literature, materials and public documents were analysed by the chronological events from 1945 to 1989. The result of this study is as follows : 1. A brief summary of the history of school health program was included as an introduction to the analysis of the current programs of school health. Five current school health-program clusters were identified from findings of a study of programs : 1) physical assessment, laboratory examination and health services for the students, 2) health instruction 3) healthful living condition (environmental health), 4) health clinic management, 5) administrative supports. 2. The earliest school- based efforts focused on communicable disease pevention by the ministry of health and social affairs. Annual medical inspection (health assessment) for school children for eyes, ears, nose, and throat were mandated nation-wide in 1951 by physical assessment Act. 3. In 1979, the health instruction of schools to improve the health status of students was improved by health department in the Ministry of Education 4. Experiences in healthful environment were basic components of the school health program. However, without careful planning and supervision these experiences were not contributed to the goal of school health. The formal program of school health environment were initiated in 1979 5. In 1980, the guidelines of school health clinic management were prepared by Ministry of Education such as guidance of essential degrees and facilities in school health clinic. 6. Two patterns of administration of school health programs existed in Korea. In one the school health department operated its own health program and in the other the physical education department operated the health program within the school system. The school health department was established in Ministry of Education from 1979 to 1982. Improved school health programs will be a key element in the comprehensive national child health policy which I will ask the Ministry of Education to develop for the Department.

  • The "fourth industrial revolution" (FIR) is an age of advanced technology based on information and communication. FIR has a more powerful impact on the economy than in the past. However, the prospects for the labor environment are uncertain. The purpose of this study is to anticipate and prepare for occupational health and safety (OHS) issues. In FIR, nonstandard employment will be common. As a result, it is difficult to receive OHS services and compensation. Excessive trust in new technologies can lead to large-scale or new forms of accidents. Global business networks will cause destruction of workers' biorhythms, some cancers, overwork, and task complexity. The social disconnection because of an independent work will be a risk for worker's mental health. The union bonds will weaken, and it will be difficult to apply standardized OHS regulations to multinational enterprises. To cope with the new OHS issues, we need to establish new concepts of "decent work" and standardize regulations, which apply to enterprises in each country, develop public health as an OHS service, monitor emerging OHS events and networks among independent workers, and nurture experts who are responsible for new OHS issues.

서울시 일부 지역의 대기 중 미세먼지에 관한 연구 (A Study on Airborne Particulate Matter of a Local Area in Seoul)

  • The purpose of this study was to characterize mass concentration of $PM_{10}\;to,\;PM_{2.5}$ and metallic composition using Minivol Portable Sampler from May 2003 to May 2004 in metropolitan city, Seoul. Annual average concentration of $PM_{10}$ were $57.67({\pm}28.20)\;{\mu}g/m^3\;and\;PM_{2.5},\;were\;42.06({\pm}20.23)\;{\mu}g/m^3$. The concentration was the highest in winter because persistent thermal inversion and in spring, particulate matter concentration was high because of yellow-sand events. The average $PM_{2.5}/PM_{10}$ ratio was 0.73. This indicated $PM_{2.5}$ fraction played a significant role in air pollution. The atmospheric metallic elements in the $PM_{10},PM_{2.5}$ came different emission sources such as soil, traffic, industry and resuspended particles. The results showed that average $PM_{10}$ composition order as Fe>Zn>Pb>Cu>Mn. The metallic elements Zn and Fe were the largest composition in the $PM_{2.5}$

국내 주요 직업병 및 생활제품 위해 사건과 전문가의 역할 (Occupational and Environmental Safety Issues in South Korea and Their Implications for Health Experts)

  • The industrial development and socioeconomic structures of a society are inextricably linked to occupational accidents and diseases. Since the 1970s, a series of major occupational diseases have occurred in South Korea, such as mercury poisoning in Munsong-myeon, carbon disulfide poisoning at Wonjin Rayon, and leukemia at Samsung Electronics. These incidents have caused us to take a critical look at the level of worker safety and health management within companies and the government. These serve as symbolic and representational events. Doctors, lawyers, and labor activists concerned about employee safety and lives came together for years to struggle with the government and industry in order to determine what caused the diseases and to obtain compensation for victims. They finally achieved recognition for occupational diseases and recompense for losses. It is difficult to find similar cases to the baby powder asbestos talc cases and the radon bed case internationally, or there is no case where such a large number of consumers have been potentially harmed. It is also difficult to prove that the damage took place due to the victims' diverse geographic locations and ages, as well as the disease's long incubation period. Based on this premise, businesses and the government have been apathetic in acknowledging these diseases and compensating for damages, with few practical outcomes. Furthermore, unlike the large-scale occupational disease cases, only a few people including expert groups were organized and actively participated in the settlement of these issues, so it remains unfinished business for our society to address.

도시지역 비점오염원 관리를 위한 SWMM의 적용 -포항시를 대상으로- (Application of SWMM for Management of the Non-point Source in Urban Area -Case Study on the Pohang City-)

  • Non-point source pollution that originates from surface applied chemicals in either liquid or solid form is a part of urban activities and it appears in the surface runoff caused by rainfall. This study investigates the characteristics of non point source pollution in relation to storm events and the first washing effect in the Study area, which is comprised of different land use types. Then, a Best Management Practices (BMP) model, for urban areas, is applied with the Storm water Management Model (SWMM) Windows Interface which was developed by the EPA in the USA. During the storm event analysis of the hydrographic and pollutographic data showed that the peak of pollutants concentration was within the peak flow, 30 to 60 minute into the storm event in the Study area. The results of simulation using SWMM Windows Interface, Structure Techniques as applied in the study were highly efficient for removal of pollutants. Predicted removal efficiency was 26.0% for SS, 22.1 for BOD, 24.1% for COD, 20.6% for T-N, and 21.6% for T-P, respectively.

Physicochemical Characteristics of Single Asian Dust Storm Particles

  • For the detailed characterization of atmospheric aerosol, the analysis of single particle is highly valuable. In this study, to investigate the characteristics of single Asian dust storm particles, scanning electron microscope(SEM) coupled with and energy dispersive X-ray microanalyzer(EDX) and micro-PIXE were applied. Sampling was performed at Kyoto University located in Kyoto, Japan, in spring of 1999. Mass concentration during Asian dust storm events was higher roughly 3∼5 times than measured in the season of the highest concentration. Single particles were generally sharp-edged and irregular in shape and contained mostly crustal elements. Significant amount of S in coarse fraction was detected in individual particles. A large particles in coarse fraction existed as the mixture of soil components and S. A good agreement between the result of SEM-EDX analysis and that iof micro-PIXE analysis was obtained in this study.

최근 3년간 주요 일간지의 보건의료관계 사설 내용 분석 (An Analysis on Contents of Health-Concerned Editorials of Five Leading Daily Newspapers in Korea)

  • This study was carried out to analyze the social interests and demands in health-concerned editorials and to help formulate the public opinions in proper ways. The analysis covered the editorials of five leading news papers such as Chosun Ilbo, Han Kook Ilbo. Han Kyu Re, Joongang Ilbo, Donga Ilbo for the past three years from. June 1, 1987 to May 31, 1990. The major findings are as follows. 1. The total number of health-concerned editorials in the five daily newspapers for the period was 414. occupying $4.6\%$, of the total editorials. 2. The main concerned areas of editorial topics was environmental pollution, which was followed by medical affairs, environmental sanitation, health behavior, social-welfare, demography and so on. 3. The $42.5\%$ of the total number of editorials were appeared in dealing with the outbreak of relevant events in social matters. The distribution of motives to dealing the editorials shows no significant difference by news papers and topics. 4. The $66.4\%$ of the total editorials were addressed toward the government policies. They criticized current governmental policies and gave warnings and $52.4\%$ of them ask for the government to increase governmental attention and will in health related matters.

측정방법 및 기상상태에 따른 PM-10 질량농도 비교 (Comparison of the PM-10 mass concentration in different measurement methods and meteorological conditions)

  • In this study, the continuous monitoring of the concentration of PM-10 atmospheric particulate matter using beta ray attenuation method was compared with gravimetric method from September, 2006 to August, 2007. On the effects of the PM-10 concentration and mass difference by relative humidity and precipitation were considered. The result showed that the measurement error between beta ray method and gravimetric method are within -3~6% in average, which means PM-10 concentration data with beta ray method are relatively comparable. The current study also shows that the high PM-10 concentration events are mainly due to haze, Asian dust, and high relative humidity and the PM-10 mass concentration is closely related with relative humidity and precipitation events. Based on daily mean data, the PM-10 increases as relative humidity increases up to 70~80%, then decreases over 80% due to the precipitation. However, the distinct measurement discrepancy was not shown between beta ray method and gravimetric method based on current results. Consequently, this study shows that the collocated measurement in different instrument is essential in order to quantify the accuracy of PM-10. Furthermore, the more comprehensive and spatially distributed comparison is needed and this is remained for future study.

Measurement of the Single and Size-Classified Raindrops

  • To Characterize the single raindrops as a function of their size we designed the sampling and handling apparatuses. Samplings of single and size- classified raindrops were performed at a height of 20m above the ground level of a Kyoto University building located in Uji, Japan in rain events from middle of July to the end of August, 1999. And PIXE method was applied to the analysis of single raindrops sampled as a function of their size. Diameter change of frozen raindrops by liquid nitrogen did nto affect the size segregation ability of our sampling apparatus. The number of raindrops increases with decreasing drop size. And it is found that the size distribution of raindrops verified depends on the rain events. Application of PIXE analysis to the measurement of single raindrops was very successful. Every element showed a continuous increase in concentration with decreasing raindrop diameter. It seems reasonable to say that our work should be helpful to obtain more detailed information on single raindrops and especially to study on the rainout and washout mechanisms.
