The purpose of this study is to develop an in-service teacher training program for professional development in environmental education. In order to achieve the goal, the in- service teacher training program for professional development in environmental education development / implement team is formed to deal with the development and the implementation of the program. The team is composed of environmental education professionals and environmental education teachers. After the development of the program, 20 teachers were selected to implement the program. Then, through various researches such as interview, monitoring, and survey, the evaluation of the program was done. After the evaluation, the feedback on the program was collected in order to apply the final adjustments and changes to the developed training program for professional development in environmental education. The training program is designed to include the wide range of theories and real life cases. It focuses on certain topic, and is implemented through workshop type training method to increase the participation rate. The major motive of the participants was to develop their professionality in environmental education. Based on the analysis of the training program and the workshop, 69.1% of the program is focused on the environmental education/learning theory, and 71.4% is focused on the environmental education teaching method. The environmental education teaching method is focused on the real life teaching method that could be used in many schools. However, the parts on environmental education philosophy, psychology, and evaluation was not included as a part of the program. Also, the evaluation method of the students learning the environmental education was not introduced as a part of the program as well. It is due to the limited time frame of the training program, as well as its focus on the training method of environmental program. Based on the analysis of the evaluation results obtained through monitoring, the training program for professional development in environmental education is successful in terms of focusing the goal of the program around the environmental education/learning theory and environmental education teaching method, which was the motive of the participants. However, the effectiveness of the program differed from participants to participants based on their majors in environmental education, and it did not last long enough. The future training program for professional development in environmental education should consider the backgrounds of the program participants to have various programs prepared for various groups of people. We suggest that the results of this developed program will be applied to "environmental education teacher licence training" in the future.
The purpose of this study was to analyze changes in perceptions of the categories of environmental education and environmental education professionalism of teachers participating in a in-service teacher training programs for environmental education. For this study, surveys and interviews were conducted before and after participation of 20 elementary and secondary school teachers who had participated in 'in-service teacher training program for professional development in environmental education' in August of 2005. After participation, 15 teachers retained their perception but 5 teachers had changed to 'Education about Environment' or 'Education for Environment'. Environmental professionalism was conducted in '5 ability categories of environment teachers' of Hungerford et al.(1994). Categories has goal domains such as 'Goal domain I (level of basic)', 'Goal domain II (level of conceptual perceptions)', 'Goal domain III (level of investigating and evaluation)', 'Goal domain IV(level of environmental action skill)', 'Goal domain V(level of educational apply)'. The environmental quality in Korea was significantly deteriorated though the past economic development period. Even though the government has spent huge sum of resources on the policies and projects to improve the environmental quality, it is much removed from what the people hope for. To solve the environmental problems effectively, pollutants generated at source should be kept as minimum as possible, and possible, and pollutants from source be controlled before leaving the sources, and most of all, environmental strategies and systems be established and enforced properly. So, it is not too much to say that nation's environmental quality is entirely dependent on the education and training of the environmental managers such as environmental employees for air, water, and noise discharge facilities, technicians at environmental plants, and environmental officers of central and local governments. Regimes for the improvement of the education and training for environmental managers are suggested into four categories-educational institute, circular of the study, training contents and trainees. Referring to the improvement of integrated institute, and to improvement on educational institute, it is necessary to investigate the feasibility of integrated institute, and to recommend the inclusion of the local colleges and universities, and environmental societies. For the improvement on training courses, it is necessary that the non-obligatory course be expanded, and the courses be developed in such a way to meet the needs from the field. As for the improvement on training contents. It is suggested that the practical training on size be strengthened, and also full time environmental specialist and integrated committee be required to develop the effective circular and selection of proper lectures. Finally, environmental education for high ranked officers of autonomies, and international courses for developing countries are suggested.
Out-door learning activity in environmental education has been emphasized as an effective method in environmental education since the aims of environmental education emphasize students'value, attitude, actions as well as knowledge. In order to implement successfully out-door learning activity in environmental education classrooms, teachers'perceptions to environmental problems and experiences at fields are essential. An environmental education network among the metropolitan city and provincial office of education, nongovernmental organization of environmental movement and education and university was established and a teachers'in-service training program of out-door learning centered environmental education was implemented. The program was developed in order to 1) connect environmental education with the regional environmental situations, 2) provide teachers with opportunities to participate in an out-door learning program, and 3) train teachers to be environmental education leaders of out-door learning. For evaluation of the program, responses of participants to questionnaire were analyzed. Most of teachers responded that their perception of environment was changed positively after the participation in the program. This study suggested that a future planning of a teachers'in-service training program of out-door learning centered environmental education should be developed in considerations of arranging enough hours for out-door learning at regional environmental sites, applying performance assessment, providing teachers with multiple opportunities with programs in different levels including enriched programs, and establishing an environmental education network among nongovernmental organization of environment movement and education, university, and local offices and department of education.

Second, directions for developing cyber environmental education contents were represented in three parts; 1) strategies for developing cyber environmental education contents, 2) Models for developing cyber environmental education contents, 3) Contents selection for developing cyber environmental education contents Third, the developed contents for entry-level environmental officers consist of 4 domains: (1) the introduction to environment; (2) the natural scientific understanding of environment; (3) the humanistic understanding of environment; and (4) the social scientific understanding of environment. Fourth, the program developed was evaluated by 7 environmental education experts according to 10 evaluation items of total contents and contents development structure. In result, the validity of the program was ensured. Based on the results, some recommendations were suggested.

This thesis examined and analyzed the occupational status of the promising occupations in the environmental industry. A study on the status of the occupations in the environmental industry is very necessary for planning policies and improving occupations in the environmental industry. Studies and discussions regarding the status of the occupations in the environmental industry, however, were extremely insufficient. A survey of the employees in the environmental industry was conducted in order to certainly comprehend the status of the occupations, educational and training programs, and occupational changes and to utilize the result of the survey as foundational data necessary for occupational studies in the environmental industry. The subject of the survey was limited to the employees who had work for one or more years in twenty promising occupations in the environmental industry. The content of the survey was occupational performance competencies, occupational careers, the degree of occupational satisfaction, vocational education and training, working conditions, occupational changes, and the security of the human resources. Dissimilarities as well as similarities among twenty promising occupations were discovered according to the analysis result of the occupations in the environmental industry. A major discovery was that there are lots of difficulties in securing environment-related human resources. Primary reasons for the difficulties were inconsistent working conditions and the shortage of the qualified human resources. To solve the difficulties in securing the human resources, the curriculum of the educational and the training institutes should be innovated and the human resources from the institutes could be applied to the workplace directly after the graduation.
