Assessment of Noise Exposure and Hearing Loss Among Workers in Textile Mill (Thamine), Myanmar: A Cross-Sectional Study

  • Background: In a wide range of industries, noise-induced hearing loss remains one of the most prevalent occupational problems. This study aimed to assess the noise exposure level and associated factors of hearing loss among textile workers in Yangon Region, Myanmar. Methods: A cross-sectional study was conducted at a Textile mill (Thamine), Yangon Region, from April to December 2018. In total, 226 workers who were randomly selected from 3 weaving sections participated in face-to-face interviews using a structured questionnaire. A digital sound level meter and pure-tone audiometer were used for the assessment of noise exposure level and hearing loss, respectively. Logistic regression analysis was performed to assess the associated factors of hearing loss. Results: In total workers, 66.4% were exposed to ≥85 dB(A) of noise exposure, and the prevalence of hearing loss was 25.7%. Age ≥35 years, below high school education, hearing difficulty, tinnitus, hypertension, > 9 years of service duration in a textile mill were positively associated with hearing loss. After adjusting confounding factors, age ≥35 years (adjusted odds ratio = 6.90, 95% confidence interval = 3.45-13.82) and tinnitus (adjusted odds ratio = 2.88, 95% confidence interval = 1.13-7.37) were persistently associated with hearing loss. Conclusion: Providing occupational hazard education and enforcement of occupational safety regulations should be taken to decrease the noise exposure level. The regular audiometry test should be conducted for assessment of hearing threshold shift. The employer needs to implement a hearing conservation program in workplace when noise exposure reaches or exceeds 85 dB(A) for 8 hours.

  • The main point of this study is to find out duplicates and differences among various regulations from different organizations. Also, it focuses on creating a reasonably unified regulation system to standardize safety & environment management. In this study, I analyzed the commonalities and the differences of two systems which are typical korean Process Safety Management System and off-site Consequence Analysis. It is confirmed that there are 25 species of overlapped material of those two systems and assessment like handling material information, facilities lists, hazardous substances and list of machine power. Process safety report focuses on onsite workers and facility protect. On the other hand, off-site Consequence Analysis focuses on design, arrangement and management of handling facility from off-site influence. I found difference two system of Enforcement purposes and way. Contradiction of Harmful information of Chemicals Control Act and occupation safety and health acts from same material. To be specific, There are no unit rule of occupation safety and health acts. so it permit inch, psi etc. But Chemicals Control Act provides that m, Mpa units. Therefore, Each regulatory duplication of items for chemicals management, standardization is writing so that you can coordinate overlapping items in the measures the need to be presented.

한ㆍ중ㆍ일간 어업관리정책의 비교와 자원공동관리에 대한 검토 (The Comparative Research on the Fisheries Resource Management Policy of Korea, China and Japan)

  • The sustainable reduction of the fisheries resource is keenly raised an urgent problem of the fisheries policy in Korea, China and Japan. Then, 3 country, Korea, Japan, China, have established various system for fisheries resource management. Among these systems, qualitative fishing regulations have been commonly established. For example, its have been enforced to the prohibited fishing region, fishing period, fish size, net size, specified fishing methods. Also, different fisheries resource management policies have occasionally enforced by each country. For example, the prohibition of free sale and free possession has been established in Korea and Japan, but not China. And, In Korea, It has been enforced uniquely to entry system far fishing license number ana sea farming project for coastal fishing grounds by national government. The entry system for fishing license number has been enforced in Japan too, not national government, but local government. Nevertheless these three countries have put good system for fisheries resource management above mentioned, real enforcement has been not operated well. For efficient management on same fisheries, next problem will have been solved. First, it has to be guaranteed to transparency on the fisheries management, which is considered the priority problem on the fishing regulation. For reason, although efficient system is established in each country, if feasibility of the system was not trusted, mutual effort like that is very difficult to gain desired results. Then, each country has to establish transparency on the fisheries statistics and administration. Second, it has to be adjusting on the criteria or level of fisheries resource management. Now Korea, Japan and China have different criteria or level of fisheries resource management, for, example, prohibited fish size and prohibited fishing net sine. To solve above problems, three countries need to deeply discuss together. Then fisheries resource co-management scheme should be established in same fishing ground.

  • By the Article 28 of the Korean Fishing Vessels Act and the Article 47-1 of the Enforcement Ordinance of the Act, fishing vessels over 5 gross tone must be insured the fishing vessels mutual insurance or marine insurance. Therefore the distant-water fishing vessels and vessels registered with Classification Society can be insured to the marine insurance, and non-registered vessels and the small fishing vessels can be insured to the fishing vessels mutual insurance of Fisheries Co-operatives. Moreover, the shipowners of fishing vessels over 5 gross tons to be insured a liability insurance for their crew, and it is to compensate effectively the crewman's accidents prescribed in the Seaman's Act. The shipowner's Liability Insurance to be insured the seaman's Compensation Insurance or the seaman's mutual insurance of the Fisheries Co-operatives and the Protection and Indemnity but they still involve lots of problems to cover the crewman's accidents reasonably. The author's views on the improvement way of the fisheries mutual insurance system are as follows. 1. The size of fishing vessels over 5 gross tons prescribed by the Article 28 of the Fishing Vessels Act must be revised into over 1 gross tons. And the regulations concerning penalties against nonfulfilment of the regulation must be strengthened in order to have legal effectiveness. 2. The level of the government subsidy for the fisheries mutual insurance must be raised up from the large point of view for protection of fishermen. It is concluded that the Government have to take charge of the remutual insurance in order to develop the fisheries mutual insurance system. 3. The mutual insurance system of fish catch have to be executed in order to guarantee the stable income for fishermen on the base of the amount of money by fish catch in the previous year.

  • 주파수 대역에 따른 전파의 전파환경은 현저하게 다르므로 통신환경도 VHF대는 직접파에 의하며 HF대는 대부분 전리층 반사파에 의한다. 우리나라 연근해역의 비SOLAS 선박들의 해상통신은 선박안전법 시행규칙에 의하며 선박들은 지정된 무선설비를 탑재 하여 통신을 수행하게 된다. 본 논문에서는 VHF 및 HF 무선전화에 의하여 해상통신을 수행하는 연근해 선박들의 통신환경을 조사하고자 전파환경 시뮬레이션 프로그램을 활용하여 분석하였다. 그리고 연안 선박들의 현행 무선설비 탑재기준에 맞추어 분석된 자료를 근거로 전파환경과 통신현황을 예측하였으며, 관련규정을 합리적으로 개선시켜 나가는 방안과 VHF 해안국간의 네트워크 통합에 대한 필요성을 제시하였다.

Nutrition Policies in the Republic of Korea : Expert Opinions and Recommendations

  • Considering the increasing global burden of disease attributable to nutrition, the demand for national nutrition policies is growing stronger and stronger. The Republic of Korea is beginning to respond to this growing demand and there have been numerous recent achievements in the area of nutrition. The purpose of this paper is two fold. In the first part of the paper, an overview is provided about existing nutrition action in Korea. In the second part, information is elicited from Korean experts in the field of public health and nutrition. A structured questionnaire was sent directly to renowned Korean experts and was disseminated through the list serve of the Korean Nutrition Society. It asked about existing nutrition related policies, obstacles to nutrition policies in Korea, which professions are 'responsible' for the prevention of nutrition-related diseases and for example about existing nutrition programs within settings. Twenty-two questionnaires were returned. Based on the results, the following actions were considered crucial to develop and implement a nutrition policy in Korea: having a clear advocacy strategy for nutrition to raise awareness about the importance of nutrition, increase transparency of nutrition-related action and make the information easily accessible for all stakeholders, ensure the enforcement of regulations regarding misleading and incorrect food advertisements, strengthening the (public health) nutrition workforce, strengthen the settings-based approach and build and maintain partnerships, and last not least: educate and empower the citizens and ensure that healthy choices are 'easy choices'! Acknowledging the past and ongoing efforts in Korea, it is pivotal that the nutrition workforce grows stronger and the voice of nutritionists even louder, in order to promote and ensure the health and quality of life of the country's citizens.   • 국가연구개발 사업을 계획하고 관리하는 기관에서는 연구개발비 오 남용 및 부정 집행을 방지하기 위하여 다양한 대책을 마련하여 시행하고 있으나 연구개발비의 오 남용을 방지하는 데는 한계를 드러내고 있다[1,2]. 본 논문에서는 이상거래에 대한 사후 적발로 인한 연구개발비 오 남용을 방지하고자 연구개발비 집행계획 단계부터 정보를 수집하여 이상거래를 탐지할 뿐만 아니라 그 결과를 주관연구기관, 전문기관, 신용카드사 간의 상호 실시간 연동으로 공유하여 활용하도록 하였다. 이를 위해 데이터 품질진단 기법 중 연구개발 관련 규정 및 매뉴얼, Q&A, FAQ, 담당자 인터뷰 결과 등과 같은 다양한 정보로부터 업무규칙을 도출하는 아웃사이드인(Outside-In) 분석 방법을 이용하였다.

성능위주설계를 위한 화재감지기배치의 공학적연구 (Automatic Fire Detector Spacing Calculation for Performance Based Design)

  • 현재의 화재안전기준에서 규정하는 화재감지기의 배치방법은 면적에 따라 규정된 숫자를 적정하게 배치하는 수준이다. 이 기준은 과학적인 근거는 가지고 있지 못하다. 외국의 기준을 도입하여 그에 따라서 설치하고 있을 뿐이다. 소방시설을 설계하는 방법에는 화재안전기준과 같이 명문화 된 규정에 따르는 규범위주설계(Prescriptive-based)와 화재역학, 구조역학, 재료역학, 유체역학, 열역학 등 공학적 지식을 바탕으로 하는 성능위주설계(Performance-based design)가 있다. 현재로서는 성능위주설계가 활성화 되지 않았지만, 최근 소방시설공사업법은 성능위주설계방법을 이용하여 소방시설을 설계 할 수 있도록 개정('05. 8. 4)되었으며 그 시행령('07, 1. 24)에서 성능위주설계를 적용할 특정소방대상물의 범위를 정하고 있다. 이러한 시점에서 자동화재탐지설비의 화재감지기를 최적의 위치 및 거리에 설치하기 위하여 그에 대한 공식의 도입과 공식을 Software로 계산할 수 있도록 시뮬레이터를 제작하여 계산하고 규범위주설계에 따라 배치한 화재감지기의 상태와 비교 분석하며 향후 성능위주설계 방법으로서 정착시키기 위하여 연구를 시도하였다.

Advanced Korean Industrial Safety and Health Policy with Risk Assessment

  • This article describes a systematic roadmap master plan for advanced industrial safety and health policy in Korea, with an emphasis on. Since Korean industries had first emergence of industrial safety and health policy in 1953, enormous efforts have been made on upgrading the relevant laws in order to reflect real situation of industrial work environment in accordance with rapid changes of Korean and global business over three decades. Nevertheless, current policy has major defects; too much techniques-based articles, diverged contents in less organization, combined enforcement and punishments and finally enforcing regulations full of commands and control. These deficiencies have make it difficult to accommodate changes of social, industrial and employment environment in customized fashion. The approach to the solution must be generic at the level of paradigm-shift rather than local modifications and enhancement. The basic idea is to establish a new system integrated with a risk assessment scheme, which encourages employers to apply to their work environment under comprehensive responsibility. The risk assessment scheme is designed to enable to inspect employers' compliances afterwards. A project comprises four yearly phases based on applying zones; initially designating and operating a specified risk zone, gradually expanding the special zones during a period of 3 years (2010-2012) and the final zone expanded to entire nation. In each phase, the intermediate version of the system is updated through a process of precise and unbiased validation in terms of its operability, feasibility and sustainability with building relevant infrastructures as needed.

GC/MS를 이용한 선박연료유에 대한 초음파조사 효과 분석 (Effect of Ultrasonic Irradiation on On-board Fuel Analyzed Using Gas Chromatography/Mass Spectrometry)

  • 최근 선박용 연료유에 대한 황 함유량 규제를 준수하기 위해 저유황유의 수요가 증가하고 있다. 그러나 저유황유를 공급하는 시기, 지역, 회사 별로 그 품질이 상이함에 따라 선내 연료유 저장탱크에서는 과도한 슬러지가 발생하는 등 혼합 안정성에 대한 문제가 제기되고 있다. 따라서 본 연구는 초음파의 캐비테이션 현상을 이용하여 저유황유의 품질 향상을 하고자 하였다. 선내 저장 탱크에서 이종의 연료유가 혼합되는 상황을 모사하기 위해 두 가지 종류의 저유황유(황 함유량 0.5 % 이하 MGO, MDO)를 혼합하여 시료유로 사용하였다. 원료유와 50 wt.% 씩 혼합한 시료유를 120분 동안 초음파 처리하였으며, 40분 주기로 채취된 샘플은 GC/MS 분석을 수행하여 초음파 조사 시간에 따른 시료유의 조성 변화를 분석하였다. 연구결과, 초음파의 캐비테이션 효과로 인하여 화학결합이 깨지면서 MGO 내 존재하는 고분자량 화합물의 감소와 저분자량의 화합물 증가가 관찰되었다. MDO와 혼합유의 경우, 초음파 조사 후 저분자 화합물에 대한 상대 존재비의 부분적 증가가 관찰되었지만 시간과 상대 존재비 사이의 상관관계는 관찰되지 않았다.
