Comparative Analysis on the Characteristic of Typical Meteorological Year Applying Principal Component Analysis (주성분분석에 의한 TMY 특성 비교분석)

  • The reliable Typical Meteorological Year (TMY) data, sometimes called Test Reference Year (TRY) data, are necessary in the feasibility study of renewable energy installation as well as zero energy building. In Korea, there are available TMY data; TMY from Korea Institute of Energy Research (KIER), TRY from the Korean Solar Energy Society (KSES) and TRY from Passive House Institute Korea (PHIKO). This study aims at examining their characteristics by using Principle Component Analysis (PCA) at six ground observing stations. First step is to investigate the annual averages of meteorological elements from TMY data and their standard deviations. Then, PCA is done to find which principle components are derived from different TMY data. Temperature and solar irradiance are determined as the main principle component of TMY data produced by KIER and KSES at all stations whereas TRY data from PHIKO does not show similar result from those by KIER and KSES.

Assessment of Energy Self-sufficiency Ratio Based on Renewable Market Potentials for Unit of Local Government (기초지방자치단체별 보급 가능한 재생에너지 시장잠재량을 이용한 에너지 자립률 평가)

  • This study estimated the available renewable market potential based on Levelized Cost Of Electricity and then assessed the renewable derived energy self-sufficiency for the unit of local government in South Korea. To calculate energy self-sufficiency, 1 km gridded market renewable generation and local government scale of final energy consumption data were used based on the market costs and statistics for the recent three years. The results showed that the estimated renewable market potentials were 689 TWh (Install capacity 829 GW, 128 Mtoe), which can cover 120% of power consumption. 55% of municipalities can fully replace the existing energy consumption with renewable energy generation and the surplus generation can compensate for the rest area through electricity trade. However, it was confirmed that, currently, 47% of the local governments do not fully consider all renewable energy sources such as wind, hydro and geothermal in establishing 100% renewable energy. The results of this study suggest that energy planning is decentralized, and this will greatly contribute to the establishment of power planning of local governments and close the information gap between the central government, the local governments, and the public.

Study on the Change of Nuclear Energy Policy: Before and After Fukushima Nuclear Accident (원자력 정책 변동에 관한 연구: 후쿠시마 원전 사고 전후를 중심으로)

  • Since Fukushima nuclear disaster occurred in 2011, the nuclear energy policy of the international society has been in recession. However, In Korea, the nuclear-friendly policy had remained and even expanded over the last 60 years until the Park Geun-hye government. In other words, there was the path dependence of nuclear energy policy. Since the Moon Jae-in government that pledged to perform nuclear phase-out policy in 2017 was inaugurated, the nuclear-friendly policy began to swerve from the course of path dependence. Based on the mai logic of historical institutionalism, this study looked into the change of Korean nuclear policy by before and after the Fukushima nuclear accident. As the result of this research, the external situation of Fukushima Nuclear Accident became a critical turning point and led to a change in the government's policy on nuclear power. From an institutional perspective, it influenced the paradigm of nuclear power policy, policy decision structure, and laws of nuclear power. From a doer's perspective, it influenced political idea and social acceptability. Since Moon Jae-in government was inaugurated in 2017, nuclear phase-out policy has secured its institutional foundation and nuclear power policy has basically changed from nuclear-friendly policy to nuclear phase-out policy. Therefore, the energy policy of Moon Jae-in government gets out of the nuclear power based path dependency that previous governments pursued, keeps punctuated equilibrium, and changes to renewable energy oriented policy.

  • Since increase in energy consumption and environmental issues started to grab global attention, various countries have had their own supporting policy to promote supply of renewable energy which is a stable and eco-friendly energy source. This study analyses Korean Renewable Portfolio Standard by comparative analysis of current policies in major countries in respect of design components of a pragmatic industrial policy system, such as political leadership, policy coordination and consultative committee discussion, and policy enforcement with responsibility and transparency. This is to identify problems and to present political suggestions for successful management of the standard based on a fundamental concept of the pragmatism industrial policy. It is predicted that the strategic cooperation between a market and a government leads to industry development as the relationships of two parties are regarded not as antagonistic but as complementary.

The Policy Impact of Renewable Energy Subsidies on Solar PV: The Case of Renewable Portfolio Standard in Korea (국내 태양광 발전 보조금 제도의 정책 효과: 공급의무화제도 사례를 중심으로)

  • In 2012, Korea introduced a Renewable Portfolio Standard (RPS) scheme, replacing the Feed-in Tariff (FIT) scheme as a market support policy of renewable energy in the electricity market. RPS is to allocate obligatory quota of renewable energy sources for electricity suppliers, whereas FIT is to guarantee high prices for electricity from renewable energy sources. This study examines the effect of this policy change on solar photovoltaic market. According to the study, solar PV market grew fast under FIT as well as under RPS. However, under RPS the size of subsidy for solar PV suppliers was shrunk substantially. In addition, market risk increased severly under RPS due to the volatility of price of renewable energy certificate (REC) as well as of the electricity market price. The small and medium suppliers of solar PV were suffered the most severly from these policy effects. Therefore, the policy reform of RPS is needed to alleviate the market risk of small and medium suppliers of solar PV.

Peer Review of Renewable Energy Dissemination Program (외부 동료평가를 적용한 신재생에너지 보급사업의 성과분석 연구)

  • This study was carried out to evaluate the renewable energy dissemination programs in Korea, using peer-review. Especially, we used the peer review method which was suggested to evaluate the renewable energy program in U.S. by EERE, DOE. Before we implemented the peer review, we modified this method suitable for evaluating the renewable energy dissemination programs in Korea by getting advice from expertise in renewable energy policy. From this procedure, we have verified six evaluation criteria as Quality, Productivity, Accomplishments, Relevance and Management. We interviewed renewable energy policy expertise and corporation to evaluate the programs against these criteria. The result shows that overall programs were performed more than average. In addition, both the policy expertise and corporation perceived that "oan Guarantee Program" and "ompulsory Installation of Renewable Energy Facility in Public building" fulfilled its role to a great extent. However, the respondents pointed out that all of the programs need to be improved on its management.

Promotion Policies of Renewable Energy: Lessons from the Korean Experience for the Vietnamese Case

  • New and renewable has the potential to play an important role in providing energy with sustainability to Vietnamese people. Over the past few years, the Vietnamese government has promulgated several policies in an effort to promote the use of new and renewable energy. However, the development of new and renewable energy in Vietnam is still stagnant, the share of new and renewable energy in total commercial energy is insignificant. The study aims to analyze the developments in renewable energy policies and prospects for Vietnam based on the Korean experience in promoting new and renewable energy. By referring to the policy instruments adopted by the Korean government as well as the results of these policy, recommendations and proposals are provided in order to overcome the barriers to the new and renewable development in Vietnam.

Derivation of Typical Meteorological Year of Daejeon from Satellite-Based Solar Irradiance (위성영상 기반 일사량을 활용한 대전지역 표준기상년 데이터 생산)

  • Typical Meteorological Year Dataset is necessary for the renewable energy feasibility study. Since National Renewable Energy Laboratory has been built Typical Meteorological Year Dataset in 1978, gridded datasets taken from numerical weather prediction or satellite imagery are employed to produce Typical Meteorological Year Dataset. In general, Typical Meteorological Year Dataset is generated by using long-term in-situ observations. However, solar insolation is not usually measured at synoptic observing stations and therefore it is limited to build the Typical Meteorological Year Dataset with only in-situ observation. This study attempts to build the Typical Meteorological Year Dataset with satellite derived solar insolation as an alternative and then we evaluate the Typical Meteorological Year Dataset made by using satellite derived solar irradiance at Daejeon ground station. The solar irradiance is underestimated when satellite imagery is employed.

  • In compare with a major developed countries, Korea consumes much energy, but also eliminates much carbon dioxide. Agricultural sector eliminate much carbon dioxide than industrial sector. In Kyoto protocol, Korea needs to reduce carbon dioxide. One way to reduce carbon dioxide is utilization of biomass in rural area. This paper focus on utilization of biomass in rural area. If use 20% potential amount of biomass, it obtain 50% of TPES on agricultural sector. The condition of utilization biomass is connected with agricultural policy, environmental policy, and energy policy. And environmental restriction keep pace with economical incentive.
