여성 고부가가치 직업훈련의 장애요인과 발전방안 연구 (A Study on the Obstacle Factors and the Development Strategy of High Value Occupational Training for Women)

  • 본 연구의 목적은 '고부가가치 전문인력양성 직업교육훈련'의 장애요인을 도출하고 발전방안을 제안하는 데 있다. 해당 훈련은 ICT, SW, 지식서비스 등 고부가가치 분야에 전문적인 교육 훈련을 제공함으로써 여성 취업의 양적 질적 문제를 해결하는 것을 목표로 한다. 이러한 목표에 부합하는 교육 훈련이 이뤄지고 있는지 확인하기 위해 2018년도에 운영된 48개 과정에 대한 분석 및 현장모니터링을 실시하였다. 분석 결과, 학습자 관리, 과정 설계, 현장실습 운영, 성과평가와 관련하여 장애요인 및 개선점이 도출되었다. 이를 토대로 연구자는 고부가가치 직업훈련의 발전방안으로 첫째, 역량 기반 학습자 선발 둘째, 기업 연계형 프로젝트 및 구조화된 현장실습 강화 셋째, 자체적인 성과평가 체계 마련 및 성과관리 넷째, 우수훈련과정에 대한 지원 확대 및 과정개발 관련 컨설팅 지원을 제안하였다. 본 연구결과는 고부가가치 훈련을 위한 정책 수립에 참고자료가 될 것으로 기대하며, 향후 양적연구를 통해 성과와 문제점을 보다 명확하게 진단해야 할 것이다.

기계분야 일학습병행제에서의 PBL 실태 분석 (Analysis of PBL for Korean Apprenticeship Program in Mechanical Engineering)

  • 본 연구에서는 산업현장에서 요구하는 실무형 인재를 양성하기 위해 추진하고 있는 고용노동부 일학습병행제 교육훈련에서 문제 기반 학습(PBL)을 활용하는 실태를 분석하여 공업분야 일학습병행제에서의 PBL 활용방안을 도출하고자 하였다. 24개 NCS 대분류 분야 중에서 가장 많은 일학습병행제 참여 실적을 가지고 있는 공업분야인 기계분야를 중심으로 실태를 분석하였다. 연구방법으로는 문헌분석, 설문조사, FGI를 수행하였다. 먼저 일학습병행제와 일학습병행제에서의 PBL 적용현황, 공업분야를 중심으로 PBL 수업모형 등 관련 선행연구를 분석하였다. 다음으로는 일학습병행제에서의 PBL 인식과 운영현황을 알아보기 위해 총 515명의 공동훈련센터 교수, 기업현장교사, 학습근로자를 대상으로 설문조사를 실시하였다. 본 논문에서는 총 515명 중 108명의 기계분야 응답자의 설문조사 결과를 전체 결과와 비교하여 제시하였다. 마지막으로는 일학습병행제에서 PBL 활용경험이 있는 총 25명을 대상으로 FGI를 실시하여 보다 심층적인 실태와 애로사항을 수렴하였고 그 결과를 결론 및 제언에 반영하였다. 본 연구의 주요 결론과 제언을 제시하면 다음과 같다. 첫째, PBL은 4차산업혁명시대의 미래 역량인 비판적 사고와 분석능력, 문제해결능력을 향상시키기 위해서 일학습병행제의 주요한 교수학습방법으로 더욱 확대될 필요가 있다. 둘째, 실험·실습이 많고 협업을 통한 프로젝트로 작업이 수행되는 공업분야의 특성 상 PBL은 보다 효과적으로 활용될 수 있을 것이다. 셋째, 일학습병행제에 참여하고 있는 모든 분야와 모든 기업에서 PBL이 효과적이며 잘 활용할 수 있는 것은 아니므로 어떠한 유형과 NCS 분야, 직무기술 수준에서 보다 잘 활용할 수 있을지 추가적인 고려가 필요하다. 넷째, PBL로 진행된 OJT를 위한 적절한 평가방법이 필요하다. 마지막으로, 일학습병행제에 맞는 PBL 운영 모델의 개발, 우수사례 및 가이드라인 보급, PBL 실행역량을 고려한 참여기업 선정, 교수자이자 평가자로서 기업현장교사의 역량 강화, 일학습병행 참여기업의 형태와 역량을 고려한 e-PBL의 적극적인 도입 등이 일학습병행제에서 보다 효과적인 PBL 활용과 후속연구를 위해 제안되었다.

직관적퍼지 DEMATEL&ISM법 기반 선박의 전주기를 고려한 선박관리산업의 경쟁력 강화 원인요인 도출 (Extraction of Cause Factors to Enhance the Competition of Ship Management Industry Considering Ship's Lifecycle based an Intuitionistic Fuzzy DEMATEL&ISM)

  • 최근 부산시는 선박관리산업의 관심을 증대시키고, 경쟁력을 강화 및 지원하기 위한 조례를 제정하였다. 본 연구는 직관적퍼지 DEMATEL&ISM법을 이용하여 선박관리산업 경쟁력 강화의 원인요인을 도출하는데 있다. 이를 위해 먼저 선박관리산업발전법에 명시된 내용을 기반으로 8개의 요인을 추출한다. 두번째는 직관적 퍼지수를 표준퍼지수를 이용하여 크리습 수로 변환한다. 세번째는 DEMATEL법을 이용하여 영향관계를 분석하고 ISM법을 이용하여 요인에 대해 우선순위를 결정한다. 영향관계 분석결과 원인요인은 기술적 선박관리 역량 제고, 육상관리인력 전문성 제고, 한국선원인력 자질향상으로 나타났다. ISM법에 의한 우선순위는 한국선원 자질향상, 육상관리인력 전문성 제고, 기술적 선박관리 역량제고, 상업적 선박관리 역량 제고, 종합정보시스템구축 = 선원 근로조건 및 고용환경 개선 = 금융 등 지원 = 외국인 선원 공급 강화 등의 순으로 나타났다. 따라서 전체 영역에서 원인요인이며 우선순위가 높은 상위 3개의 요인에 대해 우선적인 정책추진이 필요하다.

공학교육 인증프로그램 재학생과 비인증프로그램 재학생의 OECD 고등교육학습성과평가 결과 비교분석 (A Comparative Study of the Results from an OECD Higher Education Learning Outcomes Assessment between Accredited Students with an Engineering Education and Non-Accredited Students)

  • This research was conducted to assess the effects of an engineering education accreditation program devised by the University of Seoul on higher education outcomes by comparing and analyzing the evaluation results of engineering accredited students (31) and those who are not accredited (47) with the OECD AHELO (Assessment of Higher Education Learning Outcomes) in 2013. The AHELO assessment tool consisted of 25 multiple-choice questions which evaluated generic skill-learning outcomes, also using contextual surveys to establish the students' backgrounds. The results were evaluated statistically. In the results from the multiple-choice exam for generic skill learning outcomes, accredited students scored 1.35 points higher than non-accredited students. Secondly, according to the contextual survey related to students' university education experience, such as lectures, seminars, group projects, and online tutoring, it was found that accredited students were provided more activities in seminars and group projects. Moreover, for class activities, more of these were provided to accredited students, especially in the areas of assortment-structuralization and teamwork-based activities. Thirdly, according to the contextual survey results related to participation in class, specifically regarding asking questions and participating in discussions, interacting with the professor, and opportunities for study time, there were no recognizable differences between accredited and non-accredited students, However, while accredited students at least had opportunities to gain experience in most areas, there were some areas for which education resources were not provided to non-accredited students. Therefore, for the University of Seoul, our results imply that accredited students may show better performance in the areas of academic accomplishment and in their educational environment as compared to non-accredited students. These results demonstrate that the engineering education accreditation program positively contributes to employment competitiveness while also improving the necessary global standards of higher education outcomes.

창조적 패션디자인을 위한 한국의 패션디자인 교육모델 제안에 관한 연구 -미국, 유럽, 한국의 사례 비교를 중심으로- (A Study to Suggest Korean Fashion Design Education Model for a Creative Fashion Design -Focus on Comparative Case Studies in the USA, Europe, and Korea-)

  • This study suggests a Korean fashion design education model through a comparison of the fashion design curriculum and education systems in the USA, Europe, and Korea. For this, a case study of fashion design curriculum and education systems in the USA was performed with literature reviews about education methodology and design process to develop creativity, following the prior study, A Comparative Study on Fashion Design in Europe and Korea. For the case study, 12 superior fashion design education institutions in the USA were chosen from fashionista (N.Y.) and the goals, the emphases, the constitution of the online curriculum of each undergraduate fashion design course were examined. As a result of this study, Korean fashion design education model (1+2.5+0.5 model), was proposed by integrating the education systems of the USA and Europe, as follow: First, Korean fashion design education institutions need to be characterized and the departments/majors should be gradually specialized by the major. Second, foundation courses prior to undergraduate courses or during the 1st year should be established to result in a multi- disciplinary basic education. Third, a project based major needs to be performed that connects fashion design subjects with their related subjects for 2 and a half years as of the $2^{nd}$ year. These projects can be progressed by problem-solving design process of problem-identification and brainstorming-research, analysis-design concept-design ideation, selection-design development, implementation-critical evaluation and solutions. Fourth, collaborative projects or integrated courses with related Liberal Arts or other art and design majors should lead to muliti-discilplinary education. Fifth, the chance of increased active industry-academy collaboration and actual employment or enterprise can be facilitated by the establishment of only the courses related to domestic or international internships during the $2^{nd}$ semester of the $4^{th}$ year.

5인이상 제조업에서 설문조사를 통한 작업환경측정 대상 사업장의 규모 추정 (Estimating the Number of Target Workplaces for Work Environment Monitoring using Survey Data among Manufacturing Businesses with More than Five Employees in 2016)

  • Objectives: This study aimed to estimate the number and proportion of target workplaces for work environment monitoring and evaluate the implementation rate of work environment monitoring. Methods: A questionnaire survey was conducted by the Ministry of Employment and Labor between March and May 2017 among 96,295 manufacturing businesses with more than five employees. The response rate was 17.8%. Estimates of the number and proportion of target workplaces for work environment monitoring were calculated as follows: number of workplaces where work environment monitoring was performed in 2016 + exposure rate based on the questionnaire * number of workplaces where work environment monitoring was not conducted. Results: Of the 150,655 total manufacturing businesses with more than five employees, 63,146 are estimated to be subject to work environment monitoring, which accounted for 41.9% of the workplaces. It is estimated that 73.3% of the target workplaces performed work environment monitoring. The number of workers exposed to hazardous substances is estimated to be about 0.7~1.2 million. Conclusions: Information on the distribution of workplaces subject to work environment monitoring and the rate of implementation can be used as baseline information for management and evaluation of the effectiveness of the work environment monitoring system.

관광개발의 영향 평가에 관한 연구 -원주시 간현지역을 중심으로- (Evaluation of Tourism Development Impacts -A Case Study in Ganhyun Area, Wonjoo, Korea-)

  • 본 연구는 향후 우리나라의 효율적인 관광개발 추진에 있어 객관적이고 종합적인 영향 평가작업의 필요성에 대한 인식으로부터 계획되었으며 관광개발의 영향주체인 지역주민과 관광객 시각에서 관광개발의 영향을 평가하고자 하였다. 이를 위해 강원도 원주시 간현지역에서 지역주민과 관광객을 대상으로 설문조사를 실시하였다. 지역주민들은 관광개발의 결과로 나타난 지역경제의 활성화 분위기는 감지하고 있으나 실질적인 주민고용이나 지역의 경제자립도 향상에 대해서는 부정적인 평가를 하였다. 또한 관광개발로 인해 지역이미지는 크게 개선되었으나 교통혼잡이나 쓰레기 문제와 같은 사회 문화적 영향으로 생활의 불편함도 느끼는 것으로 조사되었다. 특히 환경적 영향은 경제적 영향과 사회$.$문화적 영향에 비해 더 부정적으로 평가하였다. 간현관광지에서 관광객이 느끼는 제반환경에 대한 질적 상태는 비교적 양호한 것으로 나타났으며 전반적인 관광만족도 수준도 비교적 긍정적으로 평가되었다. 위와 같은 조사결과를 토대로 향후 간현지역이 성공적인 관광지로 발전하기 위한 안을 제언하였다. 향후 지역주민과 관광객 시각에서의 심리적 평가와 더불어 관광지의 물리적 영향에 대한 종합적인 연구를 통해 관광개발의 효율성을 높일 수 있는 대안의 제시가 요망된다.

Comparison Between Two Detection Methods for HPV16, HPV18 and P16Ink4a Biomarkers in Diagnosis of Abnormal Cervical Cytology

  • Background: Cervical cancer is the second most common cancer among women in many populations. While the Pap smear is a well established screening test it suffers from both false-positive and false-negative results in diagnosis of cancers and precancerous states. In this study, immunocytochemistry of the P16 biomarker and HPV-PCR were compared for their diagnostic potential. Materials and methods: In the study, we obtained pairs of specimens from 45 women with cervical dysplasia. One sample was placed in a liquid-based solution, and processed for staining of sections with antibodies to P16. HPV-PCR was performed on the other and the results obtained were analyzed by T-test using SPSS v. 15. Results: Using HPV-PCR 71% of the samples were found to be infected with either HPV 16 or HPV 18, and the rate of infection did not have a statistically significant relationship with higher grades of dysplasia (p= 0.253). In contrast, with immunocytochemistry evaluation of P16, 64% of the specimens were positive, but the percentage of positive results significantly increased with higher grades of dysplasia (p= 0.0001). Conclusion: Employment of the P16 marker as an optional test might be preferable over HPV-PCR for cervical dysplasia in our geographical region.

On Advantages and Disadvantages of Compulsory Major Convergence

  • The government has proposed a development model for universities to strengthen the capacity of the College of Humanities as part of the university restructuring policy in line with the trend of the times, and encouraged each university to voluntarily induce the establishment of the humanities development plan through financial support under their own individual conditions. With the decline in the school-age population due to the declining fertility rate, the rapid change in the industrial structure has highlighted the decline in the employment rate of the students of the humanities. Therefore, the government is implementing university grading based on the results of the university structural reform evaluation, and pressing low-grade universities through reduction of capacity and reduction of support. In the course of this change, universities have designated the College of Humanities as the primary target of integration with other majors or and its disintegration. This study examines the direction of the government's attempt to change the humanities in the era of the Fourth Industrial Revolution, and suggests a precedent example during the reform of the humanities college. If the humanities college is integrated with practical studies such as management, design, IT, CT, and engineering, the strengths of the humanities can be highlighted. However, the results of this study suggest that many variables such as consideration of students' aptitudes and interests in the integration process of majors, autonomy in major selection, understanding between departments integrated, and demand for a single major before integration or disintegration should be considered. In addition, an example of a local private university shows that the hasty attempt to integrate or disintegrate the humanities can rather lead to various educational harms.

대학 정보공시 데이터베이스(DB)를 활용한 자율개선대학선정 예측에 관한 실증연구 (An Empirical Study on the Analysis Model for Self Powered University Selection using University Information DB)

  • Due to the decrease in the school-age population and government regulations, universities have made great efforts to secure their own competitiveness. In particular, the selection of universities with financial support based on the recent evaluation of the Ministry of Education has become a major concern enough to affect the existence of the university itself. This paper extracts three-year data from 124 major private universities nationwide, and quantitatively analyzes the variables of major universities selected as self-improvement universities, competency reinforcement universities, and universities with limited financial support. As a result of estimating the selection of self-powered universities using the ordered logit model by hierarchically inputting 12 variables, student competitiveness in the metropolitan area (1.318**), Educational Restitution Rate (4.078***), University operation expenditure index rate (1.088***) values were found. Significant positive coefficient values were found in the admission enrollment rate (45.98***) and the enrollment rate (13.25***). As a result of analyzing the marginal effects, the increase in the rate of reduction of education costs has always been positive in the selection of self-powered universities, but it was observed that the rate of increase decreases in areas of increase of 150% or more. On the contrary, the probability of becoming a Em-powered university was negative in all sectors, but on the contrary, it was analyzed that marginal effects increased at the same time point. On the other hand, the employment rate of graduates was not able to find direct significance with the result of the selection of Self powered universities. Through this paper, it is expected that each university will analyze the possibility and shortcomings of the selection of Self powered universities in policy making, and in particular, the risk of dropout of selection for the vulnerable field can be predicted using marginal effects. It can be used as major research data for both university evaluators, university officials and students.
