As the damage caused by the abnormal climate due to climate change is increasing, the interest in resilience is increasing as a countermeasure to this. In this study, the resilience of Suwon city was examined and the plan to improve the resilience were derived against climate impacts such as drought, heatwave, and heavy rain. Urban resilience is divided into social resilience (e.g. vulnerable groups, access to health services, and training of human resources), economic resilience (e.g. housing stability, employment stability, income equality, and economic diversity), urban infrastructure resilience (e.g.residential vulnerability, capacity to accommodate victims, and sewage systems), and ecological resilience (e.g. protection resources, sustainability, and risk exposure). The study evaluated the urban resilience according to the selected indicators in local level. In this study, the planning elements to increase the resilience in the urban dimension were derived and suggested the applicability. To be a resilient city, the concept and value of resilience should be included in urban policy and planning. It is critical to monitor and evaluate the process made by the actions in order to continuously adjust the plans.
Objectives: This study was designed to evaluate the filtration efficiencies and pressure drops of five commercial cloth masks (4 plate type, 1 cup type) in comparison to the performance of a class 1 disposable respirator (reference respirator). A further objective was to evaluate the effects of the number of layers and wash treatment independently on filtration efficiencies and pressure drops. Methods: Polydisperse NaCl aerosols were generated in an aerosol chamber and their concentrations were measured by an optical particle counter (OPC) in the size range of $0.3{\sim}10{\mu}m$ (five channels). Results: The filtration efficiencies of the five cloth masks and the reference respirator were D: 9.5%, C: 18.5%, E: 23.6%, A: 28.5%, B: 29.7% and R: 91.1%, respectively, and the pressure drops through them were C, D: 0.8 Pa, E: 1.7 Pa, B: 6.4 Pa, A: 42.7 Pa and R: 19.3 Pa, respectively. The filtration efficiencies of the cloth masks and reference respirator were below the class 1 respirator criterion (${\geq}94.0%$) of the Ministry of Employment and Labor (MOEL) and Ministry of Food and Drug Safety (MFDS). The pressure drops satisfied the class 1 respirator criterion (${\leq}70Pa$) of MOEL and MFDS. When the cloth masks were folded into two and four layers, the filtration efficiencies of cloth masks A, B, C, D (plate type) increased 1.7-4.6 times, and 2.3-6.8 times, respectively, compared to the efficiencies of the same products in a single layer. Pressure drops increased as the number of layers was increased. The filtration efficiency of cloth mask E with a liner was 1.3 times higher than that of the same mask without a liner, and the pressure drop was lower in the no-liner configuration. After a single washing, the filtration efficiencies of all the cloth mask products decreased 1.04-4.0 times compared to those of the same products intact. For the cloth masks C and E, their filtration efficiencies were significantly decreased after washing (p<0.05). The pressure drops of all cloth masks were 1.2-2.0 times lower after washing. Conclusions: The filtration efficiencies of the five cloth masks were below 30% and did not improve greatly by increasing the number of layers. After a single washing, their performances decreased. Considering the above and other issues identified with cloth masks, such as poor fit and stretched fibers through use, people should not expect protection against particulate matters from the cloth masks on the market.
Theoretical studies on the effects of forest road are considered to be significant from a present viewpoints which is headed for mordernization and activation of forestry. 1) From a viewpoint of wood production techniques, forest road is enable to economical transport of all kinds of forest products and easy transport to forest of operative tools and necessary materials, and largely contribute to efficiency of all operations, including reforestation, tending, forest protection and conservation of forests. 2) And, from a viewpoint of forest management, development of forest road makes wood marketability be secured and curtailment of various indirect expenditure with the operation efficiency be possible. 3) Forest road, also in living aspects of inhabitants in mountainous villages, plays direct and indirect roles in promoting their welfare including improvement of employment for forest labor, traffic benefits in mountainous area and introduction of culture. Therefore, as a premise to realize intensive management in forestry, the necessities of forest road were increased in its aspects of important and fundamental facilities as well as production basis.
With the government policy on converting contract workers to full-time employees, there have been significant changes about the security personnel at the nation's critical facilities, including the National Assembly Building and airports. Moreover, the scheduled disbandment of the conscripted police force in 2023 has raised concerns about security management at different government agencies. To examine the college students' perceptions on the possible alternatives to fill the expected security gap, 234 undergraduate students of security management and protection in the Seoul metropolitan region were surveyed. Particularly, a comparative analysis was conducted on the legal bases and supervision, the employment types and salaries, and the scopes of responsibility and authority of suggested alternatives were compared. The results showed that utilization of private police forces was thought to be the most effective option. Based on the research findings, the university departments should develop and maintain a quality curriculum to educate their students to be prepared security professionals with a focus on emergency response capabilities and martial arts, including the courses on private police law and emergency rescue and cardiopulmonary resuscitation (CPR).
This study aims to analyse the redistributive impact of the welfare state growth in Korea after 2000s and establish whether there are people excluded from the benefits of the growth. The growth of the Korean welfare state has been achieved by universalizing welfare benefits under the social insurance-centered institutions which are the legacies of the productivist/developmental welfare regime. When it comes to redistribution impacts, the welfare state growth improved inequality among old age populations to a certain degree due to the introduction of the Basic Pension. On the other hand, welfare benefits for the working poor population has hardly been improved in spite of the growing welfare state. It can be said, therefore, that low-income working-age populations have been excluded from the growth of Korean welfare state. These groups are mostly in middle-old age, unemployed or precariously employed and half of them were female householders. The exclusion of these groups from the Korean welfare state shows that the growth of the Korean welfare state was unbalanced. To include the excluded into the Korean welfare state, it is necessary to increase non-insurance social provisions, extend the range of application of the social insurances, integrate income protection, employment service, and vocational training for the working poor, and combine universal and targeted welfare benefits.

Firefighters (who are responsible for people's safety) have one of the jobs that are expected to have problems due to aging in the workforce. An increase in the average age of firefighters can lead to serious social problems. The aim of this study is to survey firefighters in Jeollanam-do about their awareness of aging in firefighters, and to propose a plan to prepare them for aging through investigation and analysis of work problems that may occur due to an aging workforce. The survey shows that the higher the age group, the higher the awareness of aging firefighters, and the higher the total work experience and internal/external work experience, the higher the awareness of aging. As a plan to solve various problems that may arise from aging in firefighters, regular operation of physical fitness promotion programs, field work, job rotation, and managerial measures (such as a change of position to an administrative department) are prepared, and drone or robot technology is used. These solutions include the introduction of applied high-tech technologies to firefighting activities, establishment of retirement management policies, and preparation of plans to revitalize the connection to private employment. In order to maximize the applicability of the field, government institutional plans and preparations are essential.

The COVID-19 pandemic can be deemed one of the greatest hardships faced by mankind in the 21st century. All industries have been severely affected and workers are still experiencing deep difficulties due to the changed working and living environment. Seafarers have been recognized by the international community as key workers since the pandemic began. They are also working internationally to establish a Level Playing Field through the protection of their rights through the Seafarers' Employment Agreement and the implementation of international labour standards. However, despite the obligations under international conventions to be implemented by State parties and the recommendations by international organizations, the rights of seafarers under the Maritime Labour Convention were violated were violated and their occupational safety and health of seafarers were further threatened throughout the pandemic. This article analyzes the impact of the international shipping industry and the implementation of the Maritime Labour Convention based on each country's measures during the COVID-19 pandemic. Furthermore, the amendments of the Maritime Labour Convention adopted through the fourth Special Tripartite Committee were analyzed based on the conference documents and reports to comprehend the implied meaning. The adopted eight amendments to the Maritime Labour Convention are expected to positively affect the seafarers' rights, safety and health in the future, but the international community's efforts should continue because the issues of maximum working hours, maximum service period on board, and the repatriation of seafarers still remain unsettled.

The inflow of Labor Migrants has been grown up to 600,000 people until now with the adoption of Employment Permit System (EPS) in 2004 until now. However the institutional support lack to ensure their rights and improve their conditions. This is because of their consideration ad temporary labors in South Korean society and labor forces rather than the objects of integration. As a result, the legal status and rights of migrant workers are criticized for their utilization rather than human rights, and human rights protection is insufficient. To this context, this paper analyzed the 19th presidential election pledge of the four political parties (Democratic Party, the Liberty Korea Party, Bareun Party and Justice Party) the majority of the Korean National Assembly, and predicted how the policies of migrant workers would evolve. The study found that there were two political parties that did not mention policies for migrant workers, and the remaining two parties also maintained their current policies. This is probably the biggest reason to recognize migrant workers as temporary residents. However, they should also be aware of the fact, that migrant workers are the members of the Korean society and are the owners of human rights that should be guaranteed, and should consider the policy directions to live with them.
In 2023, the Cultural Heritage Administration of Korea is transforming a system that has been in existence for the past 60 years. In these circumstances, an increasing recognition of the need for such changes is intended to start the study of the historical context in the conceptual development of cultural heritage. The employment of imported concepts of heritage created the demand for understanding at least the original contexts. Many European concepts have been introduced. In this study, the French Revolution is selected as the starting point for historical research on conceptual development. France opened a new horizon to national heritage since the establishment of the Republic at the end of the 18th century. The French Revolution placed monuments denied by the collapse of the Ancien Regime back into the boundaries of protection. In this process, the Commission des Monuments and the Commission Temporaire des Arts were created. There were limits to conservation activities in the context of the revolution and war. However, it is meaningful in that they established conservation principles with instructions and created new value for looking at monuments. It was pioneering in that it demonstrated the perspective of national heritage. This is significant because the top flow of conceptual development has led to a monument historique, bien culturel, and patrimoine culturel in France. This history provides a universal essence and has great implications for Korea as a divided country
Cytogenetic studies were performed in peripheral blood lymphocytes from hospital workers occupationally exposed to low doses of radiation (0.30 - 40.07mSv). The workers were divided into three groups according to their job area : 18 diagnostic radiology, 17 therapeutic radiology, and 16 nuclear medicine. The control group consisted of 49 non-radiation workers with no history of exposure to radiation. A higher percentage of cells with aberration(1.275%) was observed in the workers compared to the controls(0.677%) and the difference was statistically significant(p<0.001). The frequency of chromosomal aberration was $0.706{\times}10^{-2}$/cell in the exposed and $0.344{\times}10^{-2}$/cell in the control(p<0.05). Chromosomal exchange frequency was $0.083{\times}10^{-2}$/cell in the control vs $0.245{\times}10^{-2}$/cell in the workers. There was no evidence of significant increase of chromosome aberration related to age or to the duration of employment. The frequency of chromosomal exchange in workers of nuclear medicine was $0.313{\times}10^{-2}$/cell, which was significantly higher than in the control($0.083{\times}10^{-2}$/cell) or other working groups: therapeutic radiology($0.265{\times}10^{-2}$/cell), and diagnostic radiology($0.167{\times}10^{-2}$/cell). No dose-effect relation was found between chromosome aberration and total cumulative doses, recent 5 yr, recent 2 yr cumulative dose. But in case of last 1 yr cumulative dose, dose-dependant increase was observed when controls were considered(p<0.05). The radiation dose which workers have received was much lower than the maximum permissible dose, but there was a significant difference in the frequency of chromosome aberration between occupationally exposed workers and control. So, it is clear that chromosome aberration is a quite sensitive indicator of radiation exposure and it can be detected at very low dose level of occupational exposure.
