Since 2003, policies and practices related to the reduction of CO2 gas emission from ships has been discussing by the International Maritime Organization. The representative emission index and indicator are the EEDI (Energy Efficiency Design Index) for the new ships and EEOI (Energy Efficiency Operational Indicator) during the voyage. For the CO2 emission monitoring system, the SEEMP (Ship Energy Efficiency Management Plan) is also on the table. This global preparations to reduce theCO2 emission is not except for the surface transportation. This research report elucidates the recent stream on the IMO CO2 emission from ship and detail explanation on the EEDI and EEOI.

Greenhouse gas emissions have been an important issue in different countries because of their effects on global warming. The government has to organize greenhouse gas reduction measures suitable to regional characteristics by establishing annual implementation plans and comprehensive policies based on the UNFCCC. The transportation sector is one of the major contributors of air pollution; hence increasing need to estimate current and future traffic emissions precisely. Under these circumstances, a number of emission models have been developed recently. However, current methods of estimation cannot carry out effective analyses because it does not reflect vehicle movement characteristics. This study aims to present a new method for calculating road traffic emissions in Goyang city. A travel demand model is utilized to carry out GHG emission estimates according the traffic data (fleet composition, vehicle kilometers travelled, traffic intensity, road type, emission factors and speed). This study evaluates two approaches to estimate the road traffic emissions in Goyang City: Pollution-Emis and the Handbook of Emission Factors for Road Transport (HBEFA v.3.1) which is representative of the "average speed" and the "traffic situation" model types. The evaluation of results shows that the proposed emission estimation method may be a good practice if vigilant implementation of model inputs is observed.

This study mainly focuses on urban regeneration project as a countermeasure to resolve climate change issues by analyzing the carbon-reduction effect of Jeonju test-bed cases. First, an urban regeneration project is designed for city, Jeonju by analyzing its environmental problems and potential improvement. Then, carbon emission and reduction amounts are evaluated for different businesses and scenarios. Carbon emission sources are classified according to a standard suggested by IPCC, and the emissions are calculated by various standard methods. The result shows that carbon emission amount in Jeonju test-bed is 102,149 tCO2eq. The fact that 70% of the emission from energy sector originates from buildings implies that urban regeneration projects can concentrate on building portions to effectively reduce carbon emission. It is also projected carbon emission will decrease by 3,826tCo2eq in 2020 compared to 2011, reduction mainly based on overall population and industry shrinkage. When urban regeneration projects are applied to 5 urban sectors (urban environment, land use, green transportation, low carbon energy, and green buildings) total of 10,628tCO2eq is reduced and 4,857tCO2 (=15.47%) when only applied to the green building sector. Moreover, different carbon reduction scenarios are set up to meet each goal of different sectors. The result shows that scenario A, B, and C each has 5%, 11%, and 15% of carbon reduction, respectively. It is recommended to apply scenario B to achieve 11% reduction goal in a long term. Therefore, this research can be a valuable guideline for planning future urban regeneration projects and relative policies by analyzing the present urban issues and suggesting improvement directions.

The greenhouse gas emission generated by idling vehicles is a critical issue in the greenhouse gas reduction from the transportation sector. Recently, the mandatory application of the Idle Stop and Go (ISG) for buses, trucks and taxis is in the process of legislation. Focusing on the regulation is about to apply to passenger cars, this study analyzed the quantitative economic effects of the ISG installation by passenger car types in Seoul metropolitan area to support proper policy making. The benefit cost ratio of ISG installation on commercial passenger car of Seoul is the most effective, calculated as 8.55. Accordingly, the amount of 660 liters (per year per vehicle) of fuel and 1,606 kg (per year per vehicle) of $CO_2$ could be reduced. The results of this study might be used as an index for judgment of policy such as determining appropriate subsidy for ISG installation on passenger cars.
Currently, in-port emissions are a serious problem in port cities. However, emissions, especially non-greenhouse gases, from the operation of cargo handling equipment (CHE) have received significant attention from scientific circles. This study estimates the amount of emissions from on-land port diesel-powered CHE in the Port of Incheon. With real-time activity data provided by handling equipment operating companies, this research applies an activity-based approach to capture an up-to-date and reliable diesel-powered CHE emissions inventory during 2017. As a result, 105.6 tons of carbon monoxide (CO), 243.2 tons of nitrogen oxide (NOx), 0.005 tons of sulfur oxide (Sox), 22.8 tons of particulate matter (PM), 26.0 tons of volatile organic compounds (VOCs), and 0.2 tons of ammonia (NH3) were released from the landside CHE operation. CO and NOx emissions are the two primary air pollutants from the CHE operation in the Port of Incheon, contributing 87.71% of the total amount of emissions. Cranes, forklifts, tractors, and loaders are the four major sources of pollution in the Port of Incheon, contributing 84.79% of the total in-port CHE emissions. Backward diesel-powered machines equipped in these CHE are identified as a key cause of pollution. Therefore, this estimation emphasizes the significant contribution of diesel CHE to port air pollution and suggests the following green policies should be applied: (1) replacement of old diesel powered CHE by new liquefied natural gas and electric equipment; (2) the use of NOx reduction after-treatment technologies, such as selective catalytic reduction in local ports. In addition, a systematic official national emission inventory preparation method and consecutive annual in-port CHE emission inventories are recommended to compare and evaluate the effectiveness of green policies conducted in the future.

All Koreans had suffered heavily from municipal and industrial air pollution problems since 1960's to 1980's. However the levels of $SO_2$, CO, and Pb have been dramatically decreased since 1990's due to various air pollutants' reduction policies under the provisions of the 1978 Environmental Preservation Act and the 1990 Air Quality Preservation Act such as increasing the supply of low-sulfur fuel, the use of cleaner fuel, no use of solid fuel, and so on. Even though the national ambient air quality standard has been strengthened to protect public health and welfare, the levels of $NO_2$, $O_3$, and $PM_{10}$ frequently exceed the corresponding standards; for example, only 4 stations (1.7%) out of 239 nationwide monitoring stations satisfied the 24-hr based PM10 standard in 2011. Moreover, upto the present time, since there are serious underlying policies of economism and growth-first which can not be solely solved by the environmental laws, it is difficult to root out undesirable social evils such as public indifference, passive academic activities, complacent government bureaucracy, insufficient social responsibility of enterprise, and radical activities of environmental groups. The paper initially reviewed air pollution history of Korea with surveying various environmental factors affecting in/out-door air pollution in the past Korea. Further this study extensively investigated legal and political changes on air pollution control and management for the last 50 years, and then intensively discussed the present environment-related laws and policies unreasonably enforced in Korea. It is necessary to practically revise many outdated legal policies based on health-oriented thinking and on our current economic levels as well.
Objectives: The purpose of this manuscript was to review Intersectoral Collaboration policies for Tobacco Control. Methods: The author selected the WHO Framework Convention on Tobacco Control and adopted guidelines, and reviewed intersectoral and multisectoral collaboration policy recommendations. Results: There are 11 chapters and 38 articles in the Convention. In the Demand reduction policies included price and non price measures. The author selected a few non price measures for cross sectoral collaboration examples. They are protection from exposure to tobacco emission, education and communication, banning advertising, promotion and sponsorship of tobacco products, and offering treatment to tobacco use cessation. Inter sectoral and multi sectoral approaches could increase effectiveness, and better outcome of the tobacco control policy for implementation of many different articles of FCTC. Conclusions: It is important to give a specific role in structures of different government sectors and infrastructure for intersectoral collaboration. In addition, the role of civil society is very important for implementation of tobacco control policy effectively, and governments have to support the civil society for anti-smoking activities and campaigns.
The rapid climate change is strengthening carbon emissions regulations internationally. Korea is strongly pressed to accept the obligation to reduce greenhouse gases as one of the United Nations Framework Convention on Climate Change. This article analyzed the Granger causalities among environmental regulation, economic growth, electricity consumption, and CO2 emission in Korea, using unit root test, cointegration test, and vector error correction model. As the results, environmental regulation has shown the bidirectional causalities with electricity consumption and CO2 emission, while being unilaterally affected by economic growth in the long-run and strong relationship. Economic growth has affected electricity consumption, CO2 emission, and environmental regulation in the long-run, in the complex structure of the unilateral and short-run causality with electricity consumption and the bidirectional causality with CO2 emission. The policy implications will be as follows: ① environmental regulation should induce sustainable growth through encouraging technological innovation relating to CO2 reduction and productivity enhancement. ② Responding to the international CO2 reduction regulation, the synthetic policy initiatives will be considered to make synergy effects among policies relating to economic growth, electricity consumption.

In this study, methodologies for the rational organization of air pollution monitoring network were examined by understanding the characteristics of temporal and spatial distribution of secondary air pollution, whose significance would increase hereafter. The data on $O_3$ and $NO_2$ concentrations during high ozone period in 1998~1999 recorded at the nine air pollution monitoring station in Busan were analysed using principal component analysis (PCA) and cumulative semivariogram. It was found that the ozone concentration was deeply associated with the daily emission characteristics or the $O_3$ precusors, and nitrogen dioxide concentration largely depends on the emission strength of regional sources. According to the spatial distribution analysis of ozone and nitrogen dioxide in Busan using cumulative semivariograms, the number of monitoring stations for the secondary air pollution can be reduced in east-west direction, but reinforced in north-south direction to explain the spacial variability. More scientific and rational relocation of air pollution monitoring network in Busan would be needed to investigate pollution status accurately and to plan and implement the pollution reduction policies effectively.

Receptor models have been rapidly developed to manage the ambient air quality and to establish effective emission reduction strategies. The models are used to identify various emission sources and apportion quantitatively the ambient pollutant mass based on various measured physico-chemical properties of the air pollutants at the receptor site. Many types of receptor models have been applied to estimate source contributions since those provide fundamental information when establishing reasonable environmental policies in Korea and Foreign countries. In this paper, we will introduce the basic concept and principal of the receptor model, various types of existing models with discussing strong and weak points for each model, and performance procedure of PMF model as the most popular model in the world. Further the trends of receptor modeling studies in Korea and other countries were provided. Finally, the improvement directions of the modeling works for the national and local air quality management were suggested in this paper.
