Objectives: The present study was conducted to investigate farm work environments among farmers and examine the level of management of safety and health, and to subsequently produce study result to serve as foundational data for the development of guidelines on safety and health as part of the improvement of farming work environments among farmers raising Korean native cattle. Methods: The present study conducted a survey on farm work environments and the management of safety and health with 407 farmers engaged in Korean native cattle farming in selected regions in eight provinces. It also visited 10 farmers to verify the current status of farm work. Results: The survey results showed that 16.4% of the respondents experienced safety-related accidents due to farm work. The locations of the accidents were inside the cattle shed (71.4%) and facilities outside the cattle shed (19.6%). The types of accident showed collision with animals (35.7%), collision or contact with obstacles (27.1%), and musculoskeletal accidents due to heavy object handling (12.9%). The causes of the accidents were cattle (38.3%), cultivators and tractors (25.4%), facility tools in cattle sheds (9.0%), and slippery floors (6.0%). The damaged areas were hand (21.0%), spine (19.8%), lower limb (18.5%), and foot (17.3%). A self-diagnostic survey on respiratory diseases showed that 11.5% of the respondents experienced respiratory-related symptoms. The survey on safety and health during farm work showed that wearing personal protective equipment and response to emergency situations, which were needed to prevent safety-related accidents, were relatively low compared to the level of recognition of the need and awareness of safety issues. Furthermore, the field survey identified the current status of safety and health issues such as prevention management of collision accidents with cattle, how to handle heavy objects, and wearing of personal protective equipment. Conclusions: The present study identified safety-related accidents and problems in the management of safety and health among Korean native cattle farmers. In order to address the problem, it is necessary to not only provide guidelines on safety and health management which are appropriate to the characteristics of Korean native cattle farming work, but also to study the development of personal protective equipment.
본 연구에서는 도서관의 개인의 가능성 발견과 관련하여 현재 「제3차 도서관종합발전계획」에 발표된 정책을 살펴보고, 해당 정책을 기반으로 중앙행정기관과 시·도 도서관에서 추진한 과제 현황을 분석하였다. 이를 기반으로 향후 개인의 가능성을 발견하는 도서관의 역할을 수행하기 위한 방향을 제시하였다. 연구 결과, 코로나19로 인문·문화 프로그램 등 비대면 서비스 진행 도모, 도서관 휴관 따른 대면행사 축소로 실적이 저조하여 코로나19 대응 비상관리 및 비대면 프로그램 운영 지원체계 구축과 소외 지역 및 소외 계층의 독서문화 사업의 확대 운영을 위한 예산 증액이 필요할 것으로 파악되었다. 또한 장기적 양질의 비대면 프로그램 발굴과 비대면 프로그램 운영 위한 인프라 지원, 가이드라인 개발이 필요한 실정임을 파악하였다. 둘째, 소통·토론형 사회적 독서 프로그램은 온라인 강좌 전환 운영이 빠르게 전환될 필요성을 감지했다. 셋째, 이용자 정보접근 편의확대 개선과 국내·외 협의회 간 세미나 운영, 자료 원스톱 공유 시스템 활성화 및 자료의 디지털화 추진, 포스트코로나 시대 대비 하는 도서관 인프라 확충, 홍보 활성화 등 대외협력 강화 방안 마련이 필요할 것으로 파악되었다.
Objectives: This study aims to compare the physicochemical characteristics, toxicological data with Occupational Exposure Limits (OELs) of chemicals under the Occupational Safety and Health Act(OSHA) regulated by the Ministry of Employment and Labor of Korea. Methods: Information on chemicals which have OELs on physicochemical characteristics and toxicological data was collected using Material Safety Data Sheet(MSDS) from Korea Occupational Safety and Health Agency(KOSHA) and the Korea Information System for Chemical Safety Management(KISChem) in 2014. Statistical analyses including correlation and simple regression were performed to compare the OELs with chemical characteristics including molecular weight, boiling point, odor threshold, vapor pressure, vapor density, solubility and octanol-water partition coefficient(OWPC) and toxicological data such as median lethal dose($LD_{50}$) and median lethal concentration($LC_{50}$). Results: A total of 656 chemicals have OELs under OSHA in Korea. The numbers of chemicals which have eight-hour time weighted average(TWA) and short term exposure limits(STEL) are 618 and 190, respectively. TWA was significantly correlated with boiling point and STEL was only correlated with vapor pressure among physicochemical characteristics. Solubility and OWPC between "skin" and "no skin" substances which indicate skin penetration were not significantly different. Both $LD_{50}$ and $LC_{50}$ were correlated with TWA, while the $LC_{50}$ was not with STEL. As health indicators, health rating and Emergency Response Planning Guidelines(ERPG) rating as recommended by the National Fire Protection Association(NFPA) and American Industrial Hygiene Association(AIHA) were associated with OELs and reflect the chemical hazards. Conclusions: We found relationships between OEL and chemical information including physicochemical characteristics and toxicological data. The study has an important meaning for understanding present regulatory OELs.
북한은 2017년 6차 핵실험 이후 스스로 핵 무력의 완성을 선언하였다. 한반도 비핵화를 위한 국내외의 노력에도 불구하고 그 해결전망은 밝지 않다. 북한의 WMD위협을 억제하기 위한 정치·외교적 노력과 함께 유사시 예상되는 '재앙적 상황'에 대비한 사후관리 능력의 강화가 요구된다. 이에 따라 본 연구는 CBRN 위협에 대비한 사후관리 강화방안을 제시하기 위해 수행되었다. 연구모델은 국가 차원의 재난관리 계획발전모델 중 미 국토안보부가 채택하여 활용 중인 THIRA 프로세스를 일부 보완하여 활용하였다. 한국의 사후관리 체계는 재난에 대비한 위험관리와 위기관리를 포괄한다. 이 체계는 전·평시 CBRN의 확산 또는 사용의 억제, 위협의 대응, 예상피해 최소화 등을 목적으로 민·관·군 통합방위작전의 형태로 수행된다. 예방단계에는 CBRN의 개념과 사후관리 절차를 국가관리체계 속에 반영, 통합경보체계의 보완, 대피시설의 준비 그리고 통합훈련체계의 구축 등이 요구된다. 대비단계에는 관련 법규와 매뉴얼의 정비, 정부 조직의 정비와 수행절차의 발전, 통합대응이 가능한 현장 지원체계의 구축, 그리고 주기적인 훈련 등이 필수적이다. 대응단계에는 응급처치와 구호를 위한 의료지원체계의 정상가동, 제염시설의 설치 및 운영, 그리고 피해평가 및 통제지침의 발전이 중요하다. 복구단계에서는 안정화 평가 기준 및 절차의 발전, 피해복구에 필요한 자원의 확보 및 운용, 그리고 지역방위군과 향토예비군, 민방위가 연계된 지역피해복구 역량 강화가 필요하다.
본 연구에서는 국내 석유화학산업에 설치 운영 중인 DCS (Distributed Control System)에 설정되어 실제 운전에 적용하고 있는 PV high trip point에 설정된 alarm의 우선순위를 ISA 18.2 국제규격 또는 EEMUA 191 guideline 에서 제시하고 있는 기준과 비교 분석하여 현재 사용 중인 공정 alarm의 우선순위 관리상태를 확인하는 것이 목적이다. 공정 문제 발생 시 과도하게 설정된 high alarm이 짧은 시간 안에 운전자에게 제공되어 최우선으로 처리해야 할 alarm을 분별하기 어려워지는 상황이 발생하게 된다. 이로 인하여 운전자가 정해진 시간 안에 적절한 조치를 진행하지 못할 가능성이 커지고 예상하지 못한 공정의 shutdown이나 공정사고로 이어지는 사례가 다수 보고되었다. 그리하여 본연구에서는 alarm 관리에 관련된 국제규격을 소개하고 국내 석유화학산업 현장에 사용하고 있는 alarm 관리 수준을 확인하여 향후 국가 산단의 석유화학 공정에 발생할 수 있는 잠재적 위험을 알리고 위험 요소를 감소시킬 방안을 제시하고자 한다.
소형냉각재 상실사고시 원자로냉각재펌프( RCP )의 지속적인 운전은 원자로냉각재의 불필요한 누출을 초래하여 심각한 노심노출 및 이에따른 핵연료 손상을 야기시킬 수 있다. TMI 사고 후 미국 NRC의 요구에 따라 CE형 발전소 사용자 단체에서는 “T2/L2”라는 RCP 트립전략을 개발하여 CE형 발전소에 적용 가능토록 일반비상운전지침서에 반영하였다. 상기 T2/L2 RCP 트립전략은 사고후 원자로 냉각재 계통의 압력이 감소하여 RCP 트립설정치에 도달하면 처음 두대의 RCP를 우선 정지시키고, 사고가 LOCA임이 확인되면 나머지 두대의 RCP를 정지시키는 방식을 채택하고 있다. 본 논문에서는 영광3, 4호기의 RCP 트립설정치를 분석, 선정하고 T2/L2 전략의 안전운전양상을 입증하였다 분석결과, 최악의 파단크기로 밝혀진 0.15 ft$^2$의 고온관 파단 LOCA 영광3, 4호기 RCP 트립설정치는 가압기 압력 1775 psia로 나타났으며, 운전원이 마지막 두대의 RCP를 트립시키지 못하였을 경우 혹은 최악의 시점에서 정지시켰을 경우에도 영광3, 4호기의 노심냉각능력은 확보될 수 있음이 확인되었다. 또한 영광3, 4호기의 RCP 트립전략은 미국 NRC가 요구하는 최대 핵연료피복재온도 관점에서의 10 CFR 50.46 요구조건과 운전원 조치시간 관점에서의 ANSI 58.8 요구조건도 충분히 만족함이 판명되었다 따라서, 1775 psia의 RCP 트립설정치를 사용한 영광3, 4호기의 T2/L2 RCP 트립전략은 사고시 운전원에게 향상된 운전지침을 제공할 수 있을 것으로 판단된다.
Objectives: This research is part of a study to be conducted over five years starting from 2017 by the Ministry of Environment on the development of technologies to evaluate the impact of chemical accidents on the human body. Methods: For this research, a five-stage specific study method was developed. Results: In brief, the developed health risk assessment method can be summarized as follows. First, a health risk assessment system was built based on the guidelines set forth by the USA NRC/NAS. Second, based on the disease manifestation theory, the health risk assessment method was divided into 1) a carcinogenic health risk assessment method focused on all carcinogens except non-genotoxic carcinogens and 2) a non-carcinogenic health risk assessment method focused on noncarcinogens including non-genotoxic carcinogens. Third, the detailed contents of the health risk assessment method were developed in four stages(hazard identification, dose-response assessment, exposure assessment, and risk determination) through theoretical consideration of the assessment of the level of health risk related to chemical exposure. Finally, a health risk assessment methodology, classified into stages to address acute, subacute/subchronic, and chronic conditions was developed after considering the physicochemical behavior of hazardous chemicals upon implementation of countermeasures after a chemical accident. Conclusions: A method to evaluate the health risks related to toxic chemicals generated by chemical accidents was developed. This study was performed with the purpose of developing a mathematical health risk assessment method to evaluate the health effects of exposure to hazardous chemicals upon implementation of emergency countermeasures after chemical accidents.
Welding and cutting, which are representative tasks in handling firearms at industrial sites, are the basis for production and maintenance processes across all industries. They are also essential in the root industry. Specifically, they are widely used in the manufacturing industry, including equipment industries such as shipbuilding, automobiles, and chemicals, and subsequent maintenance work and general facility repair. However, such hot work carries a high fire risk owing to sparks scattering and inadequate management, resulting in a high occurrence of accidents. In response, the government and relevant organizations have recently revised the Occupational Safety and Health Act to prevent accidents during hot work. These revisions impose more stringent regulations than before, which are expected to help prevent actual fire accidents. However, whether the fire observer system, which is the core element of the revision, would be practically applied and maintained is unclear. Therefore, this study compared the fire observer system in the revised Occupational Safety and Health Act with those in the laws and systems of developed countries, conducted interviews with safety and health experts to assess the suitability of the new system for fire observer operations, and improvement plans were derived accordingly. Therefore, the laws and systems of developed countries grant more authority to fire observers compared with those of Korea. Moreover, professional training in handling emergency is required. Interviews with safety and health experts revealed that regardless of company size, the same operating standards were applied, and standards for deploying fire observers in various locations were unclear. Furthermore, there was a lack of professional education and training, and the role and authority of fire observers were limited. These findings revealed a problem in this sector. The results of this study are expected to serve as basic data for establishing a practical system for placing fire observers and supplementing laws, guidelines, and systems for preventing fire accidents.
본 연구는 COVID-19 시대에서 빠르고 정확한 진단검사를 위해 임상병리사의 역할을 파악하고, 효율적으로 대응할 수 있는 체계적인 시스템 마련을 위한 기초자료를 제공하고자 하였다. 연구 방법은 15개 의료기관을 대상으로 설문조사 및 초점 집단 면담을 통한 분석을 하였다. 검체 채취 기관(11개)을 분석한 결과, 선별검사소 운영 기관은 7개, 임상병리사 10.4명, 채취 소요시간 2.1분, 검사소요시간 5.4시간, 검사건수 9,670건, 검사인력 6.2명으로 조사되었다. 초점 집단 면담 분석결과, COVID-19검사와 관련하여 검체 채취자 및 검사자를 보호하기 위한 근무시간, 근무장소, 근무환경이 포함된 표준화된 지침은 없었다. 그리고 감염사고 발생 시 법적인 보호 조치가 미흡하며, COVID-19와 관련한 인력에 관한 규정이 마련되어 있지 않았다. 또한, 신뢰도 있는 COVID-19 검사를 위해 검체 채취자 및 분자진단 검사자의 전문적인 교육이 요구되었다. 결론적으로 COVID-19와 같은 긴급상황 감염병 발생 시 대처할 수 있는 특수검사 단기수련기관 등을 통한 전문교육의 시행과 안정적인 인력공급 할 수 있는 법적인 체계마련이 필요할 것으로 사료된다.
진해만은 태풍 내습 시 피항 선박이 폭주하고 강한 바람 등의 영향으로 주묘가 자주 발생하며 이에 따른 선박 간 충돌 및 좌초 등 해양사고 발생 개연성이 매우 높다. 본 연구에서는 우리나라 해역 특성에 맞는 진해만 정박지의 선박 간 안전이격거리 설정을 위한 연구를 수행하였다. 진해만 태풍 피항지에는 태풍 내습 시 평균 100 ~ 200여척의 선박이 정박을 하고 있으며 풍속이 25m/s 이상되는 강한 외력에서 전체 선박의 약 70%에 주묘가 발생하는 상황인 것으로 분석되었다. 본 연구에서는 국내외 설계기준 상 제시된 황천 시 정박 선박간 이격거리, 실제 피항지로서 사용된 진해만 피항선박 간 이격거리, 강한 외력에 따른 선박 표류 시 적정 안전거리 등을 분석하여 제시하였다. 그 결과 설계기준 상의 최소 기준과 비상조치 시간을 고려하여 약 400 ~ 900m의 안전이격거리가 필요하며, 공간상의 여유가 있는 경우에는 700 ~ 900m 이격거리 설정이 필요한 것으로 도출하였다. 본 연구의 결과는 향후 진해만 피항지를 이용하는 선박에 대해 선박간 안전 이격거리를 위한 지침 수립 시 활용이 가능할 것으로 기대된다.
