  • In this paper, we analyze the most suitable RA method among PAMA, DAMA, and RA classified by the multiple access method of satellite communication in the rapidly changing traffic environment according to the emergency and tactical situation. It suggests an alternative to improve the limit of output degradation. Based on the CRDSA protocol selected as the standard of DVB-RCS2 among the current satellite communication methods, CRDSA2R (Contention) maintains an optimal RA channel environment by checking the limitations in an environment where packet volume is rapidly increasing and observing channel load and channel conditions. We propose a Resolution Diversity Slotted ALOHA with Adaptive Random Access.

  • Korea has faced with the problem of the whole national disaster safety due to the Sewol-ho and it reminded people and government of the importance of national safety. It is needed to establish the national unified network especially focused on the disaster site and also improved in the fields of law, system and organization related to the management of disaster. To do this, PS-LTE technology must to be adopted to the network and 700MHz is the most efficient bandwidth for the network. At the same time, we have to improve the management system for the response of disaster including standard procedure and the platform of disaster response system. In order to establish realistic and efficient emergency communications network, it is effective to build own network and use leased networks together. And the cost is estimated about 5.2 trillion won.

A Study on the National Command Wireless Communication Network Construction and Operation (국가지휘 무선통신망 구축 운영방안에 관한 연구)

  • When the national disaster accident is occurred, it is difficult to maintain the mutual cooperation systems. In order to solve the problems, the construction of the national unified command wireless network is necessary. In this paper, the specified state of the characteristic frequency of the digital TRS wireless network constructed recently is investigated and analyzed. Through the analysis, the problems of the construction of the national unified command wireless network are grasped. To solve the problem, it is proposed that the digital TRS wireless network is connected with the satellite communication network, and connected with the existing wireless network, LMR. In the concretely it is proposed that the natural unified wireless network should be proceeded step by step. At first, for 2 years the existing networks of the Fire Fighting Agency, the Police, the Forest Service and so on must be utilized and prepared to link with TRS. The second, for 2 years it is carried forward a scheme to maintain the properties of the agencies concerned. Further, it must be prepared to connect with satellite network. At third, for 2 years all agencies concerned with the fire fighting and the disaster prevention must be unified, and the systems have to be promoted for the p1an of linkage of TRS network and the existing network. Next the agencies concerned have to be unified and the authority has to be intensified. When a disaster is occurred, the National Emergency Management Agency has to play a central role. In a local area it has to be given the Fire Fighting Agency an authority and a duty to get ready for each emergency situation.

  • Wireless communication technologies, especially smartphones, have become increasingly common. Wireless technology is widely used in general industry and this trend is also expected to grow with the development of wireless technology. However, wireless technology is not currently applied in any domestic operating nuclear power plants (NPPs) because of the highest priority of the safety policy. Wireless technology is required in operating NPPs, however, in order to improve the emergency responses and work efficiency of the operators and maintenance personnel during its operation. The wired telephone network in domestic NPPs can be simply connected to a wireless local area network to use wireless devices. This design change can improve the ability of the operators and personnel to respond to an emergency situation by using important equipment for a safe shutdown. IEEE 802.11 smartphones (Wi-Fi standard), Internet Protocol (IP) phones, personal digital assistant (PDA) for field work, notebooks used with web cameras, and remote site monitoring tablet PCs for on-site testing may be considered as wireless devices that can be used in domestic operating NPPs. Despite its advantages, wireless technology has only been used during the overhaul period in Korean NPPs due to the electromagnetic influence of sensitive equipment and cyber security problems. This paper presents the electromagnetic verification results from major sensitive equipment after using wireless devices in domestic operating NPPs. It also provides a solution for electromagnetic interference/radio frequency interference (EMI/RFI) from portable and fixed wireless devices with a Wi-Fi communication environment within domestic NPPs.

A Machine-to-machine based Intelligent Walking Assistance System for Visually Impaired Person (시각장애인을 위한 M2M 기반의 지능형 보행보조시스템)

  • The white stick mainly used for visually impaired person has difficulty in providing location information and effective countermeasures for emergency situations encountered during walking as well as detecting floating obstacles on the ground. In this paper, we propose a machine-to-machine based intelligent walking assistance system for safe and convenient walking of the visually impaired. The proposed system consists of a walking assistance stick used by the visually impaired and a server supporting multiple stick users in remote places through mobile communication networks. The stick equipped with ultrasonic sensors, GPS(global positioning system) receiver and vibrator not only detects floating obstacles, but also offers stick users with present location identification utilizing a text-to-voice conversion technology. Besides providing geographic information, the server notifies the emergency locations of users to guardian and aid agency, and it provides log information during walking such as the place, time and the number of accidents. Test results with a developed prototype system have shown that the system properly performs the functions and satisfies overall system performance.

  • Recently, there has been a lot of research on the construction of smart factory in the 4th Industrial Revolution era. Among the various technologies involved in the deployment of smart factory, one of the key technologies is the IoT protocol sector that handles the transmission and reception of data. In this regard, the MQTT protocol is generally used most commonly, but the existing MQTT technology lacks the concept of priorities of messages, so it is somewhat insufficient to be applied to an industrial field requiring real-time property. Priority handling of urgent messages is critical, especially in emergency situations, such as the emergency shutdown of the entire relevant facility following the failure of a particular facility. To improve this, research on priority-based MQTT is being conducted somewhat, but these studies have problems with actual field use because they are a variant of the MQTT standard. Therefore, this study conducts and verifies studies related to MQTT, which can prioritize messages while adhering to existing MQTT standards.

  • In recent years, many public safety systems in the smart city are developed. These systems are taking responsibility to make a safe and comfortable city. In this paper, we propose vehicle tracking systems include a public safety system that enables the policeman to track the stolen vehicles more efficiently by providing the vehicle information in real time. When a vehicle is stolen, the vehicle owner can send a user emergency request. Then, the public safety server which supported by a geospatial query technique will give information such as time, distance, and routes to a policeman who is closest to the location of the vehicle to catch the thief. 300 simulations were performed to evaluate the performance of the system. We found that the average of times required when vehicle owner send a user emergency message on user application until policeman obtain a vehicle tracking request on police application below 1.2 seconds.

  • This paper introduces a smart aging service that helps the elderly lead a happy old age by actively utilizing IoT and AI technologies for the elderly who are increasing rapidly as they enter the aging society. In particular, we propose a future-oriented, age-friendly well-being support system that breaks away from the existing welfare concept to solve the aging problem but leads to a paradigm shift toward building a vibrant aging society by protecting from emergency and satisfying emotions. By introducing IoT and AI, it judges the life situation and emotional state from the living information of the elderly can respond to emergencies and suggest meetings as a change of mood and give an emotional comfort. Since the proposed system uses artificial intelligence techniques to determine the degree of depression when inputting information such as pulse-rate, dangerous word usage, and external communication, I think it showed the feasibility of the new concept of wellbeing support system that is totally different from conventional wellbeing concept of health-care.

  • This study is a single case study of the application of service design in a regional emergency medical centre of a senior general hospital, focusing on the experiences of patients and medical staff. It aims to measure and improve the experience of healthcare services using service design techniques and to verify their effectiveness. A qualitative case study centred on ethnography and design workshops was conducted to collect in-depth experience data from patients and medical staff. The study identified key experiential differences between patients and healthcare workers, with a particular focus on the challenges faced in emergency medical services. The qualitative data collected through patient and healthcare worker interviews and design thinking workshops were analysed and incorporated into the design in order to understand the complex dynamics of the regional emergency medical centre environment. The results of the study highlighted the need to improve communication, manage patient flow, and improve the environment in three main aspects of the current state of design reflecting the needs of patients and medical staff. By analysing the differences in the specific needs of the two groups of patients and medical staff, a design-led implementation process can be applied to improve the services of the regional emergency medical centre. This study highlights the role and importance of design in healthcare and provides an efficient way to bridge the gap between theoretical research and practical design implementation. This will contribute to creating a faster, more effective, and more satisfying healthcare experience. It is hoped that this will be a new opportunity to see service design as a key to a new innovation process for the satisfaction of both patients and medical staff.

Relations Between the Types of Communication and, Job Satisfaction and Nursing Performance in Staff Nurses (일반간호사의 조직 내 의사소통 유형과 직무만족 및 간호업무성과의 관계)

  • This study attempts to investigate the relations between the types of communication, the job satisfaction. and the nursing performance of the staff nurses. The subjects of this study were the 114 nurses working in general wards, intensive care units, and the emergency rooms of the general hospital in Kyongbuk province. They were asked to answer the questionnaires as regards the types of communication and job satisfaction, and their performance of nursing, and these were evaluated by the head nurses, and their direct seniors. The data were collected for 10 days from the September 17 to 26, 2002. According to the purpose of the study, descriptive analysis, ANOVA. Pearson correlation coefficient, and stepwise multiple regression were applied for the data analysis using SPSS 10.0. The results are as follows : 1. The types of communication of staff nurses showed that the upward communication was $3.12\pm0.56$. the downward communication was $3.56\pm0.42$. the horizontal communication was $2.98\pm0.44$. and the informal communication was $2.59\pm0.49$. It showed that the most frequent communication was the downward communication. 2. In terms of the job satisfaction, there was significant difference according to the length of the period working for one ward (F=5.95, p=0.003), 3. The performance of nursing was significantly different according to the age (F=23.52, p=0.000), the working duration as a nurses (F=21.9, p=0.000), the types of nursing unit (F=5.33, p=0.002), and the working duration in present nursing unit (F=15.87, p=0.000). 4. In terms of communication type, the job satisfaction was associated with quality of the upward communication (F=6.23, p=0.003), the downward communication (F=5.78, p=0.004), and the horizontal communication (F=11.73, p=0.000) There were no association between the types of communication and the performance of nursing. 5. There was a positive correlation between the communication and the job satisfaction. And the downward communication (r=0.398) showed the greatest correlation with the job satisfaction. There was no statistically significant correlation between the communication and the performance of nursing. And the upward communication (r=-0.058) showed a negative, though not significant correlation with performance of nursing. 5.
