The Internet has rapidly become a global publishing platform, and electronic scholarly journals covering a wire range of subject areas are now available via WWW. The purpose of this study is to investigate the production and delivery of electronic scholarly journals between national information circulation institutions, the degree of overlap in services between these institutions, and the degree of differences in terms of the amount of electronic scholarly journals between subjects in science and technology(S＆T) areas. For the study, Registered and Register-Candidate scholarly journals designated by Korea Research Foundation in S＆T areas are used. This study also provided some considerations for the services of domestic electronic scholarly journals between national information circulation institutions.

Mobile Crowd Computing is one of the most efficient and effective way to collect the Electronic health records and they are very intelligent in processing them. Mobile Crowd Computing can handle, analyze and process the huge volumes of Electronic Health Records (EHR) from the high-performance Cloud Environment. Electronic Health Records are very sensitive, so they need to be secured, authenticated and processed efficiently. However, security, privacy and authentication of Electronic health records(EHR) and Patient health records(PHR) in the Mobile Crowd Computing Environment have become a critical issue that restricts many healthcare services from using Crowd Computing services .Our proposed Efficient Multi-layer Encryption Framework(MLEF) applies a set of multiple security Algorithms to provide access control over integrity, confidentiality, privacy and authentication with cost efficient to the Electronic health records(HER)and Patient health records(PHR). Our system provides the efficient way to create an environment that is capable of capturing, storing, searching, sharing, analyzing and authenticating electronic healthcare records efficiently to provide right intervention to the right patient at the right time in the Mobile Crowd Computing Environment.

With the development of networking technology, it has become common to use various types of network services to replace physical ones. Among all such services, electronic voting is one example that tends to be popularized in many countries. However, due to certain concerns regarding information security, traditional paper voting mechanisms are still widely adopted in large-scale elections. This study utilizes blockchain technology to design a novel electronic voting mechanism. Relying on the transparency, decentralization, and verifiability of the blockchain, it becomes possible to remove the reliance on trusted third parties and also to enhance the level of trust of voters in the mechanism. Besides, the mechanism of blind signature with its complexity as difficult as solving an elliptic curve discrete logarithmic problem is adopted to strengthen the features related to the security of electronic voting. Last but not least, the mechanism of self-certification is incorporated to substitute the centralized certificate authority. Therefore, the voters can generate the public/private keys by themselves to mitigate the possible risks of impersonation by the certificate authority (i.e., a trusted third party). The BAN logic analysis and the investigation for several key security features are conducted to verify that such a design is sufficiently secure. Since it is expected to raise the level of trust of voters in electronic voting, extra costs for re-verifying the results due to distrust will therefore be reduced.

This paper aims to identify patterns in users' requests for facility management (FM) services in higher education facilities. We analyzed data collected from 309 service request forms, made available via a department office and an enterprise resource planning system, at a private university in Seoul between May 2009 and February 2015. We found that the number of user requests were the highest in September and October. Requests for electronic and communication (E/C) services outnumbered those for architectural services and mechanical and plumbing (M/P) services. Repair requests for doors and windows were the most common under architectural services; repairs for air-conditioners and radiators were the most commonly under M/P services; and installation of electrical outlets, telephone wires, and internet services were the most sought-after E/C services. Maintenance requests were received every three months, while repair requests were received every six or seven months.

Traditionally banks and other financial institutions use customers' accounts and information managed by them and provide payment services in dominant positions. Recently, EU amends Payment Services Directive to institutionally guarantee access to customers' accounts and use of account-related information even to third parties, which facilitates competition in financial markets and promotes innovation. However, this kind of change can increase potential security risks and therefore institutional responses from financial authorities are required so that all participants in financial markets can properly respond to security risks. In this study institutional responses to the security risks in the EU's new Payment Services Directive (PSD2) are analyzed, comparisons between this and domestic electronic financial regulations are analyzed, and implications for the direction of improving domestic electronic financial regulations will be suggested.

Data Alignment is achieved when all trading partners information systems are maintained automatically synchronising with the suppliers information systems on a continuing basis. Electronic catalogues facilitate the ongoing synchronisation of data between trading partners and large retailers in United States and Canada use electronic catalog in order to get rid of non-value added paperwork and manual reconciliation. Data Alignment will dramatically improve the effectiveness of E-Commerce and Supply Chain initiatives including electronic Marketplaces, Collaborative Planning and Forecasting and continuous replenishment processes.

As people get broader access to health information through the internet, there is a greater need for measure to maximize the social advantages of the internet and to minimize negative side-effects. With this concern, this paper classifies internet health information services sites into : on-line supply of health information, on-line consultation, on-line diagnosis, and on-line sales. As well this paper analyzes domestic laws supporting and/or regulating these services. The efficient provision of internet health services requires comprehensive laws on individual privacy protection, prevention and handling of medical accidents, an electronic prescription form for internet diagnosis, electronic signing, payment for medical expenses, qualifications for internet medical practitioners. Additional laws are required to establish internet pharmacies and internet health goods stores. These new laws can be prepared either separately or through revision of existing laws governing medical practice, pharmacies, and public health promotion. However, as the legal control by the government on cyber processes and entities has a fairly minimal effect, consumers should be encouraged to improve their own capacity for wisely using internet health services and health-service providers should be encouraged to promote voluntary supervision and control of their own services and practices.

Globally, Fintech, which acts to replace existing intranational payment methods, is actively used, and such Fintech payments are widely accepted in international B2C trade. However, Fintech for B2B trade has not been released to the market thus far, and previous attempts at electronic international payment systems, such as Bolero, TradeCard, and Identrus, have not succeeded, and most of them have completely disappeared. On the other hand, there are continuing attempts to introduce Fintech technologies such as blockchain to international payments, and these attempts are more widely pursued in foreign countries. If international payments using Fintech are marketed through foreign services and such Fintech services become the de-facto standard for international payments, then Korea in which dependency on international trade is high will be vulnerable due to a dependency on foreign services such as relying on foreign SNS platforms like Facebook and Instagram. Therefore, this paper proposes a business model that can be used as a legitimate B2B trade international payment system on the basis of domestically provided services, focusing on various services afforded by K-SURE, which is the Korea Trade Insurance Corporation.

In this paper, we propose a robust execution scheme for Ethereum blockchain application services which provide continuous services and support recovery even in the case of failures of those services. As of now, blockchain services are rapidly expanding to all industries and being combined with various infrastructure services of public institutions. But if these services fail in disastrous situations such as earthquakes, floods and terrors or various hacking attacks, the aftermath is very serious and its side effects are difficult to assess. To resolve this issue, we develop the service registry as a smart contract of the Ethereum blockchain, which provides useful information on the services to users even in disasters. With the help of the service registry, we also present a method of replicating services on the basis of the ETCD distributed storage system. The proposed scheme is confirmed by the test service developed by the proposed techniques.

As information technologies are applied to the libraries in information society, the library services have been changing its feature. Therefore, the purpose of this paper is to explore and to establish a paradigm of the library services in information society. It is hypothesized that the application of information technologies leads to the change of the library services in information society. To prove the hypothesis, the data were collected from various research results carried out in the developed countries and by observing various libraries where the information technologies are extensively applied. The findings are as follows: 1. As information technologies are applied to the library, many new library services emerge for the society. 2. As the electronic data replace the paper data, the collection of a library becomes the collection of the libraries in the world. Therefore, the accessibility to the information network is more important than to own information in the library. Librarians select various electronic data according to the library policy which distinguishes their own library collection from others. The policy also solves the various problems related to weeding and preserving library collection. And the use of CD-ROM selection tools enable library users to select their own data. Now, the censorship becomes the concems of the library users, not the library. 3. The catalogs are reorganized for the electronic data for the international use. The most important information in the catalog is the location of the data and the multi access to the data are necessary. 4. As the information technologies are applied in book selection, cataloguing, information retreival and circulation, the library users are enable to service themselves in the library. And most of the routine works related to the information service are taken over by the library staffs. Professional librarians engage in user education, information marketing and fund raising. 5. Public libraries in information society serves those who have no access to the information. They help the illiterates. patients in the hospital, prisoners, and homeless in the city. Therefore, the information technologies enhance the role of librarians in professional work in the library as well as in the information society.
