Document Structure Understanding on Subjects Registration Table

  • This research is aimed to automate the generating process of the database from paper based table forms like this work. The registration table has so complicate table structures, ana in this research we used the registration tables as an example of general table structure understanding. We propose a table structure understanding system for some table types, and it has some steps. The first step is that the document images on paper are read from the image scanner. The second step is that a document image segments into some tables. In the third step, the character strings is extracted using image processing technology and the property of the character strings is determined. And the structured database is generated automatically. The proposed system consists of two systems. "Master document generation system" is used for the table form definition, and it doesn′t include the handwritten characters. "Structure analysis system for complete d table" is used for the written form, and it analyzes the table form filled in the handwritten character. We implemented the system using MS Visual C++ on Windows, and it can get the correct extraction rate 98% among 51 registration tables written by the different students.

  • 법률행위로 인한 부동산물권변동의 성립요건인 부동산등기는 부동산이라는 재산의 물권변동관계를 등록하는 매우 중요한 업무이고, 또한 부동산과 관련한 권리관계와 상황이 실체관계와 일치하도록 명확히 공시하는 것을 목적으로 하는 제도이다. 이러한 등기업무가 그동안 종이등기부에 기초한 수작업인 관계로 부동산 거래가 증가할 경우 처리기간의 장기화와 천재지변에 따른 문서훼손 등을 막기 위한 대처방안이 절실히 요구되는 시기에 정보통신기술의 급격한 발전과 함께 사법부의 정보화 추진 노력으로 2002년 전자등기업무 시스템이 구축되면서 종이등기부가 전자등기부로 전환되었다. 그러나 세계적으로도 큰 사업이었고, 공간적 제약의 최소화와 대국민 서비스의 품질의 극대화 차원에서 성공적으로 잘 운영되고 있는 부동산전자등기 업무에 있어서 다양한 정보를 제공받지 못한 관계로 인한 손해, 등기공신력과 전자등기신청 시 공인인증서 보안문제 등이 대두되고 있다. 따라서 본 연구에서는 문제점을 파악하고, 철저한 보안을 통한 위험성을 차단하고 국민들에게 신뢰와 편의성이 제공될 수 있는 효율적인 개선방안을 제시하였다.

A Study on the Introduction of Electronic Stock System (전자주권제도의 도입에 관한 연구)

  • Electronic methods are already used in money transfer and credit cards transactions and electronic money and checks, which can substitute cash and coins, are being discussed. Recently, the Acts of Electronic Draft have been enacted, in order to make the money in the market flow efficiently. Also electronic bill of lading has been adopted for the practical use of international shipments. However, despite of the effort from the academia and practice, investments to stocks, especially in the stock exchange, is not quite perfectly electronic. Japan enacted a relevant act in 2004 which make its stock market totally dematerialized. This writing summarizes some issues in interpretation that arise in the course of operation of the Stock Electronic Registration System at the present time of 6 months after it came into effect and its purpose, by doing so, is to prevent in advance the kind of problems in introducing the similar system to Korea.

  • This paper presents a fingerprint image registration method. In the fingerprint system, the insufficiency of mutual information between a template and a query fingerprint is one of major factors to deteriorate recognition performance. To overcome this problem, we need to register multiple impressions and integrate their information. Our method matches the ridges from multiple impressions recursively and then registers the impressions to minimize the registration error calculated from the Distance map. Our method use regularized TPS model as the transformation model to compensate for the plastic deformation. We compare our method with 3 prior arts (ICP, Distance Map, Ross's method). Our registration error and its' variance is the smallest and also the average registration error is below 3 pixels.

  • Currently, information technologies such as blockchain and metaverse are being innovatively developed in Korea and around the world. The government has defined the innovation of these cyber-related technologies as the fourth industrial revolution and presented the Digital New Deal as an important policy of the Korean version of the New Deal, and is implementing various policies and systems related to it. This situation is expected to affect the development of the real estate registration system in Korea. Moreover, as the Supreme Court is currently promoting the transition to a future registration system, it is necessary to examine whether blockchain technology, which allows parties to exchange value without a third party guaranteeing the transaction, can be used in the real estate registration system. In order to secure the credibility of the real estate registration as electronic information under the registration system that introduces electronic registration and blockchain system, the transparency of transaction identification and real estate registration details should also be recorded using the blockchain system as a way to prevent such crimes and legal disputes. As a solution, it is worth considering how to improve the reliability of transaction identification, recognize the actual examination rights of the registrar in the foundation system of the real estate register, and increase public trust by going through the notarization stage when recording rights such as real rights, and consider how to introduce a blockchain system at this stage to ensure integrity and reliability. In the stage before the current real estate registration and study system is converted to a blockchain system, the clarity, transparency, and consistency of the real estate registration entries with the actual real estate must be established so that the real estate study can finally be recognized as authoritative, thereby ensuring the trust of the transaction parties to the real estate study system that has adopted the blockchain system in the future, and bringing us closer to the goal of real estate transactions in the form of smart contracts between the parties who have trusted it based on transparency and integrity of real estate study in the real estate transaction market.

A Study on Problem and Improvements of Registration System in Water Leisure Crafts (수상레저기구 등록 시스템의 문제점과 개선 방안)

  • This study analyzed the origin and status of the registration system of water leisure craft to suggest an improvement plan for the ocean leisure industry. To identify the transition of the registration system, related water leisure craft, registration procedures and revised acts from "water leisure safety act", which was established in the early 2000 and enacted since then were examined. To understand the problems raised, the management of the registration system and related other systems were analyzed. The results were as follows. First, the registration system was designed just to check the number of registrations of water leisure craft so it does not provide various and useful information that administrators and registrants want. Second, it is impossible to utilize and reconstruct the information regarding water leisure craft. In addition, the current registration system does not have a data sharing system with the Ministry of Government Administration and Home Affairs so self-governing administrations are not connected to each other or to other electronic government systems. To resolve these problems, the construction of a new registration system is required. The new registration system of water leisure craft should facilitate not only processing registration files and administration work, but also multiple electronic governmental services that provide the water leisure users with useful information and encourage them to learn about their craft management and so on.

  • In recent years, there have been a number of applications of fuzzy logic in fuzzy reasoning system. The main objective of these applications is to approximate a decision making using the fuzzy reasoning system. This paper designs a fuzzy reasoning model for the decision making of registration fee at a private school, implements it applying for linguistic variables and fuzzy rules, and evaluates the practical availability of the model. The system accepts fuzzy rules, the type of membership functions, the domain of fuzzy sets and hedge, and fuzzifies the linguistic variables to generates fuzzy sets. The fuzzy sets generated are combined to constructs a solution fuzzy set. Finally, the system defuzzifies the solution fuzzy set to calculate a scalar value which is used for decision making.

  • It was ten yeas ago that Bolero Bill of Lading was been introduced on the base of efforts of UN and CMI to solve the crisis of Bill of Lading, but Electronic Bill of Lading is not utilized in practice owing to the problems to be settled. Bolero Bill of Lading is not in widespread use owing to absence of collaboration model between Bolero and e-Trade service providers in each nation in the early stage. In the situation that Bolero Bill of Lading is not utilized in practice, Korean Commercial Law regulates the designation of the registration authority of Electronic Bill of Lading. Therefore, the Minister of Justice designated KTNET as Registration Authority of Electronic Bill of Lading and KTNET opened the e-B/L Korea (www.eblkorea.or.kr) to provide the Electronic Bill of Lading service to domestic trade community. But there is many problems in supplying the Electronic Bill of Lading service by the e-B/L Korea in compared with Bolero Bill of Lading. These problems are related with the characteristics of designation of Registration authority of Electronic Bill of Lading. Therefore the purpose of this paper is to contribute to the activation of Electronic Bill of Lading domestically by studying the designation of Registration authority of Electronic Bill of Lading in Korea and finding the characteristics of the designation and the issues and problems regarding the characteristics.

  • It has become the information medium that mediate between individuals of marketing with the new information media that use of the Internet in accordance with the progress of the IT industry- real estate marketing, real estate leasing, real estate auctions, etc. The real estate registration services should be disclosed to outside that include a schedule details the public book-register and problems caused by it should be reasonably resolved by handling a large amount of real estate registration work quickly, accurately handling to utilize Information Technology(IT) through the information system construction as the feature to process the information of register entries. Computerization of real estate registration will raise the efficiency of the registration as well as people can see the information related to real estate on the basis of published content without limitation the time and place and will pursue the ideal and reliability of the registration -web accessibility improving of the Internet Registry and permanent storage of preserving documents by electronic means. It is very large that impact on the real estate transaction if the accuracy of legal registration choosing formalism in the processing of real estate registration business through the Internet than written application is highly probable to occur incorrect registration. Also, It is necessary to manage it effectively -if you do not quickly and exactly respond to it, there is problems such as delays or poor registration service because real estate business activated and real estate registration services also increased sharply. In this paper, we will identify the problems of the real estate registration work and suggest improvements about it.

  • In terms of realizing the future e-government such as intelligent government, this paper attempts to provide an earnest and insightful reflection and suggests desirable strategies with regard to the four different crucial elements including electronic voting, electronic contract, resident registration/electronic document management, and real-estate registration as an operating strategy of intelligent government and the fourth industrial revolution regarding. The 4th industrial revolution is aimed at concentrating information or data characterized with sharing, opening, communicating and releasing in cloud computing system, analyzing big data, collecting information, and flourishing people's well-being by information and communications technology with utilizing the smart devices. Therefore, reliability of the pivotal information or data is critical and it is important for the participants being transparently shared, without the data or information being forged. In this respect, introduction or application of block chain technology is essential. This paper will review preceding studies, discuss the aspect of the 4th industrial revolution and intelligent government, then suggest operating strategies in the field of electronic voting, electronic contract, management of resident registration and electronic document and real-estate registration.
