  • The late industrial structures have been changed rapidly. Thus the educational institutes and businesses should be able to react with speed to the change of paradigm. The importance of talent who is taped and leads to epochal and social trend of change has been strongly emphasized. Recently with the phenomena of technical fusion and composition it is emphasized that the requested talent by an enterprise is the multi professional person who has the diverse professional technology and the ability of the solving problem. Changing a person who requires from an enterprise the upbringing goal of the educational institute undergo a great many changes. Thus analyzing the required talent by an enterprise, the purpose of this study is to suggest the educational program to train the multi professional person by the example of the operation of innovative engineering education program financially supported by Minister of Education, Science and Technology.

Development of a Quality Manual for a Research and Educational Centre: A Case Study

  • There have been growing concerns about whether proper measures are in place to ensure the delivery of quality services and the operations in research and educational institutions. This paper describes various quality models and discusses their relevance into the total quality concepts and quality management systems (QMS) in education. It then illustrates how a QMS and the accompanied quality manual be developed in a research and educational institution using the Centre for Enterprise Research Integration (ERI) at The University of the West Indies, Trinidad as a case. Through personal interviews with the $Centre{\square}s$ personnel, views on the operations and determinants of the QMS were acquired. Results showed that the people's resistance to changes, conflicts on academic freedom, and difficulties on measuring performance were the obstacles to QMS implementation. People involvement and proper communication are determinants of QMS implementation. The system also rests on having a tailored quality manual that entails the documentation of processes and procedures for ascertaining the delivery of quality services and operations in the Centre. The development of quality manual is briefly described in the paper.

  • The processes of informatization of the modern educational space are inextricably linked with the active introduction of innovative information technologies, which diversify the forms of education and upbringing. The use of these technologies in education due to their specific properties significantly enhances the clarity of learning, emotional impact on students, helps to deepen interdisciplinary links, intensifies students' work, and improves the organization of educational activities. Innovative information technologies offer new opportunities for the use of text, audio, graphic, and video information in lessons, enriching the methodological possibilities of the lesson. Today, the use of these technologies is becoming an integral part of the study of any subject. Using multimedia presentations, publications, and websites created by students in the learning process, they can develop learning skills. According to researchers, there are many multimedia programs for working with a computer in a music lesson, namely: a music player, a program for singing karaoke, a music constructor, music encyclopedias, and training programs. The introduction of innovative information technologies in the system of music education allows expanding learning opportunities.

  • With technology rapidly changing our economic, cultural and social realities, the question of how to educate the generation for the fourth industrial revolution has been a pressing issue. The purpose of this study is to review teachers' perception regarding the educational change in the fourth industrial revolution. For this purpose, we surveyed 420 school teachers and administrators. Most teachers highly understand The Fourth Industrial Revolution and they think AI(Artificial Intelligence) is a core technology. They recognize The Fourth Industrial Revolution is very important and great influence in the education field. For this, they need educational innovation in the education field. Elementary school teacher perceive understanding Elementary school teachers think that understand The Fourth Industrial Revolution and change of curriculum is highly important. And, Secondary school teachers perceive that the change of education system and class is very necessary. Lastly, STEAM education is the most appropriate to prepare for a changing society.

Analysis of Online Learning Satisfaction and Its Effect on Learners' Core Competencies in the Digital Innovation Sharing University

  • 이 연구의 목적은 에너지신산업 분야 디지털 혁신공유대학의 온라인 교육과정을 수강한 학생들을 대상으로 교육과정에 대한 온라인 수업만족도 및 인식을 조사하고, 학습자의 온라인 수업만족도와 핵심역량 간의 관계를 분석하는 것이다. 이러한 목적을 달성하기 위하여 에너지신산업 분야 디지털 혁신공유대학 교육과정을 수강한 총 470명 학생들의 수업만족도 조사 결과를 양적, 질적 방법으로 분석하였다. 양적 분석 결과, 학생들의 온라인 수업만족도는 대체로 보통 이상으로 나타났으며, 특히 교육목표 설정과 운영에 대한 만족도가 높았다. 또한 학생들의 온라인 수업만족도는 학생들의 핵심역량에 통계학적으로 유의미하게 영향을 미치는 것으로 나타났다. 질적 분석 결과, 기능, 운영, 내용 영역에서 교육과정의 개선 방향을 확인할 수 있었으며, 구체적으로는 학습자-교수자 상호작용 활성화, 교육과정 체계성, 교육내용 질 제고 측면에서 교육과정 설계 및 개발이 중요하다는 점이 도출되었다. 이 연구 결과는 향후 디지털 혁신공유대학 교육과정 운영을 위한 환류 체계를 마련하고, 지속적인 교육과정 질 관리 시스템 구축을 위한 토대가 될 것으로 기대한다.

대학 교양환경교육 개선방안에 관한 연구 (Research on Innovation of General Environmental Education in Korean Universities)

  • This study is aimed to suggest a direction for the general environment education through analyzing current environment education curriculums and survey of educational needs for students in Korean universities. Since the result of this survey shows that most university students lack experience in environmental education in their secondary education, the basic educational programs as well as advanced educational programs should be included to develop a general environmental education curriculum for university students. So far, general environmental education for university students has not witnessed a clear and distinct object and direction. Since we live in a situation where environmental problems should be considered in every aspect of our society, the general environmental education curriculum for university students shall play a role to solve these problems. Additionally, we need to change the way of environment education from educating and raising the environment professionals to educating and raising people who comprehensively understand economy, society and environment under the sustainable development paradigm. Also the focus of environmental education should swift from natural science to over all perspectives. Recently, the need of interdisciplinary curriculum for the environment education field has been discussed in universities. However, it has not been integrated into the normal curriculum. In this regard, systemic improvement which enables general education curriculum to operate flexibly will be followed. The key to establish an interdisciplinary curriculum is a flexible educational curriculum system which can solve problems arising from departmental curriculums, and promptly respond to the demand of educational and social consumers. Additionally, the result of survey shows that students want diverse educational operations and teaching methods, equipping educational assistance system for these needs will be required.

통합형 혁신정책 구현을 위한 정책수단과 과제 (Means of Policy Integration and Challenges for Holistic Innovation Policy)

  • 최근 과학기술혁신정책은 그 목표와 영역이 확대되면서 사회 환경 복지 노동 에너지 등 다른 정책 분야와의 결합이 활발해지고 있다. 특히 이명박 정부는 "저탄소 녹색성장"을 주요 국정 과제로 제시하면서 그동안 개별적으로 진행되어 온 과학기술, 환경, 사회, 자원 에너지 등 관련 정책간의 연계 통합이 핵심 과제가 되고 있다. 정책통합은 본질적으로 서로 다른 영역에서의 정책을 하나의 정책으로 묶어주는 것으로 정책의 본질적인 특성인 복잡성 시스템적 특성을 실제 정책과정에 반영하려는 노력이다. 또한 정책통합 과정에서 장기적인 비전의 공유를 강조함으로써 정부 전체의 효율성과 목표달성에 기여하도록 하는 것이다. 향후 우리나라가 나아가야 할 미래를 종합적으로 준비 설계해 나가기 위해서는 미래 예측 기능 강화와 더불어 장기적인 미래상을 바탕으로 현재를 끊임없이 준비해 나갈 필요가 있다. 특히 최근 과학기술혁신은 모든 사회변화의 기반이 되고 사회문제를 적극적으로 해결할 수 있는 핵심요소로 등장하면서, 각 부처가 소관정책에 투입하는 과학기술적 정책수단에 대해 관련 부처가 공유하고 종합적으로 검토하며 필요시 조정 통합될 수 있도록 하는 새로운 정책적 접근이 요구된다. 이와 함께 각 부처에서 각개약진 식으로 진행되고 있는 개별적이고 파편화된 정책 중 공통적 요소는 통합적인 전략으로 묶어 낼 수 있도록 하는 '정책통합'을 정책과정에 반영하거나 조직적 접근을 추가하는 경우 국가 전체적 정책효율은 제고될 수 있을 것이다. 이러한 접근은 영국 호주핀란드 등 선진국에서 최근 도입하는 통합형 정부형태에서도 볼 수 있고, 1990년대 이후 등장한 환경정책담론과도 유사하다. 우리나라의 정책결정 문화의 틀에서 부처할거주의와 수직적 의사결정의 문제점을 극복하고 과학기술적 접근의 비중을 높이며 정책효율을 제고하는 방법으로 정책통합의 방법을 제시하고 이에 필요한 정책과제를 제시하였다.

대학도서관 사서의 근거기반실무 지식과 조직문화 인식이 혁신행동에 미치는 영향 (Effects of Knowledge of Evidence Based Practice and Organizational Culture on Innovation Behavior of University Librarians)

  • 본 연구는 대학도서관 사서가 지각하는 근거기반실무 지식과 조직문화 인식유형이 혁신행동에 미치는 영향을 파악하기 위한 서술적 상관관계 연구이다. 연구결과는 다음과 같다: 근거기반실무 지식은 조직문화 인식, 혁신행동과 통계적으로 유의한 양적 상관관계가 있었다. 근거기반실무 지식이 높을수록 관계지향, 혁신지향, 업무지향의 조직문화 인식이 높은 것으로 나타났다. 근거기반실무 지식은 연령, 교육 정도, 고용 유형, 직위, 학술지의 정기적 읽기, 학술대회 참여 여부에서 유의한 차이가 있었다. 혁신행동에서 유의한 차이가 나타난 변인은 연령과 학술대회 참가 여부 이었다. 근거기반실무 지식에 영향을 미치는 변인은 교육정도, 학술지의 정기적 읽기로 나타났다. 혁신행위의 인식은 연령과 학회참석과 유의적 관계가 있었다. 대학도서관 사서의 혁신행동에 영향을 미치는 변인은 근거기반실무 지식, 혁신지향 조직문화, 위계지향 조직문화로 나타났다. 특히, 위계지향 조직문화 인식은 부정적 영향을 미치는 것으로 나타났다. 대학도서관 사서들의 혁신행동을 이끌어 내기 위해서는 소통과 협력의 혁신적 조직문화를 조성하며, 근거기반실무 적용을 위해 사서의 연구활용능력을 강화하고, 연구 관련 활동을 촉진하는 다양한 교육프로그램의 개발과 지원이 조직 및 도서관계 차원에서 필요하다.

생명공학 혁신시스템의 미.일 비교 연구 - 우리나라의 시사점 도출을 위하여 - (A Comparative Study on the USA and Japan National Innovation System in Biotechnology)

  • Fundamental advances in the biotechnologies are exerting a profound influence on the health care, agricultural, industrial chemical, environmental, and other industrial fields. Korean government are now more and more realizing the importance of biotechnology as a main technology for the 21st century. But any technical progress is largely the result of a complex set of relationships among the firms, institutions and others involved in development. So understanding the complexity is very important to make promoting strategies and it is even critical in the field of biotechnology. The reason is that commercialization of research results in biotechnology is strongly related with the national science bases provided by academic and public institutes. And its applicable industrial sectors are very diverse. So it is very important to make a effective collaboration system among many R&D related agents. This article discusses and compares both USA and Japanese framework of national innovation systems in the field of biotechnology. The American Innovation system encourages basic research in the biological sciences, and fosters the creation of small venture firms that focus on the development of novel products. America's peculiar incentive structure, derived from its research and educational system, financial system, and regulatory environment has driven USA labs and firms to the forefront of many biotechnology fields. The Japanese institutional environment in contrast, supported the strategy of building production expertise. Firms were urged to use the new techniques as a way of leapfrogging into a second generation of bio-products, in that cost and production advantages count. But the strategy was not effective as expected and Japanese firms have remained competent but not prominent rivals. The differing situations in USA and Japan with regard to biotechnology have many suggestions for our bioindustry. In the conclusion of this article, we translate USA and Japan's experiences to some suggestions which guide for promoting Korea's biotechnology R&D and commercialization activities.
