Evaluation of Healthy City Project Using SPIRIT Checklist: Wonju City Case (SPIRIT 체크리스트를 활용한 건강도시평가: 원주시 사례)

  • Objectives: The objectives of this study was to evaluate Wonju Healthy City project and identify its problems, and seeking a way for its improvement based on the Healthy City project philosophy and strategies. Methods: We used the SPIRIT Checklist that was a process evaluation tool and developed by Alliance for Healthy Cities for the study. We analyzed 39 related materials and gathered opinions on the evaluation result with Healthy City Team staffs, related department staffs and the advisory committee. Finally, a joint meeting with AFHC SPIRIT evaluation expert verified the result of the analysis. Results: The evaluation of Wonju Healthy City project confirmed that Wonju city is equipped with the resources, such as mid-term plan, infrastructure, cooperative organizations, and the Healthy City network to enable the consistent implementation of the Healthy City project based on strong political commitment. However, the necessity of additional complementary processes as well as the application of further improvements to assist health promotion strategies was evident. Conclusion: It is required to improve Wonju Healthy City project that activation of health promotion programs based on the political support and cooperation with public health center and Healthy City project departments in city hall.

  • This study is aimed at investigating the compensatory education which was already implemented or is being implemented in the U.S.A. and Japan; and at studying the types of programs and their characteristics; and at sounding out the possibilities of the application of such programs in family and social conditions is Korea. In order to achieve the above mentioned objectives, the established items for the study are as follows: (1) Various types of early children's education (2) Programs of compensatory education for the disadvantaged Children (3) Head Start Program, Early Training Project and Montessori School (4) Integrated Preschool Programs (5) Day-Care Center for employed mothers We investigated the various compensatory education programs for the preschool children who are in economically, socially, culturally disadvantaged conditions. Head Start Programs were federally supported programs for preschool children and opened as summer programs in 1965 for the first time. The purpose of Head Start has been to give preschool children the kinds of experiences they need in preparation for school. The Head Start children were found to be significantly better prepared for school than the normal children. However, after six to eight months, their initial advantages had virtually. disappeared and then the simple problem with Head Start and other such programs was that little long-term good could be evidenced unless the high quality educational environment was maintained. Therefore, to solve this problem, three other programs were funded as part of the overall Head Start. These three programs are the Parent-Child Center, Home Start, and the Child and Family Resources Program. The Early Training Project for disadvantaged children was implemented by Klaus and Gray of Peabody College in 1962. The program was a field research study concerned with the development and testing over time of procedures for improving the educability of young children from low income homes. Its major concern was to study whether it was possible to offset the progressive retardation observed in the public schooling careers of children, living in deprived circumstances. Children, who were trained through the Early Training Project were superior to control groups in the test of IQ and vocabulary as well as linguistic abilities, and preparation for reading. This project showed the possibilities which could prevent preschool children from being disadvantaged socially, culturally and mentally. In 1907, Montessori School was established by Maria Montessori in Italy and her school program has been introduced at present to several countries in the world as one compensatory educations. She first began her experimental methods with retarded children, followed by disadvantaged children from the tenements of Rome. The Montessori approach futures a prepared environment and carefully designed, self-correcting materials. The Montessori curriculum presents tastes that feature sequence, order, and regularity, in addition to those that develop motor and sensory skills. She was interested in children's intellectual development and in developing good work habits. One of the latest developed programs for disadvantaged children is "Integrated Preschool Program" which has successfully integrated handicapped and nonhandicapped children. Several studies have showed that handicapped children in integrated school environments are accepted by and interact with their nonhandicapped peers. In fact, this program provides a number of potential, and perhaps opportunities for nonhandicapped children to serve as valuable resources in fostering the development of their handicapped peers. Next we turn to Japanese programs which are divided into two different types. One is Day-Care Center which was established by Child Welfare Law and the other is kindergarten organized by School Education Law. The kindergarten opened in 1876 and it has been part of school systems since 1947 by the implementation of education law, and the Day-Care Center which started in 1890 for the employed mothers. was changed into Day-Nursery by the enactment of child welfare law in 1947. The laws and operational regulations for the Day-Nursery were set up and were put in effect by the establishment standard acts of children welfare facilities, and the Day-Nursery has been operated in various types by the increasing demand, chiefly because of the socio-economical changes of family structures in both urban and suburban areas. Nursery education for physically and mentally disadvantaged children is for those who are blind, deaf and dumb, mentally retarded; physically disadvantaged by accidents or diseases. Montessori education in Japan was started in 1968 and many research groups for studying Montessori were organized. In 1977, Montessori remedial education society was also organized in which they started a number of studies; a study for developing materials; in-service training for the remedial education; and seminars and lectures, etc It is strongly suggested that we study the early educations that are being implemented in Japan and a variety of compensatory educations that were already implemented in the U.S.A. and modify them for the organization of our own model and properly accommodate them to our social needs.

A Study on the Role and Development Plan of Seongdong-gu Educational Welfare Center in Seoul (서울시 성동구 교육복지센터의 역할 및 발전방안에 관한 연구)

  • The purpose of this study is to investigate the role and performance of Seongdong-gu Educational Welfare Center in Seoul and to find practical ways of future direction of the educational welfare center. For this study, we collected data on social welfare organizations related to the education welfare center project and working professionals working in schools, and analyzed the data using Focus Group Interview. As a result of the study, it was shown that the role of educational welfare center and the role of important bridge such as integrated case management and program support through smooth mediation and linkage among educational welfare performing agencies were carried out. This study is important for the first time in the academic papers in that it has studied practically the achievement and future development of the educational welfare center. In future research, Various studies will be needed.

International Trend of Health Education and Health Promotion (보건교육과 건강증진의 국제적인 동향: 우선순위 사업에 대한 검토)

  • For the development of Korean health promotion projects, this paper appraised the capacities of health promotion projects and examined the latest international trend of the health promotion field, based on the appraisal of data made by the Ministry of Health and Welfare, 2005 and IUHPE relevant reports. The capacities of Korean health promotion should be strengthened as follows: First, it is urgent to give health education and to use the professionals of it. Secondly, setting approach is required when working on health promotion projects. Thirdly, it is necessary to strengthen the capacities of local communities through the central government's administrative and financial supports for the healthy cities project which is a strategy of general approach to new public health projects. The $21^{st}$ century is an age of new public health that the cause for deaths increasingly is centered on life style. So it is necessary to expand the scope of health education to the field of making the environment of local community healthy beyond the level of individual health education. And further, it is required to develop the curriculum of health and to work out new strategies for health promotion. In conclusion, Korea should train competent human resources in the fields of practice of healthy public policies, of knowledge-based projects, and of health promotion (like health educators). The political direction for it should be to promote various healthy city projects, not only health center-led health promotion projects, and further, to strengthen the capacities of the health promotion projects of local communities.

  • This study purports to examine the potential determinants of welfare attitudes of Korean Youth. In a sense, this study could be considered as exploratory since the independent variables for model are chosen in a somewhat arbitrary manner. The independent variables are mostly value orientation of Youth. The welfare attitude is measured by the question asking respondent's nonnative idea on the primary care-giver in the old age. Data has been collected by National Youth Policy Institute as a part of research project, named "Korean Youth Development Indicators". The analysis shows that the welfare attitudes of Korean youth is influenced. by a number of factors. such as parent's education, a proxy for the parents' SES, attitude toward equality. and state's responsibility in general. The author contends that although this is an exploratory kind of study, this study contributes not only to the research in the field, hut also to the welfare policy-makers by providing generalizable outcomes on the value and attitudes of Korean youth on welfare issues. After all, policy needs public supports to be sustained.

  • 본 연구는 성인학습자를 대상으로 효과적인 비대면 수업방법에 대한 개선점을 모색하여 교수자의 수업역량 향상에 기초자료를 제공하고자 하였다. 이를 위해 PBL(문제중심수업) 교수법을 기초로 4주차 수업을 설계하고 웹엑스(Webex)를 활용한 교수법을 49명의 학생에게 적용하였다. 연구 결과는 다음과 같다. 첫째, 고연령 성인학습자를 대상으로 디지털기기 활용법에 대한 사전 숙지가 필요하며, 둘째, 팀활동을 위한 웹엑스 세션별 수업은 강의실 수업에서 수동적인 학생들의 적극적인 수업참여를 이끌었고, 셋째, PBL(문제중심수업) 수업 방식은 비대면 수업에서도 학생주도의 수업을 이끌어 내고 활발한 상호작용을 통해 학생들의 문제 해결과 실천역량을 향상시킬 수 있었다. 이러한 연구 결과는 성인학습자를 대상으로 한 교수자의 비대면 수업 교수법에 기초적인 자료가 될 것이다.

A study on Classification System and Weighting Values for Comprehensive Development Projects of Rural Villages using AHP Method (AHP법을 이용한 농촌마을종합개발사업의 사업항목별 중요도 설정에 관한 연구)

  • This study generalized and systemized the unit-project items of 176 project districts for the rural village comprehensive development projects (RVCDP). This paper surveyed opinions of III answerers (7 specialists, 43 agents of Korea Rural Community corporation, and 61 agents of local government of cities and counties) in order to determine the classification system and their corresponding weighting values of the project items using analytic hierarchy process (AHP) method. From the results extracted by project plans of 176 project districts for 5 years from 2004 to 2008, this study decided a hierarchical system for unit-project items of RVCDP by AHP method, which consisted of three steps: 4 items for 1st step, 13 items for 2nd step, and 52 items for 3rd step. The first step contains 4 items of Strength of Rural-urban Exchange & Regional Capability (RURC), Green-income Infrastructure & Facility (GIF), Culture-health-welfare Facility, and Eco-environment & Landscape facility (ELF). In the survey of weighting values with AHP method, the analysis result for the first step showed that in opinion of specialists, GIF is more important than the others while in opinion of the other agents, RURC is more important. In the second step, Product Facility is more important in the specialists, whereas Strength of Resident Capability is the most important in the other agents. Analyzed unit project items as the third step, all answerers evaluated that the Education and Excursion for Rural Resident Capability has the highest weighting values.

A Study on Self-Esteem and Life Satisfaction of the Elderly - Focused on whether the Elderly Participated in the Elderly Employment Promotion Project or not - (노인일자리사업 참여여부에 따른 노인의 자아존중감과 생활만족도에 관한 연구)

  • This research reviewed on the effect of elderly employment promotion project to their self-esteem and life satisfaction and got positive verification about the effectiveness of the project. The survey was conducted on 389 elderly people in Suncheon City. Some were participants on the project and others were not. SPSS Win 10.0 program was used for data analysis, and t-test, one-way ANOVA, correlation analysis, multiple regression were conducted. The results are as follows. First, elderly people who participated in the employment project had higher self-esteem and life satisfaction compare to those who did not participated in the project. Second, the job for elderly people had the most positive effect on elderly people to increase self-esteem and life satisfaction, and age, education background, income, family, and health were followed by. Third, participation on the employment for elderly was the highest correlation variable in self-esteem and life satisfaction, and health, education background, marriage status, residence type, living expense per month, economic status, and housing had significant correlations. Fourth, variables such as participation on job, education background, economic status, and age explained 32% of self-esteem, and 48% of life satisfaction. In order to increase self-esteem and life satisfaction of elderly people, we need to realize the importance of employment for elderly people, and promote projects that let elderly people to participate in job.

An Analysis of the Effect of the Pilot Project for the Management of the Elderly's Food Service in Cheongju City: Focused on improving hygiene control (청주시 노인급식 관리지원 시범사업의 효과분석 : 위생관리개선을 중심으로)

  • In this study, the hygiene control status of meals for the elderly was investigated for the elderly care facilities, communal living families, and day care centers, which are members of the Cheongju Social Welfare Food Management Support Center, and the improvement of food hygiene management was compared and analyzed to find out the effectiveness of the pilot project after conducting management support such as hygiene education for the elderly and providing related supplies and information. The study found that after the first support, the average score of overall feeding hygiene control increased significantly from 63.13 points (out of 100) to 75.10 points (p<0.001) and from 75.10 points (out of 100) to 80.89 points (p<0.001). After primary support, 16 out of 29 items showed significant differences in average scores in the checklist, and 7 out of 29 after secondary visit support (p<0.05, p<0.01, p<0.001). Based on the effectiveness of the above-mentioned pilot project to support senior citizens' meal service management, more welfare facilities for senior citizens should be continuously supported by the Foodservice Management Support Center.

  • This study aims to research the characteristics of space composition and location for the rural community center. The phenomenon of urban areas from rural areas by the dismantlement of the community is being increasingly deepened. The current village welfare center in the rural villages of the dismantlement phenomenon of the community in rural areas can not be solved alone. The location of the Community Center in rural villages for the interaction of existing local inhabitants and should be located where possible near existing villages. This thesis studies and analyzes the characteristics of rural villages in the rural new town project districts. The basic function of the community center space analysis model is the Public service space, the Communication space, the Health space, the Amenity space, the Education space(including the childcare). This study analyze the local characterristics, the location type and the floor plan characteristics about the Community Center in rural villages by the rural new town example project.
