This research reviews the education welfare priority support project and analyzes its policy from the welfare-state perspective. This study evaluates the policy contents, overall procedures, and the changes in the perspectives of the project in accordance with the political power changes in the government, and illuminates future directions. For this, the research infers desirable typology of the welfare state, and analogizes the budget, the target population, key issues and delivery systems of the education welfare priority support project. Education welfare priority support project still remains to follow a selective and hierarchical business format, despite the legally stated initiatives, growing budget, and the expansion of the operation which has been governed by the policy makers. Particularly, the state of this project, and examine whether or not it has been distorted by the governmental emphasis on the educational outcomes and performance should continuously be examined as a future direction of the research. Finally, the study suggests several recommendations for the desirable anchorage of the project within the framework of being a prospective welfare state.

The purpose of this study is examining the status of Education Welfare Priority Support Project and providing constructive strategies for future direction. In order to collect data, we have used on-line survey, in-depth interview personnels in charge of 17 school districts and open forum with municipal board members of education along with related literature review. As results, since 2003, the effectiveness of the Education Welfare Priority Support Project has been proved and the areas have been expanded. Furthermore, institutional stability has been confirmed along with the supports of enforcement ordinance of the Elementary and Secondary Education Acts and Ministry of Education Ordinances. However, since the management authority of the project has transferred to 17 provincial offices of education, it shows the tendency of that the overall programs were not fully activated and gradually stagnated. According to these issues, we proposed various implemental policy suggestions though the revision of Article 28 of elementary and secondary education-related law.

The purpose of this study is to extend the research on the development of the performance indicators for the Education Welfare Priority Support Project and to secure the content validity for the application to the school site. The performance index of the Education Welfare Priority Support Project used in this study was originally consisted of 6 area, 33 sub-area, and 233 items. Two expert meetings were held for five doctoral professionals in the field of educational welfare. Delphi surveys were conducted for a group of 99 educational welfare workers who worked at the site for more than five years. The item selection criteria ($CVR{\geq}.29$, $CVI{\geq}.80$, convergence <.50, agreement ${\geq}.05$, stability ${\leq}.80$, $M{\geq}3.00$, SD <.80, reliability ${\geq}.6$) were applied. The 6 area, 23 sub-areas, and 93 items were verified and finally 90 items were selected from removing 3 items with low level of reliability. Providing suggestions and follow-up studies for the better use of the performance indicators for the Education Welfare Priority Support Project in the field.

The purpose of this study is to find the mediative effects of social capital in the effective path of the satisfaction of education welfare project on school adaptation, and to find out the path difference between elementary and middle school students. We surveyed 153 elementary and 124 middle school students in Gangwondo. These data analyzed by multiple group analysis of structural equation. Elementary school students realized that social capital has an effect on school adaptation. Middle school students realized that the satisfaction of education welfare project has an effect on school adaptation, and social capital has an effect on school adaptation. There is not a mediative effect of school capital on the effect of the satisfaction on school adaptation for two groups. Based on these results, implications to improve the school adaptation for elementary and middle school students were suggested.

In this study, we present the necessary measurements of establishment and expansion in social welfare elements, understand the social welfare approach and the reality of social welfare services to solve the physical accessibility problem of the rural center revitalization in the recent trend of various attempts. The measurements were categorized according to the nature and form of the projects through content analysis method by using a master plans and casebooks of the rural center revitalization leading districts. The results show that the social welfare project of the rural center revitalization leading districts were categorized them into three sections of job creation vitalization, lifelong education, hobby and leisure supports, visiting services, it was classified into 11 sub-types. We arrive at a conclusion through analysis results, establishment of cooperative system between related organizations, active gathering of opinions from residents, training of local workforce, convergence with existing social welfare systems and projects, building private governance, for social welfare project operate stably in the rural center revitalization.

The purpose of this study is to investigate the effect of educational satisfaction on project effectiveness, and the mediating effect of participation satisfaction between educational satisfaction and project effectiveness of employment promotion project for the elderly. The data were Research of the aged joining employment promotion project for the elderly made by Korea Labor Force Development Institute for the Aged in 2010 and the total subject was 1220. Descriptive analysis, correlations analysis, and the multiple regression analysis for research model test were used. Additionally, Sobel test was used to verify the significant mediating effect. Results were obtained in this study as the educational satisfaction have significant effects on participation satisfaction. And the mediating effect of educational satisfaction on project effectiveness is statistically significant. Based on the findings, in order to increase project effectiveness, we need to realize the importance of education for the aged joining employment promotion project for the elderly, and consider the participation satisfaction.

The purpose of this study was to develop a curriculum for international social workers. Due to the changed circumstances of social welfare agencies, the demand for international social welfare and the need for suitable training for social welfare education agencies has increased. This study explored the job competency of international social welfare and suggested a competency-based curriculum for international social welfare. Researchers analyzed the social welfare NCS, social welfare curriculum and job of international development cooperation agencies and presented a combined curriculum for international development cooperation and social welfare. Dream Start Project purposes to provide equal opportunity for the child in the poverty. This project is conducted the last six years, there are voices of worry for the limit of the project performance. Therefore, this study aims to analyse the effectiveness of project and suggest activation plan of Dream Start from the viewpoint of users. This study use focus group interview to explore needs assessment for development of Dream Start Project. In conclusion, the project provides positive outcomes for children and their parents in terms of psychology, education and health etc. Children have increased their basic learning ability through the learning support. They have improved confidence and positiveness. The vaccine was as effective in health promotion. Dream Start had the effect of raising community consciousness. The relationship between children and their parents were smoothly through parent education. Free learning support has brought the economic effects. This project had the effect of improving welfare consciousness of the parents. This study presents the development plan of the business to reflect the users' assessment.

Although the notion of “health promotion” has not yet been accepted as a fully developed academic concept, the National Health Promotion Act defines it as a “project with an aim of promoting the national health through health education, prevention of diseases, nutrition improvement and practice of healthy lifestyles.” With the enactment of the Health Promotion Act in 1995, the health promotion project is being rigorously undertaken, signaling a new paradigm shift and a new beginning in Korean healthcare.(omitted)

The Lifelong Learning City Project has made quantitative expansion as well as qualitative growth since 2001 but the project has been criticized by academic scholars and field practitioners. The Lifelong Learning City Project is a national policy project which has been promoted by the Ministry of Education and Human Resources Development and should be required to make production profits proportional to the amount of public finance. The Lifelong Learning City Project is a community development project intended to promote growth and progress by supporting the community in lifelong learning endeavors. Therefore, the community development theory could offer guidelines to the Lifelong Learning City Project. Based on this assumption, this study intends to investigate the Lifelong Learning City Project at the national, city, and county levels using the community development theory. The improvement methods of the Lifelong Learning City Project are role allotment between national and wide level projects supporting organizations, and the establishment of a system and a long term project policy. In addition, the project is to have a more systematic performance. It is to enhance opportunities for community members' participation, and practice in planning, performance of learning, and the proper performance in regard to the community conditions and specificity. The most important goal of the Lifelong Learning City Project is to support the empowerment of community members by making opportunity planning, practicing and sharing lifelong learning more accessible.
