진해만에서 부유생물을 이용한 해양생태계 건강성평가 예비조사 (A Prelimiary Study for Marine Ecosystem Health Assessment Using the Planktonic Organism in Jinhae Bay)

  • 하계 진해만 16개의 정점에서 해양생태계의 오염 정도를 평가하기 위해서 플랑크톤 건강 지수를 살펴보았다. 해양생태계 건강지수 산출은 부유성 플랑크톤 생물 엔테로박테리아 Escherichia coli, HB, ANF, HNF, HABs 그리고 섬모충류 등과 더불어 무기와 유기 오염원인 DOC, COD, 그리고 Chl.a 등을 각각 조사하였다. 그 중 플랑크톤 지수 산출은 오염압력의 반응에 민감한 Chl.a, HABs, HB, E. coli 등 4개의 지표를 시범적 선정하였다. 또한 점수산정기준은 과거자료를 바탕으로 통계학적 기법으로 해석하였으며, 그들 건강지수 등급도 4개로 나누었다. 그 결과 진해만 해역은 전반적으로 "좋음"의 B등급을 받았다. 본 연구에서 산출한 플랑크톤 건강지수는 진해만의 해양생태계 건강성 평가를 하기 위한 좋은 방법 중 하나로 고려하여도 될 것이다.

LCA를 적용한 하천환경영향평가 방법 (A Method of River Environmental Impact Assessment using LCA)

  • In this research LCA methodology was adapted and analyzed in quantifying estimation of estuarine environment. The analysed objects of estuarine environment were construction methods, facility, and input material into water, and estuarine ecosystem. In this research the function of LCA of estuarine environment was river with the view of controling water, utilizing water, and hydrophilic function. According to the result of research, environmental damage indicator of facility was decreased 346 Pt from 453 Pt at pre-maintenance to 107 pt at post-maintenance. Among raw and subsidiary materials, remicon, stone-netting bag, and pebbles were showing heavy environmental load in the order. Evironmental impact of input material into water system was analyzed from 1,827 Pt environmental load before construction to 1,080 Pt of post-maintenance, and damage indicator was improved at 747 Pt. Water quality was improved from 1,827 Pt (before construction) to 1,080 Pt(after construction), and ecosystem was improved after maintenance. Environmental indicator in ecosystem was analyzed 427 Pt(before construction) to 348 Pt(after construction), and damage indicator of Sumnjingang riverine system was improved as much as 79 Pt. In the conclusion, estuarine environmental monitoring through LCA in the area of facility, input material into water and ecosystem showed that close-to-nature stream was 1,172 Pt better than artificial stream in environmental aspects.

  • 본 연구에서는 국가 생태분야 기후변화 리스크 평가와 연계한 적응 정책 및 연구의 방향성에 대한 시사점을 마련하고자 하였다. 본 논문에서 검토한 적응 정책과 연구에 대한 해외 모범사례의 공통점은 국가 적응정책 수립 시 과학적 근거기반 구축 및 불확실성 저감을 목표로 국가단위에서 기후변화가 생물다양성과 생태계에 미치는 영향 연구를 강조한다는 점이다. 이에 비추어 추후 국가 정책 마련 시 기후변화 협약과 생물다양성 협약 등 효율적 통합적 준수를 위한 적응체계를 유도하고, 적응의 경제적 가치평가를 통한 정책 반영, 과학적 연구 프로그램 강화 및 기술 개발의 측면을 보강하여 보다 성공적인 국가적응 정책 구조를 정착해 갈 수 있어야 할 것이다. 특히 생태계 분야 적응방안이 보다 실효성 있게 실행되기 위해서는 우리나라 서식지 및 종의 기후변화 리스크 요소(위해, 노출, 취약성)에 대한 과학적 진단과 분석을 바탕으로 리스크를 평가하고 이에 대한 적응방안을 통합하여 고민하는 노력이 필요할 것이다.

정책형성단계에서 생태계서비스에 관한 이론적 고찰 (A Study on the Contexts of Ecosystem Services in the Policymaking Process)

  • Industrialization and modernization of the $20^{th}$ century have brought convenience to human life. However, such development produced unintentional global environmental issues such as destruction of natural ecosystem through excessive use of the natural environment beyond its capacity. The United National (UN) recognized such global environment issues and coordinated with worldwide experts to conduct a comprehensive assessment of the global ecosystem, "Millennium Ecosystem Assessment (MA)", to resolve the issues. The UN conducted the MA primarily to comprehend the correlation between the ecosystem and human welfare. The results demonstrated that the ecosystem provides various direct and indirect benefits to human. This new concept was introduced as the "ecosystem services". Introduction of the ecosystem services highlighted the significance of the ecosystem and led to increased research and active discussions among experts from various discipline over the recent 10 years. It has been considered that the ecosystem service concept could be incorporated in policymaking process, as primary criteria to assess and weigh the benefits of using natural resources against the effects on value of the ecosystem. The current policymaking process is affected by the contradicting logics of modernization and preservation of ecosystem. The ecosystem services concept could be the answer to forming a rational policymaking process, allowing for nature preservation while wisely using the available natural resources. The general consensus has been formed on the need of incorporating the ecosystem services concept in the policies and globally various researches on the ecosystem services have been actively conducted. However, introduction of the ecosystem services concept is still at a very early stage and research on real application of the ecosystem services is yet almost nonexistent. Also there are no clear and agreed definition, classification scheme and value appraisal methodology regarding the ecosystem services. Therefore, this research explains the basic concept of the ecosystem services and highlights specific issues for further researches, as further researches on real application of the ecosystem services would find ways for the ecosystem services approach to be valuable in the policymaking process.

Resiliency Assessment of Sarasota Bay Watershed, Florida

  • As population in Sarasota and Manatee Counties, Florida in the United States is projected to increase, land use changes from land development happen continuously. The more land development means the more impervious surfaces and stormwater runoff to Sarasota Bay, which causes critical impact on the resiliency of the ecosystem. In order to decrease its impact on water quality and the ecosystem function of Sarasota Bay, it is important to assess the resilient status of communities that create negative impacts on the ecosystem. Three types of guiding principles of resiliency for Sarasota Bay watershed are suggested. To assess resiliency status, three indexes - vulnerability index, socio-economic index, and ecological index are developed and analyzed by using geographic information system for each census tract in the two counties. Since each indicator for vulnerability index, socio-economic index, and ecological index is measured with different metrics, statistical standardizing method - distance from the best and worst performers is used for this study to directly compare and combine them all to show total resilience score for each census tract. Also, the ten most and the ten least scores for the total resilience index scores are spatially distributed for better understanding which census tracts are most or least resilient. As Sarasota Watershed boundary is also overlaid, it is easy to understand how each census tract attains its resilience and how each census tract impacts to Sarasota Bay ecosystem. Based on results of the resiliency assessment several recommendations, guidelines, or policies for attaining or enhancing resiliency are suggested.

서부인도양 해역 다랑어어업의 생태계기반 어업 위험도 평가 (Ecosystem-based Fishery Risk Assessment of Tuna Fisheries in the Western Indian Ocean)

  • The aim of this study was to conduct an ecosystem-based fishery risk assessment of tuna fisheries in the Western Indian Ocean. We selected gillnet, purse seine, hand line, baitboat, and longline fisheries as the target fisheries method, and selected longtail tuna (Thunnus tonggol), narrow-barred Spanish mackerel (Scomberomorus commerson), kawakawa (Euthynnus affinis), skipjack tuna (Katsuwonus pelamis), yellowfin tuna (T. albacares), bigeye tuna (T. obesus), albacore tuna (T. alalunga) and swordfish (Xiphias gladius) as the target species. The risk score for the size at the first capture in sustainability objective was high, especially, for the purse seine and baitboat fisheries using the fish aggregating devices (FADs). The risk score for the bycatch in the biodiversity objective was high for the gillnet fishery, and the gillnet fisheries using FADs showed high risks for the habitat quality objective due to the loss of the fishing gears. With regards to the socio-economic benefits objective, the risk score of the sales profits was low due to high sales of the tuna fisheries. The ecosystem risk score in the Western Indian Ocean was estimated to be moderate, although management is required for some of the indicators that have high-risk scores.

정량적 분석에 의한 전남바다목장의 생태계 기반 어업평가 (A study on the ecosystem-based fisheries assessment by quality analysis in Jeonnam marine ranching ecosystem)

  • In the application of the ecosystem-based fisheries assessment Jeonnam marine ranching ecosystem, two fisheries, funnel fishery and trap fishery, were selected as target fisheries. Black seabream, Acanthopagru schlegelii, rock bream, Sebastes inermis, gray mullet, Mugil cephalus, were selected as target species for the funnel fishery, and conger eel, Conger myriaster, was target species for the trap fishery. For assessing indicators of four management objectives, that is the maintenance of sustainability, biodiversity, habitat quality and socio-economic benefits, indicators were selected considering the availability of data, which were 5 indicators for sustainability, 3 indicators for biodiversity, 4 indicators for habitat, 2 indicators for socio-economic benefit. The Objective risk indices for sustainability and biodiversity of two fisheries were estimated at yellow zone, medium risk level. The objective risk indices for habitat and socio-economic benefit were estimated at green zone, safe level. The species risk indices (SRI) were estimated at yellow zone. The fishery risk indices (FRIs) were estimated at 1.143 and 1.400 for funnel net fishery and trap fishery, respectively. Finally the ecosystem risk index estimated at 1.184.

중서부태평양해역 다랑어어업의 생태계기반 어업 위험도 평가 (Evaluation of Korean distant water tuna fisheries in the Western and Central Pacific Ocean using ecosystem-based fishery risk assessment)

  • Tuna fisheries were applied to an integrated ecosystem-based fishery risk assessment method using indexes of target species status, inhabited species in a target ecosystem, habitat quality and socio-economic benefit of affected fisheries. This study suggested more effective and efficient management measures to break away from traditional management methods, such as limitation of catch and fishing effort. The results presented that the objective risk index (ORIS) on sustainability of bigeye and yellowfin tunas by purse seine fishery was estimated high due to the high catch ratio of small fishes. The ORIs of biodiversity (ORIB) and habitat quality (ORIH) of purse seine fishery were also estimated at a high level from using fish-aggregating devices (FAD). However, due to skipjack tuna's high catches, the ORI of socio-economic benefit (ORIE) was estimated at a very low level. Due to the high bycatch rate, ORIB was high, and ORIS and ORIH were evaluated at a low level in longline fishery. Due to strengthern of fishing restrictions and increase of fishing costs, the ORIE was assessed to be very high. The ecosystem risk index (ERI) for two tuna fisheries was assessed low, but the overall FAD management by purse seine fishery is necessary at the ecosystem level.

  • 생태계는 우리의 생존과 삶의 질을 유지할 수 있게 하여 인간 복지에 직, 간접적으로 기여하고 있다. 그래서 생태적 기능의 계량화 방법이 필요하다. 본 연구에서는 응용생태공학에 생태계서비스를 도입하고 적용하는 것에 대하여 논의하였다. 하천의 경제적 가치, 도시 블루-그린-화이트 네트워크 구축, 생태복원 및 통합 물관리에 생태계서비스 개념 및 평가체계를 적용할 수 있는 방안을 모색하였다. 생태계서비스 개념 틀과 평가는 이해해당사자의 생태계 혜택 이해에 도움을 주고 응용생태공학 적용을 증가시켜 생태적 보호와 복원 가치의 증진에 이용될 수 있다.

TNFD 적용을 위한 국내 활용가능 데이터 적용 방안 검토 (Review of Domestic Data Application Strategies for TNFD Implementation)

  • The loss of biodiversity poses a significant threat not only to business sustainability and investment risk but also to societal well-being. Nature serves as a crucial driver for long-term business viability and economic prosperity. The Task Force on Nature-related Financial Disclosures (TNFD), established in September 2023, mandates that companies assess and disclose their impacts on nature. Despite this, many businesses lack a full understanding of their reliance on and impact upon natural capital and ecosystem services, leading to insufficient disclosures. This study evaluates the applicability of TNFD's assessment methodologies and indicators within a domestic context, highlighting the condition of nature and ecosystem services, and exploring potential synergies with national biodiversity policies. Our analysis suggests that TNFD necessitates a unique approach to the spatial and temporal data and methodologies traditionally employed in environmental impact assessments. This includes assessing the reciprocal influences of corporate activities on natural capital and ecosystem services via the LEAP framework. Moreover, in industries where the choice of specific indicators depends on unique sectoral traits, developing a standardized strategy for data and assessment indicators-adapted to local conditions-is crucial due to the variability in the availability of assessment tools and data. The proactive engagement of the private sector in ecosystem restoration projects is particularly promising for contributing towards national biodiversity objectives. Although TNFD is in its nascent phase, its global adoption by numerous companies signifies its potential impact. Successful implementation of TNFD is anticipated to deepen businesses' and financial institutions' understanding of natural capital and ecosystem services, thereby reinforcing their commitment to sustainable development.
