A Study of the Activation Plan for the Hinterland of Busan New Port (부산항 신항 배후단지 활성화 방안에 관한 연구)

  • The ports have been confronted with rapid environmental changes. This means that it is imperative to enhance the competitiveness by resolving the chronic and difficult problems regarding Busan New Port. This paper, hence, suggests how to activate the hinterland of the New Port. The New Port was designed to become a leading logistics port in Northeast Asia and its economic ripple effect was expected to be much greater with the construction of New Port Hinterland. The government should also seek to supply the sufficient land as well as establish port clusters with various port-related industries, which enables the New Port to survive the forthcoming harsh environmental changes and meet the diverse demands. Those measures also enable the New Port to overcome the deterioration of the competitiveness and enjoy the economies of scale. The cluster-based hinterland policy framework is sure to be very efficient but should be complemented with infrastructure policies for the better policy-mix.

  • Land-use in Cheongju region is changing rapidly because of the increased interactions of human activities with the environment as population increases. We used multi-temporal Landsat images (1991 and 2000) and DEM data in a post-classification analysis with GIS to map land-use distribution and to analyse factors influencing the land-use changes for Cheongju City. Land-use statistics revealed that substantial land-use changes have taken place and that the built-up areas have expanded by about $17.57km^2(11.47%)$ over the study period (1991-2000). Agricultural lands and forests have decreased substantially while urban and barren lands have been on the increase. Rapid economic developments together with the increasing population were noted to be the major factors influencing rapid land use changes. Urban expansion has replaced urban and barren lands, thereby affecting habitat quality and leading to serious environmental degradation.

  • The importance of Building Remodeling as a means to create an architectural environment capable of responding to the social, economic changes has increased more than ever. And it has become necessary to consider Environmental performance in Building remodeling. Consideration of converting buildings into Environment-Friendly Remodeling of Office Buildings makes more and more increased in our construction compatibility. This Study is intended to increase the designer' recognition of Environmental Performance Improvement in the feasibility analysis and schematic design of Office Building Remodeling and to provide Planning Data and Guidance. In this context, this study is focused on the "planning Guidance for Environmental Friendly Remodeling". Through this study, the flow of Environmental Design and Construction is elevated reaching the level in developed country.

Impact of particulate matter on the morbidity and mortality and its assessment of economic costs

  • Kazakhstan's cities experience high concentrations levels of atmospheric particulate matter (PM), which is well-known for its highly detrimental effect on the human health. A further increase in PM concentrations in the future could lead to a higher air pollution-caused morbidity and mortality, causing an increase in healthcare expenditures by the government. However, to prevent elevated PM concentrations in the future, more stringent standards could be implemented by lowering current maximum allowable PM concentration limit to Organization for Economic Co-operation and Development (OECD)'s limits. Therefore, this study aims to find out what impact this change in environmental policy towards PM has on state economy in the long run. Future PM10 and PM2.5 concentrations were estimated using multiple linear regression based on gross regional product (GRP) and population growth parameters. Dose-response model was based on World Health Organization's approach for the identification of mortality, morbidity and healthcare costs due to air pollution. Analysis of concentrations revealed that only 6 out of 21 cities of Kazakhstan did not exceed the EU limit on PM10 concentration. Changing environmental standards resulted in the 71.7% decrease in mortality and 77% decrease in morbidity cases in all cities compared to the case without changes in environmental policy. Moreover, the cost of morbidity and mortality associated with air pollution decreased by $669 million in 2030 and $2183 million in 2050 in case of implementation of OECD standards. Thus, changing environmental regulations will be beneficial in terms of both of mortality reduction and state budget saving.

  • We study nonlinearities of $CO_2$ emissions and economic growth m Korea using the Smooth Transition Autoregressive (or STAR) model. We find evidence for nonlinearities and cyclical regime changes of both time series. In the extended nonlinear empirical work, we characterize dynamic properties of the two time series and then find mutually significant Granger causality between $CO_2$ emissions and economic growth. All these empirical evidences together reinforce long standing concern that economy-wide restrictions on $CO_2$ emissions would hurt economic growth for Korean styled medium industrialized countries.

  • An algorithm for monitoring geomorphological change using remote sensing data is investigated and tested using two LANDSAT TM data sets acquired over the Kyunggi Bay on April 15 1986 and September 22 1992, respectively. The algorithm exploits change vector analysis and tasseled cap transform. Although change vector analysis is effective for change detection, efficiency is decreased as the number of variables are increased. In this algorithm, we overcome the problem by utilizing the tasseled cap transform which can reduce six bands of LANDSAT TM data into only two components called Brightness and Greenness. The test results demonstrate that the algorithm is very effective in monitoring small-scaled changes over coastal area as well as significant changes in geomorphology. The resulting change vector image, however, is more sensitive to the changes occurred by human activities than by pure geological processes mainly because of relatively short time interval between two LANDSAT TM data sets.

  • This study aims to determine (1) the inhibiting factors and solutions in the development of eco-tourism, and (2) how green entrepreneurship can be used for eco-tourism development. The increasing issue of global warming is pushing awareness of environmental preservation. This condition changes the people's paradigm in traveling from the concept of mass-tourism to the concept of eco-tourism. The development of eco-tourism has consequences for entrepreneurial activities which is known as green entrepreneurship. This study is applied research conducted in East Lombok, one of the regions in Indonesia. The sampling technique used is purposive sampling covering a total of 34 informants. Data collection methods are carried out through interviews, observation, and documentation studies. Based on the data analysis, the findings of this study show that (a) inhibiting factors of eco-tourism development are limitation of eco-tourism knowledge, lack of awareness in environmental preservation, and absence of supporting government policy; and (b) solution for eco-tourism development discovered in this research is divided into five factors i.e., condition, demand, related industry and support, strategy, government. Besides, for applying the green entrepreneurship model i.e., developing the spirit of green entrepreneurship, training in making products and services that are environmentally friendly is needed.

A Study of Economic Efficiency and Environmental Performance Due to the Conversion of the 7th and 8th Basic Plan for Long-term Power Supply and Demand (제7차 및 제8차 전력수급기본계획 전원 구성 전환에 따른 경제성 및 환경성 변화 분석 연구)

  • This paper estimates the effects of generation mix changes in the $7^{th}$ and $8^{th}$ Basic Plan for Long-term Power Supply and Demand from two aspects: economic efficiency through electricity prices and environmental performance through $CO_2$ and air pollutants(NOx, SOx, PM) emissions. Particularly, we examined additional generation mix conversion paths that take into account the trade-off between economic efficiency and environmental performance through scenario analysis. According to our results, the conversion from the $7^{th}$ plan to the $8^{th}$ plan should increase the electricity prices in the mid- and long-term, while reducing GHG and air pollutants emissions at the same time. The alternative generation mix that combines $7^{th}$ and $8^{th}$ plans shows that there exists a path to mitigate the trade-off between economic and environmental in the long-term. It will be next to impossible to derive a optimal generation mix that simultaneously considers the core values, such as supply stability, environmental performance, economic efficiency, energy safety and energy security, when establishing the power supply and demand plan. However, by exploring the effects of various generation mix paths and suggesting near-optimal paths, people can best choose their direction after weighhing all the paths when deciding on a forward-looking generation mix in the long term.

Mineralogical Changes of Oyster Shells by Calcination: A Comparative Study with Limestone (소성에 따른 굴패각의 광물학적 특성변화: 석회석과의 비교 연구)

  • About 300 thousand tones of oyster shells are produced annually and, thus, their massive recycling methods are required. Recently, a method, utilizing them as wet desulfurization materials after removal of organic matters and changing $CaCO_3$ phase into CaO through calcination, is under consideration. This study investigates the mineralogical changes (specific surface area, phase changes, surface state, etc.) of oyster shells by calcination and their characteristics were compared with those of limestone. Uncalcined oyster shells showed the higher specific surface area than limestone because the former are composed of platy and columnar structures. In contrast, investigated limestone showed a dense structure. The phase change of oyster shells occurred at lower temperature than that of limestone. The specific surface area of oyster shell decreased significantly after calcination while limestone depicted a drastic increase. Small amount of Na contained in oyster shell was suggested as the cause of this phenomenon; in that, it acted as a flux causing melting and sintering of oyster materials at lower temperature. Because of this, an additional phenomenon was observed that a part of shell materials remained untransformed even at higher calcination temperature and after longer treatment period due to the sintered surface, which covers the rest parts. Further studies investigating the effect of this phenomena from the perspective of desulfurization is required.

A Study on the Development of a Model in the Environmental Ethics Education for Eco-centred Life Values (생태중심 생명가치관 확립을 위한 환경윤리교육의 모형 개발에 관한 연구)

  • The purpose of this study is to research new paradigms of environmental ethics and environmental ethics education to overcome ecological crisis and to develop an alternative model of systematic environmental ethics education for establishing eco-centred life values. According to deep ecologists, they assert the necessity of basic reorientation of crucial components of present political, economic and social orders to overcome ecological crisis today. This means the movement from the mechanistic worldview to the ecological worldview and the shift from Dominant Social Paradigm(DSP) to New Ecological Paradigm(NEP). Environmental ethics education should be 'eco-centred environmental ethics education'which makes some contribution to overcome ecological crisis and to create new alternatives. Also it should be not a simple behavior change but 'eco-centred environmental ethics education', what is called, as 'ecological literacy education'which changes the views of values, thoughts and attitudes etc. In this, as a new social curriculum, 'ecological literacy education'means to cultivate the ability which can recognize environmental problems correctly and to overcome ecological crisis wisely we face with today. To perform this ecological environmental ethics education, we suggested 'eco-centred life values', we place a criterion of moral value judgment according to 'ecological conscience'on 'life', and we presented 'an alternative model of environmental ethics education' giving consideration to human being, nature and environment at the same time.
