미국과 캐나다 노인밀집도시의 노인주거관련 사회적지원에 관한 연구 : 농촌지역 소도시를 중심으로 (A Study on Social Supports for the Elderly Housing in Senior Concentrated Cities in the United States and Canada : Focused on Small Cities along Rural Counties)

  • The purpose of this study is to explore social supports for elderly housing and their residential lives in small cities along rural counties of the United States and Canada, and suggest future implications for age-concentrated rural villages in Korea. In this study, five small and medium cities in non-metropolitan counties of California and Ontario province were visited and elderly residents and service experts were interviewed about their perceptions of community integrated social support networks for senior residences. The senior housing complexes were built due to influx of both metropolitan and rural residents seeking warm localities, traffic connections, business purposes in active production areas. and leisure attractions. There are five main social support networks for senior housing issues in these areas. First, the areas are claimed for senior zones and accordingly health industries are encouraged by local authorities. Second, the community is homogeneously constructed as a senior friendly environment and include features such as an RV park and mobile cottages. Third, senior-helping seniors are offered active work through golf-cluster active retirement communities. Fourth, traditional theme production camps are mobilized by the elderly workers. Lastly, an information system is maintained for screening volunteers and for senior abuse prevention. On the other hand, residential lives are occasionally negatively influenced by unbalanced concentrations of elderly facilities such as nursing stations and funeral homes. For the future of Korean rural elderly policies, suggestions are made as follows: first, an integrated urban and rural township that contains attractive places for early retiring people who seek a warm atmosphere in later life needs to be constructed. Second, an integrated model retirement village of urban and rural retirement life needs to be initiated as a measure of evaluating the adaptation process of movers in senior concentrated zones. Third, a cooperation system among governmental ministries needs to be formed with the long- term goal of establishing a traditional rural town of independent housing districts and medical facilities in rural areas. Fourth, productive and active lifestyles need to be maintained as the local community and government develop successful retirement rural villages, by limiting the expansion of nursing related facilities. Finally, generation integrated visiting welfare programs and services need to be further developed for the housing areas especially in the winter, when social integration and activity are relatively low.

한국형 호스피스 케어 개발을 위한 기초 조사 연구 (The National Hospice Care Service Development in Korea)

  • The urgent needs to establish hospice care systems in Korea arise from the following reasons: 0) a drastic increase in chronically ill patients with the increase of aged population: (2) rapid changes in living environment from the traditional habitation (e. g., Many Koreans living in apartment complexes, which is the most popular form of modern residence in recent years, prefer to die in the hospital.): the overall increase in patients with advanced cancer: (4) recent trends in early discharge of terminally ill patients from the limited hospital facilities to accomodate other medical insurance beneficiaries; (5) easy acceptance of euthanasia owing to the recent social atmosphere that belittles the dignity of human life; (6) medical and nursing care of AIDS patient in terminal stage; (7) and the problem associated with inhumane medical care system, overtreatment, and groundless fears against narcotics. Terminally ill patients were used to be treated in the hospital in the past. In these days, however, they are forced to have home cares with little assistance from the qualified medical personnel because of insufficient hospital facilities, which are even short for the need of emergency patients and provide priority cares to medical insurance beneficiaries with other acute problems. And yet, neither are there any administrative organizations nor systematic medical studies that deal with the level of terminally ill patient's need, their family's problems and resources of hospice care systems in Korea. Thus, most patients are not able to get appropriate medical care at the terminal stage of their lives. The objective of this study is to make comprehensive database for various hospice care organization currently in operation, link them through medical information system, and develop an easily accessible hospice care model that meets the need of most Korean people. Our survey results may be summarized as follows: Nationally there are 40 organizations that provide partial or full hospice care. However, these organizations are not linked to any formal medical service network. Furthermore, the objective of hospice care, care principles, personnel with appropriate training, educational programs, standard for care, costs, consulting service to patients' family members, the extent of medical care from professional staff members, status of hospice facility, and management of those institutions are neither clearly defined nor organized compared to the international hospice care standards. The surveys on patients of terminal stage. grouped in hospice and non-hospice care patients. reveal what they want visiting nursing care to help their pain control. psychological. social and spiritual demands. While the more than 90% of hospice care patients want to reduce their pains. the non-hospice care patients. in addition to their desire for pain control. demanded more psychological. social and spiritual helps as well. The results of this research could be utilized to 0) define the standard of hospice care. (2) provide the guidance for hospice medical care costs. (3) establish the database of hospice care systems. (4) develop softwares. (5) build communication network through Medinet. and (6) provide an organized visiting home nursing care system. These information should be a valuable resource to many medical staffs who are involved in cancer therapy. nursing care. and social welfare programs.

삼척오십천 상.하류에 분포하는 황어, Tribolodon hakonensis (잉어과) 집단의 유전적 분화 (Genetic Differentiation between Up- and Downstream Populations of Tribolodon hakonensis (Pieces: Cyprinidae))

  • 잉어목(Cypriniformes) 황어아과(Leuciscinae)의 황어(Tribolodon hakonensis)는 회유성 어류로서 일생의 대부분을 바다에서 보내고 산란기인 3월 중순경부터 물이 맑은 하천으로 소상하여 자갈이나 모랫바닥에 집단으로 알을 낳는다. 본 연구의 목적은 5개의 microsatellite 유전자 분석을 통하여 단편화된 하천에서 황어 집단 간 유전자 흐름과 다양성을 측정하는 것이다. 강원도 삼척 오십천은 여러 대형 보에 의해 부분적으로 단편화되어 있는 중형 하천으로, 본 연구에서 하류지역과 대형 보를 여러 번 지나야 다다를 수 있는 상류지역에서 채집한 황어 개체들의 유전자형을 비교, 분석하였다. 유전자 분석 결과 상, 하류 집단들은 많은 대립인자를 공유하지만 그 빈도에 있어 다소 큰 차이를 보였다. 상류와 하류 간 유전적 분화($F_{ST}$)는 0.083 정도로 두 집단 간에는 제한된 유전적 흐름만이 존재한다고 볼 수 있다. 상류집단이 유전적으로 고립이 되어 있지만 뚜렷한 유전적 다양성의 감소나 집단의 크기 감소가 관찰되지는 않았다. 이러한 양상을 개체 수준에서 증명하기 위해 Bayesian 통계를 이용, 집단의 유전적 구조를 파악하였다. 분석 결과 삼척 오십천 개체들은 2개의 유전적 cluster로 구분할 수 있으며, 상류 집단 개체들은 모두 cluster 1에 해당하는 등 단일하게 나타났으나 하류 집단 개체 중 65 % 정도가 cluster 2에 그리고 나머지 개체들은 cluster 1에 해당하는 다양한 양상이 나타났다. 이로 미루어 두 집단은 유전적으로 분화되어 있고, 상류의 집단이 하류에 흘러들어가는 경우는 있지만 하류로부터 유전적 공급은 거의 전무한 형태로 볼 수 있고, 인위적 구조물들이 이러한 집단 구조에 영향을 미쳤을 가능성이 있다. 본 연구에서 제시된 자료들은 향후 황어 집단의 보전 정책 등을 수립하는데 필요한 정보를 제시할 수 있을 것이다.

청소년기의 건강증진과 학교보건교육의 발전방향 (Adolescent Health Promotion and Development of School Health Education)

  • Adolescent health is considered to contribute to health promotion in the home and community in the near future as well as individual health. However, adolescent health has been neglected from education field because of competitive school education focused on the university entrance examination That's why I suggest in this study that we should pay much more attention to adolescent health condition and try to make It better, in terms of man-power development and life-health promotion for nation development The purposes of this study are as follows First, to look into a variety of adolescent health problems Second, to find out the situation and problems of current adolescent health promotion and school health education Third, to make an effort to find, based on the current situation, various developments of adolescent health promotion and school health education in terms of practical, political and environmental change There are used study methods as adolescent-related, school heath-related literature review and anlysis of statistical data The results and suggestions are as follows Teenagers have a great variey of health problems including most Important physical, mental and social developments Recently, chronic diseases, emotional problems, health-risk behaviors linked With adolescents are on increase The complicated disorders of physical, mental, social health rather than paricular aspects of health or health-behavior problems influence adolescent health problems adolescence is regarded as the period when most health-related behaviors are formed. Therefore, adolescent health promotion would he assured by developing the ability of controlling multi-dimensional health determinants in the early stage. Health promotion is a positive concept that each individual, family and community makes real efforts to improve their health To achive this, we need health educational, organizational, political and environmental supports. Adolescent health promotion in Korea has been systematically treated in the category of school health Current school health services have had lots of systemic, constitutional, administrative and educational flaws Accordingly, I'm concerned that we can afford to accept a variety of adolescent health needs However, I would say that if were not to make those flaws better, it's certain that Korean national competitive power and the quality of the lives of most Koreans Will he threatened someday We have to develop Comprehensive School Health Crriculum(CSHC) and set up its standards to Improve adolescent health. CSHC is an organizational and costant process. CSHC means an Important part of overall curriculums. In addition, I could say that it's an Important school health education acivity including current school health services-health care service and school health environment. In conclusion, in order to develop CSHC, we require school nurse's role changes, establishment and management of intergrated subject of health education, striking revision of school health law(or legislation of school health promotion law), reorganization of administration system, big changes in curriculum for school health educators.

결혼이주여성의 한국가정생활 문화적응 단계별 특성 -필리핀 결혼이주여성을 중심으로- (Characteristics of Marriage Immigrants' Acculturation Stage and the Source of Support: With an Emphasis on Filipino Marriage Immigrants' Family Life Culture in Korea)

  • The purpose of this study is to determine the characteristics of Filipino marriage immigrants' acculturation stages in regards to their Korean family life culture and to identify the source of the support for each stage, hence to provide information for educational programs that would promote successful acculturation for each stage. The following findings have been obtained through in-depth interviews with 18 female Filipino immigrants to Korea. In a range of obstacles from the Honeymoon Stage to the Confusion stage, the first are the language and the aspects of the food/cooking/ingredients/diet that are different from their own culture. Especially, pregnancy/childbirth is a major change in one's life and the biggest challenge in the acculturation process. As food and cooking are the first change that the immigrants have to face and get accustomed to in the early stage of their Korean life, the food culture is rather easier for the immigrants to get accustomed to than other parts of Korean life. From the Honeymoon Stage to the Harmony Stage, the immigrants make efforts to help their family in the home, while they look to their future in their children during the Autonomy Stage. Regardless of how long they have been in Korea, from the Honeymoon Stage to the Autonomy Stage, the immigrants have a hard time with the patriarchal environment in Korea due to the bilateral nature of kinship in the Philippines. Secondly, the immigrants receive the most support from their husband, family, and the tutors in Korean culture, while their mothers-in-law are the main source of the support for the Korean diet. At the Confusion Stage, the immigrants start visiting the regional multicultural family support centers and get help from the friends they meet there while depending on the TV for cooking tips. From the Harmony Stage, they may seek a job through the community network with their own effort and their children's help. In the Autonomy Stage, they are concerned about their children rather than their own parents, and they find their own identity as a Korean and realize that their effort is important.

  • 본 연구는 디지털 기술의 본격 활용에 따라 시간과 장소에 구애받지 않는 유연한 학습 환경 구축의 방안으로 제안되고 있는 에듀테크가 수학 교과에서 활용되기 위하여 그 현황을 분석하는 데 목적이 있다. 이에 따라 국내외 에듀테크 현황 및 활용 동향을 확인하며, 수학교과에서 활용되는 에듀테크 플랫폼의 기능과 그 역할을 분석하였다. 분석 결과, 에듀테크 플랫폼은 위계적 학문인 수학교육에서 학습자 개별 맞춤 학습에 유용할 수 있도록 그 기능을 구축해 나가고 있으며, 나아가 학습자의 자기주도학습을 추구하고 있었다. 또한 각 수업 단계에 맞는 활동 및 평가가 가능하여 교사의 업무경감 및 학습관리와 역량 강화 수업 등에 유용할 수 있도록 발전되어가고 있음을 확인하였다. 따라서 향후 이러한 플랫폼을 효율적으로 활용할 수 있는 교수설계 및 학생의 개별 맞춤형 학습 지원 활용 방안이 함께 수행되어질 필요가 있다.

국민학교아동의 학습부진에 관련된 요인 (Factors Related to Poor School Performance of Elementary School Children)

  • 국민학생들의 학습부진에 관련된 요인을 조사하여 의학적 예방 및 치료 대책을 고안해 보기 위해, 대구 시내에서 고소득층 밀집지역과 저소득층 밀집지역의 국민학교 1개씩을 선정하고, 각 학교의 2, 4, 6학년 학생 중 학업 성적이 하위 10%에 속하는 학생(학습부진군) 175명과 이에 대한 대조군으로 성적이 상위 5%에 속하는 학생(우수군) 97명을 대상으로 하여 이들에게 시력검사, 청력검사, 신체검사(체중, 신장, 두위)를 한 후, 고대 Stanford-Binet test를 이용한 지능검사와 TAI-K로 시험불안반응검사를 하고 발달소아학 전문의사가 신경학적 검진을 하였다. 아동의 어머니에게는 가정 환경, 어머니의 출산력, 아동의 출생 전후 및 과거력에서 의학적 특이사항, 그리고 행동양상에 관해 설문조사하고, 담임 선생에게 설문지를 통해 학교에서의 행동양상을 조사하였다. 아동의 두발을 적당량 채취하여 두발중 납, 카드뮴, 아연의 함량을 원자흡광분광광도계로 분석하였다. 학습부진과 각 요인과의 단순상관 관계분석에서 통계적으로 유의한 요인들을 이용한 다중지수형 회귀분석 (multiple logistic regression analysis)을 하여 학습부진의 관련요인을 찾았다. 단순분석에서 학습부진과 유의한 관련성이 있는 것은 남아인 경우, 출산순위가 높은 경우, 결손가정인 경우, 부모의 학력이 낮거나 직업이 노동직인 경우, 아동의 체중, 신장 및 두위가 작은 경우, 시력장애가 있는 경우, 지능지수가 낮은 경우, 시험불안반응점수가 높은 경우, 과잉활동성 아동인 경우로 나타났다. 다중지수형 회귀분석결과 학습부진과 관련되는 요인은 아동의 높은 출산순위 (odds ratio=2.06), 남아인 경우(odds ratio=5.91), 결손가정(odds ratio=9.29), 신장이 표준치-1 표준편차보다 작은 경우(odds ratio=11.12), 높은 시험불안점수(odds ratio=1.07), 과잉활동성 장애아동(odds ratio=9.67), 그리고 지능지수(odds ratio=0.85)였다. 두발중 중금속 함량의 분석결과 모두 학습부진과 뚜렷한 관련성이 없었으며, 납과 카드뮴의 함량은 학습부진군과 우수군 모두 남아가 여아에 비해 높았으며, 남은 학년과 역상관 관계(p<0.05)를, 아연은 정상관 관계(p<0.05)를 나타내었다. 학습부진과 유의한 관련성이 있는 요인들 중 조정가능한 것은 출산순위, 신장, 과잉활동성 장애 등으로, 가족계획을 통해 알맞은 수의 자녀를 갖도록 하고, 영유아기에서부터 사춘기에 이르기까지 적절한 영양공급을 하며, 과잉활동성 아동을 조기에 발견하여 의사의 진단을 받아 치료를 받도록 하는 것이 학습부진을 예방 및 해결하는데 도움이 될 것이다. 또한 부모와 담임 선생이 학습부진아에게 본인의 지적능력 이상의 기대나 학습의 강요로 불안을 조장하지 않도록 해야 할 것이다.

가습기살균제 참사의 진행과 교훈(Q&A) (Questions and Answers about the Humidifier Disinfectant Disaster as of February 2017)

  • 'The worstest environment disaster', 'World's first biocide massacre', 'Home-based Sewol ferry disaster' are all phrases attached to the recent humidifier disinfectant disaster. In the spring of 2011, four of 8 pregnant women including 1 adult man passed away at a university hospital in Seoul due to breathing failure. Epidemiologic investigation conducted by the Korean CDC soon revealed the inhalation of humidifier disinfectant, which had been widely used in Korea during the winter, to be responsible for the disease. As well as lung fibrosis hardening of the lungs, other diseases including asthma, rhinitis, skin disease, liver disease, fetal disease or cancers have been researched for their relation with exposure to the products. By February 9, 2017, 5,342 cases had registered for health problems and 1,131 of them were already dead (20.8% mortality rate). Based on studies by government agencies and a telephone survey of the general population by Seoul National University and civic groups, around 20% of the general public of Korea has used these products. Since the market release of the first product by SK Chemical in 1994, over 7.1 million items from around 20 brands were sold up to 2011. Most of the products were manufactured by well-known large conglomerates such as SK, Lotte, Samsung, Shinsegye, LG, and GS, as well as some European companies including UK-based Reckitt Benckiser and TESCO, the German firm Henkel, the Danish firm KeTox, and an Irish company. Even though this disaster was unveiled in 2011 by the Korean government, the issue of the victims was neglected for over five years. In 2016, an unexpected but intensive investigation by prosecutors found that Reckitt Benckiser manipulated and concealed animal tests for its own brand and brought several university experts and company employees to court. The matter was an intense social issue in Korea from May to June with a surge in media coverage. The prosecutor's investigation and a nationwide boycott campaign organized by victims and environmental groups against Reckitt Benckiser, whose product had been used by more than 70% of victims, led to the producer's official apology and a compensation scheme. A legislative investigation organized after the April 2016 national election revealed the producers' faults and the government's responsibility, but failed to meet expectations. A special law for the victims passed the National Assembly in January 2017 and a punitive system together with a massive environmental epidemiology investigation are expected to be the only solutions for this tragedy. Sciences of medicine, toxicology and environmental health have provided decisive evidence so far, but for the remaining problems the perspectives of social sciences such as sociology and jurisprudence are highly necessary, similar to with the Minamata disease and Wonjin Rayon events. It may not be easy to follow this issue using unfamiliar terminology from medical and chemical science and the long, complicated history of the event. For these reasons the author has attempted to write this article in a question and answer format to render it easier to follow. The 17 questions are: Q1 What is humidifier disinfectant? Q2 What kind of health problems are caused by humidifier disinfectant? Q3 How many victims are there? Q4 What is the analysis of the 1,112 cases of death? 오대산 국립공원 오대산 지역의 야생조류상 및 관리 방안 (Management Guideline and Avifauca of Odaesan area in Odaesan National Park)

  • 오대산 국립공원내 야생조류상을 파악하고 관리방안을 제시하기 위하여 2개 조사구역에 대해 1995년 6월 중순부터 1996년 12월 초순까지 선조사법에 의하여 4회 조사하였다. 총 9목 22과 52종이 관찰되었으며, 이들은 텃새 25종과 여름철새 16종, 나그네새 8종 및 겨울철새 3종으로 구성되어 있다. 천연기념물 제 242호인 까막딱다구리, 제323호인 황조롱이와 붉은 배새매, 제 324호인 소쩍새와 올빼미 등 5종이 관찰되었다. 종 수 및 개체수는 제 2조사구역에서 많았고, 종 구성에서 상당한 차이를 보였다. 번식조류군집의 영소길드(nesting guild)는 두 조사구역 모두 둥지자원을 관목(bush), 수동(hole), 수관층(canopy) 순으로 높게 이용하는 것으로 나타났다. 관목 영소길드(bush-nesting guild)의 종 수가 높게 나타난 것은 제 1 조사구역의 임연부에 형성된 관목층과 제 2조사구역의 정상부근 능선의 관목층과 관련이 있을 것으로 생각된다. 수동 영소길드(bush-nesting guild) 중 오색딱다구리, 까막딱다구리, 청딱다구리 등 3종류는 제 2조사구역에서만 관찰되어 제 2조사구역이 제 1조사구역보다 등산로에 의한 단편화(fragmentation) 정도가 적을 뿐만 아니라 조사면적 내에 대경급 임목이 산재하여 있는 것과 관련이 높을 것으로 판단된다. 월정사에서 상원사에 이르는 계류 지역은 노랑할미새와 검은댕기해오라기, 물까마귀 등과 같은 조류의 번식을 위해 등산로 주변의 관목층을 보호해야 할 것이다. 적설량이 많은 겨울철에 이 지역의 야생조류에게 인공먹이를 공급하여 다음해의 넉넉한 번식을 꾀하여야 할 것이며, 까막딱다구리 및 올빼미 등 대면적의 행동권을 요구하는 종을 위해서는 서식지의 단편화(fragmentation)를 막아야 할 것이다. 한편, 상원사의 집비둘기 개체군은 둥지자원을 철저히 제거하여 더 이상 귀중한 문화재가 훼손되지 않도록 해야할 것이다.

전자정부 추진과 기록관리방안 (A Study on the Promotion of Electronic Government and Plans for Archival Management)

  • This paper is aimed at proposing the policies for managing archives in the process of promoting Electronic Government System. Although there have been many studies of electronic government project and plans for its establishment, this research examines the electronic government system and its problems on the basis of archival science. What I acquired in this paper is as follows. The development of information technology needs great changes ranging from the nation to the individuals. It becomes common that the use of computerized program for business purposes, computerization of information materials and the effective way of search use of electronic documents. Therefore, more and more countries all over the world have been seeking to promote 'Electronic Government', which applies the fruits of the development in information technology to administration process. Recently, Korea has been rapidly entered into the 'Electronic Government' system being against the traditional way of administration. In electronic government system, the 'Life Cycle' of public records will be computerized. Therefore, it is important to change and develop along with the government's policies for 'electronic government project' in the archival management system. This means that the archival management system which have put emphasis on the textual records should be converted to electronic records system. In other words, the records management in electronic government system requires not the transfer and preservation of the records but the consistent management system including the whole process of creating, appraising, arranging, preserving and using the records. So, the systematic management of electronic records plays an important role in realization of electronic government, but it is a subject to be realized by electronic government at the same time. However, the government have overlooked the importance of archival management for long time, especially the importance of electronic records management system. First of all, this research attempts to infer limits and problems through the theoretical considerations of the existing studies for electronic government and to clear up the relations between electronic government and archival management. Based on this, I'll seek to progress the study through reviewing the present condition of archival management in the process of promoting electronic government and suggesting the policies for enhancing the successful electronic government and the construction of scientific archival management system. Since early 1990, many countries in the world have been making every effort to concrete 'Electronic Government'. Using the examples in other nations, it is not difficult to recognize that the embodiment of electronic government is closely connected with the archival management policies. Korea have completed legal and institutional equipments including the new establishment of "Electronic Government Law" to realize electronic government. Also, Korea has been promoting electronic government with the Ministry of Government Administration and Home Affairs and Government Computer Center as a leaders. Though managing records, especially the management of electronic records is essential in electronic government system, we haven't yet discussed this section in Korea. This is disapproved by the fact the Government Archives and Records Service has played little role in promoting electronic government project. There are two problems relating this environment. First, present system can't meet the consistent 'Life Cycle' ranging from the creation to the preservation of electronic records. Second, the 'Life Cycle' of electronic records is divided into two parts and managed separately by GCC and GARS. The life of records is not end with the process raged from creation to distribution. On the other hand, the records are approved their value only whole procedures. Therefore, GARS should play a deading role in designing and establishing the archival management system. The answer to these problems, is as follows. First, we have to complete the electronic records management system through introducing ERMS not EDMS. This means that we should not change and develop towards ERMS simply with supplementing the current electronic records management system. I confirm that it is important and proper to establish ERMS system from the very beginning of the process of promoting electronic government. Second, I suggest the developmental integration of GARS and GCC. At present, the divided operations of GCC and GARS, the former is in charge of the management center for electronic business and the latter is the hub institution of managing nation's records and archives result in many obstacles in establishing electronic government system and accomplishing the duties of systematic archival management. Therefore, I conclude that the expansive movement towards 'National Archives' through the integration among the related agencies will make a great contribution to the realization of electronic government and the establishment of archival management system. In addition to this, it will be of much help to constitute and operate the 'Task Force' regarding the management of electronic records with the two institution as the central figures.
