  • Although Korea's e-government is at the level of developed countries, it has been pointed out that the introduction of SOA is too slow. It also points out that the government's low SOA level has a negative impact on the UN's e-government rankings. In 2002, Korea introduced the first web service in the domestic public sector. At that time, there were few cases in the world where Web services were introduced in the public sector. However, the advanced e-government advanced countries already have SOA ideology based on e-government. Denmark and so on have SOA ideologies on the basis of e-government, and many countries make and use service repositories. In this environment, we analyze the application status of web service centered on the case of e - government in Japan.

  • As the government's public services have been digitized, the necessity of research on the use of e-government services by middle and high-aged people has been raised. Thus, this study aims to verify the mediating effect of digital capacity on the relationship between the family structure and use of e-government services of middle and older aged adults. The study analyzed 1,660 middle and elderly individuals from the 2018 Digital Divide Survey conducted by the National Information Society Agency(NIA) using Baron & Kenny(1986)'s method for mediation. The result is as follows: first, the family structure of the middle and older adults has a significant effect on use of e-government services. Second, the effect of the family structure of middle and older aged people on use of e-government services is partially mediated by digital capacity. The result represents that the elderly living with two or three generations have higher use of e-government services than the elderly living alone and married elderly couple. Also the elderly living with two or three generations have higher digital capacity, resulting in higher use of e-government services. Based on the results, The study suggested that the specific plan for each type of family structure to promote the use of e-government services and a plan to improve the digital capacity of middle and older aged adults.

  • In this paper, a contribution is presented covering the data set in improving and developing electronic services provided to citizens through e-government services based on business intelligence in government agencies in the Republic of Sudan. The Business Intelligence Concept Survey was conducted from the perceptions of information department employees in government agencies. The survey was conducted from April to June 2021 using questionnaires. The dataset contains responses about the factors that influence the use of business intelligence and the barriers and limitations to the use of business intelligence. A five-point Likert scale was used to analyze the quantitative data. The opportunities and challenges associated with it were also discussed and explored. As evidenced by the results, the information department employees agree that business intelligence improves the government decision-making process, which helps decision makers and decision-makers to find alternatives and opportunities that contribute to making more accurate and timely decisions. The results also indicate that creating the infrastructure for applying business intelligence in the e-government work model contributes to the successful implementation of business intelligence in Sudan.

With the E-Government practicing, day-by-day the public demand is also increasing simultaneously. Now this present moment, one of important research part is secure E-Voting for E-Government service, but for this important factor or Government Issue, it needs information privacy for secure information transaction of citizen’s opinions and secure authentication. This paper has analyzed several approaches E-voting protocols, those are implemented with many digital signature mechanism and maintained many types of cryptographic rules, which are main factor for information privacy. In this paper we have discussed them with a view to voter anonymity and protection from manipulations. The paper then developed an algorithm designed to guarantee anonymity of the voter and to avoid the risk of manipulation of votes. In this paper the proposed algorithm is based upon the strict separation of voter’s registration and submission of votes, which means that certain information has to be stored on a secure storage media.

  • Manual elections processes in Egypt have several negative effects; that mainly leads to political corruption due to the lack of transparency. These issues negatively influence citizen's participation in the political life; while electronic voting systems aim to increase efficiency, transparency, and reduce the cost comparing to the manual voting. The main research objectives are, finding the successful factors that positively affects E-voting implementation in Egypt, in addition of finding out the reasons that keep Egyptian government far from applying E-voting, and to come up with the road map that Egyptian government has to take into consideration to successfully implement E-voting systems. The findings of the study suggest that there are seven independent variables affecting e-voting implementation which are; leadership, government willingness, legal framework, technical quality, awareness, citizen's trust in government and IT literacy. Technology-Organization-Environment (TOE) theory was used to provide an analytical framework for the study. A quantitative approach (i.e., survey questionnaire) strategy was used to collect data. A random sampling method was used to select the participants for the survey, whom are targeted voters in Egypt and have access to the internet, since the questionnaire was distributed online and the data is analyzed using regression analysis. Practical implications of this study will lead for more citizen participation in the political life due to the transparency that E-voting system will create, in addition to reduce the political corruption.

  • This paper shows the case of the evolution of Korean e-Government services in the theoretical lens of Actor-Network Theory and Structuration Theory. It presents how human actors (i.e. presidents and the central administrations) and non-human actors (i.e. law, standards, and relay systems) have established as the one network together, and how this network affects the evolution of Korean e-Government services. This case demonstrates in public sector can adopt not only Actor-Network Theory, but also Structuration Theory to explain both micro and macro contexts. The practical implications are given especially for the developing countries in pursuing the rapid development process of e-Government services.

  • In the modern era of digital sophistication, effective public administration warrants a citizen-centric approach that not only anticipates the needs of public service users but also comprehends their behaviors in undertaking proactive measures to deliver public services as needed. This study adopts a typological perspective by viewing e-government users as distinct consumer groups with individualized demands, behavioral tendencies, and perceptual attributes. Utilizing data from a 2021 survey on e-government service utilization, a two-step cluster analysis was conducted to delineate user typology through an empirical study. The analysis incorporated variables such as the purpose of using e-government, selected e-government channels, subjective perceptions of technological risk, and personal innovativeness. Accordingly, e-government users were classified into five distinct typological groups labeled "Unilateral Active Users Geared to Social Media," "Versatile Power Users," "Unilateral Pragmatic Active Users," "Occasional Passive Users," and "Minimal Users." This typological differentiation of e-government user groups is intended to help identify unique user demands and characteristics so as to facilitate the delivery of tailored e-government services and informed policy decisions catering to the diverse needs of users.

  • The main objective of this study is to examine the mediating effect of 'e-trust' on the relationship between the antecedents related to e-marketplace and the intention of using e-marketplace. Data was collected from a survey of 169 exporting firms in Gwangju, Korea. The results of the study are as follows ; First, 'e-trust' is produced a mediating effect when technology and government factors affect the intention of using e-marketplace. However, "e-trust" does not play a mediating role in the relationship between company factor and the intention of using e-marketplace. Second, technology factor, government factor and company factor have a positive impacts on the intention of using e-marketplace. Accordingly, in order to enhance the intention of using e-marketplace, small & medium exporting firms in Korea should try more to prepare for factors related to technology and company. In addition to these, government should give full support to be prepared for regulations and systems related to e-marketplace. If e-trust were properly built, the enhancement of using e-marketplace would be taken place more smoothly. So most of exporting firms can participate in e-marketplace more actively.
