Ch'oe Han-gi's Reflection on Relationalities in Existence (최한기의 존재론적 관계성 성찰)

  • Since the middle of the 19th century, East Asia, especially Korea, was oppressed externally by the imperialism of Japan and others while internally long-lasting political convention like in-law government was driving the country into troubles at home and abroad. Witnessing such a situation and building up scholarly capability through reading over nearly all spheres, a Confucian philosopher, Ch'oe Han-gi (崔漢綺, 1803-1877), philosophized about the clue to the solution of such a choking phenomenon. Ch'oe believed that there was movement, ki (matter, material force, energy) of revolving transformation inherent in all things, people, or objects. Grasping even the principle and order of existence inherent in things from the viewpoint of ki, he tried to change the traditional theory on the law of existence of things that there existed an ontological reason lacking in motility, which was more dominant than anything existing in the universe and which ruled over the world. From this, he elucidated that the Way, an identity that rules over all affairs and things, was not simply one but diverse. This means, on one hand, that he tentatively accepted the relativity of things. On the other hand, he also taught us "oneness in all things" in which all including human beings exist in close connection to each other transcending the relativity or "agreement" in which they exist in harmony as one and "unity" in which they are united into one.

Yeoheon Jang Hyeongwang's perspective on schooling and the implication of moral education (여헌(旅軒) 장현광(張顯光)의 학교교육론(學校敎育論)과 그 도덕교육적(道德敎育的) 함의)

  • Jang Hyeongwang is one of the leading scholars since the era of Toe'gye and Yulgok in Korean Confucianism. Thus, this paper will summarize his schooling, i.e., education in local school(Hyanggyo), specific activities, and the meaning of moral education. Although Toe'gye and Yulgok recognized the problems of local school and their indictment revealed in 16th century, they sought different solutions to overcome the issues. Toe'gye paid attention to establishment of local academy(Seowon) and strengthening its stature in order to renew Confucian education while Yulgok kept an eye on reformation of local school as government educational institution for revitalizing schooling, fostering the talented and establishing moral discipline. In this context, I will summarize Yeoheon's perspective on schooling in terms of the difference with Toe'gye and Yulgok's ideas. Especially, I will analyze his problematique paying attention to restoration of moral order in local communities devastated since Japanese Invasion of Korea in 1592, and how it makes connection with local education and its implication. Furthermore, I will systematically examine the educational regulation of Indong local school(Indong Hyanggyo) he proposed and what its contents and real body he intended. In addition to these, I will suggest how much Yeohon's ideas on local education are meaningful in moral education and what kind of insightful things they would give us in current educational environments.

The Influence of Factors on the Level of Digitalization of World Economies

  • The advanced development of the world's economies requires a detailed study of the impact of factors on the level of digitalization, to ensure economic growth and promote the use of information and communication technologies in the digital economy. Digitalization of the world's economies is ensured through the implementation of relevant regulations and policy decisions to implement public policy and strategy of the digital economy. The purpose of the study is to establish the pattern of the impact of factors on the level of digitalization of world economies by conducting a regression analysis to reflect the dependence of the impact of factors on the level of digitalization in 25 economies (by IMD digital competitiveness), to check the level of digitalization of the world's economies. It is necessary to analyze the ranking of countries in the world according to the DiGiX Index, IMD, and DESI Digital Competitiveness Rating. Research methods: information synthesis method; regression analysis; systematization, and generalization. Results. It was found that because of regression analysis, the value of the coefficient of determination indicates that the regression model by 78% explains the relationship between future readiness of countries to implement digital technologies and information and communication technologies, but there are still a small number of other factors not included in the regression model. It is determined that the greatest progress among EU member states for the period 2015-2020 according to the DESI index belongs to Ireland, the Netherlands, Malta, and Spain. It is established that Estonia, Spain, and Denmark are in the lead in the DESI rating, in terms of e-government implementation. The study found that the impact of factors on the level of digitalization of world economies contributes to solving current economic problems through further implementation of information and communication technologies and improving legislation in the digital economy, which will ensure the implementation of effective digital policy. It is established that ensuring the appropriate level of digitalization of the world's economies should solve the problems in the digital economy sector faced by governments and businesses, which requires the implementation of measures to regulate and ensure the continued operation of the digital economy.

Characterization and Detection of Opinion Manipulation on Common Interest Groups in Online Communities (온라인 공간에서 관심집단 대상 비정상 정보의 특징 분석과 탐지)

  • As more people share their opinions in online communities, such as Internet portals and social networking services, more opinions are manipulated for the benefit of particular individuals and groups. In particular, when manipulations occur for political purposes, they influence election results as well as government policies and the quality of life. This type of manipulation has targeted the general public, and their analysis and detection has also focused on such manipulation. However, to more efficiently spread propaganda, recent manipulations have targeted common interest groups(e.g., a group of those interested in real estate) and propagated information whose content and style are customized to those groups. This work characterizes such manipulations on common interest groups and proposes method to detect manipulations. To this end, we collected and analyzed opinions posted on 10 common interest groups before and after an election. As a result, we found that manipulations on common interest groups indeed occurred and were gradually increasing toward the election date. We also proposed a detection system that examines individual opinions, their authors, and their collaborators. Using the collected opinions, we demonstrated that the proposed system can accurately classify more than 90% of manipulated opinions and that many of these opinions were posted by multiple collaborators. We believe that regular audits of opinions using the proposed system can quickly isolate manipulations and decrease their impact. Moreover, the proposed features can be used to identify manipulations in domains other than politics.

A Bibliometric Analysis of the Major Korean Journals Indexed in 2020 Google Scholar Metrics (2020 구글 스칼라 매트릭스에 색인된 국내 주요 학술지에 대한 계량서지학적 분석)

  • This study aims to understand the research landscape of South Korea using the data of 2020 Google Scholar Metrics. To achieve the goal, we constructed and analyzed four types of networks including the university collaboration network, the keyword co-occurrence network, the journal citation network, and the discipline citation network. Through the analysis of the university collaboration network, we found major universities such as Seoul National University, Keimyung University, and Sungkyunkwan University that have led collaborative research. Job related keywords such as job change intention and job satisfaction have been frequently studied with other keywords. Through the analysis of the journal citation network, we found multiple journals such as The Journal of the Korea Contents Association, Korean Journal of Sociology, and Korean Journal of Culture and Social Issues that have been widely cited by the other journals and influenced them. Finally, Education, Business administration, and Social welfare were identified as the top influential disciplines that have influenced other disciplines through the knowledge diffusion. The study is the first of its kind to use the data of Google Scholar Metrics and conduct a stepwise network analysis (e.g., keyword, journal, and discipline) to broadly understand the research landscape of South Korea. Our results can be used by government agencies and universities to develop effective strategies of promoting university collaboration and interdisciplinary research.

An analysis of operation status depending on the characteristics of R&D projects in Sciences and Engineering universities (이공계 대학 연구과제 특성 별 운영 형태 현황)

  • This study aimed to understand the current status of science and engineering university(SEU) R&D operations depending on the research project characteristics(e.g., stages and characteristics), then provide implications for future university R&D support systems and related policies. Hence, an online survey targeting SEU R&D recipients was conducted between October 4th to November 5th, 2021. Analyzing 445 valid data using the Apriori algorithm, 16 association rules for R&D operation according to the research project characteristics show that regardless of research characteristics, SEU's R&D projects, particularly in applied research, were funded or operated under the leadership of government or public institutions. For basic research, individual researchers had a higher level of autonomy in determining research topics; yet, they had a short duration (3 years) and a unit of evaluation period of more than 3 years. These findings can be empirical evidence for revealing the relationship among various variables in operating SEUs' R&D.

Public Sentiment Analysis and Topic Modeling Regarding COVID-19's Three Waves of Total Lockdown: A Case Study on Movement Control Order in Malaysia

  • The COVID-19 pandemic has affected many aspects of human life. The pandemic not only caused millions of fatalities and problems but also changed public sentiment and behavior. Owing to the magnitude of this pandemic, governments worldwide adopted full lockdown measures that attracted much discussion on social media platforms. To investigate the effects of these lockdown measures, this study performed sentiment analysis and latent Dirichlet allocation topic modeling on textual data from Twitter published during the three lockdown waves in Malaysia between 2020 and 2021. Three lockdown measures were identified, the related data for the first two weeks of each lockdown were collected and analysed to understand the public sentiment. The changes between these lockdowns were identified, and the latent topics were highlighted. Most of the public sentiment focused on the first lockdown as reflected in the large number of latent topics generated during this period. The overall sentiment for each lockdown was mostly positive, followed by neutral and then negative. Topic modelling results identified staying at home, quarantine and lockdown as the main aspects of discussion for the first lockdown, whilst importance of health measures and government efforts were the main aspects for the second and third lockdowns. Governments may utilise these findings to understand public sentiment and to formulate precautionary measures that can assure the safety of their citizens and tend to their most pressing problems. These results also highlight the importance of positive messaging during difficult times, establishing digital interventions and formulating new policies to improve the reaction of the public to emergency situations.

Working in a Risky Environment: Coping and Risk Handling Strategies Among Small-scale Miners in Ghana

  • Background: It is estimated that about 13 million artisanal and small-scale miners carry out their activities under harsh, precarious, unfriendly, and risky conditions. Yet, our understanding of the extent to which these workers use personal protective equipment (PPE) and navigate through the various risks and hazards they face is still limited. This article has two main objectives. First, it explores the extent of usage of PPE among artisanal and small-scale miners for the prevention of hazards and risks. Second, it examines the coping strategies used by these miners as a response to experiences of occupational injuries and risks Methods: A cross-sectional survey of small-scale miners was conducted in six communities across three districts in Ghana, West Africa. The mixed methods approach was adopted. A total of 148 small-scale miners participated in the study. Six focus group discussions (FGDs) were held across the six communities. The data were analysed using descriptive statistics. Chi-square tests were used to analyse the relationship between some socio-demographic characteristics (sex, age, and educational background) and the usage of PPE. Open-ended questions and responses from FGDs were analysed based on the content and verbatim quotations from miners. Results: Findings suggest that 78% of the miners interviewed do not use the appropriate PPE citing reasons such as cost, and their personal discomfort associated with use of PPE. There was no significant relationship between socio-demographic characteristics (i.e., sex, age, education and major mining activity) and the usage of PPE. The study further revealed four main coping strategies used by miners to handle the risks. These are rest, taking unprescribed medication and hard drugs, registration with health insurance scheme and savings and investments. Conclusion: This study shows that very few artisanal miners use PPE despite the significant hazards and risks to which they are exposed. The study recommends to the government to put in place measures to ensure that miners adhere to health and safety regulations before undertaking mining activities. This means that health and safety plans and use of PPE should be linked to the license acquisition process for miners.

A Case of Multisystem Inflammatory Syndrome in Children (MIS-C) with Acute Myocarditis

  • After initial reports of multisystem inflammatory syndrome in children (MIS-C) in April 2020 in Europe, this disease has been known to occur in children with recent history of coronavirus disease 2019 (COVID-19) and most cases have been reported in Europe and the Unites States of America. We report a case of a 14-year-old girl who was diagnosed with MIS-C with acute myocarditis and successfully treated with intravenous immunoglobulin (IVIG), methylprednisolone, and anakinra. At initial presentation, she had persistent high fever, generalized rash, generalized swelling, abdominal pain, and low blood pressure. She showed a remarkably elevated level of inflammation and cardiac enzyme markers and had a previous history of COVID-19 5 weeks before the initial presentation. After extensive work up, other infectious and non-infectious causes were excluded. She was diagnosed with MIS-C and initially treated with IVIG and high-dose methylprednisolone; however, despite treatment, her heart function deteriorated and coronary artery dilatation progressed. Therefore, anakinra, an interleukin-1 receptor antagonist, was administered on hospital day 6, after which her cardiac function exhibited improvement. She was discharged on hospital day 19 without any symptoms, and follow-up echocardiography after 1 month revealed fully recovered heart function with normal coronary arteries.

Effect of the Private-Initiated Park Development Project on Ecosystem Services of an Urban Park - Focused on the Central Park in Gwangju, Gyeonggi-Do - (민간공원 특례사업이 도시공원의 생태계 서비스에 미치는 영향 - 경기도 광주시 중앙근린공원을 중심으로 -)

  • As the Private-initiated Park Development Project (PPDP) is being actively implemented, there are concerns about the deterioration of ecosystem services due to the development of long-term unexecuted urban parks. This study aims to analyze the impact of the PPDP on the ecosystem services of urban parks by examining Central Park, which is PPDP No. 1 in Gwangju, Gyeonggi-do. A study was conducted using system thinking to comprehensively understand the changes in the ecosystem services due to the PPDP. As a result of the study, the first reason for implementing the PPDP was the local government's lack of financing. Second, it was found that the creation of urban parks through the PPDP initially deteriorated cultural services yet improved them over time, while the regulating and supporting services continued to decline. Third, trade-offs appeared between urban parks' ecosystem services (i.e.., cultural services, regulating services, and supporting services). Through this, it was confirmed that it is necessary to prepare measures for planning and managing urban parks that can reduce the trade-off between the ecosystem services of urban parks. The results of this study suggest that it is necessary to understand the relationship between environmental changes and ecosystem services over time when establishing urban park creation plans and management.
