Analysis of the Maritime Communication Requirements in the e-Navigation Era (e-Navigation 시대 해상통신 요구조건 분석)

  • The IMO approved e-navigation strategy implementation plan made e-navigation adoption visible. In addition, the schedule for the modernization of GMDSS by the ITU was confirmed at the 4th NCSR meeting. Accordingly, we will complement the existing communication system and provide the requirements for the new communication system to be introduced in the future, reflecting all the requirements for the communication system capable of supporting the e-navigation service. Although the communication method for supporting e-navigation service should be capable of providing IP-based data communication basically, it is impossible to provide internet service because of the narrow-band characteristic in the MF/HF frequency bands. In addition, as the existing GMDSS satellite communication service organization expands and new services are introduced, IP based data communication service will be possible, but service restriction resulting from expensive communication cost can be solved by introducing VSAT service.

A Study on the Policy Priorities for the Enhancement of the Trans-shipment Competitiveness of the Port of Busan

  • This paper intends to evaluate the policies which are considered necessary to enhance the T/S competitiveness of Busan's port, and thereby present suggestions to the government which would best implement the results of this research. This research first raises the claim that the majority of the following four conditions: location of the port, port productivity/service level, status of network with overseas ports, and cost competitiveness, should be satisfied in order to maintain a competitive T/S port. Based on these four conditions, seven policies, which are individually pertinent to the four conditions, have been drawn up for proposal, and they are also analyzed in the survey, where all the eligible samples participate to ensure if they are effective in enhancing the T/S competitiveness of Busan. Proposed important policies are a) Terminal operator integration, b) port infrastructure expansion, c) global carriers owned terminal operation, d) enhancement of national carrier's competitiveness, e) feeder carriers' owned terminal operation in new port, f) institutional support for effective and convenient environments for handling T/S cargo, and g) volume incentive expansion. From the analysis by which all the relevant parties (Carriers, Terminal Operators, Port Authority) are answered, it was found that all the seven policies have relevance in strengthening the transshipment competitiveness of Busan's port. Whereas in the analysis that uses AHP methodology to compare the significance among the different policies, it was found that terminal operator integration has the highest priority in terms of increasing transshipment competitiveness.

  • Trade between nations has been globalized since establishing the WTO(World Trade Organization). By lowering trading barriers under the WTO's system, trade in goods has been gradually increased It requires global logistic system that transports goods in between nations. To save cost of product, cargo of product is containerized and container ships to carry container cargo is going to be bigger: In the market, there are many vendors to provide artificial intelligent modules to operate container terminal. In order to integrate automated container terminal system easily and successfully, this thesis proposes high-level XML/ JMS( eXtensive Markup Language/Java Message Service) communication model and multi-agent based system architecture to share knowledges, solve problems, and active objectives by cooperating between autonomous and intelligent agents that are developed by 3rd party companies in the market. This thesis analyzed current situation of advanced automated container terminal with case studies on implemented systems and difficulties to develop automated container terminal system, reviewed technologies of intelligent agent, communication and automation that unmaned automated container terminal is required.

  • Since the marine accidents increase with the increased volume of traffic, preventive surveillance technology for safety navigation of the ships before the accident is being emphasized to secure the safety at sea along with post-accident measures. This paper aims to suggest a design based on an integrated safety management platform systems to support nautical safety, implements of bridge operation terminal equipments and alarm system for bridge watch monitoring and abnormal state of navigation/propulsion/machinery/power, and performs a quality evaluation for the actual boarding on the ship based on the classification standards.

  • The aim of this study is to identify the difference of the customer satisfaction before and after establishment of Busan Port Authority with focus on container terminals in Busan Port. As a result, the customer satisfaction varies according to customer types, and it has been changed followed by container port environment. Therefore suitable strategies have to establish, i.e. berth number for large shipping company, connectivity for feeder company, and activity of customer attraction for terminal operating company.

  • COsmicheskaya Sisteyama Poiska Avariynich Sudov Search and Rescue Satellite-Aided Tracking (COSPAS-SARSAT) is an international communication support program to perform search and rescue (SAR) operations in emergency situations by using satellite signals relayed from a beacon. The legacy COSPAS-SARSAT was originally composed of low altitude and geostationary Earth orbit satellites; thus, a limited number of directional dish antennas was sufficient to cover the limited number of visible satellites at the local user terminal. However, the second generation COSPAS-SARSAT newly added the medium Earth orbit satellites, e.g., Global Navigation Satellite Systems (GNSS) to the existing system, so that the number of visible satellites increase dramatically, and the system upgrade to cover all the visible satellites is foreseen. The additional use of planned Korea Positioning System (KPS) to existing GNSS is envisaged to provide a better performance of their SAR service. This paper presents the benefits of the additional use of KPS together with the phased array antennas at the local user terminal of the COSPAS-SARSAT. This is to effectively response to the increase of the number of visible satellites. Numerical simulation is included to evaluate the performance improvement of COSPAS-SARSAT in terms of the number of visible satellites, geometry between satellites and user, and position estimation accuracy.

  • Many applications in the area of location-based services and personal navigation require nowadays the location determination of a user not only in outdoor environment but also indoor. To locate a person or object in a building, systems that use either infrared, ultrasonic or radio signals, and visible light for optical tracking have been developed. The use of WiFi for location determination has the advantage that no transmitters or receivers have to be installed in the building like in the case of infrared and ultrasonic based location systems. WiFi positioning technology adopts IEEE802.11x standard, by observing the radio signals from access points installed inside a building. These access points can be found nowadays in our daily environment, e.g. in many office buildings, public spaces and in urban areas. The principle of operation of location determination using WiFi signals is based on the measurement of the signal strengths to the surrounding available access points at a mobile terminal (e.g. PDA, notebook PC). An estimate of the location of the terminal is then obtained on the basis of these measurements and a signal propagation model inside the building. The signal propagation model can be obtained using simulations or with prior calibration measurements at known locations in an offline phase. The most common location determination approach is based on signal propagation patterns, namely WiFi fingerprinting. In this paper the underlying technology is briefly reviewed followed by an investigation of two WiFi positioning systems. Testing of the system is performed in two localization test beds, one at the Vienna University of Technology and the second at the Hong Kong Polytechnic University. First test showed that the trajectory of a moving user could be obtained with a standard deviation of about ${\pm}$ 3 m.

Exploring Study on the Development of an Integrated Evaluation Index for Improvement of the Level of ITs Performance in Port (항만의 정보화 수준 제고를 위한 통합평가지수 개발에 관한 탐색적 연구)

  • Recently ITs(Information Technologies} have been as essential methods for port operation. However, despite of the importance of ITs, there has not been any research that evaluate and analyze current level of ITs performance and their utilizations. Thus, objective of this study is to develop integrated indicators to evaluate current level of ITs performance and their utilizations in container terminal. To confirm the effectiveness of the suggested indicators, current level of ITs performance in a container terminal was measured, and then some implications based on findings were presented.

  • The objective of this study is to test and modify the gantry travel mechanism of an ALV(automated lifting vehicle) as a main technology of development of ALV. For the purpose of the improvement of container terminal productivity, this study performed to develop the ALV as a part of R&D. In order to verify the design data and detect the errors of detailed drawings, we performed the various limited weight test under load and unload conditions. Through the reflect of final drawing based on the this test, we could use to produce the more complete vehicle.

  • Recently, researches of technology and standardization for maritime safety are proceeding internationally. In particular, some technologies and strategies for e-Navigation have been developed and the necessity of development of next generation VTS (Vessel Traffic Service) has been raised in Korea. In order to construct user oriented VTS system for domestic environment, VTS operators are asked for their requirements related to developing VTS and the opinions should be reflected in the VTS. So in this paper, we collect the requirements from fifteen VTS centers in the country and we also analyze them. Furthermore, we propose an ASM (Application Specific Messages) service, which was not supported by current VTS, and we verify the proposed ASM through AIS (Automatic Identification System) system and simulation terminal for maritime safety.
