Currently, we are presenting an alternative educational environment for the normal student of education rules failure of the only that has been the school system student. The study for students with disabilities, it is designed especially to be able to use difficult disabilities the use of hand. Development objectives of the learning video e-learning system of persons with disabilities, is that to be able to capable of self-directed learning of disabled students. Configuration of e-running system, Web-based multimedia system, utilizing the system that will change the video conferencing system and voice to a character hearing impaired students through the chat system is 1:1 by communication, and teachers it is possible to perform two-way communication. A learning disability e-learning system developed in this paper between teachers and students with disabilities 1:1 training is conducted using a two-way communication algorithms.

The purpose of this study is to compare and analyze the impact on low-achievers in mathematics who studied mathematics using Blended e-learning and Personalized system of instruction after school. Blended e-learning is defined as the management of e-learning using the e-study run by the education office in local. Personalized system of instruction was proceeded as follows; (1) all students are given a syllabicated learning task and a study guide, (2) students study the material autonomously according to their own pace for a certain period of time, (3) the teacher strengthens the students' motivation through grading and feedback after students study a subject and solve the evaluation problem. The learning materials for Personalized system of instruction are re-edited the offline education contents provided by the blended e-learning to the level of students. The 118 $7^{th}$ grade students from the D middle school participated in this study. The results were verified by achievement tests before and after the study, as well as survey regarding their attitude toward mathematics. The results are as follows. First, Blended e-learning has more positive impacts than Personalized system of instruction in mathematics achievement. Second, there was no difference in mathematics achievement according to their self-directed learning between Blended e-learning and Personalized system of instruction. Third, both types utilizing Blended e-learning and Personalized system of instruction have positive effect on attitude toward mathematics, and there is not their difference between two methods of teaching and learning mathematics.

This paper presents how to establish an efficient e-Learning environment using open source software. A LMS with additional functionalities on the top of dotLRN. which is a open source project for LMS, is presented. Additional functionalities include modification of the language for Korean, adoption of SCORM educational standard, and management of learning outcome. This system had been serviced for Kongju cyber university for one year on stable basis. The scope of this paper covers introduction, characteristics review, and the learner's learning outcome analysis.

South Korea is one of major trading partner of Philippines. Many Korean manufacturers and tour companies have branches in the Philippines. Korean companies need to enhance Korean language capabilities for Filipino employee. South Korea has many successive experiences for e-learning. In this paper, we developed Learning Management System (LMS) for Philippines. LMS was implemented in JAVA, ASP and HTML. All lectures are stored in database managed by MS SQL-server.

The purpose of this study is to explore 'Flow Experience' of those studying English speaking and listening in the e-Learning environment. The exploration of flow experience in this study is based on the literature research of Csikszentmihalyi's flow models and other studies. There have been many studies on flow experience focusing on arts, leisure and sports in accordance with Csikszentmihalyi's original theory, however, his flow theory has recently been adapted to the educational field. Nonetheless, it is in the e-learning environment, rather than the face-to-face traditional teaming environment, that there is not enough flow state measurement scale. Therefore, it is important to develop as a stepping stone a flow state scale for those who study English speaking and listening by the cyber-native-speaker on e-Learning environment to improve their satisfaction and achievement.

A wide variety of contents are now provided along with the development of information appliances. The purpose of this study was to examine what should be considered to boost the quality of mobile device based e-learning contents. For this study, 12 evaluation domains and 26 evaluation items were selected using the Delphi method. The factors to be considered for mobile device based e-learning contents quality are summarized 4 factor. In other words, for the purpose of managing the quality of mobile device based e-learning contents, there exist four areas to be considered, 'foundation', 'contents', 'teaching design' and 'technology.' The findings of this study are expected to contribute to the improvement of the quality of the educational contents.

Interactivity has been referred to as an important element promoting students' active participation in virtual classes. Assuming that interactivity cannot be defined by a single dimension, this study proposes multi-dimensional interactivity. Multi-dimensional interactivity includes all types of interactivity in e-learning. This study explored multi-dimensional interactivity which affects learners' satisfaction with e-learning. Data were collected from 132 students who had attended e-learning courses and the relationship between multi-dimensional interactivity and learners' satisfaction levels were tested through regression analysis. The result of this study showed that mechanical, reactive, and creative interactivity were positively related to learners' satisfaction. However, social interactivity seemed not to be related to learners' satisfaction. This study provides new insights on interactivity and verifies the importance of the multi-dimensional interactivity. The result of this study is expected to provide practical implications for interactivity strategies in e-learning.

According to the Railroad Safety Act and section 42 of the Enforcement Ordinance, railway operators should conduct railway safety training regularly(6 or 3 hours per three months). But Overall Railroad Safety Audit conducted 2006 pointed out nonfulfillment of a regulations on railway worker's safety training to each of every 4 railway operators, which proved that the training management had not carried out properly. E-learning is used in various fields with development of Internet and IT technologies. It might be a good alternative tool for railway workers who is in shift working of the company 24 hours a day. Because it is difficult to collect those employees for training, e-learning could overcome obstacles of time and distance. In order to find out suitable e-learning model to railway sector, e-learning system for railway safety training has been researched through investigating e-learning technology and present railway safety training condition.

The purpose of this study is to suggest a proper improvement direction of the public ordering and receiving system in related with e-Learning. The research methods for this paper are derived from survey about e-Learning companies and the written materials of the present public e-Learning project. According to the study, in most cases, the public e-Learning projects don't affect positively e-Learning company's businesses. It indicates that the public e-Learning project has three problems or improvement items. And as a solution to the problems, it presented the policy alternatives the policy alternatives as the concept of ordering and receiving system.

This study, according as the limits on learning and unsatisfaction about e-learning are emerging and the structural contradictions of the e-learning industry are continuing, was carried out to present the policy alternatives for solving these. As a means for overcoming the limitations of e-learning and the healthy growth of e-learning industry, this study presents the application of Bigdata in e-learning and proposes several practical challenges of policy. Policy action plans are technology development support, professional manpower support, SME application support, legal improvement.
