Developing Model of Drought Climate Scenarios for Agricultural Drought Mitigation (농업가뭄대응을 위한 가뭄기상시나리오 모델 개발 및 적용)

  • Different from other natural hazards including floods, drought advances slowly and spreads widely, so that the preparedness is quite important and effective to mitigate the impacts from drought. Evaluation and forecast the status of drought for the present and future utilizing the meteorological scenario for agricultural drought can be useful to set a plan for agricultural drought mitigation in agriculture water resource management. In this study, drought climate scenario model on the basis of historical drought records for preparing agricultural drought mitigation was developed. To consider dependency and correlation between various climate variables, this model was utilized the historical climate pattern using reference year setting of four drought levels. The reference year for drought level was determined based on the frequency analysis result of monthly effective rainfall. On the basis of this model, drought climate scenarios at Suwon and Icheon station were set up and these scenarios were applied on the water balance simulation of reservoir water storage for Madun reservoir as well as the soil moisture model for Gosam reservoir watershed. The results showed that drought climate scenarios in this study could be more useful for long-term forecast of longer than 2~3 months period rather than short-term forecast of below one month.

Assessment of Drought on the Goseong-Sokcho Forest Fire in 2019 using Multi-year High-Resolution Synthetic Precipitation Data

  • The influence of drought has increased due to global warming. In addition, forest fires have occurred more frequently due to droughts and resulted in property losses and casualty. In this study, the effects of drought on Goseong-Sokcho Forest Fire in 2019 were analyzed using high-resolution synthetic precipitation data. In order to determine the severity of drought, the average, 20%tile and 80%ile values were calculated using the synthetic precipitation data of the past 30 years and compared with the current climatology. We have investigated the multi-year accumulated precipitation data to determine the persistence of drought. In Goseong-Sokcho forest fire case, the two-year cumulative synthetic precipitation data shows a similar value to the climate, but the three-year cumulative synthetic precipitation data was close to the 20%ile lines of the climate value. It may expose that the shortage of precipitation in 2017 had persisted until 2019, despite abundant precipitation during the summer in 2018. Therefore, Goseong-Sokcho forest fire might be spread more rapidly by drought which has been persisted since 2017.

Estimation of irrigation supply from agricultural reservoirs based on reservoir storage data

  • Recently, the quantitative management of agricultural water supply, which is the main source for water consumption in Korea, has become more important due to the effective water management organization of the Korean government. In this study, the estimation method for irrigation supply based on agricultural reservoir storage data was improved compared to previous research, in which drought year selection was unclear, and the outlier data for the rainfall-irrigation supply were not eliminated in the regression analysis. In this study, the drought year was selected by the ratio of annual precipitation to mean annual precipitation and the storage rate observed before the start of irrigation. The outlier data for the rainfall-irrigation supply were eliminated by the Grubbs & Beck test. The proposed method was applied to nine agricultural reservoirs for validation. As a result, the ratio of annual precipitation to mean annual precipitation is less than 53% and the storage rate observed before the start of irrigation is less than 55% it was judged to be the drought year. In addition, the drought supply factor, K, was found to be 0.70 on average, showing closer results to the observed reservoir rates. This shows that water management at the real is appling drought year practice. It was shown that the performance of the proposed method was satisfactory with NSE (Nash-Sutcliffe model efficiency coefficient) and R2 (coefficient of determiniation) except for a few cases.

3-D Dynamic groundwater-river interaction modeling incorporating climate variability and future water demand

  • The regional-scale transient groundwater-river interaction model is developed to gain a better understanding of the regional-scale relationships and interactions between groundwater and river system and quantify the residual river flow after groundwater abstraction from the aquifers with climate variability in the Waimea Plains, New Zealand. The effect of groundwater abstraction and climate variability on river flows is evaluated by calculating river flows at the downstream area for three different drought years (a 1 in 10 drought year, 1 in 20 drought year, and 1 in 24 drought year) and an average year with metered water abstraction data. The effect of future water demand (50 year projection) on river flows is also evaluated. A significant increase in the occurrence of zero flow, or very low flow of 100 L/sec at the downstream area is predicted due to large groundwater abstraction increase with climate variability. Modeling results shows the necessity of establishing dynamic cutback scenarios of water usage to users over the period of drought conditions considering different climate variability from current allocation limit to reduce the occurrence of low flow conditions at the downstream area.

Drought Evaluation by A Drought Frequency Formula (가뭄빈도공식을 이용한 가뭄의 평가)

  • Drought is a very difficult natural disaster to overcome because its beginning and end are not clear to define, and it is widely distributed in space and has long term persistence. The purpose of this study was to evaluate the drought at Mokpo using drought frequency formula suggested by Sharma(1997). The precipitation records for the period 1906-1999 at Mokpo meteorological station are used for drought analysis. The most severe drought year is found to be that of 1995, which is of the 30-year frequency, and 18 drought years are selected based on the 5-year drought frequency.

Development of an evaluation index based on supply capacity for practical evaluation of drought resilience (현실적 가뭄대응력 평가를 위한 공급가능일수 기반의 평가지표 개발)

  • This study suggests the drought resilience index as S-day as a means of preparing for the recent extreme drought, allowing for the actual operational identification of each drought countermeasure's priority as well as the vulnerability of water resource facilities to drought. Although each dam's drought measures are unique in this case, the representative examples include adjusting the water supply, linking the functioning of various facilities, and considering emergency capacity. Here, 15 multipurpose dams and water supply dams in Korea were inspected. Under the return period of 20-year drought, most of dams showed stable by adjusting the water supply overall. The measures, however, did not seem to be able to resist a multi-year drought lasting more than two years. Besides, Hoengseong and Anodong-Imha Dam only lasted a year under the 100-year drought return period with other measures. Without the deployment of drought mitigation strategies, it is expected that the Hoengseong Dam, Andong-Imha Dam, Gunwi Dam, Unmun Dam, Daecheong Dam, and Juam Dam would not be able to meet the all water demand for a year under the 20-year drought condition. The ideal capacity for each drought measure was then suggested. Additionally, by increasing or decreasing the current supply contract by 10% in order to account for demand changes resulting from socio-economic instability, the drought response capacity of all 15 dams was re-evaluated. By lowering the supply contract amount by 10%, it was possible to endure a severe drought.

A Study on the Evaluation of Agricultural Drought Index (농업한발지수 설정에 관한 연구)

  • This study, based on the monthly rainfall data, was carried out to determine the agricultural drought index which enables to describe the regional and seasonal drought characteristics of rice cropping system in Korea. The results obtained were summarized as follows ; 1.A new agricultural drought index (ADI) was evaluated seasonally according to the product of drought intensity and duration. This ADI is proposed as standard design criterion for irrigation planning. 2.The relationship between agricultural drought index and return periods was figured out. These diagrams could be used to estimate the seasonal drought severity of a certain year and to select design year corresponding to the specific drought frequency. 3.The regional drought characteristics were classified and those are useful to determine proper rice varieties and planting time and make drought counterplans. 4.Spring drought occurred once in 3 or 4 years and in a regional respect, rather frequently occurred in Seoul and Daegu areas than in Busan, Daejeon, Kwangju and Chuncheon areas. Summer drought occurred once in 5 years in Daegu and Busan areas and once in 7 or 8 years in other areas. 5.Sequential drought which gave severe drought damage of rice production occurred once in 20 years in Daegu area and in 10 years in Kwangju area.

Regional Drought Frequency Analysis of Monthly Precipitation with L-Moments Method in Nakdong River Basin (L-Moments법에 의한 낙동강유역 월강우량의 지역가뭄빈도해석)

  • In this study, the regional frequency analysis is used to determine each subbasin drought frequency with reliable monthly precipitation and the L-Moments method which is almost unbiased and has very nearly a normal distribution is used for the parameter estimation of monthly precipitation time series in Nakdong river basin. As the result of this study, the duration of '93-'94 is most severe drought year than any other water year and the drought frequency is established as compared the regional frequency analysis result of cumulative precipitation of 12th duration months in each subbasin with that of 12th duration months in the major drought duration. The Linear regression equation is induced according to linear regression analysis of drought frequency between Nakdong total basin and each subbasin of the same drought duration. Therefore, as the foundation of this study, it can be applied proposed method and procedure of this study to the water budget analysis considering safety standards for the design of impounding facilities large-scale river basin and for this purpose, above all, it is considered that expansion of reliable preciptation data is needed in watershed rainfall station.

Drought Frequency Analysis Using Hidden Markov Chain Model and Bivariate Copula Function (Hidden Markov Chain 모형과 이변량 코플라함수를 이용한 가뭄빈도분석)

  • This study applied a probabilistic-based hidden Markov model (HMM) to better characterize drought patterns. In addition, a copula-based bivariate drought frequency analysis was employed to further investigate return periods of the current drought condition in year 2015. The obtained results revealed that western Kangwon area was generally more vulnerable to drought risk than eastern Kangwon area using the 40-year data. Imjin-river watershed including Cheorwon area was the most vulnerable area in terms of severe drought events. Four stations in Han-river watershed showed a joint return period exceeding 1,000 years associated with the drought duration and severity in 2014-2015. Especially, current drought status in Northern Han-river and Imjin-river watershed is most severe drought exceeding 100-year return period.

Decoupling of the Spatiotemporal Pattern of Agricultural Drought from that of Meteorological Drought in Korea (한국의 기상가뭄의 시공간 패턴으로부터 농업가뭄의 시공간 패턴 분리하기)

  • The Korea Meteorological Administration (KMA) regularly publishes various drought indices. However, most of these are meteorological drought indices that are not only difficult but often inappropriate to apply to agriculture. In this study, the meteorological drought index and the agricultural drought index were calculated for the representative points of South Korea during the same period, and the differences in geographical distribution were analyzed according to the characteristics of drought. Although the overall drought patterns estimated by multiple drought indices were similar, the differences were also confirmed due to the different simulation methods depending on the character of drought. Especially, agricultural drought index (ADI) showed higher accuracy in the agricultural sector than that of meteorological drought index (e.g., SPI, PN). In addition, the drought patterns in recent years analyzed by ADI were more severe in spring and early summer compared with normal year. In autumn and winter, drought was weaker than normal year. For the recent periods, inland areas had more droughts than coastal areas. Considering the specific drought indices for the individual sectors, it will be helpful to take measures against drought according to the individual characteristics.
