Climate change has continued to impact meteorological factors like rainfall in many countries including Nigeria. Thus, altering the rainfall patterns which subsequently affect the crop yield. Maize is an important cereal grown in northern Nigeria, along with sorghum, rice, and millet. Due to the challenge of water scarcity during the dry season, it has become critical to design appropriate strategies for planning, developing, and management of the limited available water resources to increase the maize yield. This study, therefore, determines the quantity of water required to produce maize from planting to harvesting and the impact of drought on maize during different growth stages in the region. Rainfall data from six rain gauge stations for a period of 36 years (1979-2014) was considered for the analysis. The standardized precipitation and evapotranspiration index (SPEI) is used to evaluate the severity of drought. Using the CROPWAT model, the evapotranspiration was calculated using the Penman-Monteith method, while the crop water requirements (CWRs) and irrigation scheduling for the maize crop was also determined. Irrigation was considered for 100% of critical soil moisture loss. At different phases of maize crop growth, the model predicted daily and monthly crop water requirements. The crop water requirement was found to be 319.0 mm and the irrigation requirement was 15.5 mm. The CROPWAT 8.0 model adequately estimated the yield reduction caused by water stress and climatic impacts, which makes this model appropriate for determining the crop water requirements, irrigation planning, and management.
Integrated water resources management (IWRM) has focused on efficient response to various water related disasters by climate change. In particular, more flexible usage of conventional water resources infrastructures is expected to provide an eco-friendly water management. Multi-purpose dams and water supply dams are well known as water management facilities for securing and supplying water in drought season. Recently, based on the report '2021 multi-purpose use of hydropower dams in Han river', contribution of hydropower dams on water resources management is becoming more significant beyond the traditional role of hydropower generation. In drought conditions, the dams control water supply depending on the pre-defined drought stages. In the case of multi-purpose dams, an operation standard during drought has been already prepared and applied; however, for the hydropower dams, specific standards are not fully prepared yet in South Korea. In this study, a method for calculation of standard water storage and discharge reduction of hydropower dams according to drought stage is newly proposed reflecting the characteristics of hydropower dams. The proposed method was applied to the hydropower dams in Han river, where six hydropower dams are located. A case study of the historical droughts occurred in 2014-2017 demonstrated that the proposed hydropower dam operation rule could improve the water supply stability under severe drought conditions compared to the conventional operations. In the future, the role of hydropower dams for water resources management is expected to become more important, and this study can be widely used for water supply planning such as drought response using hydropower dams.
This study was conducted to determine the extent of drought resistance based on physiological responses of Calystegia soldanella under water deficit. In order to investigate the changes of plant growth, stomatal density, photosynthesis, chlorophyll fluorescence, the contents of chlorophyll and carotenoid, osmolality, total ion contents, the contents of carbohydrate and proline, C. soldanella was grown under well watered and drought stressed conditions for 12 days. In this study, water-deficit resulted in remarkable growth inhibition of C. soldanella. The effect of water-deficit on plant growth was associated with low osmotic potential of soil. On day 12 after drought treatment, dry weight, relative water contents, number and area of leaves and stem length were lower than those of control. The stomatal conductance and net photosynthetic rate were significantly reduced in water stressed plant to regulate inner water contents and $CO_2$ exchange through the stomatal pore. Chlorophyll fluorescence and chlorophyll contents were not different in comparison with the control, indicating that the efficiency of photosystem II was not affected by drought stress. This results could be explained that water-deficit in C. soldanella limits the photosynthetic rate and reduces the plant's ability to convert energy to biomass. A significant increase in total ion contents and osmolality was observed on day 7 and day 12. Accumulation of proline in leaves is associated with the osmotic adjustment in C. soldanella to soil water-deficit. Consequently, this increase in osmolality in water stressed plant can be a result in the increase of ion contents and proline.
In this study, drought analysis of annual flows of Jindong, Hyunpoong, and Waekwan stations located at Nakdong River Basins was performed based on multivariate stochastic models. The stochastic models used were multivariate autoregressive model (MAR) and multivariate contemporaneous (MCAR) model. MCAR(1) and MAR(1) models were selected to be a appropriate models for these stations based on skewness test of normality, test of uncorrelated residuals, and correlograms of the residual series of each model. The statistics generated by MCAR(1) model and MAR(1) model resembled very closely those computed from historical series. The drought characteristics such as run len호, run sum, and run intensity were fairly well reproduced for the various lengths of generated annual flows based on the MCAR(1) and MAR(1) models. Thus, these drought characteristics may give the important informations in planning mid or long term water supplying systems.
The impact of the precipitation has been focused on losses in social and economical sectors. However, as growing the concerns of the future water shortage caused by the climate change, the precipitation should be consider in various views for an effective planning in the water resource management. A precipitation case occurred from 20 to 21 April 2009 was recorded as a welcome rain because it reduced the severe drought continued in Korea from winter season of 2008. In this study, economic values of the event was calculated with positive aspects in various sectors. The estimation is based on four major parts such as a secure of water resources, the improvement of air quality, the decrease of forest fires, and the reduction of the drought impact. The water resources only considered inflow waters into dams and the reservoirs managed by Korean public institutions and their economic values accounts for 5.92 billion won. Decreases of four air pollutants($PM_{10}$, $NO_2$, CO, and $SO_2$) were considered as the positive effects of the rainfall and estimated 175.4 billion won. The preventive effect of the forest fire after the rainfall results in 0.48 billion won. Finally, the rainfall during the drought period is effective to reduce the social costs of 108.65 billion won. Although the economic values estimated in this study explain parts of the positive effects of the precipitation, it can help to develop a comprehensive and systematic valuation system for the whole process of the precipitation. For doing this, various rainfall types should be analyzed in social-economic terms including economics, environments and hydrology.

In order to implement practical alternatives to proactively cope with the agricultural drought, the potential vulnerability of irrigation pumping stations to agricultural drought was quantitatively evaluated. Data for the 124 pumping stations which are correlatable to the three proxy variables, i.e. exposure, sensitivity, and adaptive capacity was collected by the Korea Rural Community Corporation, and then standardized considering distribution of each data set. Finally, the vulnerability index was calculated by multiplying the weights determined by the expert survey. The results showed that the vulnerability index ranged from 0.709 to 0.331 and the most vulnerable pumping stations such as Judam, Wongoo and Jinahn were mostly located in Gyeongbuk province likely because of the climatological characteristics with high temperature and low rainfall around this area. In addition, it was found that the adaptive capacity was a dominant factor comparing to exposure or sensitivity proxy variables in contributing to the vulnerability. It is therefore recommended that more practical alternatives should be employed to effectively reduce the vulnerability of an individual pumping station to agricultural drought. Furthermore, the corresponding data related to adaptive capacity should be systematically organized and managed at a field level to design reliable adaptation strategies.

In order to obtain the basic data for design of water structures which can be contributed to the planning of water use. Best fitted distribution function and the equations for the probable minimum flow were derived to the annual minimum flow of five subwatersheds along Geum River basin. The result were analyzed and summarized as follows. 1. Type III extremal distribution was considered as a best fit one among some other distributions such as exponential and two parameter lognormal distribution by $x^2$-goodness of fit test. 2. The minimum flow are analyzed by Type III extremal distribution which contains a shape parameter $\lambda$, a location parameter ${\beta}$ and a minimum drought $\gamma$. If a minimum drought $\gamma=0$, equations for the probable minimum flow, $D_T$, were derived as $D_T={\beta}e^{\lambda}1^{y'}$, with two parameters and as $D_T=\gamma+(\^{\beta}-\gamma)e^{{\lambda}y'}$ with three parameters in case of a minimum drought ${\gamma}>0$ respectively. 3. Probable minimum flow following the return periods for each stations were also obtained by above mentioned equations. Frequency curves for each station are drawn in the text. 4. Mathematical equation with three parameters is more suitable one than that of two parameters if much difference exist between the maximum and the minimum value among observed data.
Recent increase of green house gases may increase the frequency of meteorological extremes. In this study, using the index and meteorological data generated by the Markov chain model under the condition of GCM predictions, the possible width of variability of flood and drought occurrences were predicted. As results, we could find that the frequency of both floods and droughts would be increased to make the water resources planning and management more difficult. Thus, it is recommended to include the effect of climate change on water resources in the related policy making.

Design low flows were derived from the decision of a best fitting probability distribution and of an optimum transformation method can be contributed to the planning of water utilization and management of various hydraulic structures during dry season in the main river systems in Korea. The results were analyzed and summarized as follows. 1.Basic statistics for the selected watersheds were calculated as one of means for the analysis of extremal distribution. 2.Parameters for the different frequency distributions were calculated by the method of moment. 3.Type m extremal distribution was confirmed as a best one among others for the frequency distribution of the low flows by x$^2$ goodness of fit test. 4.Formulas for the design low flows of the Type m extremal distribution with two and three parameters were dervied for the selected watersheds. 5.Design low flows for the Type m extremal distribution when a minimum drought is zero or larger than zero were derived for the selected watersheds, respectively. 6.Design low flows of the Type m extremal distribution with two parameters are appeared to be reasonable when a minimum drought approaches to zero and the observed low flows varied within a relating small range while those with three parameters are seemed to be consistent with the probability distribution of low flows when a minimum drought is larger than zero and the observed low flows showed a wide range.

This study analyzed the variability of drought risk based on trend analysis of dry-seasonal dam inflow located in upper river basins. To this, we used areal averaged precipitation and dam inflow of three upper river dams such as Soyang dam, Chungju dam, and Andong dam. We employed Mann-Kendall trend analysis and change point detection method to identify the significant trends and changing point in time series. Our results showed that significant decreasing trends (95% confidence interval) in dry-seasonal runoff rates (= dam inflow/precipitation) in three-dam basins. We investigated potential causes of decreasing runoff rates trends using changes in potential evapotranspiration (PET) and precipitation indices. However, there were no clear relation among changes in runoff rates, PET, and precipitation indices. Runoff rate reduction in the three dams may increase the risk of dam operational management and long-term water resource planning. Therefore, it will be necessary to perform a multilateral analysis to better understand decreasing runoff rates.
