This study suggests the drought resilience index as S-day as a means of preparing for the recent extreme drought, allowing for the actual operational identification of each drought countermeasure's priority as well as the vulnerability of water resource facilities to drought. Although each dam's drought measures are unique in this case, the representative examples include adjusting the water supply, linking the functioning of various facilities, and considering emergency capacity. Here, 15 multipurpose dams and water supply dams in Korea were inspected. Under the return period of 20-year drought, most of dams showed stable by adjusting the water supply overall. The measures, however, did not seem to be able to resist a multi-year drought lasting more than two years. Besides, Hoengseong and Anodong-Imha Dam only lasted a year under the 100-year drought return period with other measures. Without the deployment of drought mitigation strategies, it is expected that the Hoengseong Dam, Andong-Imha Dam, Gunwi Dam, Unmun Dam, Daecheong Dam, and Juam Dam would not be able to meet the all water demand for a year under the 20-year drought condition. The ideal capacity for each drought measure was then suggested. Additionally, by increasing or decreasing the current supply contract by 10% in order to account for demand changes resulting from socio-economic instability, the drought response capacity of all 15 dams was re-evaluated. By lowering the supply contract amount by 10%, it was possible to endure a severe drought.

The Korea Meteorological Administration (KMA) regularly publishes various drought indices. However, most of these are meteorological drought indices that are not only difficult but often inappropriate to apply to agriculture. In this study, the meteorological drought index and the agricultural drought index were calculated for the representative points of South Korea during the same period, and the differences in geographical distribution were analyzed according to the characteristics of drought. Although the overall drought patterns estimated by multiple drought indices were similar, the differences were also confirmed due to the different simulation methods depending on the character of drought. Especially, agricultural drought index (ADI) showed higher accuracy in the agricultural sector than that of meteorological drought index (e.g., SPI, PN). In addition, the drought patterns in recent years analyzed by ADI were more severe in spring and early summer compared with normal year. In autumn and winter, drought was weaker than normal year. For the recent periods, inland areas had more droughts than coastal areas. Considering the specific drought indices for the individual sectors, it will be helpful to take measures against drought according to the individual characteristics.
In order to minimize the damages caused by long-term drought, appropriate drought management plans of the basin should be established with the drought forecasting technology. Further, in order to build reasonable adaptive measurement for future drought, the duration and severity of drought must be predicted quantitatively in advance. Thus, this study, attempts to forecast drought in Korea by using an Artificial Neural Network Model, and drought index, which are the representative statistical approach most frequently used for hydrological time series forecasting. SPI (Standardized Precipitation Index) for major weather stations in Korea, estimated using observed historical precipitation, was used as input variables to the MLP (Multi Layer Perceptron) Neural Network model. Data set from 1976 to 2000 was selected as the training period for the parameter calibration and data from 2001 to 2010 was set as the validation period for the drought forecast. The optimal model for drought forecast determined by training process was applied to drought forecast using SPI (3), SPI (6) and SPI (12) over different forecasting lead time (1 to 6 months). Drought forecast with SPI (3) shows good result only in case of 1 month forecast lead time, SPI (6) shows good accordance with observed data for 1-3 months forecast lead time and SPI (12) shows relatively good results in case of up to 1~5 months forecast lead time. The analysis of this study shows that SPI (3) can be used for only 1-month short-term drought forecast. SPI (6) and SPI (12) have advantage over long-term drought forecast for 3~5 months lead time.
This study has analyzed the drought return and duration characteristics using the monthly rainfall at Seoul, and compared them with those obtained by applying the Poisson process. The Standardized Precipitation Index (SPI) was used as the drought index along with the 10 month moving average for the rainfall smoothing. The thresholds applied for the analysis of drought were -1.00, -1.50, and -2.00. The drought return and duration characteristics derived from the analysis of observed data show that: (1) The moderate drought occurs every 2 years and lasts about 4 - 5 months. (2) The severe drought occurs every 3 - 5 years and lasts about 2 - 4 months. (3) The extreme drought occurs every 8 - 23 years and lasts about 1 - 4 months. Especially, the severe droughts (thresholds of -1.5 and -2.0) before the long dry period were found to have longer return periods but shorter durations than those after the long dry period. This seems to be because of the high variability of precipitation as well as the fact that no snowfall has been added for the winter precipitation before the long dry period. Finally, the comparison of results derived from the analysis of observed data and those derived by applying the Poisson process shows that the Poisson process well explain the return and duration characteristics of drought.

Climate extreme variability is a major cause of disaster such as flood and drought types occurred in Korea and its effects is also more severe damage in last decades which can be danger mature events in the future. The main aim of this study was to assess the effectives of climate change on drought for an agriculture as Nakdong basin in Korea using climate change data in the future from data of General Circulation Models (GCM) of ECHO-G, with the developing countries like Korea, the developed climate scenario of medium-high greenhouse gas emission was proposed of the SRES A2. The Standardized Precipitation Index (SPI) was applied for drought evaluation. The drought index (SPI) applied for sites in catchment and it is evaluated accordingly by current and future precipitation data, specific as determined for data from nine precipitation stations with data covering the period 1980-2009 for current and three periods 2010-2039, 2040-2069 and 2070-2099 for future; time scales of 3month were used for evaluating. The results determined drought duration, magnitude and spatial extent. The drought in catchment act intensively occurred in March, April, May and November and months of drought extreme often appeared annual in May and November; drought frequent is a non-uniform cyclic pattern in an irregular repetitive manner, but results showed drought intensity increasing in future periods. The results indicated also spatial point of view, the SPI analysis showed two of drought extents; local drought acting on one or more one of sites and entire drought as cover all of site in catchment. In addition, the meteorology drought simulation maps of spatial drought representation were carried out with GIS software to generate for some drought extreme years in study area. The method applied in this study are expected to be appropriately applicable to the evaluation of the effects of extreme hydrologic events, the results also provide useful for the drought warning and sustainable water resources management strategies and policy in agriculture basins.

A flash drought is a rapid-onset drought that develops over a short period of time as weather and environmental factors change rapidly, unlike general droughts, due to meteorological abnormalities. Abnormally high evapotranspiration rates and rapid declines in soil moisture increase vegetation stress. In addition, crop yields may decrease due to flash droughts during crop growth and may damage agricultural and economic ecosystems. In this study, Flash Drought Intensity Index (FDII) based on soil moisture data from Gravity Recovery Climate Experiment (GRACE) was used to analyze flash drought. FDII, which is calculated using soil moisture percentile, is expressed by multiplying two factors: the rate of intensification and the drought severity. FDII was developed for domestic flash drought events from 2014 to 2018. The flash drought that occurred in 2018, Chungcheongbuk-do showed the highest FDII. FDII was higher in heat wave flash drought than in precipitation deficit flash drought. The results of this study show that FDII is reliable flash drought analysis tool and can be applied to quantitatively analyze the characteristics of flash drought in South Korea.
Long-term droughts and frequent spring droughts are causing damage to crops, which are the means of livelihood of residents of the Yeoncheon region. To analyze the degree of drought in Yeoncheon, the ratio of monthly precipitation and discharge was reviewed through observed data, and the standardized precipitation index and streamflow drought index were calculated. As a result of drought analysis using precipitation and discharge observation stations near the Yeoncheon basin, it was analyzed that the drought that occurred in 2014 was common to all drought indices and that drought occurred continuously until 2019, either large or small. In the case of drought indices with a duration of 12 months, it is expected that the damage caused by the drought would be severe as the drought period lasted 24 months. In order to manage drought damage, it is important to understand and predict the current state of drought. In order to cope with drought in advance, it is urgent to implement an integrated operation management strategy for rivers and waterworks structures according to the degree and duration of drought.

Recently, occurrence frequency of extreme events like flood and drought is increasing due to climate change by global warming. Especially, a drought is more severer than other hydrologic disasters because it causes continuous damage through long period. But, ironically, it is difficult to recognize the importance and seriousness of droughts because droughts occur for a long stretch of time unlike flood. So as to analyze occurrence of droughts and prepare a countermeasure, this study analyzed a meteorologic drought among many kinds of drought that it is closely related with precipitation. Palmer Drought Severity Index, Standard Precipitation and Effective Drought Index are computed using precipitation and temperature material observed by Korean Meteorological Administration. With the result of comparative analysis of computed drought indices, Effective Drought Index is selected to execute frequency analysis because it is accordant to past droughts and has advantage to compute daily indices. A Frequency analysis of Effective Drought Index was executed using boundary kernel density function. In the result of analysis, occurrence periods of spring showed about between 10 year and 20 year, it implies that droughts of spring are more frequent than other seasons. And severity and occurrence period of droughts varied in different regions as occurrence periods of the Youngnam region and the southern coast of Korea are relatively shorter than other regions.
The Palmer Drought Severity Index has been ectensively used to quantitatively evaluate the drought severity at a location for both agricultural and water resources management purposes. In the present study the Palmer-type formula for drought index is drived for the whole country by analyzing the monthly rainfall and meteorological data at nine stations with a long period of records. The formula is then used to compute the monthly drought severity index at sixty-eight rainfall stations located throughout the country. For the past five significant drought periods the spatial variation of each drought is shown as a nationwide drought index map of a specified duration from which the relative severity of drought throughout the country is identifiable for a specific drought period. A comparative study is made to evaluate the relative severity of the significant droughts occurred in Korea since 1960's. It turned out that '94-'95 drought was one of the worst both in the areal extent and drought severity. It is found that the Palmer-type formula is a very useful tool in quantitatively evaluating the severity of drought over an area as well as at a point. When rainfall and meteorological forecast become feasible on a long-term basis the method could also be utilized as a tool for drought forecasting.

The extreme 2017 spring drought affected a large portion of central and western South Korea, and was one of the most climatologically driest spring seasons over the 1961-2016 period of record. This drought was characterized by exceptionally low precipitation, with total precipitation from January to June being 50% lower than the mean normal precipitation (1981-2010) over most of western South Korea. In this study, for the quantitative drought impact analysis, the widely-used Standardized Precipitation Index (SPI) and the statistical drought frequency are compared with observed meteorological characteristics and anomalies. According to the drought frequency analysis of monthly cumulative precipitation during January and May in 2017, Gyeonggi-do, Chungcheong-do, and Jeollanam-do areas showed more than drought frequency over 100 years. Gyeongsangnam-do area showed more than drought frequency over 200 years based on annual precipitation in 2017. The South Korean government (Ministry of Agriculture, Food and Rural Affairs (MAFRA) and Korea Rural Community Corporation (KRC)) have been operating a government-level drought monitoring system since 2016. Results from this study can be used to improve the drought monitoring applications of future drought events, as well as drought planning and preparedness in South Korea.
