Recently, the frequency and intensity of drought have been increasing due to the sudden abnormal climate in Korea. The occurrence of agricultural drought has been steadily increasing from 5 times in the 1980s to 2000s in 20 years, 6 times in the 10 years from 2000 to 2010, and 4 times in the recent period from 2011 to 2015. Therefore, this study analyzed the effect of water shortage caused by drought by improving the function of agricultural reservoir. The target area analyzed the data such as "Comprehensive Information System for Rural Water" operated by Korea Rural Community Corporation. As a result, we selected the target area as Wanju - gun, Jeollabuk - do in consideration of the rate of water storage compared with the normal 25 years, the completion year of the facility, the area of coverage per reservoir site and the low capacity. As a result of evaluating the improvement effect of agricultural facilities, it was analyzed that the irrigation area increased by about 25.7% when the water level was increased by 1m and the irrigation area increased by about 51.3% when the water level was increased by 2m. The results of the drought impact assessment after improving the function of the agricultural facilities were analyzed that it was effective to improve the function after more than 4m depth.
Daily rainfalls and evaporations from copper pan measured in Suweon from 1964 to 1996 were figured respectively so that past soil moisture deficits can be understood clearly at a glance in relation to the characteristics of weather. Past drought intensities in Suweon were computed on the basis of Oh's 50mm pan model estimating drought in terms of daily, monthly shortage of evapotranspiration and growthless time fraction. Yearly differences in drought seem to result mainly from yearly differences in rainfall distribution and intensity, because there is the periodical similarity in evaporation from year to year. The most intense drought continued from December, 1964 to June, 1965 for 190 days and the most frequent rainfalls were observed from June, 1989 to August, 1990 for 15 months. The applied Oh's drought estimation model was reinforced with figuring programs with a view to later application for other districts. Present economic value index of irrigation were distributed in the range of 120% to 210% of one season yield for spring chinese cabbage, calculated on the basis of 10 year's accumulation of its expectable future yield increase. Therefore, the same value can be invested for the installation of new irrigation system even only for spring chinese cabbage, if its depreciation period is 10 years.
In this study, after estimating VCI (Vegation Condition Index), TCI (Thermal Condition Index) and VHI (Vegetation Health Index) from the NDVI (Normalized Differentiation Vegetation Index) and LST (Land Surface Temperature) remotely sensed at major sites in Korea during the 2001-1919 period, the correlation between these indices and various drought indices is analyzed for the purpose of assessing the effects of ecological drought. The relative impact of VCI and TCI on vegetation health was found to vary by region. The effects of drought on vegetation in Korea's forest areas could be more clearly identified in TCI than in VCI. It is suggested that the revised VHI, reflecting the relative influence of VCI and TCI, can better explain the effects of drought on vegetation.

Drought events usually evolve slowly in time and their impacts generally span a long period of time. This indicates that the sequence of drought is not completely random. The Hidden Markov Model (HMM) is a probabilistic model used to represent dependences between invisible hidden states which finally result in observations. Drought characteristics are dependent on the underlying generating mechanism, which can be well modelled by the HMM. This study employed a HMM with Gaussian emissions to fit the Standardized Precipitation Index (SPI) series and make multi-step prediction to check the drought characteristics in the future. To estimate the parameters of the HMM, we employed a Bayesian model computed via Markov Chain Monte Carlo (MCMC). Since the true number of hidden states is unknown, we fit the model with varying number of hidden states and used reversible jump to allow for transdimensional moves between models with different numbers of states. We applied the HMM to several stations SPI data in South Korea. The monthly SPI data from January 1973 to December 2012 was divided into two parts, the first 30-year SPI data (January 1973 to December 2002) was used for model calibration and the last 10-year SPI data (January 2003 to December 2012) for model validation. All the SPI data was preprocessed through the wavelet denoising and applied as the visible output in the HMM. Different lead time (T= 1, 3, 6, 12 months) forecasting performances were compared with conventional forecasting techniques (e.g., ANN and ARMA). Based on statistical evaluation performance, the HMM exhibited significant preferable results compared to conventional models with much larger forecasting skill score (about 0.3-0.6) and lower Root Mean Square Error (RMSE) values (about 0.5-0.9).

Among annual precipitation in Korea (1306.3 mm), 54% of it falls intensively in summer, and only about 12.4% falls in April and May, when the water requirement of wheat is the highest. Korean wheat also could be damaged by soil water excess stress as frozen soil thaws after winter (late Feb-Mar). This study was conducted to evaluate effect of soil water stress on yield and quality of Korean wheat cultivar 'Saegeumgang'. Soil water treatments consisted of 4 treatments; water excess treatment in tilling stage (3.23-3.30), drought treatment in ripening stage (Apr-Jun), irrigation treatment in ripening stage (5.10) and standard condition. There was no significant difference between the treatment conditions for culm length, and the number of spike number was the highest in the order of irrigation in the ripening period (951)> standard cultivation (876)> excess water treatment in the tilling stage (752)> drought treatment in the ripening stage (767/m2). Test weight and Thousand grain weight were 548g/L and 22. lg respectively, which were lower than other treatments, and there was no significant difference between the other treatments. Abortive grain was 5.4kg/10a which was lower than other treatment, and there was no significant difference between the other treatment than other treatments. In drought treatment, protein content was 11.9% which is the highest among all treatments, and SDS-sedimentation value was 27.2ml under drought treatment which was very low compared to other treatments. Therefore, wheat yield and spike number were decreased in excess water condition at tilling stage and drought condition at ripening stage. Furthermore, wheat quality became deteriorate in drought condition at ripening stage.

Over the last decade, droughts have become more severe and frequent in many regions, and several studies have been conducted to explore the recent drought. Copula-based bivariate drought frequency analysis has been widely used to evaluate drought risk in the context of point frequency analysis. However, the relatively significant uncertainties in the parameters are problematic when available data are limited. For this reason, the primary purpose of this study is to develop a regional drought frequency model based on the Copula function. All parameters, including marginal and copula functions in the regional frequency model, were estimated simultaneously. Here, we present a case study of recent drought 2013-2015 over the Han-River watershed where severe drought risk is consistently found to increase. The proposed model provided a reliable way to significantly reduce the uncertainty of parameters with a Bayesian modeling framework. The uncertainty of the joint return period in the regional frequency analysis is nearly three times lower than that of the point frequency analysis. Accordingly, DIC values in the regional frequency analysis model are significantly decreased by 15. The results confirm that the proposed model is not only reliably representing characteristics of historical droughts and dependencies between drought variables, but also providing the efficacy of understanding regional drought characteristics.
In this study, CMIP5 GCMs rainfall data (2011~2099) based on RCP scenarios were used to analyze the extreme drought evaluation for the future period. For prospective drought assessment, historical observations were used based on the Automated Surface Observing System (ASOS) data (1976~2010) of the Korea Meteorological Administration. Through the analysis of various indicators, such as average annual rainfall, rainy days, drought spell, and average drought severity was carried out for the drought evaluation of the five major river basins (Han river, Nakdong river, Geum river, Sumjin river, and Youngsan river) over the Korean peninsula. The GCMs that predicted the most severe future droughts are CMCC-CMS, IPSL-CM5A-LR and IPSL-CM5A-MR. Moderate future droughts were predicted from HadGEM2-CC, CMCC-CM and HadGEM2-ES. GCMs with relatively weak future drought forecasts were selected as CESM1-CAM5, MIROC-ESM-CHEM and CanESM2. The results of this study might be used as a fundamental data to choose a reasonable climate change scenario in future extreme drought evaluation.
Drought stress caused by global climate change is a serious problem for rice cultivation. Increasingly frequent abnormal weather occurrences could include severe drought, which could cause water stress to rice during the seedling stage. This experiment was conducted to clarify the effects of drought during the seedling period on yield and quality of rice. Drought conditions were created in a rain shelter house facility. The drought treatment was conducted at 3, 10, and 20 days after transplanting. Soil water content was measured by a soil moisture sensor during the whole growth stage. In this study, we have chosen 3 rice cultivars which are widely cultivated in Korea: 'Haedamssal' (Early maturing), 'Samkwang' (Medium maturing), and 'Saenuri' (Mid-late maturing). The decrease in yield due to drought treatment was most severe 3 days after transplanting because of the decrease in the number of effective tillers. The decrease in grain quality due to drought treatment was also most severe 3 days after transplanting because of the increased protein content and hardness of the grains. The cultivar 'Haedamssal' was the most severely damaged by water stress, resulting in about a 30% yield loss. Drought conditions diminished the early vigorous growth period and days to heading in early-maturing cultivars. The results show that drought stress affects yield components immediately after transplanting, which is a decisive factor in reducing yield and grain quality. This study can be used as basic data to calculate damage compensation for drought damage on actual rice farms.

Climate change has increased extreme weather events likewise heatwaves, heavy rain, and drought. Unlike other natural disaster, drought is a slowly developing phenomenon and thus drought damage increases as the drought continues. Therefore, it is necessary to understand the characteristics and mechanism of drought occurrence. Agricultural drought occurs when the water supply needed by crops becomes insufficient due to lack of soil water. Therefore, soil water is used as a key variable affecting agricultural drought. In this study, we examined the spatio-temporal distribution and trends of drought across the Korean Peninsula by determining the soil available water content (SAWC) through a model that integrated soil, meteorological, and crop data. Moreover, an investigation into the correlation between meteorological variables and the SAWC was conducted to assess how meteorological characteristics influence the nature of drought occurrences. During the soybean cultivation period, the average SAWC was lowest in 2018 at 88.6% and highest in 2021 at 103.2%. Analysis of the spatial distribution of SAWC by growth stage revealed that the lowest SAWC occurred during the flowering stage (S3) in 2018, during the leaf extension stage (S2) in 2019, during the seedling stage (S1) in 2020, again during the flowering stage (S3) in 2021, and during the seedling stage (S1) in 2022. Based on the average SAWC across different growth stages, the frequency of upland drought was the highest at 22 times during the S3 in 2018. The lowest SAWC was primarily influenced by a significant negative correlation with rainfall and evapotranspiration, whereas the highest SAWC showed a significant positive correlation with rainfall and relative humidity, and a significant negative correlation with reference evapotranspiration.
This study was conducted to investigated effects of water relation of mulching and trickle irrigation on the external and internal fruit quality in Satsuma mandarin grafted on trifoliate orange rootstock in a orchard assigned to randomly three groups; whole period of Tyvex mulching (TM), Tyvex mulching with trickle irrigation once a week from October 22 to harvesting season (WM) and non-mulching treatment (NM). The average soil moisture content in the TM was lower than the WM during the time of trickle irrigation from Oct. 21 to Nov. 28. The leaf water potential was at the level of ${\Psi}max$ of -1.5 to -2.5 MPa during whole period of Tyvex mulching treatment but gradually increased at the point of supplement of water. The water and osmotic potential in juice vesicle was decreased by drought but increased again in response to the supply of water in WM. The total soluble solids (TSS) in fruit juice was increased by drought stress, but diminished in response to supply of water after drought. The content of titratible acidity was increased by drought stress but gradually decreased due to supplement of water after drought, reached it at the level of 1%. It was suggested that the accumulation of the total soluble solids compensates the degree of active osmoregulation and the decrease in content of acidity accounts for the fast respiration and water uptake resulted of the water after drought.
