  • In 2012, total GHG emissions in transport sector reached 88 Million ton CO2eq. The emissions generated in the road accounted for 94% of the transport sector. Currently, there are many efforts to operate an education and campaign for eco-driving. However study for eco-friendly vehicle control considering road alignment is limited. Therefore, the purpose of this study is to address fuel-efficient driving strategy in horizontal curve section. To fulfill the goal, designed ideal freeway horizontal curve road follows regulations about road structure. And safety speed is calculated for considering vehicle's safety on horizontal curve road. Authors composed the acceleration and deceleration scenario for each horizontal curve section and generated the speed profiles that are limited by the safety speed. Speed profiles are converted into force that horizontal curve affect to fuel consumption. Then, we calculated fuel consumption using Comprehensive Modal Emission Model. Then, we developed eco-driving strategy by selecting most fuel-efficient scenario. To validate this strategy, we selected study site and compared fuel consumption for eco and manual driving. As the result, fuel consumption when driver used eco-driving was lessened by 20.73% than that of manual driving.

Civil security demand social safety life by the police protection and private security system. The private security or the civil guards shows rapid growth by the social development and improve the quality of life. But the supply and training system have some limitations in spite of the high demand guard-secretary. The main role of secretaries has been to accompany superiors in order to maintain their dignity or trait. Then the secretaries are required to play additional roles of safety managers such as a security manager, a protocol manager, an intelligence manager and a protective driver in order to overcome the domestic and the international safety environment and to elevate the quality of service as a competitive work. So, the purpose of this article is to analyze current situation of civil body and security guard training industry and to seek an educational model. For that, we examine in 'Do the professional training organizations meet social demand for the body and security guards'? And, 'What kind of training has to be provide for the body and security guards'? and 'What the qualifications of the trainers'? Then, 'What are the differences in training courses between private organizations and universities'? 'Is there differences in the job placement among the trainers of private organizations and universities'? etc.. Conclusion, the social demand common curriculum for the body and security guard will be drawn from the analysis of diverse training organizations with different training courses in contents, training periods, educational value, and social aim. • Enhanced machine reliability has dramatically reduced the rate and number of railway accidents but for further reduction human error should be considered together that accounts for about 20% of the accidents. Therefore, the objective of this study was to suggest a new taxonomy of performance shaping factors (PSFs) that could be utilized to identify the causes of a human error associated with railway accidents. Four categories of human factor, task factor, environment factor, and organization factor and 14 sub-categories of physical state, psychological state, knowledge/experience/ability, information/communication, regulation/procedure, specific character of task, infrastructure, device/MMI, working environment, external environment, education, direction/management, system/atmosphere, and welfare/opportunity along with 131 specific factors was suggested by carefully reviewing 8 representative published taxonomy of Casualty Analysis Methodology for Maritime Operations (CASMET), Cognitive Reliability and Error Analysis Method (CREAM), Human Factors Analysis and Classification System (HFACS), Integrated Safety Investigation Methodology (ISIM), Korea-Human Performance Enhancement System (K-HPES), Rail safety and Standards Board (RSSB), $TapRoot^{(R)}$, and Technique for Retrospective and Predictive Analysis of Cognitive Errors (TRACEr). Then these were applied to the case of the railway accident occurred between Komo and Kyungsan stations in 2003 for verification. Both cause decision chart and why-because tree were developed and modified to aid the analyst to find causal factors from the suggested taxonomy. The taxonomy was well suited so that eight causes were found to explain the driver's error in the accident. The taxonomy of PSFs suggested in this study could cover from latent factors to direct causes of human errors related with railway accidents with systematic categorization.

  • Adverse weather (e.g. strong winds, snow and ice) will probably appear as a more serious and frequent threat to road traffic than in clear climate. Another consequence of climate change with a natural disastrous on road traffic is respond to traffic accident more the large and high-rise bridge zone, tunnel zone, inclined plane zone and de-icing zone than any other zone, which in turn calls for continuous adaption of monitoring procedures. Accident mitigating measures against this accident category may consist of intense winter maintenance, the use of road weather information systems for data collection and early warnings, road surveillance and traffic control. While hazard from reduced road friction due to snow and ice may be eliminated by snow removal and de-icing measures, the effect of strong winds on road traffic are not easily avoided. The purpose of the study described here, was to design of amber information the relationship between traffic safety, weather, user information on road weather and driving conditions in local-scale Geographic. The most applications are the optimization of the amber information definition, improvements to road surveillance, road weather monitoring and improved accuracy of user information delivery. Also, statistics on wind gust, surface condition, vehicle category and other relevant parameters for wind induced accidents provide basis for traffic control, early warning policies and driver education for improved road safety at bad weather-exposed locations.

  • South Korea already became an aging society, and is now in the process of becoming an aged society. With increasing elderly population, elderly safety issues such as traffic accidents and elderly suicides are becoming important problems. Elderly victimization are increasing, and elderly safety accident is also becoming an imporotant social problem. The police is doing various activities for elderly safety. The police is conducting programs for the elderly, such as a prevention program for fraud against elderly, and safety checks and traffic safety education for preventing elderly traffic accidents. Also, there's a program of providing regular visits for a lone elderly, expansion of CCTV network and fingerprint registration to prevent elderlies with Alzheimer's disease going missing. However, these programs are not done on a national scale, but rather limited to local police stations. The purpose of this study is to seek police roles for enhancing elderly safety, due to lack of police activity in this area. Recommendation for police roles in enhancing elderly safety is to first conduct routine crackdowns on fraud against elderly and also conduct education programs for preventing fraud. Also, crimes such as elderly abuse is lead by elderly protection agencies, but considering elderly abuse is a crime, the police should take a leading role. Also, to prevent elderly suicide, meticulous management of elderlies with high suicide risk is necessary, and elderly protection areas should be designated to prevent traffic accidents. Also, elderlies should be induced to turn in their driver's license. To conduct these matters of elderly safety, an organization exclusively charged with elderly safety is necessary. Elderly safety is a broad concept, and since police alone cannot handle the task of ensuring elderly safety, the police should take on a leading role in cooperative efforts with various institutions of the government, non-profit organizations and the community to establish a social saftey net for elderly safety.
