Flight Simulation Training Device Operating Standards for MPL Training Programs in South Korea

  • The Multi-crew Pilot License (MPL) is a new pilot qualification introduced by ICAO to train co-pilots for transport aircraft based on efficient and stable competency to respond to changes in the operating environment and technology. ICAO and the European Union Aviation Safety Agency (EASA) require a minimum flight of 240 hours for MPL qualification training, and allow the use of flight simulation training devices (FSTDs) for most of the training, specifying the performance requirements for FSTDs. As South Korea is also preparing for the operation of the MPL training program, it is essential to establish the operating standards for FSTDs required for MPL training. This study aims to identify the international standards for FSTDs related to MPL training, and to compare them with the current operating standards for FSTDs in South Korea for presenting a standard (draft) that can be used when introducing domestic MPL training programs in the future.

Establishment of Non-drinking Groundwater Quality Standards: General Contamination Substances (비음용 지하수 오염물질 기준설정체계 구축 연구: (2) 일반오염물질)

  • To data, there was no systematic basis for establishing the content and allowed levels of general contamination substances in the Korean groundwater quality standards for non-drinking water. Recently, use of specific procedures for deriving valid groundwater quality standards have become mandatory. This study first investigated the methodology for deriving groundwater quality standards in the European Commission (EC), considering background groundwater quality and domestic and international standards related to water quality. Furthermore, this study investigated the existing specified procedure of standards related to water quality (e.g. surface water, drinking water, and wastewater). Our findings showed that EC and Member States presented the methods for deriving groundwater threshold values for general chemicals. Finally, we have proposed the following procedures of deriving Korean groundwater quality: (1) Selection of groundwater pollutant population, (2) selection and monitoring of priority substances, (3) monitoring, (4) selection of groundwater quality standard candidates, (5) selection of new substances and values for groundwater quality standards.

  • When the power outage occurred, the emergency power equipments are demanded instead of disaster prevention and security electric power. However, in domestic area, the rules and regulations of emergency power equipment are different so we use different terminologies. Thus, this paper proposes differences of rules and regulations of emergency power equipment between domestic and foreign countries about terms and concepts. Also, we found some problems of the emergency power equipment. To solve these problems, according to the minimum response time in IEC standards, we suggest five emergency power systems and fire load classification in this paper.

Survey on Labeling of Health Functional Foods in Internet Shopping Malls

  • Purpose - This research is to review the state of standard labeling compliance and identify the factors that are conducive to compliance with the Labeling Standards of the Health Functional Foods Act in internet distribution. Research design, data, and methodology - We checked 9 labels including product name, expiration date, manufacturing date, raw material, ingredient, operative dose, nutritional information, daily intake, and functional effect which are based on Labeling Standards of the Act from 100 health functional foods in the internet shopping malls. These 9 structure & function claims were compared using a Chi-square test. Results - There was a statistically significant difference in the use of standard labeling between domestic product and imported products (p<.001). The related strength between these two variables showed a moderate effect size. Also, there was a statistically significant difference between accredited advertising/unaccredited advertising distinction and use of standard labeling (p<.001). The related strength between these two variables showed a moderate effect size. Conclusions - The Labeling Standards of the Act were not followed and found to be related to imports or unauthorized advertising in internet distribution. The information displayed according to the Labeling Standards was only about 2 on the average, so many labels have been posted unreadably without arrangement.

A Study of Deriving a Roadmap for the Development Industrial Technology Standard of Radiation and Radioisotope (방사선 및 방사성동위원소 산업기술기준 개발을 위한 로드맵 도출 연구)

  • Radiation and radioisotopes have a high value in terms of utilization that can be used in convergence with various fields. However, due to the specificity of radiation, the use of radiation and radioisotopes is more difficult than in other industrial fields and also involves complex regulations. There are no clear industrial technology standards in these fields. Therefore, the growth of the radiation industry, especially including small companies, is being delayed. Since industrial technology standards play an important role in providing an institutional basis for the continuous development and settlement of domestic technology, the development of technical standards for the radiation and radioisotope industries can lead to systematic growth of the domestic radiation industry. To this end, the technology classification of the radiation industry was promoted and classified into 7 major categories, and detailed classification was divided according to the characteristics of each technology. In addition, a demand and perception survey on the need for industrial technology standards was conducted on RI licensed institutions and companies, and as a result, 61.4% responded that it was necessary, and in particular, they recognized the need for radiation safety(63.3%). In this paper, the technical classification for the radiation field is presented as the first step in the development of industrial technical standards for the radiation industry. In addition, the plan of the current status information and preparation of standard procedures of each category will be discussed.

A Qualitative Study of Korean Clothing Companies' Perception of Production Environments and Labor Standards in Foreign Contract Manufacturers (해외 생산업체에 대한 국내 의류업체의 생산환경 및 근로기준 인식에 대한 질적 연구)

  • Today Korean clothing companies are experiencing difficulties in the global market due to unfavorable business conditions including poor production environments, labor shortage, rising costs, the further opening of the domestic distribution market, and increased competition among them. As a result, this has caused many of Korean clothing companies to transfer their production bases abroad in search of relatively inexpensive labor force, instead of using domestic plants. This study attempted to examine how Korean clothing companies perceive production environments and labor standards with regard to their offshore outsourcing. In such an attempt, in-depth interviews were conducted with 24 brand-name clothing firms. Those interviewed firms were the brands for the domestic or foreign market that were found to produce more than 200,000 pieces of clothing per year, and also the group of interviewees included some promotion service providers. The key findings from this study are as follows: First, a large number of the interviewed clothing companies were found to manage their foreign contract manufacturers by "visiting their factories regularly on a seasonal basis" or "stationing their personnel in factory for management purposes." Second, in relation to quality control in their foreign manufacturers, the most frequent response was to "have personnel stationed in those manufacturers." A smaller number of the clothing companies answered that they had "engaged their production management teams in quality control from time to time," or "used their inspectors to inspect products." Third, when asked about labor standards in foreign contract manufacturers, the largest number of the clothing companies responded, "we apply our own standards." The results of this study suggest that most of domestic clothing companies still use offshore sourcing just as a means of reducing their initial labor costs. However, in the continuously changing environment of the global clothing industry, clothing businesses are required to escape from the early phases of their manufacturing environments and set up more globalized standards.

  • Naval equipments are installed and used for naval vessel with different environmental conditions comparing to the commercial vessel, for example, high engine power per ship displacement size, severe vibration and shock due to high running speed and explosion from naval gun's bombardment and underwater weapons. Therefore, those equipments must be installed on shipboard with small spaces, high ambient temperature around engine room and which are required be fabricated with high resistances of vibration, shock and heat resources. But in case of commercial vessel, the performances of their recent equipments naval have been improved continuously due to the technology development of domestic shipbuilding and shipboard equipment industries, together with the related fundamental industries i.e, metal, steel and electronic industries, to an international level since 1970. With these results, it became possible to unify the specifications of shipboard equipments for the commercial and military vessels(Dual-Use). In this study, vibration and shock test standards for the commercial and military vessels will be compared and reviewed technically.

  • In the case of korea, it was enforced the performance based design in 2011 for fire safety to the construction that is hard to safety secure by code based design. However as a result of domestic performance design case analysis, as it conducts that the standard is insufficient, most of cases show that they use the method of adding facilities by strengthening legal standards. Therefore on this study, it conducts the analysis of Performance based design seminar data that it was done by SFPE and each countries Performance based design guidelines. Also based on this, it will use the basic data for developing the domestic performance based design guideline.

  • Some local government, community rehabilitation center, special school operate buses which can be used by wheel chair user in order to commute. However, there are no regulations or laws for safety management of buses and its wheel chair lifts. To prevent discrimination among the physically challenged people, government of Korea plan to supply buses which wheel chair users are able to on board. Safety management system should be prepared to ensure safe and convenient use of express and intercity buses for wheel chair users. In this study, domestic and international standards and regulations of wheel chair lift are thoroughly reviewed and based on this research, national safety standards for wheelchair lift are suggested for the future.

  • USN(Ubiquitous Sensor Network) is a core infrastructure that u-life use to enable the realization in the ubiquitous society through various services of area such as u-city, u-Health. Therefore, we need a research for domestic standards to establish USN technique. Currently, status of USN standards is most standard and research that it is a technology for sensor node implementation and a protocol for energy-efficient communication and interlock with existing network. But, Standard and research for sensor network and integration management of heterogeneous sensor networks for USN application and sensing data management and USN database structure definition such as application and middleware is weak level. In this paper, we researched for standard development of domestic a sensor network and the relevant standard analysis to configure SWE(Sensor Web Enablement) of OGC(Open Geospatial Consortium) for standarded plattform technology. Also we researched that it's a connection between domestic ITA(Telecommunications Technology Association) standards and SWE Standard.
