Study on the Layout of Water Diversion Projects Influenced by China's Macro Developing Strategies

  • A country's macro developing strategies will greatly impose upon its water resources allocation. Based upon the relationship between national macro developing strategies and water diversion projects layout, the paper discusses the vital influence of water diversion projects caused by China's food security and sustainable development strategy implemented in recent years, and points out that it is an inevitable choice of constructing inter-basin water diversion projects in north China in view of local water resources can't meet the demand of socio-economic development and eco-environment protection, and then recommends China's water diversion projects layout in the current and future, which attaching most importance to the South-to-North Water Diversion Project.

고속도로 소통상황과 우회율과의 상관분석 (Relationships between Diversion Rates and Traffic Conditions on Expressways)

  • 교통정보제공을 통한 교통량 분산효과에 대한 관심이 높아짐에 따라, 효율적인 교통정보제공을 위한 기초 연구로써 운전자의 반응행태 및 우회효과에 대한 연구가 지속되고 있다. 본 연구는 실제 조사를 통해 추정된 우회율과 소통상황과의 상관분석을 통해, 우회가 어떻게 결정되며, 그 효과가 어떤지를 알아보고자 하였다. 속도-교통량 분석결과, 고속도로의 속도가 떨어짐에 따라 우회교통량이 증가하고, 우회교통량의 증가로 고속도로 교통량이 줄어 소통상황이 원활해지면서 다시 우회교통량이 줄어드는, 우회 메커니즘을 확인하였다. 또한 상관분석을 통해 우회율과 통행속도는 음(-)의 관계를, 통행시간과는 양(+)의 관계를 갖는다는 것을 밝혀냈으며, 혼잡상황별로, 통행방향별로 우회율과 소통상황과의 관계가 다양함을 밝혀냈다. 마지막으로 본선교통량과 통행속도, 통행시간을 변수로 하는 우회율 회귀식을 제시하였으며, 이 때 결정계수는 38.5%로 나타났다. 이 값은 고속도로 소통상황이 운전자의 우회결정시 영향을 미치는 다양한 변수 중에서 약 40%를 차지한다는 것을 의미한다.

  • VMS, 교통방송(라디오), SNS 등 교통정보제공을 통한 교통량 분산에 대한 관심이 높아짐에 따라 교통정보에 대한 운전자의 반응행태 및 효과에 대한 연구가 지속적으로 이루어지고 있다. 본 연구는 FTMS 및 TCS 데이터가 구축되어 있는 전국 고속도로 본선부를 분석 대상으로, FTMS 데이터와 TCS 데이터를 이용하여 경로전환 교통량과 그에 따른 경로전환율을 추정하는 방법론을 제시하고, 실제 대상구간의 경로전환율을 산출하여 시간 및 공간적 경로 전환율 변동에 대한 특성을 분석하였다. 본 연구에서는 교통정보 제공 이후, 해당 시간대의 평균 유출교통량에 비해 유출교통량이 일시적으로 증가한 경우 이 편차(도로교통상황의 동적인 특성으로 인한 편차 고려)는 교통정보 제공으로 인한 경로전환 교통량이라 정의하고, 본선 교통량과의 비율을 경로전환율로 계산하였다. 시간흐름에 따른 경로전환율 변화를 분석한 결과, 혼잡상황에 대한 교통정보를 먼저 얻게 되는 상류부 IC에서의 초기 경로전환율(유출교통량) 변화는 일시적으로 매우 큰 것으로 나타났다. 이후 공간적 시간적 흐름에 따라 상류부 IC에서의 경로전환율의 변화는 하류부 IC에서의 경로전환에 영향을 미치고, 이는 다시 상류부 IC에서의 변화를 유도하는 등의 경로전환 순환체계(feedback control loop)가 있음을 확인하였다.

  • Breakdown of the normal protective function of the larynx, either through primary or neurologic cause, leads to chronic aspiration, recurrent pneumonitis and possibly death. Lindemann`s tracheoesophageal diversion has three main advantages; first, it eliminates intractable aspiration in all patients who underwent the procedure, second, it preserves larynx, and third, if the underlying neurologic condition is recorved, the procedure can be reversed. We had performed tracheoesophageal diversion in two cases of intractable aspiration pneumonia patients. The postoperative courses were uneventful and they were receiving oral alimentation on the 22th and 9th postoperative days respectively, and could be discharged on 43th and 20th postoperative days respectively.

고속도로 우회교통량 추정방법론에 관한 연구 (A Methodology for Estimating Diversion Flows on Expressways)

  • VMS에 의한 혼잡구간에서의 교통량 분산은 지체감소 및 혼잡완화효과가 크다. 이에 효율적인 교통정보제공 및 VMS 운영전략 수립에 대한 관심이 높아지고 있다. 효율적인 VMS 운영전략 수립의 기초는 제공메시지에 대한 운전자의 반응, 즉 우회율을 기반으로 하나, 실제 조사가 어려워 SP 혹은 컴퓨터를 이용한 간접적인 조사가 시행되어져 왔다. 그러나, 간접적인 방법을 통해 조사된 우회율이 실제 우회율과 같은지, 만약 다르다면 보다 쉽게 우회율을 추정하는 방법은 없는지에 대한 연구가 부족한 실정이다. 따라서 본 연구에서는 기존 방법의 문제점을 살펴보고, 새로운 대안으로서 고속도로에서 영업소 출구차량 우회설문조사를 통해 조사된 출구차량 우회교통량을 FTMS 교통량과 비교하여 본선 우회율을 추정하는 방법을 제시하였다. 제시한 방법론의 검증을 위해 총 8개 지점을 조사하였으며, 그 결과 기존 문헌의 SP 조사결과와 같이 21%${\sim}$87%의 높은 우회율이 아닌, 평균 약 7%의 우회율을 보여 상당한 차이가 있는 것으로 밝혀졌다. 이러한 연구결과로 볼 때 향후 교통정보제공시 이를 충분히 반영한 정보제공전략이 검토/적용되어야 할 것이다.

금강-보령댐 도수터널 운영에 따른 금강 본류 내 수위 영향 분석 연구 (Impacts on Water Surface Level of the Geum River with the Diversion Tunnel Operation for Low Flow Augmentation of the Boryong Dam)

  • Recently severe drought caused the water shortage around the western parts of Chungcheongnamdo province, South Korea. A Diversion tunnel from the Geum river to the Boryong dam, which is the water supply dam for these areas has been proposed to solve this problem. This study examined hydraulic impacts on the Geum river associated with the diversion plan assuming the severe drought condition of 2015 would persist for the simulation period of 2016. The hydraulic simulation model was verified using hydrologic and hydraulic data including hourly discharges of the Geum river and its 8 tributaries, fluctuation of tidal level at the mouth of the river, withdrawals and return flows and operation records of the Geum river barrage since Feb. 1, 2015 through May 31, 2015. For the upstream boundary condition of the Geum river predicted inflow series using the nonlinear regression equation for 2015 discharge data was used. In order to estimate the effects of uncertainty in inflow prediction to the results total four inflow series consisting of upper limit flow, expected flow, lower limit flow and instream flow were used to examine hydraulic impacts of the diversion plan. The simulation showed that in cases of upper limit and expected flows there would be no problem in taking water from the Geum river mouth with a minimum water surface level of EL(+) 1.44 m. Meanwhile, the simulation also showed that in cases of lower limit flow and instream flow there would be some problems not only in taking water for water supply from the mouth of the Geum river but also operating the diversion facility itself with minimum water surface levels of EL(+) 0.94, 0.72, 0.43, and 0.14 m for the lower limit flow without/with diversion and the instream flow without/with diversion, respectively.

네트워크 전환문제에 대한 타부 탐색 해법 (A Tabu Search Algorithm for the Network Diversion Problem)

  • This research considers a Network Diversion Problem (NDP) in the directed graph, which is to identify a minimum cost set of links to cut so that any communication paths from a designated source node to a destination node must include at least one link from a specified set of arcs which is called the diversion arcs. We identify a redundant constraint from an earlier formulation. The problem is known to be NP-hard, however a detailed proof has not been given. We provide the proof of the NP-hardness of this problem. We develop a tabu search algorithm that includes a preprocessing procedure with two steps for removing diversion arcs as well as reducing the problem size. Computational results of the algorithm on instances of general graphs and grid graphs are reported.

농어촌지역 초등학교 유휴교실의 전용특성 분석 - 전남지역 농어촌 현대화 시범학교를 중심으로 - (Analysis of the Characteristics about Diversion of Surplus Classroom in Elementary Schools in Rural Area - Concentrated on the Modernized Elementary Model School in Chonnam Area -)

  • The aim of this study is to investigate present situation about occurrence of surplus classrooms by the merger and abolition of rural elementary schools, and to deduce basic architectural data for efficient utilization. It was examined based on the analysis of using pattern and interview of teachers of modernized elementary model schools. The occurrence ratio of surplus classrooms was about 30 to 60 percentages among seven investigated schools, the ratio was gradually increasing. Most of them were nearly leaving without certain practical use because of inaccessibility and low degree of diversion. The characteristic about diversion of surplus classroom was shown to change from special or learning room to living-related room and management-related room in order, finally, it was used a room for child care with a lapse of time. Long-tenn and continuous data accumulation for diversion and utilization of surplus classroom should be required.

한-캐나다 FTA 수출효과 분석 (Analysis of Korea-Canada FTA's export effect)

  • This study aims to analyze the export effects of Korea-Canada FTA's tariff reduction, which was launched on January 1, 2015. First, as a groundwork, this study reviewed trade creation and trade diversion by investigating all possible cases of both initial FTA and additional FTA. The review was done by using the simple model of three countries assuming FTA means elimination of tariff. The review suggested that additional FTA doesn't have any negative impact on import country's social welfare contrary to initial FTA. In additional FTA, Trade diversion could happen between FTA partner countries, but it always increases import country's social welfare. In this sense, it can be called favorable trade diversion. Second, this study analyzed the export effects of Korea-Canada FTA using Clausing's product level model based on Canadian government import data from Korea which is not open to the public. It turned out that Korea-Canada FTA's tariff reduction boosted Canadian import growth rate from Korea. On the other hand, Canadian import growth rate from rest of the world was not negatively affected by Korea-Canada FTA's tariff reduction. Rather, it increased as Canadian import growth rate from Korea was higher. These findings implied trade creation rather than trade diversion of Korea-Canada FTA when it comes to Korea's export to Canada.

APPLICATION OF FUZZY SET THEORY IN SAFEGUARDS

  • The International Atomic Energy Agency's Statute in Article III.A.5 allows it“to establish and administer safeguards designed to ensure that special fissionable and other materials, services, equipment, facilities and information made available by the Agency or at its request or under its supervision or control are not used in such a way as to further any military purpose; and to apply safeguards, at the request of the parties, to any bilateral or multilateral arrangement, or at the request of a State, to any of that State's activities in the field of atomic energy”. Safeguards are essentially a technical means of verifying the fulfilment of political obligations undertaken by States and given a legal force in international agreements relating to the peaceful uses of nuclear energy. The main political objectives are: to assure the international community that States are complying with their non-proliferation and other peaceful undertakings; and to deter (a) the diversion of afeguarded nuclear materials to the production of nuclear explosives or for military purposes and (b) the misuse of safeguarded facilities with the aim of producing unsafeguarded nuclear material. It is clear that no international safeguards system can physically prevent diversion. The IAEA safeguards system is basically a verification measure designed to provide assurance in those cases in which diversion has not occurred. Verification is accomplished by two basic means: material accountancy and containment and surveillance measures. Nuclear material accountancy is the fundamental IAEA safeguards mechanism, while containment and surveillance serve as important complementary measures. Material accountancy refers to a collection of measurements and other determinations which enable the State and the Agency to maintain a current picture of the location and movement of nuclear material into and out of material balance areas, i. e. areas where all material entering or leaving is measurab e. A containment measure is one that is designed by taking advantage of structural characteristics, such as containers, tanks or pipes, etc. To establish the physical integrity of an area or item by preventing the undetected movement of nuclear material or equipment. Such measures involve the application of tamper-indicating or surveillance devices. Surveillance refers to both human and instrumental observation aimed at indicating the movement of nuclear material. The verification process consists of three over-lapping elements: (a) Provision by the State of information such as - design information describing nuclear installations; - accounting reports listing nuclear material inventories, receipts and shipments; - documents amplifying and clarifying reports, as applicable; - notification of international transfers of nuclear material. (b) Collection by the IAEA of information through inspection activities such as - verification of design information - examination of records and repo ts - measurement of nuclear material - examination of containment and surveillance measures - follow-up activities in case of unusual findings. (c) Evaluation of the information provided by the State and of that collected by inspectors to determine the completeness, accuracy and validity of the information provided by the State and to resolve any anomalies and discrepancies. To design an effective verification system, one must identify possible ways and means by which nuclear material could be diverted from peaceful uses, including means to conceal such diversions. These theoretical ways and means, which have become known as diversion strategies, are used as one of the basic inputs for the development of safeguards procedures, equipment and instrumentation. For analysis of implementation strategy purposes, it is assumed that non-compliance cannot be excluded a priori and that consequently there is a low but non-zero probability that a diversion could be attempted in all safeguards ituations. An important element of diversion strategies is the identification of various possible diversion paths; the amount, type and location of nuclear material involved, the physical route and conversion of the material that may take place, rate of removal and concealment methods, as appropriate. With regard to the physical route and conversion of nuclear material the following main categories may be considered: - unreported removal of nuclear material from an installation or during transit - unreported introduction of nuclear material into an installation - unreported transfer of nuclear material from one material balance area to another - unreported production of nuclear material, e. g. enrichment of uranium or production of plutonium - undeclared uses of the material within the installation. With respect to the amount of nuclear material that might be diverted in a given time (the diversion rate), the continuum between the following two limiting cases is cons dered: - one significant quantity or more in a short time, often known as abrupt diversion; and - one significant quantity or more per year, for example, by accumulation of smaller amounts each time to add up to a significant quantity over a period of one year, often called protracted diversion. Concealment methods may include: - restriction of access of inspectors - falsification of records, reports and other material balance areas - replacement of nuclear material, e. g. use of dummy objects - falsification of measurements or of their evaluation - interference with IAEA installed equipment.As a result of diversion and its concealment or other actions, anomalies will occur. All reasonable diversion routes, scenarios/strategies and concealment methods have to be taken into account in designing safeguards implementation strategies so as to provide sufficient opportunities for the IAEA to observe such anomalies. The safeguards approach for each facility will make a different use of these procedures, equipment and instrumentation according to the various diversion strategies which could be applicable to that facility and according to the detection and inspection goals which are applied. Postulated pathways sets of scenarios comprise those elements of diversion strategies which might be carried out at a facility or across a State's fuel cycle with declared or undeclared activities. All such factors, however, contain a degree of fuzziness that need a human judgment to make the ultimate conclusion that all material is being used for peaceful purposes. Safeguards has been traditionally based on verification of declared material and facilities using material accountancy as a fundamental measure. The strength of material accountancy is based on the fact that it allows to detect any diversion independent of the diversion route taken. Material accountancy detects a diversion after it actually happened and thus is powerless to physically prevent it and can only deter by the risk of early detection any contemplation by State authorities to carry out a diversion. Recently the IAEA has been faced with new challenges. To deal with these, various measures are being reconsidered to strengthen the safeguards system such as enhanced assessment of the completeness of the State's initial declaration of nuclear material and installations under its jurisdiction enhanced monitoring and analysis of open information and analysis of open information that may indicate inconsistencies with the State's safeguards obligations. Precise information vital for such enhanced assessments and analyses is normally not available or, if available, difficult and expensive collection of information would be necessary. Above all, realistic appraisal of truth needs sound human judgment.
