It is commonplace to refer to the Nordic countries of Sweden, Norway, Denmark, Finland and Iceland as a distinctive and homogenous welfare regime. As far as social housing is concerned, however, the institutional heritage of the respective countries significantly frames the ways in which social housing is understood, regulated and subsidized, and, in turn, how housing regimes respond to the general challenges to the national welfare states. The paper presents a historical institutionalist approach to understanding the diversity of regime responses in the modern era characterized by increasing marketization, welfare criticism and internationalization. The aim is to provide outside readers a theoretically guided empirical insight into Scandinavian social housing policy. The paper first lines up the core of the inbuilt argument of historical institutionalism in housing policy. Secondly, it briefly introduces the distinctive ideal typical features of the five housing regimes, which reveals the first internal distinction between the universal policies of Sweden and Denmark selective policies of Iceland and Finland. The Norwegian case constitutes a transitional model from general to selective during the past quarter of a decade. The third section then concentrates on the differences between Denmark, Sweden and Norway in which social housing is, our was originally, embedded in a universal welfare policy targeting the general level of housing quality for the entire population. Differences stand out, however, between finance, ownership, regulation and governance. The historical institutional argument is, that these differences frame the way in which actors operating on the respective policy arenas can and do respond to challenges. Here, in this section we lose Norway, which de facto has come to operate in a residual manner, due to contemporary effects of the long historical heritage of home ownership. The fourth section then discusses the recent challenges of welfare criticism, internationalization and marketization to the universal models in Denmark and Sweden. Here, it is argued that the institutional differences between the Swedish model of municipal ownership and the Danish model of independent cooperative social housing associations provides different sources of resistance to the prospective dismantlement of social housing as we know it. The fifth section presents the recent Danish reform of the governance model of social housing policy in which the housing associations are conceived of as 'dialogue partners' in the local housing policy, expected to create solutions to, rather than produce problems in social housing areas. The reform testifies to the strategic ability of the Danish social housing associations to employ their historically grounded institutional relative independence of the public system.
The main objective of this study is to consider the necessity of introducing owner expenses in estimating the cost of traffic accidents, as is done in some advanced countries. It is known as "owner cost" in the U.S, "enterprise project price" in Japan, and "human cost" in the U.K. To achieve this, the seriousness and present state of post-traumatic stress disorder (PTSD) of traffic accident offenders, which is generally not observed when traffic accidents occur, are evaluated; countermeasures reflecting personal characteristics are prepared according to degree of affliction. The results could be summarized as follows. First, the present condition and seriousness of PTSD from traffic accidents that has been estimated only within the accidents offenders are evaluated through a survey. Second, a distinction analysis model is developed. 'Insomnia caused by accidents' and 'mental daunting in accident situations or similar ones during driving' are chosen as the variables of the discriminant. Third, as a result of the construction of an Ordered Probit Model to comprehend the seriousness of PTSD, the variables turns out in the order of 'seriousness of the most damaged victim, 'nightmare about the accident', 'insomnia experience', 'mental daunting during driving', 'gender', and 'major driving area'. Finally, the cures reflecting characteristics of gender and region are suggested, which are preferred for degree of seriousness of PTSD. The analysis shows that the method to minimize the damage, such as decline of work efficiency, by moving ahead the rehabilitation of the offenders would be suggested and this could minimize the direct and indirect damages that could happen to business owners for whom the drivers work.

So, There are many development and research to Best Management Practices(BMP) established to manage the Non-point pollution source. Besides, various methods of estimated efficiency to exact assessment of BMP is presented. In this study, the impact about length of Grassed Swale on reduction efficiency based on monitoring results of Grassed Swale by length is studied. By estimating Grassed Swale reduction efficiency in a variety of methods, the difference between the methods of estimated efficiency was compared with those that. Estimated efficiency method using ER, SOL, ROL, ROF, SOLF, and ROLF methods is analyzed. Various physico-chemical and microbiological parameters of a composting system were compared with respect to their potential use for the monitoring and evaluation of composting processes for cattle manure. The temperature changed within a range of $30-65^{\circ}C$ during the whole composting process, and the period of active composting (>$40^{\circ}C$) persisted for 16 days. The concentrations of total carbon, total nitrogen, and organic matter decreased by 15% during active composting, but significant changes in C/N ratio were not observed. The decrease of temperature in the latter period of active composting caused a decrease of $NH_4^+-N$ and an increase of $NO_3^--N$ in the composting pile. When temperature exceeded $50^{\circ}C$, the population of thermophiles was higher than that of mesophiles by more than 1 or 2 orders of magnitude. Correlation analyses showed that amylase activity correlated positively with the population of mesophiles and reducing sugar content, but negatively with the population of thermophiles. Amylase activity was higher at the beginning of active composting, whereas cellulase, xylanase and ligninase activities which showed close relationship with each other, increased continually during active cornposting, suggesting the distinction of temporal niches between amylose-degrading and lignocellulose-degrading bacteria in the same habitat.

The purpose of this study is to compare and analyze the inquiry tasks included in the elementary social studies with school library based instruction (SLBI) focused on the information literacy process and select teacher librarians' educational role under learning for social studies. For this purpose, national elementary curriculum of $4^{th}$, $5^{th}$ and $6^{th}$ social studies in the second term are analyzed. As results of analysis, the $4^{th}$ and $5^{th}$ students who take part in solving the inquiry tasks could compare and analyze illustrations, photographs and texts in their text books individually and present the results with speaking. The $6^{th}$ students could deal with their tasks using their experience, idea or information found from other resources and express the outcome orally according to the content of inquiry tasks. Therefore, teacher librarians could teach information literacy skills such as comparison, contrast, combination, distinction between opinions and facts, or prediction and inference of conclusion to the $4^{th}$ and $5^{th}$ elementary student. Teacher librarians can also participate in whole information literacy instruction for the $6^{th}$ students from building the solution strategies of tasks, collecting and using materials to completing and evaluating the results under the long term collaboration with the classroom teachers.

This study was conducted to analyze the characteristics of records related to Korea shown in the cataloging records of national libraries of the main 10 developing countries in Asia and Africa. The results are as follows. To begin with, Korea-related records in most national libraries are very poor and under 0.1% of the library. Except for National Library of Viet Nam, the figure is under 3,000 volumes and generally 2 times less than Japan related records. Second, except for National Library of Iran and Viet Nam most national libraries romanize Korean materials, there are not marked with the original Korean language and unfeasible Hangeul search. Third, on investigation of the subject distribution in sub criteria of Korea-related records, subject related to history and economy is largely shown in the highest rate. Fifth, among the Korea-related subject heading, Taekwondo is marked with distinction from Karate in most libraries except for 7 national libraries. Dokdo is marked with the geographical name of 'Korea' in 7 national libraries and East Sea (Donghae) already is marked with 'Japan, Sea of' in 7 national libraries. Amnokgang, Dumangang, and Baekdusan-related records did not search at all in most national libraries.
This study is intended to reconsider the meaning of the education for gifted/talented children, the foundation object of science high school by examining the behavior characteristics between gifted students and talented students in open-end mathematical problem solving and to provide the basis for realization of 'meaningful teaming' tailored to the learner's level, the essential of school education. For the study, 8 students (4 gifted students and 4 talented students) were selected out of the 1 st grade students in science high school through the distinction procedure of 3 steps and the behavior characteristics between these two groups were analyzed according to the basis established through the literature survey. As the results of this study, the following were founded. (1) It must be recognized that the constituent members of science high school were not the same excellent group and divided into the two groups, gifted students who showed excellence in overall field of mathematical behavior characteristics and talented students who had excellence in learning ability of mathematics. (2) The behavior characteristics between gifted students and talented students, members of science high school is understood and a curriculum of science high school must include a lesson for improving the creativity as the educational institutions for gifted/talented students, unlike general high school. Based on these results, it is necessary to try to find a support plan that it reduces the case which gifted students are generalized with common talented students by the same curriculum and induces the meaningful loaming to learners, the essential of school education.
Purpose:The incidence of papillary thyroid microcarcinoma(PTMC) has increased due to the widespread use of high resolution ultrasonography and fine-needle aspiration biopsy. However, the clinical and biologic behaviors of PTMC is debatable. The aim of this study was to describe clinicopathologic features of PTMC and to suggest whether tumor size(5mm) might prove the useful parameter for determining the surgical strategy in PTMC. Material and Methods:From Jan. 2000 to Dec. 2005, 1355 of 2678 patients with papillary thyroid carcinoma were identified as having PTMC, based on tumor size${\leq}$10mm(50.6%). Among patients with PTMC, we further separated tumors<5mm(minute group:group M) from those 5 to 10mm(tiny group:group T). We compared the clinicopathological characteristics and the TNM stagings between two groups. Results:There were 114(8.4%) men and 1241(91.6%) women with a median age of 47 years(range;13-79). During a mean follow-up of 47.3(range;22-93), 13 patients(1.0%) developed locoregional recurrences and 3 patients(0.2%) showed distant metastases at initial presentation. Statistical analysis revealed that the presence of extracapsular invasion(p<0.0001), invasion to adjacent structure(p<0.0001), multifocality(p<0.0001), central lymph node metastasis(p<0.0001), and lateral lymph node metastasis(p<0.0001) were all significantly higher in tiny group(tumor${\geq}$5mm). Furthermore, minute group demonstrated a significantly lower tumor stage(AJCC TNM classification) compared with tiny group(p<0.0001). Conclusion:Patients with PTMC have a favorable treatment outcomes, although the distinction needs to be made with reference to the clinicopathologic behaviors. It would be reasonable to consider that tumor size(5mm) would be useful parameter for the treatment strategy of PTMC.
Some Volunteer Fire-Fighting Teams (VFFTs) play an important role in Civilian Volunteer Disaster Prevention by being managed effectively, but the others do not. There can be many cause-analyses about this difference. VFFTs aren't a profit-making organization and are a group which has no compulsion. So it is important that who the leader is, and what type of leadership he has. Furthermore VFFTs have hierarchy like fire-fighting teams and so the leader's command and judgement bring about the actual distinction in the organizational operation. Under this background, the survey has been carried out on the trust of leader and leadership type which may maximize the organization commitment. Consequently, to make efficiency of District Disaster & Volunteer Aid Network increase by augmenting organization commitment. The leader of VFFTs should get the transformational leadership rather than transactional leadership and have paternal or democratic leadership in the decision-making process. Especially we have to create a traditional and unique korean Volunteer fire-fighting organization culture through paternal leadership. Additionally, the trust on leaders should be recognized as a fundamental factor to obtain more performances beyond expectation by increasing the success and output of the team, mutual understanding and cooperation.
The purpose of this study is to investigate the characteristics of convergence gifted students through the their perception of the differences about scientists between Science class and Convergence class in gifted science education center. Consequently, this article reports that there are differences in the perception about scientists was distinction between applicants of Convergence and Science class. Science class applicants mainly recognized scientists as pure scientists, but Convergence class applicants recognized scientist were including mathematician, artist, architect, etc. Also Convergence class applicants thought that affective domain including 'effort', 'patience', 'interest' was more important that Science class applicants. On the other hand, when they described the scientists, Science class applicants knew their achievements as scientists more specifically than Convergence class. And to conclude, the characteristics were different between Convergence and Science class applicants in gifted science education center. Based on the result of this study, this paper suggests the following: Firstly, conceptual study is urgent about convergence gifted students in their definition and characteristics. Secondly, information regarding the criteria to select student for convergence class in gifted science education center. Finally, when teaching convergence gifted students, attention should be paid to their characteristics such affective domain.
