Return of spontaneous circulation rate according to dispatch distance in out-of-hospital cardiac arrest (출동 거리에 따른 병원 전 심장정지 환자의 자발순환회복률 분석)

  • Purpose: This study measured return of spontaneous circulation (ROSC) in relation to dispatch distance in patients with out-of-hospital cardiac arrest. Methods: Of 2,347 out-of-hospital cardiac arrest patients transported by emergency medical technicians in J Province between January 1 and December 31, 2015, those under age 18, those with reserved resuscitation, and those with traumatic cardiac arrest, leaving 855 patients in the study sample. ROSC was compared between those with dispatch distance ${\leq}4km$ (short dispatch distance, 465 patients) and those with dispatch distance >4 km (long dispatch distance, 390 patients). Results: The mean was 2.17 km in the short dispatch group and 9.87 km in the long dispatch group (p=.000). Mean distance from was 6.49 km and 13.39 km in the two groups, respectively (p=.000). ROSC differed significantly between the short and long dispatch distance groups (7.1% for short dispatch distance, 3.6% for long dispatch distance, p=.025). The length of time from to cardiopulmonary resuscitation also differed significantly between the short and long dispatch distance groups (8.77 minutes and 14.63 minutes, respectively, p=.000). Conclusion: ROSC was lower in areas of long dispatch distance compared to those of short dispatch distance. We expect this was most likely due to differences in response time by age and dispatch distance to the scene of cardiac arrest. However, no significant differences were found between the groups in the factors affecting ROSC.

  • This Paper presents a new algorithm to solve Dynamic Economic Dispatch problem. Proposed algorithm is composed of two computational modules; one is dispatch, the other adjusting module. In the dispatch module based on the traditional Static Economic Dispatch method, the power dispatch of each unit is calculated. And in case the results of dispatch module violate ramp rate constraints, Lagrange multipliers are adjusted in the adjusting module. Tests and computer results on test systems are given to show the efficiency of the proposed algorithm. (author). 11 refs., 6 figs., 4 tabs.

  • An objected-oriented programming(OOP) technique is introduced to dispatch schedules for TWBP. Some dispatch schedules such as constrained (pre)dispatch, unconstrained (pre)dispatch, and nominal self-dispatch schedule need to be peformed to make power market work. These dispatch schedules are similar but have some differences in required constraints, needed data, and scheduling time. Therefore, it makes the scheduling program simple to introduce the OOP technique to this problem: to have each instance of the OOP perform its own dispatch scheduling. The developed program adopts linear programming(LP) as an optimization tool and could consider some crucial constraints such as power balance, generation power limits, generation ramp-rates, power limitations of transmission lines, and power system security.

  • In the domestic physical security (mechanical security) market, there is an increasing variation in the expansion of security areas due to the infrastructure of large enterprises and small and medium-sized enterprises. In other words, problems related to on-site dispatch between companies are constantly being raised due to the limitation of physical security service s to the scope of dispatch according to the dispatch time. Therefore, in this study, based on the results of the criteria for the scope of dispatch as a criterion for dispatch time through simulations related to on-site dispatch, we propose a plan to activate the physical security (mechanical security) market in the future.

  • The purposes of this study which was conducted by studying the literature on Emergency Medical Dispatch System are to provide some developmental policies of quality management, pre-arrival instructions, priority dispatch protocols, training program for the dispatchers(Emergency Medical Dispatchers or EMDs) in Korea and to promote understanding emergency medical dispatching. The conclusions from this summarized as follows; (1) It is confirmed that there has been little study on the Emergency Medical Dispatch System in Korea, because for the first time, the real Emergency Medical Services were introduced into Korea in 1994, and the importance of the Emergency Medical Dispatch System has not been realized. (2) Only some squads are using a set of dispatch protocols, others aren't. (3) In spite of trying to introduce a new set of dispatch protocols, it isn't the priority dispatch system using a complete set of dispatch protocols which has key questions, pre-arrival instructions, mode & configuration based on patient assessment. (4) The EMS is unable to promote the service capacity by using quality management, because there is no medical control on the emergency medical dispatching and the EMDs. (5) There are no medical directors in the communications center who are in charge of the medical control to detect problems derived from the EMS and to solve them. (6) There are no systematic training program for the EMDs who are taking charge of dispatching. (7) Having a deep relation to the elements of the EMS, the emergency medical dispatching is subject to restriction of those elements.

A New Dispatch Scheduling Algorithm Applicable to Interconnected Regional Systems with Distributed Inter-temporal Optimal Power Flow (분산처리 최적조류계산 기반 연계계통 급전계획 알고리즘 개발)

  • SThis paper proposes a new dispatch scheduling algorithm in interconnected regional system operations. The dispatch scheduling formulated as mixed integer non-linear programming (MINLP) problem can efficiently be computed by generalized Benders decomposition (GBD) algorithm. GBD guarantees adequate computation speed and solution convergency since it decomposes a primal problem into a master problem and subproblems for simplicity. In addition, the inter-temporal optimal power flow (OPF) subproblem of the dispatch scheduling problem is comprised of various variables and constraints considering time-continuity and it makes the inter-temporal OPF complex due to increased dimensions of the optimization problem. In this paper, regional decomposition technique based on auxiliary problem principle (APP) algorithm is introduced to obtain efficient inter-temporal OPF solution through the parallel implementation. In addition, it can find the most economic dispatch schedule incorporating power transaction without private information open. Therefore, it can be expanded as an efficient dispatch scheduling model for interconnected system operation.

An Approach for Optimal Dispatch Scheduling Incorporating Transmission Security Constraints (송전계통 안전도 제약조건을 반영한 급전계획 알고리즘 개발에 관한 연구)

  • The introduction of competition in electricity market emphasizes the importance of sufficient transmission capacities to guarantee various electricity transactions. Therefore, when dispatch scheduling, transmission security constraints should be considered for the economic and stable electric power system operation. In this paper, we propose an optimal dispatch scheduling algorithm incorporating transmission security constraints. For solving these constraints, the dispatch scheduling problem is decomposed into a master problem to calculate a general optimal power flow (OPF) without transmission security constraints and several subproblems to inspect the feasibility of OPF solution under various transmission line contingencies. If a dispatch schedule given by the master problem violates transmission security constraints, then an additional constraint is imposed to the master problem. Through these iteration processes between the master problem and subproblems, an optimal dispatch schedule reflecting the post-contingency rescheduling is derived. Moreover, since interruptible loads can positively participate as generators in the competitive electricity market, we consider these interruptible loads active control variables. Numerical example demonstrates efficiency of the proposed algorithm.

  • Systematic studies on the dispatch scheduling algorithm can enhance the efficiency of electricity market operation. In addition, as the dispatching policies in competitive electricity markets directly affect the market participants' profits, the dispatch scheduling procedure should be reasonable, systematic, and transparent. In this paper, we propose an unconstrained/constrained pre-dispatch scheduling algorithm and develop corresponding programs applicable to wholesale electricity markets.

  • This paper presents the effects of operating Backup Dispatch Center as a System Dispatch Center(SDC). SDC operates the 154kV transmission lines outside of Seoul metropolitan area, and acts as the backup dispatch center in case of central dispatch center's failure. With SDC, it became possible not only to divide operation of Korean transmission lines to separate control centers according to voltage and region, but to clear faults faster and more accurately. It has paved the way to improve power system reliability and advance the power system operation in general.

GBD guarantees adequate computation speed and solution convergence by reducing the dimension of the dispatch scheduling problem. In addition, the regional decomposition technique based on ADM is introduced to obtain efficient inter-temporal OPF solution. It can find the most economic dispatch schedule incorporating power transactions without each regional utility's private information open.
