  • The quick report and propagate information are increasingly important because nowadays it is hard to predict the damages of flooding by unexpected heavy rain. In addition, there are not many ways to receive disaster information in real time. Accordingly, we designed the system which can earn information from a lot of messages on twitter. Above all, our system can extract and deploy disaster information by comparison with erstwhile social network service mash-up system as only broadcast media. Significant objective of this paper is to design the fastest extract disaster information system of mass media.

  • In this paper, we apply this method to the entire process of smart disaster safety management based on the $4^{th}$ industrial revolution to minimize human, social, economic and environment damage from accidents and disasters, prevention evaluation and disaster information collection analysis and real-time detection of field situation. Prevention of $5^{th}$ generation communication system by analysis, contrast by education and training using virtual reality and augmented reality disaster safety management decision support system intelligent robot for recovery, disaster, discovery, reconnaissance relief, and scale analysis of damages were proposed.

  • It is very difficult to forecast accurately a damage from the natural disasters which occurs frequently. If the significant weather event was forecasted one or two days ago, we will be able to minimize a damage from the severe weather event through the suitable prevention activities. It said that 2000's our country's total damages from the meteorological disasters was several trillion won(Park et al, a, b, 2005). Therefore, we analyzed the Korea Meteorological Administration(KMA) and television broadcasting's reports, information contents, and transmission system, an ex post facto valuation about typhoon Nabi which struck the Korean peninsula from September 5 to 7, 2005. Through these investigations, we want to present the basic data to rises the application effect of disaster prevention meteorological information. We think KMA must present many information report to promote a citizen's understanding about the meteorological information and the serious disaster situation. And also we think the KMA and television broadcasting must present an advisable reports, the contents which is suitable to disaster response stages. And we must grasp the problem of disaster prevention meteorological information through an ex post facto examination, improve it effectively.

  • Life and Property damage has increased during traffic congestion and isolation because natural disasters such as flood and landslide have occurred every year. When disaster occurs, if there is insufficient information in advance when entering the flooding areas which subsequently cause confusion. In this paper, we developed the system that could provide display of detour route using disaster information and evacuation route in disaster areas. User will receive result of analysis using smart phone application to prevent additional damages when disaster areas were entered by manager.

  • Sediment disaster happen frequently in our country every year, and a lot of lives and the properties have been lost because of them. Non-structural measures for prevention of sediment disaster have been introduced by prefectures based on the Sediment-related Disaster Prevention Law established after the devastating rainstorm damage in Hiroshima in 1999. They include formulation of sediment disaster warning and evacuation standard rainfall and designation of sediment disaster warning zones and sediment disaster special warning zones. As a practical example, this research focused on the case of "TEC-FORCE" of "MLIT of Japan" as a method of utilizing professional workforce and the sediment disaster warning information delivery system in Kagoshima. In the future, it will be called for prevention and reduction of damages by utilizing professional workforce and sediment disaster response system such as Japan.

  • The damage caused by natural and human disasters has been increasing year by year. While the damage from these disasters are unavoidable, reduction of damage level by proper establishment of control measures could be sufficiently achievable. Disaster prevention resources include resources introduced in the event of disaster, such as human, materials, equipments and facilities. Rapid yet proper inputs of these resources are the key factor to minimize any damages from the disaster. Currently, however, the standard and/or criteria for mobilization of the disaster prevention resources have not yet systematically established. Therefore, proper resource management as well as efficient resource input has not been in place. This research is an early stage construction of efficient mobilization resources, which had been irregularly loaded and applied before. Also this study has tried to provide a classification rule for efficient disaster prevention resource management and mobilization, and indeed, provide a foundation for efficient resource management system.

  • The present study purposed to establish a network for building an efficient disaster response system and for this purpose, we compared cases of disaster response in Japan and Korea. In Japan, disasters are responded jointly through the network of the central government, local self governing bodies and non governmental organizations. In Korea, however, the cooperative network among different areas is weak and this is aggravating damages caused by disasters. That is, in Korea, disaster response services have been mainly carried out by the public sector. The public sector can operate a powerful disaster management system using its extensive management resources, compelling power, and legal authorities. However, it was found that, due to the characteristics of contemporary society, efforts by the public sector including the central government and the local self government bodies have limitations in managing disasters effectively. Thus, for efficient disaster response in Korea, it is urgently required to establish a national disaster response network as well as a private sector cooperation system and to induce NGOs to participate in the disaster response system through institutional devices.

  • Hot environment can cause unseen economic loss by slowdown of human activities owing to the accumulation of heat stress. The attack of a strong heat wave to the highly populated urban areas was even evaluated to result in the more fatal damages than any other natural disaster such as flooding or blizzards (Changnon et al, 1996).   • Previous disaster management system in Korea was focusing on post-disaster, recovery phase. However, modern disaster management system should be focusing on the mitigation activities to minimize human and property damages based on the proper prediction and forecast of various natural disasters and timely dissemination of disaster information to the people. Recently, more frequent and larger scaled disasters have been reported around the globe, mainly due to the environment change not only by physical anomalies such as climate change but also by socio-economic transformations such as urbanization and industrialization. This study describes current practices in disaster management for climate change adaptation of advanced countries and a possible disaster management standard system that can be applied in Korea, based on the case studies on the European countries who are improving their disaster management systems against climate change.

Measures for Improving Response of Autonomous Police Against Mass Disasters (자치경찰의 대형재난 대응 개선방안)

  • Purpose: The purpose of this study is to examine the actual disaster response and suggest improvement measures for introduction of an autonomous police system Method: This study suggests the improvement measures by reviewing police disaster response manual, related statistical data, and statutes comprehensively Result: The introduction of autonomous police system enabled effective management of police based on circumstances of each region. However, there are still doubts on police response against situations that require large number of personnel. According to analysis on roles of autonomous police during the mass disasters, the autonomous police controlled disaster site to prevent secondary damage, prevented additional disaster damages, and rescued people. However, it is hard for the autonomous police to respond against the mass disasters due to its structure. Conclusion: To improve the response of autonomous police against mass disasters, this study suggested on disaster scene control and secondary damage prevention by the police, cooperative disaster response with regional autonomous police, and utilization of control tower.
