많은 사람들이 집중강우와 태풍으로 임한 침수로 고통 받고 있다. 비록 하천의 제방을 강화시키고 사람들의 생명과 재산을 보호하기 위하여 펌프장을 건설함에도 불구하고, 침수피해는 제어되지 않고 오히려 증가하고 있다. 미국에서는 재해를 사전에 예방하기 위해 강우자료 해석, 홍수위 계산, 홍수피해 규모를 통합시스템에서 수행 할 수 있는 CWMS 프로그램을 연구하고 있다. 그러나 이러한 프로그램을 바로 국내에 이용하기에는 하천수위, 홍수재해모의 등과 같은 데이터 구축 에 부족함이 많기 때문에 우리의 침수피해를 평가하기에는 많은 어려움이 있다. 그러므로 우리의 상황에 맞는 침수피해평가를 위한 체계적인 데이터 수집과 분석시스템이 필요한 실정이다. 이번 연구의 주된 목적은 침수재해로 부터 생명과 재산을 보호하기 위해 유용하게 사용할 수 있도록 체계적인 데이터 수집과 평가방법을 제안하는 것으로 강우로부터 홍수 피해를 평가할 수 있도록 기존 모형과 많은 인자가 고려된 침수피해 평가시스템(Flood Damage Evaluation Model; K-FDEM)을 제안하였다.
Structural damage identification (SDI) is a crucial step in structural health monitoring. However, some of the existing SDI methods cannot provide enough identification accuracy and efficiency in practice. A novel whale optimization algorithm (WOA) based method is proposed for SDI by weighting modal data and flexibility assurance criterion in this study. At first, the SDI problem is mathematically converted into a constrained optimization problem. Unlike traditional objective function defined using frequencies and mode shapes, a new objective function on the SDI problem is formulated by weighting both modal data and flexibility assurance criterion. Then, the WOA method, due to its good performance of fast convergence and global searching ability, is adopted to provide an accurate solution to the SDI problem, different predator mechanisms are formulated and their probability thresholds are selected. Finally, the performance of the proposed method is assessed by numerical simulations on a simply-supported beam and a 31-bar truss structures. For the given multiple structural damage conditions under environmental noises, the WOA-based SDI method can effectively locate structural damages and accurately estimate severities of damages. Compared with other optimization methods, such as particle swarm optimization and dragonfly algorithm, the proposed WOA-based method outperforms in accuracy and efficiency, which can provide a more effective and potential tool for the SDI problem.
각종 자연재해에 따른 광역 피해에 대한 정보를 수집하는 데에는 일반적으로 위성영상이 이용되고 있으며, 좀 더 국지적인 피해를 조사할 경우에는 항공사진이나 저고도 무인비행기가 이용되고 있다. 그러나 공공 시설물 피해와 같이 더욱 세부적인 피해를 조사하는 데에는 이러한 방법이 적절치 않으며, 현지측량작업이 행하여져 왔다. 본 논문에서는 사진측량 기법을 이용하여 공공시설물 피해를 좀 더 빠르고 정확하게 조사할 수 있는 방법을 모색하였다. 두 개의 디지털 카메라를 프레임에 고정시켜 촬영시스템을 제작하였으며, 실제 피해 지역에서 이 시스템을 이용하여 피해 현장을 촬영한 후 피해정보를 추출하였다. 이렇게 산출된 피해정보와 토탈스테이션을 이용한 실측결과를 비교하여 제작된 시스템의 활용성을 확인하였다.
A subway or an underground railway is one of the representative public transportations which lots of people take everyday. Then, subway station, which is also one of the very important public civil infrastructures, generally services for a long period of time. During the service time of stations, they are easily damaged from environmental corrosion, material aging, fatigue, and the coupling effects with long-term loads and extreme loads. Recently, civil construction work on the places near station often creates lots of damages to the station. As these damages accumulate, the performance of station degenerates due to the above factors. They would inevitably reduce the resisting capacity of station against the disaster; even they bring into the collapse of stations with the structural failure under long-term loads and extreme loads. And, if disaster such as earthquake, fire, etc. happens, it causes huge property damage and threatens the human lives. Because of these above reasons, the structural health monitoring system need to be developed for ensuring the safety of station. In this paper, the development directions of the structural health monitoring system with fiber optic sensor and USN for subway station are briefly described.
'13년 87건, '14년 104건의 화학사고는 인명과 환경에 막대한 피해를 가져왔다. 또한 산업계는 피해처리와 복구에 많은 비용지출을 하였고 기업이미지에 큰 영향을 받았다. 대기 중으로의 빠른 확산과 독성을 갖는 화학사고는 근로자 뿐만 아니라 주변 거주 주민 등에도 위협적인 존재이다. 이러한, 화학사고의 원인을 철저히 분석하기 위해서는 체계적인 조사절차와 신뢰성 있는 결과가 도출되어야 한다. 본 연구를 통해 사고조사를 담당하는 각 기관의 제도를 비교 분석하여 화학사고 현장조사 체계마련 시 기본 자료로 활용이 가능할 것으로 판단된다.
The main purpose of this work is to analyse damages caused by debris flows during the heavy rainfall at Inje province in Kangwondo, Korea. A series of site investigations have been performed to survey the characteristics of debris flows occurred during the summer season of 2006. It has been found that major losses and costs are triggered by discharge of soil and rock fragments from landslides. During the rainfall unexpectedly high precipitation rate of 113.5mm/hour and 355mm/day was recorded, which could happen at a 80-500 year period. Comparing the period of the rainfall with the time of the landslides, it has been found that the occurrence of the landslides is directly related to heavy rainfalls. At present, several debris barriers have been built at the valleys and natural slopes have been protected by the seed spray method. It is intended to propose an appropriate solutions of restoration of landslide damages and maintenance based on findings from the current study.
Currently, many punitive damages (or statutory damages) and class action laws are discussed in relation to the consumer damage relief system. It is in the background of the argument that the introduction of such a victim relief system will solve many small and large consumer damages. There are many cases in which the punitive damages compensation or the class action system are introduced in relation to the food safety damage naturally. Although the introduction of such a system can clearly help the consumer to relieve large-scale damage, it can not solve all the problems at once because the company can reject the system despite the introduction of such a system. In particular, class action lawsuits should have the same type of damage, but most of the damage caused by food safety is accompanied by physical harm, resulting in various complications such as the physical characteristics of the victim, the health environment. The class action system may not provide a solution in that the content and type of the damage may be different. In this regard, this study aims to investigate the introduction of the food safety damage relief system through the introduction of an administrative dispute settlement system by an administrative agency that occupies an absolute position in the existing consumer protection from this point of view. In reality, the Food and Drug Administration, which is the largest among government agencies related to food, operates a passive attitude consumer protection system such as function like guidance, supervision and surveillance. And it is necessary to make a complementary proposal. In the current law, there is only a small part of the consumer protection work that is positively legal, and even after the damage is scientifically identified, it is not possible to present the solution to the damage suffered by the consumer through legislation. This is a fact that has been raised. In this paper, we propose a reasonable and rapid disaster relief procedure through a separate mechanism within the administrative agency, which is the administration agency, that the dispute settlement procedure due to food safety damage is insufficient by solving the case through the court through counseling, dispute adjustment and civil proceedings. In order to solve the problem of food insecurity and the food industry, various ways of rational solution of the problem were considered. The possibility of (1) Establishment of a food safety dispute resolution committee; (2) Establishment of a food safety disaster relief committee; and (3) Establishment of a food safety disaster relief committee was discussed. In addition, a plan for the creation of a food damage compensation fund was also proposed.
Disasters that occur most frequently in rural areas are drought, flood, damages from wind and cold weather. Among these, damages from storm and flood and drought are the main disasters and recently, these are occurring on a large scale due to unusual weather conditions. Under such circumstances, projects and researches on disasters in rural areas are under way but they are mostly targeting one area or making approaches focusing on repair facilities, maintenance project of facilities in small streams, and disaster management, so there have not been enough studies on the current status of overall damaged facilities in the rural areas. Against this backdrop, through the analysis of the current status of damaged facilities due to storm and flood in rural areas, this study aims to provide base data for policies needed for disaster recovery planning and maintenance work of rural areas. For the analysis of damaged facilities due to storm and flood in rural areas, using the annual report on disasters issued by Ministry of Public Safety and Security and based on the occurrence rate of estimated damage in each city and district for the past 10 years(2004~2013), 8 areas with the highest number of occurrence and cost of damage were found from each province and target areas were selected. Then, regarding the selected target areas, the General Plan for Reducing Damages from Storm and Flood, which is the report on top-level plan for preventing disasters, was secured and the current status of damaged facilities were analyzed. After organizing the analysis of current status, the tendency of damaged facilities due to storm and flood in rural areas, the items of damaged facilities depending on the types of storm and flood damages, and risk factors were suggested. Based on this result, in order to generalize the results of follow-up researches, it is thought that disaster recovery planning and establishing the system of remodeling items necessary for maintenance work would be possible by analyzing damage investigation items recorded in additional researches on rural areas, researches on natural disasters, and recovery plan instructions and by conducting on-site investigation on the damaged villages from storm and flood in rural areas.
본 연구의 목적은 강원도 산악지역에서 교량 설계 지침 개발에 있다. 2002년 태풍 루사, 2003년 매미, 2006년 에위니아에 이은 7월 집중호우로 강원도 산악지역에서는 큰 피해를 당한 바 있다. 이런 피해의 원인은 강원도 산악지역에 위치하는 하천의 지역적, 지형학적 조건을 고려하지 못한 부분적인 이유도 있는 것으로 판단된다. 교량피해의 대부분은 교각과 교대의 기초부분 세굴(침식) 때문에 발생되었다. 다른 이유로는 고사목, 나뭇가지 및 부유잡물 등이 교각과 상판에 걸려서 물의 흐름을 어렵게 만들거나 차단 시켜서 발생되었다. 수해현장의 피해 형태와 원인 등을 분석하여 이로부터 설계 지침을 제시하였다.
본 연구는 재해를 줄이고 철저한 대비를 하기 위하여 재난에 관한 정보를 체계적으로 수집 및 분석하고 이를 활용 할 수 있는 재난 관리 정보시스템이 요구되고 있다. 이러한 관점에서 도시방재 GIS시스템 구축방안을 모색함에 있어서 보다 구체적이고 효율적인 연구결과를 도출하기 위하여 일본 한신 대지진 사례를 통한 일본 GIS을 활용한 방재시스템 구축효과 및 개선방안을 고찰하였다.
