  • The general public's interest level towards safer life is increasing due to not only ever-changing faces of disasters and increased frequency of climate-change related disasters but also enhanced standard of living. Demand for disaster-safety industry is also increasing. Several policies for disaster-safety industry have been introduced. The policies, however, did not fully reflect the level of people's interest. This study is to investigate possible ways to reflect general public's interests towards disaster-safety industry using social media analysis, so that disaster-safety industry can be properly promoted. To examine the level of general public's interest, social media data during the last three years were compiled and analyzed. It was found that the interest level was highest towards, firstly, information on just-happened real disasters, secondly, necessary knowledge in real life which could be applied immediately if disasters strike. It was also confirmed that social media was useful in analyzing people's interest level quickly, because social data have been found to be sharply increased during the 2016 Gyeongju Earthquake in Korea. This study suggests applicable plans for disaster-related industry promotion based on social media data using general public's interest level.

  • In order to establish and operate a rapid and effective disaster safety management system in an emergency situation that threatens the safety of citizens, such as disaster, accident or terrorism, appropriate responses are necessary. An integrated task execution system for rapid response and restoration should be implemented not only by the central ministries related to disaster management and response, but also by local governments, NGO, and individuals, under clear role sharing. In the case of Seoul city, it is urgent to establish an effective disaster management system for preventing and responding to disasters, because of the increasing possibility of natural disasters due to climate change, the threat of terrorism, urban decay and the industrial accidents. From the perspective of governance, this study tried to seek out countermeasures such as disaster response system and command system at disaster site centering on Seoul city government interdepartmental organization system, implementation process and systematization of response procedures.

  • As the diversity of disasters continues to increase, the concept of "complex disasters" has gained prominence in various policies and studies related to disaster management. However, there has been a certain limitation in the availability of the systematic statistics or data in advancing policies and research initiatives related to complex disasters. This study aims to analyze the macro-level characteristics of the complex disasters that have occurred domestically utilizing a 30-year span of a news data. Initially, we categorize the complex disasters into the three types: "Natural disaster-Natural disaster", "Natural disaster-Social disaster", and "Social disaster-Social disaster". As a result, the "natural diaster-social disaster" type is the most prevalent. It is noted that "natual disaster-natural disaster" type has increased significantly in recent 10 years (2011-2020). In terms of specific disaster types, "Storm and Flood", "Collapse", "Traffic Accident", "National Infrastructure Paralysis", and "Fire⋅Explosion" occur the most in conjunction with other disasters in a complex manner. It has been observed that the types of disasters co-ocuuring with others have become more diverse over time. Parcicularly, in recent 10 years (2011-2020), in addition to the aforementioned five types, "Heat Wave", "Heavy Snowfall⋅Cold Wave", "Earthquake", "Chemical Accident", "Infectious Disease", "Forest Fire", "Air Pollution", "Drought", and "Landslide" have been notable for their frequent co-occurrence with other disasters. These findings through the statistical analysis of the complex disasters using long-term news data are expected to serve as crucial data for future policy development and research on complex disaster management.

  • This study presents problems and improvement measures for the supply rate of single-alarm detector and fire extinguisher installed in households. Statistics from the NFDS show that 18 percent of all fires and 45 percent of deaths occurred in residential buildings over the past eight years. It was less than 60% that households be equipped rate of basic fire-fighting systems by 2019. In this study, I analyzed the law and statistics of fire to devise a method for fire safety. I proposed that the basic fire-fighting systems is be equipped in households. Like this : First, a free distribution policy for the over 60 years of age and Areas where is fire engine difficult to enter. Second, the policy of adopting safety pay in disaster. Third, the policy of expanding supply through the revision of the Licensed Real Estate Agents Act. • With about 75% of the population of Korea criticizing the government's disaster policy and a failure to respond to large-scale emergency like the Sewol ferry sinking means that there is a deep distrust in the government. In order to prevent dreadful disasters such as the Sewol ferry sinking, it is important to secure a prime time with respect to disaster safety. Improving crisis management skills and managerial role of police officers who are in close proximity to the people is necessary for the success of disaster management. With disaster management as one of the most essential missions of the police, as a part of a national crisis management, a step by step strengthening of the disaster safety management system of the police is necessary, as below. First, at the prevention phase, law enforcement officers were not injected into for profit large-scale assemblies or events, but in the future the involvement, injection should be based on the level of potential risk, rather than profitability. In the past and now, the priortiy was the priority was on traffic flow, traffic communication, however, the paradigm of traffic policy should be changed to a safety-centered policy. To prevent large-scale accidents, police investigators should root out improper routines and illegal construction subcontracting. The police (intelligence) should strengthen efforts to collect intelligence under the subject of "safety". Second, with respect to the preparatory phase, on a survey of police officers, the result showed that 72% of police officers responded that safety management was not related to the job descriptions of the police. This, along with other results, shows that the awareness of disaster safety must be adopted by, or rather changed in the police urgently. The training in disaster safety education should be strengthened. A network of experts (private, administrative, and police) in safety management should be established to take advantage of private resources with regard to crisis situtions. Third, with respect to the response phase, for rapid first responses to occur, a unified communication network should be established, and a real-time video information network should be adopted by the police and installed in the police situation room. Fourth, during the recovery phase, recovery teams should be injected, added and operated to minimize secondary damage.
