  • This study indicates direction on establishment of the operational plan for disaster mitigation and its implementation for maintaining business continuity of the local company of the first step, and seeks plans for maintaining their continuity through the establishment of early counter system constructed for achieving lasting safe at the any disaster. For achieving it, we investigated the standard of disaster management selected by the government called "Incident Preparedness and Operational Continuity Plan" Guideline, and investigated a guideline to be easily applied to domestic companies. And, we also studied on how to build the operational plan of disaster mitigation and apply IT techniques to A corporation. Especially, this study indicates the models of establishment of risk assessment, impact analysis, prevention and mitigation plan, response management plan for the establishment of plan among 5 main steps on "Incident Preparedness and Operational Continuity Management" Guideline. We devised the plan to activate the disaster mitigation activity throughout the country. It shows the skills to be prepared to upgrade the level of disaster response in this study.

  • In modern society, disasters frequently occur, and the effect is getting more massive. Also, unpredictable future increases anxiety about social security. Accordingly, in order to prevent national-scale emergency from happening, it is highly required governments' role as ICT power nation and transition to disaster management system using big data applied service. Thus, e-gov necessarily acquires disaster response system in order to predict and manage disasters. Disasters are linked with some attributes of modern society in diversity, complexity and unpredictability, so various approach and remedies of them will appease the nation's anxiety upon them. For this reason, this manuscript suggests epidemics preactive warning algorithm model as a mean of reduce national anxiety on disaster using big data for social security. Also, by recognizing the importance of e-gov and analyzing problems in weak disaster management system, it suggests political implication for disaster response.

  • The Environment of disaster has more complicated, diversified and unpredicted sides, which causes extensive damage to humankind. Above all, presently the climatic change causes worldwide disaster of nature like cataclysm, intense heat, drought, earthquake and hard winter. After 9.11, most of countries continuously try to protect their own compatriots' life and property which forms the social safety net as well. • Purpose: The Ministry of Employment and Labor has been working hard to ensure the safety of workers due to heavy rain during natural disasters as the responsible ministry in charge of preventing industrial accidents and health problems for workers. Accordingly, the Ministry of Employment and Labor intends to analyze actual cases of responding to heavy rain disasters and suggest ways to improve the response system. Method: An emergency response system implemented to respond to heavy rain disasters with an internal expert group composed of those in charge of disaster work at headquarters, local government offices, and Korea Occupational Safety and Health Agency, and an external expert group composed of professors, consulting representatives, and disaster managers from other ministries. Contents on self-inspection by industry, workplace inspection, use of serious siren, safety management and restoration work guidance were reviewed. Result: First of all, it is necessary to check the regular contact system from time to time, and it is also necessary to prepare and distribute detailed self-checklists for each industry. In addition, it is necessary to check the implementation of self-inspection when inspecting workplaces, and it seems necessary to have measures to increase the readability of information notified through serious disaster sirens. In addition, since safety work is done in the form of a contract, it seems necessary to prepare specific safety guidelines. Conclusion: In order to protect the lives of workers due to seasonal harm and risk factors, unlike the passive coping methods of the past, abnormal weather should not be regarded as an unexpected situation, and it should be actively and preemptively responding beyond the conventional framework.

  • The wooden cultural assets have the characteristics such as the fast spread of flame and leading to total destruction. Therefore, there is a need for a system for early countermeasure of recognized problem, along with the technological response for accurately recognizing the situation, for the prevention and early suppression of fire. To utilize such technology for detecting the situation through the latest ubiquitous technology and for a quick response to suppress fire, the ubiquitous sensor network (USN) technology, flame detector, image sensor, USN-based cultural asset disaster prevention management application case and malfunction identification system realization were examined in this study and the study result was presented focusing on the flame detector malfunction identification system for the ubiquitous-type cultural asset disaster prevention system.

  • Purpose: This study explored the improvement and the direction of the smart disaster management system newly attempted in South Korea by analyzing the utilization of the existing system. This study focuses on making it easy to apply to user tasks and improving on site information. Research design, data and methodology: Problems were identified through field surveys with administrators in charge of administration and public institutions based on GIS based status board for NDMS which is widely used in Korea. Also, this study attempted to generalize to specialists in disaster management who are more likely to use the system in the future. Results: We derived improvement plans and verified the results through expert feedback. The results show that the GIS based status board for NDMS is cumbersome to use due to the vast array of unnecessary information compared to the high expected utilization. Conclusions: We found that improving the speed and accuracy of the smart disaster management information delivery system is necessary. Also, it is important to identify reasons for not improve the willingness to use this technology in disaster management and to figure out the process by which field personnel makes decisions that smart disaster information cannot be used for disaster management.

  • When accidents that relate to a large numbers of people occur, such as disasters involving group tours by ship or aircraft, or large-scale chemical leakages, it is very important to know the personal identification of victims and to determine their locations and status. It is true that there will be serious damage or injury to people who engaged especially when information does not transfer properly or people get inaccurate one. In this study, therefore, we analysed the disaster response management system for rescued people of the Sewo ferry sinking accident. Based on the analysis we proposed to improve the real-time disaster management system with ICT(Information & Communication Technology).

  • This research is to assess the relationship Big Data attributes and disaster response process. The hypothesis are designed to form decision making between situation awareness and disaster response by defining major attribute of Big Data(Volume, Variety, Velocity, Complexity). It is proved whether there is a moderating effect in cause-and-effect relationship by visualizing Big Data. To test the hypotheses, it was conducted a questionnaire survey of civil servants in charge of disaster-related government employees, and collected 320 data(without 12 undependable responses). The research findings are suggested the attributes of accumulation, expandability, flexibility, real-time, analytical, combination of Big Data have a strong effect on disaster manager's situation awareness.

  • Purpose: The purpose of this study is to present the direction of improvement of safety management by reviewing the current status of forest fire accidents that are becoming larger throughout the year and the problems of the response system. Method: Domestic and foreign literature survey and statistics of recent forest fire accidents by Statistics Korea investigated and analyzed the cause, number of damage, and suggested ways to improve forest fire safety management through domestic and foreign forest fire response systems. Result: Through the analysis of the causes of recent wildfires and overseas response cases, measures to improve the safety management of wildfires in terms of hardware, software, and humanware were derived. Conclusion: The plan to improve forest fire safety management was classified into three main categories and presented, and it should be embodied through further related research.
