These days news about natural disaster caused by earthquake, typhoon is broadcasted frequently. At this moment, structure' healthy is threatened by natural disaster, only way to minimize the casualties and property damage is doing accurate alert. In this research, I designed Expert system to reduce wrong-alert and elevate the accuracy. The expert system put many sensors close to each other as a one group. We focus on elevating reliability of monitoring system by comparing each nearby sensor's state not one single sensor. Providing accurate data which can decide safe to structure manager can minimize current damage by early response, also has advantage that can prevent additional damage can be occur in the future.
Recently, disaster accidents have occurred frequently over the world, and disaster have been continuously studied using remote sensing due to large scale and hard-to-reach features. The collapse of Laos Xe pian-Xe namnoy dam in 2018 also caused a lot of human and economic damage. This study's purpose is to change detect water system due to the collapse of Xe pian-Xe namnoy dam in Laos and to derive areas where future flooding is expected. The water system is extracted from each image of KOMPSAT-5 before and after the dam collapse in order to quantitatively change detect in the water system. The result of the water system area increased more than 10 times after the dam collapse. In addition, it is confirmed that the newly created water system is thickly created in areas of low altitude area. This study result can be used in the future to systematize the pre-response to abnormalities and issues in existing operating dams. And then, if combined with other remote sensing data, more diverse and specific results could be obtained.

In recent years, dangerous materials and gas leak accidents have been frequently occurred. The hazardous materials storage facility accidents are not rapidly controlled when a leak is detected, unlike other chemical plants can be controled. Externally, the human has to approach and respond to the source of leaking directly. As a result, the human and material damage are likely to larger result in the process. The current approach has been passive response after ringing the alarm. In this study, the suggested tracking system of the leak resource is designed system to track the resource actively by utilizing the mobile sensor robot platform, which can be made easily through recent rapid development technology, is verified through prototype system. Thus, a suggested system should pave the way for minimizing the spread and damage of the accident based on the exact site situation of the initial leak and quick and early measures.
Purpose: The purpose of this study is to present the preemptive prevention and improvement measures for aviation safety management by examining the current status of the aviation industry and the operation system of the aviation safety management system and identifying the shortcomings of the currently operating aviation safety management system. Method: A plan to improve aviation safety management was proposed through an analysis of recent incidents and accidents, current status of domestic laws, and analysis of overseas operating institutions and safety management systems. Result: Through the recent aircraft safety-related incidents, deficiencies of currently operating aviation safety management, and response cases of advanced countries in overseas aviation, improvement points in terms of management systems and laws and preventive aviation safety management plans were derived. Conclusion: The method for improving aviation safety management was presented based on the technique using data, and it should be materialized through additional related research.

Early detection in real-time response of slope movements ensures tremendous saving of lives and repair costs from catastrophic disaster Therefore, it is essential to constantly monitor the performance and integrity of slope-stabilizing structures such as Rock bolt, Nail and Pile during or after installation. We developed a novel monitoring system using Fiber Bragg Grating (FBG)sensor. It's advantages are highly sensitivity, small dimension and electro-magnetic immunity. capability of multiplexing, system integrity, remote sensing - these serve real-time health monitoring of the structures. Real-time strain measurement by the signal processing program is shown graphically and it gives a warning sound when the monitored strain state exceeds a given threshold level so that any sign of abnormal disturbance on the spot can be easily perceived.

This study was conducted to investigate the trends in domestic and international disaster-related research through a systematic review of the literature and to establish a basis for future disaster-related countermeasures and development directions. A related literature search was conducted through the domestic and foreign databases through the combination of disaster-related terms from 2000 until February 28, 2017, and 79 articles were used in the analysis based on selection and exclusion criteria of 177 total documents. As a result of the research, 31.6% of disaster research type was quantitative studies, and 29.1% of the major disciplines were medical research. In addition, there were engineering(18.9%), public administration(13.9%), and nursing(11.4%). In foreign literature, there are many triage studies for the classification of patients in multiple lesions. On the other hand, only 30.4% of total triage studies in Korea were detected. Most of them were related to triage development, triage evaluation, triage research, and reviews. In addition, according to the disaster nursing capacity framework of the International Council of Nurses, 72.3% of studies were related to the response phase. Future research on disasters requires interdisciplinary convergence, patient classification, and technology integration to improve the survival rate of multiple injuries, and an integrated system based on the results of collaborative research among interdisciplinary groups is needed.
Purpose: In response to the critical risk of fire due to the characteristic of Publicly used establishments(hereinafter referred to as PUE), 'Special Act on the Safety Control of PUE' was enacted in 2006 and is still in operation. However, in spite of numerous revisions so far, still there are problems to be resolved. This study analyses the regulatory regime of fire safety in UK to find measures which could fundamentally improve the safety management of PUE. Method: This study compares and analyses the safety management system of PUE in Korea and the case of the UK by using the comparative research method. Result: As a result of the qualitative analysis, some noticeable systems and concepts of the UK regulatory regime have been discovered(e.g. 'Responsible person', 'Fire risk assessment', 'Fire safety audit', etc.) and consequently, 'Proposal for the Fire Safety Management System for PUE' is designed based on the findings from examples in the UK and drawbacks of safety management of PUE. Conclusion: This study proposes the way to improve the safety management of PUE into a more rational and effective system by analysing the case of the UK, which reorganised the fire safety management to the private sector centered, in which the fire authority minimizes intervention.

The 'alert' is to provide a signal or information beforehand, in order to prepare against situations in which abrupt incidents or disasters are expected. In other words, the purpose of alert is to help people or respondents to take precautions against and quickly cope with disasters or incidents, before those actually occur. This paper draws requirements of alert system from definitions of the alert and cases of it home and abroad. Following requirements of alert system are derived to allow subjects responsible for alert issue to quickly handle changes of situations; 1) identification of subjects responsible for alert issue, 2) use of definite terms regarding alert levels, for prompt actions, and 3) distinct separations among alert levels. This paper suggests improvement directions by extracting several problems of National Crisis Alert System according to such requirements.

In Korea, as disasters become larger and more complex, there is a trend of shifting from a focus on response and recovery to a focus on prevention and preparedness. In order to prevent and prepare for disasters, each local government manages disaster management resources by stockpiling them. However, although disaster management resources are stored in individual warehouses, they are managed by department rather than by warehouse, resulting in insufficient management of disaster management resources due to the heavy workload of those in charge. In order to intensively manage these disaster management resources, an integrated disaster management resource management center is established and managed at the metropolitan/provincial level. In the case of Gangwon-do, the subject of this study, a warehouse is rented and operated as an integrated disaster management resource management center. When leasing an integrated management center, there is the inconvenience of having to move the location every 1 to 2 years, so it is deemed necessary to build a dedicated facility in an available site. To select a location candidate, network analysis was used to measure access to and use of facilities along interconnected routes of networks such as roads and railways. During network analysis, the Location-Allocation method, which was widely used in the past to determine the location of multiple facilities, was applied. As a result, Hoengseong-gun in Gangwon-do was identified as a suitable candidate site. In addition, if the integrated management center uses our country's logistics system to stockpile disaster management resources, local governments can mobilize disaster management resources in 3 days, and it is said that it takes 3 days to return to normal life after a disaster occurs. Each city's disaster management resource stockpile is 3 days' worth per week, and the integrated management center stores 3 times the maximum of the city's 4-day stockpile.

The proper operation and safety management of water and wastewater treatment systems are essential for providing stable water service to the public. However, various natural disasters including floods, large storms, volcano eruptions and earthquakes threaten public water services by causing serious damage to water and wastewater treatment plants and pipeline systems. Korea is known as a country that is relatively safe from earthquakes, but the recent increase in the frequency of earthquakes has increased the need for a proper earthquake management system. Interest in research and the establishment of legal regulations has increased, especially since the large earthquake in Gyeongju in 2016. Currently, earthquakes in Korea are managed by legal regulations and guidelines integrated with other disasters such as floods and large storms. The legal system has long been controlled and relatively well managed, but technical research has made limited progress since it was considered in the past that Korea is safe from earthquake damage. Various technologies, including seismic design and earthquake forecasting, are required to minimize possible damages from earthquakes, so proper research is essential. This paper reviews the current state of technology development and legal management systems to prevent damages and restore water and wastewater treatment systems after earthquakes in Korea and other countries. High technologies such as unmanned aerial vehicles, wireless networks and real-time monitoring systems are already being applied to water and wastewater treatment processes, and to further establish the optimal system for earthquake response in water and wastewater treatment facilities, continuous research in connection with the Fourth Industrial Revolution, including information and communications technologies, is essential.
