Design of a Disaster Big Data Platform for Collecting and Analyzing Social Media (소셜미디어 수집과 분석을 위한 재난 빅 데이터 플랫폼의 설계)

  • Recently, during disasters occurrence, dealing with emergencies has been handled well by the early transmission of disaster relating notifications on social media networks (e.g., Twitter or Facebook). Intuitively, with their characteristics (e.g., real-time, mobility) and big communities whose users could be regarded as volunteers, social networks are proved to be a crucial role for disasters response. However, the amount of data transmitted during disasters is an obstacle for filtering informative messages; because the messages are diversity, large and very noise. This large volume of data could be seen as Social Big Data (SBD). In this paper, we proposed a big data platform for collecting and analyzing disasters' data from SBD. Firstly, we designed a collecting module; which could rapidly extract disasters' information from the Twitter; by big data frameworks supporting streaming data on distributed system; such as Kafka and Spark. Secondly, we developed an analyzing module which learned from SBD to distinguish the useful information from the irrelevant one. Finally, we also designed a real-time visualization on the web interface for displaying the results of analysis phase. To show the viability of our platform, we conducted experiments of the collecting and analyzing phases in 10 days for both real-time and historical tweets, which were about disasters happened in South Korea. The results prove that our big data platform could be applied to disaster information based systems, by providing a huge relevant data; which can be used for inferring affected regions and victims in disaster situations, from 21.000 collected tweets.

  • Globally, frequency and scale of natural disasters are growing, also the damage is increasing. In view of the damage by natural disasters for several years, it is true that Korea is not free from such damages. In this paper, we propose a process to efficiently manage recovery resources in case of disaster damage. We utilize the IoT technology to detect the resource status in real time, and configure the process so that the state and movement of the recovery resource can be grasped in real time through the resource activity recognition module. In addition, we designed the database that is necessary to actualize it, and developed and experimented resource activity recognition module using smart-phone sensors. This will contribute to building a quick and efficient disaster response system.

  • With the development of the today's advanced industry civilization, We are always inhering a safety frigidity about disasters of various kinds when and where we may happen. The fires and disasters to be enlarged day by day are reported everyday through the mass communication. Therefore, a prevention countermeasure about the every kind fire and disaster is above all important along the social and the days requirement. As a kind of such countermeasure, this paper is proposed about automatic transmission system of disasters alarm by using wire and wireless communication network. The automatic transmission system prevents the unexpected fire or disaster from a sudden occurrence at the house, industrial field or at the place without the human. The proposed system has the characteristic of high precision and high response speed comparing with conventional system. Also, as the proposed system is small size and lightweight, the users have economic advantage and simply install the system.

  • Recently, rural housing in urban areas has been increasing due to the improvement of income level. With the increase of the construction of the power house, the installation of the heating system using the harmonious fuel for the purpose of heating and the beauty of the room is increasing rapidly. In addition to the increasing use of firewood heating equipment, the incidence of fire is also increasing. Analysis of the National Fire Data System of the Fire Department The result of the analysis of the National Fire Data System Many parts of the fire are incinerated by the accumulation of tar due to the incompleteness of periodic cleaning inside the cylinder. The distance between the fire extinguisher and the combustible materials such as ceiling, Resulting in fire. In addition, it was found that much of the fire of the firewood heating system in the time zone occurs during the sleeping and resting time and there is not enough time for the residents to cope. This, in turn, causes serious harm to the lives and property of the users of the pyrotechnic heating system. Therefore, in this study, domestic and foreign standards and laws related to fuel oil heating facilities were analyzed and 12 cases of fire accidents were analyzed. Through the revision of the fire prevention and firefighting facilities installation and maintenance law, the installation standards of the alarm and fire extinguishing facilities were presented.

  • Volcanic ash has been predicted to be the main source of damage caused by a potential volcanic disaster around Mount Baekdu and the regions of the Korean peninsula. Computer simulations to predict the diffusion of volcanic ash should be performed according to prevalent meteorological situations within a predetermined time. Therefore, a workflow using pipelining is proposed to parallelize the software used for this computation. Due to the nature of volcanic calamities, the simulations need to be carried out for various plausible conditions given that the parameters cannot be precisely determined during the simulations, even at the time of a volcanic eruption. Among the given conditions, computations need to be first performed for the condition with the highest probability so that a response to the volcanic disaster can be provided using these results. Further action can then be performed later based on subsequent results. The computations need to be performed using a volcanic disaster damage prediction system on a computing server with limited computing performance. Hence, an optimal distribution of the computing resources is required. We propose a method through which specific data can be provided first to the proposed pipeline-based workflow.

  • Including heat wave, Climate change caused 150,000 casualty in 2000 and heat waves are meteorological events that pose a serious threat to human health. A heat wave is defined as "a period of abnormally and uncomfortably hot and usually humid weather". There is a need for the prevention of health effects due to weather and climate extremes. This study intends to propose the necessity of Response System to correspond to extreme heat. And this research focused on Cooling Center manual of facility and maintenance for extreme heat disaster. It would be useful to be planned based on community and to be taken a role as an E.O.C.(Emergency Operating Center). As a conclusion elderly watching system and the requirements regional cooling center facility was proposed.

  • Most damages of civil infrastructures under natural disasters are frequently occurred at surrounding areas of the river or the road. Every year, Recovery for these disaster damages are performed by the government. Recently, the government decide to change current recovery plan system because current recovery plan which doesn't consider future disaster impacts at a site has been proved to be ineffective. Accordingly, new permanency recovery plan system is needed and its corresponding ideas are presented in this research considering more detailed disaster damage classifications and cause assessments. The proposed permanency recovery plan would also provide more systematic and diverse recovery response strategies including both two concepts, for example Preparedness considered by risk assessment and management, and Mitigation investigated by hazard impact analyses.

  • In the 4th Industrial Revolution, AI(Artificial Intelligence) and IoT(Internet of Things) technologies are being applied to across various fields, with particularly prominence in asset management, disaster management, and meteorological observation. In these fields, it is necessary to accurately determine the real-time and precise tracking of the object's location and status, and to collect various data even in situations that are difficult to detect with existing sensors. In order to address these demands, the use of GNSS(Global Navigation Satellite System) is essential, and this technology enables the efficient management of assets, disaster prevent and response, and accurate weather forecasting. In this paper, we provide the investigated results for the latest trends in the application of GNSS in the fields of asset management, disaster management, and weather observation, among various fields incorporating AI and IoT and analyze them.

Evaluation of Disaster Resilience Scorecard for the UN International Safety City Certification of Incheon Metropolitan City (인천시 UN 국제안전도시 인증을 위한 재난 복원력 스코어카드 평가)

  • This study is a case study that applied 'UNDRR's Urban Disaster Resilience Scorecard', an evaluation tool necessary for Incheon Metropolitan City to be certified as an international safe city. I would like to present an example that the results derived from this scorecard contributed to the Incheon Metropolitan City Disaster Reduction Plan. Of course, the Disaster Resilience Scorecard can't provide a way to improve the resilience of every disaster facing the city. However, it is to find the weakness of the resilience that the city faces, and to propose a solution to reduce the city's disaster risk. This is to help practitioners to recognize the disaster risks that Incheon Metropolitan City faces. In addition, the solution recommended by UNDRR was suggested to provide resilience in areas vulnerable to disasters. It was confirmed that this process can contribute to improving the disaster resilience of Incheon Metropolitan City. UNDRR has been spreading 'Climate Change, Disaster-resistant City Creation Campaign', aka MCR (Making Cities Resilient) Campaign, to cities all over the world since 2010 to reduce global cities' disasters. By applying the disaster relief guidelines adopted by UNDRR, governments, local governments, and neighboring cities are encouraged to collaborate. As a result of this study, Incheon Metropolitan city's UN Urban Resilience Scorecard was evaluated as a strong resilience field by obtaining scores of 4 or more (4.3~5.0) in 5 of 10 essentials; 1. Prepare organization for disaster resilience and prepare for implementation, 4. Strong resilience Urban development and design pursuit, 5. Preservation of natural cushions to enhance the protection provided by natural ecosystems, 9. Ensure effective disaster preparedness and response, 10. Rapid restoration and better reconstruction. On the other hand, in the other five fields, scores of less than 4 (3.20~3.85) were obtained and evaluated as weak resilience field; 2. Analyze, understand and utilize current and future risk scenarios, 3. Strengthen financial capacity for resilience, 6. Strengthen institutional capacity for resilience, 7. Understanding and strengthening social competence for resilience, 8. Strengthen resilience of infrastructure. In addition, through this study, the risk factors faced by Incheon Metropolitan City could be identified by priority, resilience improvement measures to minimize disaster risks, urban safety-based urban development plans, available disaster reduction resources, and integrated disasters. Measures were prepared.

  • This study aims to compare the role of the public sector in the U.S. and Korean medical security systems and study response measures in the social risk situation of the COVID-19 virus. The COVID-19 pandemic was a typical case of a 'disaster' that spread across the world across borders in a short period of time and caused serious social welfare losses by increasing the annual number of deaths by approximately 4% in 2020. Threats to health security, such as changes in social order, unpredictable endings, prolonged control of daily life, and deepening inequality, affected the economy, politics, and environment as a whole, and people had to experience anxiety and confusion due to mental and physical stress. Furthermore, developed countries failed to provide help to low-income countries in the face of global disasters. In this situation, the country's disaster management capacity to minimize harm and secure resilience, especially disaster response capacity in the health and medical field, is inevitably very important. Therefore, this study compares how the health insurance system, which is a system to guarantee citizens' right to life, differs from the United States, a liberal health care country, and raises the need to strengthen the role of the public sector.
