Due to harsh conditions of disaster areas, understanding of current feature of collapsed buildings, terrain, and other infrastructures is critical issue for disaster managers. However, because of difficulties in acquiring the geographical information of the disaster site such as large disaster site and limited capability of rescue workers, comprehensive site investigation of current location of survivors buried under the remains of the building is not an easy task for disaster managers. To overcome these circumstances of disaster site, this study makes use of an unmanned aerial vehicle, commonly known as a drone to effectively acquire current image data from the large disaster areas. The framework of 3D model reconstruction of disaster site using aerial imagery acquired by drones was also presented. The proposed methodology is expected to assist rescue workers and disaster managers in achieving a rapid and accurate identification of survivors under the collapsed building.

Recently, as the frequency of natural disasters has increased, causing enormous human and material damage, the importance of managing disasters is emphasized. In particular, as the concept of Build Back Better becomes meaningful, it has appeared that considering it during Post-disaster Reconstruction is a necessity. Therefore, in this study, the relative importance evaluation and correlation analysis were performed for each influencing factor through the derivation of the influencing factors that should be considered during the reconstruction approach stage of reconstruction after disasters, and a survey of overseas disaster-related experts. As a result of the analysis, 'Adaptability to the environment changes in the future was derived as the most significant influencing factor. It seems that the results of this study can be used as basic data when carrying out the reconstruction project.

Wildfire disasters in the United States impact lives and livelihoods by destroying private homes, businesses, community facilities, and infrastructure. Disaster victims suffer from damaged houses, inadequate shelters, inoperable civil infrastructure, and homelessness coupled with long-term recovery and reconstruction processes. Cities and their neighboring communities require an enormous commitment for a full recovery for as long as disaster recovery processes last. State, county, and municipal governments inherently have the responsibility to establish and provide governance and public services for the benefit and well being of community members. Municipal governments' comprehensive and emergency response plans are the artifacts of planning efforts that guide accomplishing those duties. Typically these plans include preparation and response to natural disasters, including wildfires. The standard wildfire planning includes and outlines (1) a wildfire hazard assessment, (2) response approaches to prevent human injury and minimize damage to physical property, and (3) near- and long-term recovery and reconstruction efforts. There is often a high level of detail in the assessment section, but the level of detail and specificity significantly lessons to general approaches in the long-term recovery subsection. This paper aims to document the extent of wildfire preparedness at the county level in general, focusing on the long-term recovery subsections of municipal plans. Based on the identified challenges, the researchers provide recommendations for better longer-term recovery and reconstruction opportunities: 1) building permit requirements, 2) exploration of the use of modular construction, 3) address through relief from legislative requirements, and 4) early, simple, funding, and the aid application process.
The purpose of this paper is to suggest the types of recovery activities and the major contents of preimpact recovery plan through theoretical review. Disaster recovery is to provide immediate support during the early recovery period necessary to return vital life support systems to minimum operation levels, and continuing to provide support until the community returns to normal. Disaster researchers distinguished 4 types in recovering from disaster as follows; an emergency period, a restoration period, a reconstruction period, and a developmental reconstruction period. And recovery measures are both short-term and long-term. Short-term measures are relief and rehabilitation and long-term measures include reconstruction. Finally, to design a preimpact recovery plan, we should define a disaster recovery organization that includes major stakeholders, identify the location of temporary housing, determine how to perform essential tasks, address the licensing and monitoring of contractors and retail price controls to ensure victims are not exploited, determine how recovery tasks will be carried out at historical sites, and recognize the recovery period as a unique time to enact policies for hazard mitigation and incorporate this objecive into the recovery planning process.
This study aims to discuss the spatial issues of disaster recovery from the Great East Japan Earthquake. Focused on tsunami-damaged regions, this study examines how major regional development issues have been dealt with. In the case study areas, the following ideal spatial methodologies have been suggested for tsunami recovery: building a compact city, intensifying fishing villages, and making a sustainable city. However, as the spatial restructuring have encountered practical barriers, reconstruction has been delayed, and the regional decline have been accelerating. To prevent regional decline which is inevitable after a disaster, this paper suggests that the area of disaster studies should be expanded to long-term recovery process beyond emergency response.

This study aims to create a disaster management system after an earthquake. Japan's earthquake disaster management system, including the Disaster Countermeasures Basic Act, addresses all of the disaster phases of prevention, mitigation, preparedness and emergency response as well as recovery and reconstruction with roles and responsibilities among the national and local governments clearly defined. Korea's earthquake disaster management system are including the Disaster Countermeasures Basic, but when the 9.12 earthquake occurred, problems such as insufficient early response, study on the earthquake lack were revealed. This study conducted a field survey and analyzed coping process after Po Hang earthquake. Therefore, this study have found that Disaster Management Headquarters are operated rapidly. They are coped with urgent safety inspection for damage facilities and soil liquefaction with advanced equipment. And The headquarters interviewed with victims. So they found out What the victims needed. However, when carrying out relief activities, Research of temporary housing and allocation of donations was not rapid. Further, this study have found that earthquake specialists were lack and disaster information transfer was not working. This study will be utilized as fundamental data in planning disaster management system after an earthquake.
The large-scale disasters occur to unexpected accidents such as natural disasters(earthquake, typhoon, tsunami, etc.), and human-caused accidents(fire, collapse, terror etc.). Rescue teams perform rescue activities to save many lives in large-scale disaster area. The main purpose of this study is to compose a optimal routing planning for rescue of multiple victims in disaster area. A realistic routing planning with rescue limit time which considers rehabilitation and reconstruction will be suggested in this study. A mathematical programming model and a hybrid genetic algorithm will be suggested to minimize the total spending time. By comparing the result, the suggested algorithm gives a better solution than existing algorithms.
School is a place to be done the education of Disaster Prevention and to be established the function of Disaster Prevention and seismic performance to secure the safety of children as well as emergency evacuation facilities for local communities in case of disaster. To improve the ability of Earthquake Disaster Prevention for students and teachers schools have to put the Earthquake Disaster Prevention on the subjects, for an example ethics, social study, science and gym and make a plan to efficiently manage school disaster prevention facilities. Seismic retrofitting on school facilities have to be established with the method of construction for steel bracings and seismic shear walls choosing old architectures first which is not the design with the seismic performance considering educational environmental aspects, and reconstruction of old architectures to get the agreement of societies. Furthermore, there is great demand for the effective, efficient and systematic improvement of school facilities for the use of shelters to be disaster prevention facilities.
