Uncertainty of Agrometeorological Advisories Caused by the Spatiotemporally Averaged Climate References (시공간평균 기준기후에 기인한 농업기상특보의 불확실성)

  • Agrometeorological advisories for farms and orchards are issued when daily weather exceeds a predefined range of the local reference climate, which is a long-term average of daily weather for the location. The reference climate at local scales is prepared by various simplification methods, resulting in uncertainty in the agrometeorological advisories. We restored daily weather data for the 1981-2010 period and analyzed the differences in prediction results of weather risk by comparing with the temporal and spatial simplified normal climate values. For this purpose, we selected the agricultural drought index (ADI) among various disaster related indices because ADI requires many kinds of weather data to calculate it. Ten rural counties within the Seomjin River Basin were selected for this study. The normal value of 'temporal simplification' was calculated by using the daily average value for 30 years (1981-2010). The normal value of 'spatial simplification' is the zonal average of the temporally simplified normal values falling within a standard watershed. For residual moisture index, temporal simplification normal values were overestimated, whereas spatial simplification normal values were underestimated in comparison with non-simplified normal values. The ADI's calculated from January to July 2017 showed a significant deviation in terms of the extent of drought depending on the normal values used. Through this study, we confirmed that the result of weather risk calculation using normal climatic values from 'simplified' methods can affect reliability of the agrometeorological advisories.

Risk Analysis of All Types of Cancer among Firefighters and Police Officers Using National Health Insurance Claim Data (건강보험 청구 자료를 이용한 소방 및 경찰공무원의 암 종별 위험도 분석)

  • Objectives: Firefighters and police officers are exposed to various occupational hazards. No studies in Korea have investigated the occurrence of cancer by type of cancer for the two occupations. This study aims to investigate the risk of occurrences associated with types of cancers in firefighters and police officers. Methods: Utilizing National Health Insurance(NHI) Claims data from 2006-2015, the study included 8,871,468 general workers, 25,001 firefighters, and 102,274 police officers. Using general workers as a control group, we calculated the standardized incidence ratios(SIR) by types of cancer for firefighters and police officers. After calculating the SIR for all subjects, the SIR was calculated by stratifying according to gender. Results: SIR of colon cancer 1.38(95% CI, 1.11-1.69), cancer of the liver and intrahepatic bile ducts 1.27(95% CI, 1.04-1.54), and 1.88(95% CI, 1.28-2.65) bladder cancer were higher firefighters than general workers. SIR of Lip, oral cavity, and pharynx 1.26(95% CI, 1.07-1.47), Stomach 1.14(95% CI, 1.06-1.23), colon 1.33(95% CI, 1.21-1.46), liver and intrahepatic bile ducts 1.21(95% CI, 1.10-1.32), pancreas 1.24(95% CI, 1.02-1.49), other skin 1.60(95% CI, 1.26-2.00), bladder 1.27(95% CI, 1.04-1.54), other urinary tract 1.46(95% CI, 1.27-1.68), other parts of central nervous system 1.68(95% CI, 1.10-2.46) were higher police officers than general workers. Conclusions: Both firefighters and police officers are exposed to various cancer occurrence risks, necessitating the development of occupational medical protection measures to reduce risk exposure factors.

Production and Spatiotemporal Analysis of High-Resolution Temperature-Humidity Index and Heat Stress Days Distribution (고해상도 온습도지수 및 고온 스트레스 일수 분포도의 제작과 이를 활용한 시공간적 변화 분석)

  • The impact of climate change on agriculture is substantial, especially as global warming is projected to lead to varying temperature and humidity patterns in the future. These changes pose a higher risk for both crops and livestock, exposing them to environmental stressors under altered climatic conditions. Specifically, as temperatures are expected to rise, the risk of heat stress is assessable through the Temperature-Humidity Index (THI), derived from temperature and relative humidity data. This study involved the comparison of THI collected from 10 Korea Meteorological Administration ASOS stations spanning a 60-year period from 1961 to 2020. Moreover, high-resolution temperature and humidity distribution data from 1981 to 2020 were employed to generate high-resolution TH I distributions, analyzing temporal changes. Additionally, the number of days characterized by heat stress, derived from TH I, was compared over different time periods. Generally, TH I showed an upward trend over the past, albeit with varying rates across different locations. As TH I increased, the frequency of heat stress days also rose, indicating potential future cost increases in the livestock industry due to heat-related challenges. The findings emphasize the feasibility of evaluating heat stress risk in livestock using THI and underscore the need for research analyzing THI under future climate change scenarios.

  • This study aims to compare the role of the public sector in the U.S. and Korean medical security systems and study response measures in the social risk situation of the COVID-19 virus. The COVID-19 pandemic was a typical case of a 'disaster' that spread across the world across borders in a short period of time and caused serious social welfare losses by increasing the annual number of deaths by approximately 4% in 2020. Threats to health security, such as changes in social order, unpredictable endings, prolonged control of daily life, and deepening inequality, affected the economy, politics, and environment as a whole, and people had to experience anxiety and confusion due to mental and physical stress. Furthermore, developed countries failed to provide help to low-income countries in the face of global disasters. In this situation, the country's disaster management capacity to minimize harm and secure resilience, especially disaster response capacity in the health and medical field, is inevitably very important. Therefore, this study compares how the health insurance system, which is a system to guarantee citizens' right to life, differs from the United States, a liberal health care country, and raises the need to strengthen the role of the public sector.

  • Based upon the previous experiences and typical oases of typhoon evasion fur ships as well as tile achievement in scientific research in this detrain, we developed the Intelligent Typhoon Evasion System for Ships. It consists of five subsystems, including electronic charts, ship movement management, typhoon information query and automatic plotting, real-time calculation of ship-typhoon situation, intelligent typhoon evasion decision making. With the synthetical application of analogy theory, synoptic chart, satellite cloud picture analysis, typhoon digital forecast and other relevant technologies, we leave established the typhoon evasion data bases. model bases and knowledge bases, which make it possible to automatically track the ships and typhoon paths. The system can realize ship-typhoon situation analysis, risk levee assessment, typhoon paths correction and course synoptic forecast, and intelligent typhoon evasion decision making.

The Protecton of Privacy on Secondary Use of Personal Health Imformation (의료기관 개인건강정보의 이차적 이용)

  • Along with the development of digital technologies, the information obtained during the medical procedures was working as a source of valuable assets. Especially, the secondary use of personal health information gives the ordeal to privacy protection problems. In korea, the usage of personal medical information is basically regulated by the several laws in view of general and administrative Act like Medicine Act, Public institutions' personal information protection Act, Information-Network Act etc. There is no specific health information protection Act. Health information exchange program for the blood donor referral related with teratogenic drugs and contagious disease and medical treatment reporting system for income tax convenience are the two examples of recently occurred secondary use of health information in Korea. Basically the secondary use of protected health information is depend on the risk-benefit analysis. But to accomplish the minimal invasion to privacy, we need to consider collection limitation principle first. If the expected results were attained with alternative method which is less privacy invasive, we could consider the present method is unconstitutional due to the violation of proportionality rule.

Effects of Music Therapy on Agitation in Dementia: Systematic Review and Meta-analysis (음악요법이 치매의 초조행동에 미치는 효과: 체계적 문헌고찰 및 메타분석)

  • Purpose: The purpose of this review was to assess the quality and to evaluate the effectiveness of music interventions in reducing agitation in older adults with dementia. Methods: Randomized controlled studies and randomized crossover studies were identified by searching MEDLINE, EMBASE, CINAHL, PsycINFO, AGELINE, Cochrane Central Register of Controlled Trials, Korea Med, Kmbase, RISS, National Assembly Digital Library, KISS, and RICH. Two reviewers independently retrieved articles, extracted data, and assessed the quality of studies. Results: In total, 10 studies were selected from 1095 unique citations. All included studies were conducted in long term care settings. Overall, risk of bias for included studies was low to moderate. The weighted average effect size across studies was -0.39 (95%CI [-0.69, -0.10], p=.009, $I^2=63%$). Music therapy was effective to reduce agitation of the older adults with dementia. Conclusion: Music intervention can be an effective non-pharmacological intervention for the reduction of agitation in dementia. Future studies need to use rigorous research method and to provide description of research methods in greater detail. In addition, future studies are required to explore the effects of music therapy according to severity of agitation and dementia.

A Study on u-paperless and secure credit card delivery system development

  • In the past, when the credit card was delivered to the customer, the postal agreement and receipt were signed by customer. The repossessed documents were sent back to the card company through the reorganization process. The card company checks the error by scanning and keeps it in the document storage room. This process is inefficient in cost and personnel due to delivery time, document print out, document sorting, image scanning, inspection work, and storage. Also, the risk of personal data spill is very high in the process of providing personal information. The proposed system is a service that receives a postal agreement and a receipt to a recipient when signing a credit card, signing the mobile image instead of paper, and automatically sending it to the card company server. We have designed a system that can protect the cost of paper documents, complicated work procedures, delivery times and personal information. In this study, we developed 'u-paperless' and secure credit card delivery system applying electronic document and security system.

Application of a Decision Support System for Total Maximum Daily Loads (오염총량관리를 위한 의사결정 지원시스템 적용)

  • A decision support system, Watershed Analysis Risk Management Framework(WARMF), was applied to the Kyungan Stream watershed, a tributary of Lake Paldang, for calculation of total maximum daily loads(TMDL). The WARMF system was developed by Systech Engineering, USA, and has been successfully used in several watersheds, for TMDL studies. The study area was divided into 14 sub-basins, based on digital elevation model(DEM). The integrated watershed and stream model of WARMF was validated by flow and BOD data measured during the year of 1999. There were reasonable agreements between model results and field data, both in water flow and BOD. The validated Kyungan WARMF was extensively utilized to study the quantitative relationship between waste loads and receiving water quality. Based on TMDL guideline at Paldang Lake and Kyungan Stream, the water quality criterion were set to be 3.0mg/L, 3.5mg/L, and 4.0mg/L at the watershed outlet. The allowable waste loads of BOD, both from point and non-point sources, were determined at each water quality criterion. From this study, it was concluded that the WARMF provided several advantages over the conventional application of watershed and stream models for TMDL study, such as time variable simulations, multiple possible soutions, and reduction loads for goal water quality, etc.

Characteristic Analysis on the Distribution Pattern of Discharge Signals Generated in the Power Cable (전력 케이블에서 발생되는 방전 신호의 분포패턴에 관한 특성 분석)

  • After the 1990's, a computer-aided partial discharge(PD) measurement system was referred in part of aging diagnosis using digital signal processing as the new technology has been studied. The PD patterns and relevant information for pattern recognition are discussed in PD research area, because discharge quantity(q), the number of discharge pulse(n) and the applied boltage phase($\varphi$) was combined with the system information of the aging state. This paper investigates the discharge phase and quantity, as well as the number of discharge(n) with regard to discharge signals generated in power cable. therefore, according to characteristic analysis on the distribution of $\varphi$, q and n, it is able to apply in the aging analysis of power cable which visual observation is impossible and distribution change of discharge signals offers much information for risk degree on aging progress of insulation materials.
