장애우 및 고령자 측면에서의 모바일 SNS 앱접근성 평가 (Mobile SNS Application Accessibility Evaluation for the Disabled and the Aged)

  • 페이스북과 같은 모바일 SNS는 모든 사용자들이 시간과 장소에 구애받지 않고 타인과 협력하고 정보를 공유하기 위한 앱으로 유명하다. 그러나 일반인외에도 앱을 사용하는데 어려움을 가지고 있는 장애인과 고령자가 사용하기에 적절한 인터페이스를 제공하고 있는지에 대한 실태를 확인하기 위해 모바일 앱 접근성을 평가할 필요가 있다. 모바일 앱 접근성은 인지적, 신체적 특징에 상관없이 모든 사람에게 동등하게 모바일 애플리케이션에 대한 기회를 제공하고 있는가를 나타내는 지표이다. 이에 본 논문에서는 행정안전부에서 고시한 '모바일 애플리케이션 접근성 지침'과 한국정보화진흥원의 '모바일 애플리케이션(안드로이드) 접근성 점검 매뉴얼 (v1.0)'을 기반으로 페이스북과 카카오톡인 모바일 SNS의 모바일 앱 접근성을 평가하여, 모바일 앱 접근성 준수 현황을 파악하고, 개선방향을 제안하고자 한다.

  • 본 논문에서는 국내 인터넷 쇼핑몰 웹사이트의 웹접근성 향상을 위한 연구를 수행한다. 먼저 국내 웹접근성의 기준을 분석하고, 이어 국내 주요 인터넷 쇼핑몰 웹사이트의 웹접근성 평가를 실행하여, 인터넷 쇼핑몰 웹 사이트가 가지고 있는 웹접근성 현안 문제를 도출하고 분석한다. 이러한 국내 인터넷 쇼핑몰 웹사이트의 웹접근성에 대한 평가를 근거로 하여 웹 접근성을 향상시키기 위한 대체텍스트 비율을 높이기 위한 방법으로 엑셀 VBA를 이용한 대체텍스트 향상 방법을 제안하고 구현한다. 제안된 방법을 사용할 경우 웹 프로그래밍 전문지식이 없더라도 웹페이지에 포함된 이미지의 대체 텍스트를 확인하고 수정할 수 있게 되어 웹접근성 준수율 향상에 도움이 될 수 있다.

디지털 정보격차에 대한 취약계층의 계층별 분석 (Analysis of the Vulnerable Class on Digital Divide)

  • 언택트 문화가 확산되면서 취약계층의 디지털 정보의 접근성 문제인 디지털정보격차가 사회·문화 분야를 비롯한 다양한 분야에서 정보의 불평등을 초래할 수 있다. 이에 본 연구는 취약대층을 대상으로 디지털 정보격차수준을 파악하고 정보의 접근성, 인구사회학적특성, 신체 및 정신건강 특성이 정보수준에 미치는 영향을 분석하였다. 그 결과, 정보접근성이 높을수록 정보격차는 감소하고 디지털활용능력수준은 증가하는 것으로 나타나고 있어 정보기기의 접근성을 높이고 활용할 수 있는 역량을 갖출 수 있는 기회를 제공해야 할 것이다. 또한 연령이 높을수록, 남성보다는 여성이, 소득수준이 낮을수록 정보격차가 커지는 것으로 나타나고 있어 취약계층에 대한 세부적인 계층별 프로그램을 통해 디지털 역량을 높일 수 있는 방안이 필요하다. 마지막으로 정보격차와 디지털활용능력수준은 취약계층의 삶의 만족도와 일상생활의 만족도에 유의한 영향을 미치고 있어 디지털 포용정책으로 패러다임을 전환하여 정보 활용 역량을 높이기 위한 역량강화 교육프로그램 확대가 지속적으로 운영되어야 할 것이다.

시각장애인의 정부 홈페이지 접근실태 및 제고방안 (The status and improvement method of Web Accessibility on Government web sites for visually impaired people)

  • The purpose of this paper is to find the method to improve the web accessibility of Korean Government's web sites through the investigation on the evaluation result of visually impaired people and the accessibility evaluation tool. Twenty five Korean Governments' web sites are chosen for this experiment. First, all of the sites are evaluated by accessibility evaluation tool (A-Prompt) based on Priority one of the Web Contents Accessibility Guidelines (WCAG) 1.0 of W3C. Second, three visually impaired people tried to find information or resister for the sites to check the accessibility. All of the sites are failed to conform to WCAG 1.0 and most of those are not accessible to information. The last part of this paper presents the method to improve the web accessibility of the Government's web sites.

  • The purpose of this paper is to analyze the trends of Policies and law related to web accessibility in developed countries such as U.S, U.K, Australia, Japan and EU and then propose polices to improve web accessibility in Korea. The results of the paper are as follows ; First, the awareness promotion programs, i.e seminars, campaigns, contests, etc., should be provided. Second, Korean standards and guidelines which have specific information should be made to improve web accessibility. Third, Web accessibility specialist should be trained. Finally, Law and regulation related to web accessibility should be amended as the Section 508.

장애인 건강권 향유를 위한 디지털 헬스 적용 방향 고찰 (Examination of the Application Directions of Digital Health for the Enjoyment of Healthcare Rights by People with Disabilities)

  • This study aimed to propose application directions for South Korea's digital health policy by conducting a literature review, data analysis, and examining foreign cases. The objective was to enhance the healthcare rights of individuals with disabilities, considering the potential expansion of the digital health policy. The findings indicate that digital health holds significant promise in improving mobility and accessibility for the healthcare rights of disabled individuals in Korea. However, addressing the digital gap is crucial for achieving smooth utilization. To ensure seamless use of the digital health system, it is imperative to attain digital inclusion, encompassing digital technology, connectivity, and accessibility. Additionally, establishing governance for digital health and expanding infrastructure for affordable access to high-quality internet are essential. Despite the study's limitations arising from relying on literature research, it is anticipated that the findings can serve as foundational data for preemptive responses and provide insights into the direction of the government's digital health policy to enhance the healthcare rights of individuals with disabilities.

  • Understanding the importance of web accessibility as the solution for digital divide, this study recognizes the problem that existing web accessibility researches have been conducted only by governmental administrative organizations and the accessibility researches of web service that is frequently used in every day life are rare. For the research on the actual condition of web-accessability, this study selected the e-mail service of the representative web-service providers - Daum, Naver, and Empas. Through this evaluation research, this study is intended to present a way to provide convenient and efficient service for those who have been alienated from information. For the accessibility evaluation, the automation evaluation tool "KADO-WAH 2.0" was used. And then, source analysis and manual evaluation using Firefox were conducted to see if 'web contents accessibility guideline 1.0' had been kept.

Digital Barrier-Free and Psychosocial Support for Students with Disabilities in Distance Learning Environments

  • The article clarifies the conditions for information, digital and educational accessibility for higher education seekers with disabilities in terms of distance learning caused by quarantine restrictions. It is established that such conditions are regulated by international and Ukrainian legal documents (The Standard Rules on the Equalization of Opportunities for Persons with Disabilities, Convention on the Rights of Persons with Disabilities, Sustainable Development Goals, Law of Ukraine "On Education", Law of Ukraine "On Higher Education", Strategy for the Development of Higher Education in Ukraine 2021-2031, Development Strategy areas of innovation for the period up to 2030, Development strategy of the sphere of innovation activity for the period up to 2030). As a part of information barrierlessness, Higher Education Institutions (HEI) should provide access to information in various formats and using technologies, in particular Braille script, large-type printing, audio description (audio descriptive commenting), sign language interpretation, subtitling, a format suitable for reading by screen access programs, formats of simple speech, easy-to-read formats, means of alternative communication. The experience of Pavlo Tychyna Uman State Pedagogical University is described. In particular, special attention is paid to the study of sign language: in view of this, the initiative group implemented the project "Learning to hear and overcome social isolation together" with the financial support of the British Council in Ukraine. Within the framework of digital accessibility, the official website of the Faculty of Social and Psychological Education has been adapted for the visually impaired in accordance with WCAG 2.0 World Standards. In 2021, Pavlo Tychyna Uman State Pedagogical University implemented the project "Cultural, Recreational and Tourist Cherkasy Region: Inclusive Social 3D Map" funded by the Ukrainian Cultural Foundation; a site with available content for online travel in the region to provide barrier-free access to the historical and cultural heritage of Cherkasy region was created. Educational accessibility is achieved by increasing the number of people with special educational needs, receiving education in inclusive groups; activities of the Center for Social and Educational Integration and Inclusive Rehabilitation Social Tourism "Bez barieriv" ("Without barriers"); implementation of a research topic for financing the Ministry of Education and Science of Ukraine: "Social and psychological rehabilitation of children and youth with special educational needs by means of inclusive tourism"; implementation of the project "Social inclusion of distance educational process"; development of information campaigns to popularize the ideas of accessibility, the need for its implementation, ongoing training programs and competitions, etc.

유니버설 디자인 관점에서 본 국내 시도 교육청의 웹 접근성 실태에 관한 연구 (A Study on Web Accessibility Status of Metropolitan and Provincial Offices of Education from the Universal Design View)

  • 2008년 장애인 차별금지 및 권리구제 등에 관한 법률의 시행으로 웹 접근성이 법적으로 의무화한 결과, 중앙행정기관이나 지방자치단체 등 공공부문을 대상으로 웹 접근성 준수 수준에 대해 실태 조사한 결과 매년 향상되고 있는 것으로 조사되었다. 하지만 이러한 법적 제도 장치는 장애인에 대한 편의성 증진에 초점이 맞춰져 있어, 모든 사용자를 만족하게 한다는 유니버설 디자인 개념에는 맞지 않는다. 이에 본 연구는 유니버설 디자인 개념을 도입한 웹 접근성 지침(UD-WCAG)을 통해 국내 17개 시도 교육청 홈페이지의 웹 접근성 실태를 조사하였다. 실태조사는 한국정보문화진흥원의 자가진단 도구를 통한 검증, 유니버설 디자인 개념을 도입한 웹 접근성 지침(UD-WCAG)을 통한 검증, 스크린리더를 사용한 검증 등 총 3단계로 진행되었으며, 자가진단 도구를 통한 검증에 비해 UD-WCAG을 통한 조사결과가 전반적으로 준수율이 낮은 것으로 조사되었다.

Motion-capture-based walking simulation of digital human adapted to laser-scanned 3D as-is environments for accessibility evaluation

  • Owing to our rapidly aging society, accessibility evaluation to enhance the ease and safety of access to indoor and outdoor environments for the elderly and disabled is increasing in importance. Accessibility must be assessed not only from the general standard aspect but also in terms of physical and cognitive friendliness for users of different ages, genders, and abilities. Meanwhile, human behavior simulation has been progressing in the areas of crowd behavior analysis and emergency evacuation planning. However, in human behavior simulation, environment models represent only "as-planned" situations. In addition, a pedestrian model cannot generate the detailed articulated movements of various people of different ages and genders in the simulation. Therefore, the final goal of this research was to develop a virtual accessibility evaluation by combining realistic human behavior simulation using a digital human model (DHM) with "as-is" environment models. To achieve this goal, we developed an algorithm for generating human-like DHM walking motions, adapting its strides, turning angles, and footprints to laser-scanned 3D as-is environments including slopes and stairs. The DHM motion was generated based only on a motion-capture (MoCap) data for flat walking. Our implementation constructed as-is 3D environment models from laser-scanned point clouds of real environments and enabled a DHM to walk autonomously in various environment models. The difference in joint angles between the DHM and MoCap data was evaluated. Demonstrations of our environment modeling and walking simulation in indoor and outdoor environments including corridors, slopes, and stairs are illustrated in this study.
