본 연구에서는 아파트 개발 사업의 타당성 분석을 위한 시스템다이내믹스 모델을 개발하고 사례연구를 수행하고자 하였다. 연구에서는 기존의 아파트개발 사업 사례와 연구 프로젝트 자료들을 근거로 현금흐름 구성요소들을 도출하였고, 시스템사고 방법과 시스템다이내믹스 모델을 사용하여 이들 요소의 상호 영향관계를 찾고자 노력하였다. 연구에서는 모델을 정의하고 분석하기 위해 Vensim이라는 시스이내믹스 소프트웨어를 사용하였다. 이렇게 도출된 모델을 검증하기 위해 사례 연구를 진행하였으며, 사례연구 결과 연구에서 개발한 모델이 실제 프로젝트에 적용이 가능할 것으로 판단되었다. 연구에서 도출된 모델은 아파트 개발사업자들이 프로젝트의 초기단계에 프로젝트 파이낸싱과 관련한 의사결정에 도움이 될 수 있을 것으로 판단된다.

본 연구는 국토환경평가지도의 활용성을 제고하기 위하여 각종 개발사업에 따른 지역 및 개발사업의 환경적 특성을 반영한 개발 가능지를 분석하여 등급별 지도로 제작하고, 이를 국토환경성 평가지도와 비교하여 그 부합 여부를 평가한 것이다. 연구 결과 개발사업이 가지는 고유 특성과 환경성을 반영한 개발 가능지와 국토환경성 평가지도간의 차이가 발생함을 확인할 수 있었으며. 이로부터 전국토를 일률적인 기준에 의하여 제작된 국토환경성평가지도가 지역적 특성과 사업별 특성을 반영하지 못하고 있음을 검증할 수 있었다. 향후 국토환경성 평가지도의 실질적인 활용도를 높이기 위해서는 국토환경성 평가지도 서비스 시스템내에 지역 및 특정 개발사업의 특성을 추가적으로 분석할 수 있는 체계가 보완되어야 할 것으로 사료된다.

에코타운은 지속가능개발의 새로운 형태로서 전 세계적으로 많이 진행되고 있다. 미래개발방향의 한 과제로 지속가능개발이 추구하고 있는 목표를 수용하면서 또한 지역개발목표를 달성하고자 하며, 최근에는 에코타운은 지속가능개발이 목표로 하는 효율적 에너지 관리, 기후변화대응, 및 사회경제적 발전을 기저에 함유하고 있다. 본 논문은 에코타운을 네 가지 형태로 분류하여 각각의 특징과 전략을 사례를 중심으로 분석하였고, 이를 기초로 각 사례의 특징을 기술하였으나, 사업과 사업지의 특성에 따라 여러 분류에 속하는 사례도 있었다. 결론적으로 본 논문에서 제시한 분석형태를 기초로 국내 및 국제 에코타운사업의 전략과 추진을 설정하는 데 기여할 수 있다고 사료된다.

소음지도를 활용하여 개발계획의 수립단계에서 환경소음을 사전에 예방하기 위한 방안을 제안하였으며 도시기본계획의 전략환경평가와 도시개발사업의 환경영향평가를 대상으로 하였다. 도시기본계획의 전략환경평가에서는 도시지역의 개발계획내용과 소음지도 제작결과를 상호 비교 검토하여 환경소음의 영향을 고려한 계획의 타당성과 입지의 적정성을 검토하고 도시지역의 소음현황과 개발계획의 시행으로 인한 소음영향을 종합적으로 평가하여 그에 따른 장기적인 저감대책을 수립하는 것을 포함한다. 도시개발사업의 환경영향평가에서는 소음지도를 통한 개발지역 주변의 소음현황 파악, 환경소음의 현황과 개발사업으로 인한 소음영향에 대한 종합적인 평가, 다양한 소음저감방안 적용에 따른 소음지도 제작결과의 비교 검토를 통한 최적의 대책 마련 등을 포함한 소음지도 활용방안을 제안하였다.

기술개발 프로젝트에서 성과를 높이기 위해서는 창의성이 필요하며, 창의성을 높이기 위해서는 업무지시에 대한 명확한 이해력이 필요하다. 본 연구는 팀효능감과 지식공유가 커뮤니케이션 역량에 미치는 영향과, 커뮤니케이션 역량이 개인창의성 및 제품개발성과에 미치는 영향을 실증적으로 분석하였다. 본 연구의 목적은 기술개발 프로젝트에서 커뮤니케이션 역량과 개인창의성의 중요성을 검증하고, 커뮤니케이션 역량에 대한 향상 방안을 제언하기 위함이다. 기술 개발 참여자들을 대상으로 설문조사를 실시하여 요인간의 관계를 구조방정식 모형으로 확인하였다. 가설검증 결과, 팀효능감과 지식공유가 커뮤니케이션 역량에 긍정적인 영향을 미쳤고, 팀리더의 확실한 업무지시 전달과 실무자의 명확한 업무지시 이해가 개인창의성에 주요한 요인임을 확인할 수 있었다. 본 연구결과는 첨단기술이 융복합되는 기술개발 프로젝트에서, 개인창의성 향상에 필요한 참여자의 커뮤니케이션 역량을 제고하는데 기여할 수 있을 것이다. 향후에는 조직 수준의 창의성에 대한 커뮤니케이션 역량의 효과에 대해 연구하고자 한다.

This study saw developed to build a landscape monitoring methodology by simulation of landscape effect prediction. A Visual landscape planning and management system has been introduced and implemented by each ministry so as to solve the problems of visual landscape destruction due to recognition on the value of natural landscape of beautiful territory and various development projects. At present, this system emphasizes the importance of the visual and perceptual aspect of the landscape however, there is a lack of techniques required for comprehensively predicting, evaluating, and managing it. Furthermore, sustainable landscape management after the completion of development projects has been inadequately carried out, as the focus has been only on consultation in the planning process of the development project in institutional performance. The viewpoint for judging the change in the visual landscape of the development plan and development project should be selected as the effective point where the development project is expected to result in a remarkable landscape change. As for the method of selecting effective viewpoints, the main viewpoints are selected by analyzing the visible area of the target viewpoint. When selecting the viewpoint centered on the viewpoint target, it was judged that it is possible to reduce the procedure of selecting and checking the existing preliminary viewpoints and widening the effective visible range. The proposed visual landscape monitoring is expected to be able to solve the existing institutional problems, and to be used when the implementers and authors of the development projects review the effects on the landscape.

현행 환경영향평가 체계 내 건강영향평가 대상사업은 「환경보건법」 시행령 제12조(건강영향 항목의 추가·평가 대상)에 따라 일부 대상사업으로 한정되어 있으나, 대상사업이 아닌 다양한 환경영향평가 대상 사업들에 대해서도 협의과정에서 건강영향 관련 사항들이 추가로 평가·검토되고 있다. 특히 주거지 관련 개발계획에 있어 개발부지가 오염원 주변에 계획될 경우 건강영향 측면에서의 입지 타당성 확보 여부를 평가·검토하게 되는데, 개발부지에서 주요 유해대기오염물질들의 현황농도 조사를 통한 위해도 기준 만족 여부를 확인하여 사후관리 방안을 마련하는 수준에 그치고 있다. 본 논문에서는 주거지 개발계획에 있어 개발하고자 하는 주거지역에 대한 입지의 타당성을 확인하는 정량적 방법을 마련하고 환경영향평가 절차 내에서 건강영향평가 대상사업의 확대 방안을 제안하고자 하였다. 환경영향평가 체계의 스크리닝 및 스코핑 절차를 검토하여 세부 방법론을 제안하였으며, 방법론 검증을 위해 과거 협의된 도시개발계획에 대한 사례분석을 진행하였다.

Purpose: The purpose of this paper proposes an effective and systematic methods of risk management in product development project. Methods: This paper first discusses what risk factors be considered during product development period and then presented a model for preventive risk management. For that, this paper proposes how to evaluate the risk factors and risk events, and how to select prevention action for managing risk factors effectively. For this process, this paper uses well-known quality tools such as House of Quality (HOQ) and Failure Mode and Effects Criticality Analysis (FMECA) methods. Results: There is an inherent need for the development of robust risk management framework in order for product development projects to be successful. The identification and quantification of risk factors, risk events, and prevention actions can have significant effects on the success of a product development projects. Project managers can implement the proposed model to improve project success. Conclusion: The findings showed that this method would be effective for project managements in dealing with risk management issues in product development projects. This method presented would be an one of good guidelines for practitioners in the industry.

이 글은 2010년 균특회계의 광특 지역회계로의 전환과 지역개발계정의 포괄보조금화 및 기초생활권 발전계획의 도입에 즈음하여 상주시와 서천군의 사례를 통하여 기초생활권 단위(시군)에서 국고보조금, 균특회계, 자체사업별로 어떤 사업이 실시되고 있고, 개선과제는 무엇인지를 살펴보았다. 장기적으로 지역개발사업의 지역적 통합(territorial integration)을 위해서는 차별성이 모호한 국고보조금과 균특회계가 통합될 필요가 있으며, 아울러 현행 7개군 24개 사업으로 되어 있는 포괄보조금 방식이 다원적 농촌개발의 개념에 걸맞게 기능적으로 재분류되어야 한다는 것이 이 글의 주요 주장이다.

Offshore of Sakhalin Island is one of potential oil and gas development fields in Russia. American and Japanese companies are actively participating in the developments. They plan to export the produced oil and gas to East Asia including Korea, Japan and China. So far, offshore oil and gas field developments are mainly concentrated in the Russian Arctic area such as Barents Sea, Kara Sea and Tinman-Pechora Sea. In this article, the projects under development on the Sakhalin Shelf are reviewed and the environmental conditions in this area are summarized. At the end, the future prospects of the Sakhalin developments are reviewed.
