Assessing Alternative Renewable Energy Policies in Korea's Electricity Market

  • This paper, focusing on the renewable portfolio standard (RPS), evaluates alternative renewable energy policies. We propose a tractable equilibrium model which provides a structural representation of Korea's electricity market, including its energy settlement system and renewable energy certificate (REC) transactions. Arbitrage conditions are used to define the core value of REC prices to identify relevant competitive equilibrium conditions. The model considers R&D investments and learning effects that may affect the development of renewable energy technologies. The model is parameterized to represent the baseline scenario under the currently scheduled RPS reinforcement for a 20% share of renewable generation, and then simulated for alternative scenarios. The result shows that the reinforcement of the RPS leads to higher welfare compared to weakening it as well as repealing it, though there remains room to enhance welfare. It turns out that subsidies are welfare-inferior to the RPS due to financial burdens and that reducing nuclear power generation from the baseline yields lower welfare by worsening environmental externalities.

  • Research on the Development of EPUB SCP(Secure Content Protection) Technical Specification and International Standardization has been carried out as a R&D project granted by the Korea Copyright Commission since 2014. The research aims to build a standard framework for the EPUB DRM(Digital Rights Management) based on the Readium LCP(Licensed Content Protection) and KS EPUB DRM specifications, to develop element technologies for the framework, and to standardize it as an IDPF(International Digital Publishing Forum) industrial standard. One of the essential features of the EPUB DRM developed though this study is to support the lending model of the digital library. This paper introduces LSD(License Status Document) specification which is a DRM license management protocol for the digital library lending process, and also represents a model which can automatically test the implemented entities of the LSD specification, test scenarios and test materials.

  • The standard model of Korean pavilions can embody the beauty of the Korean traditional and reflect the trend of the times, develop a universal and realistic model, and at the same time promote Korean traditional beauty internationally. Therefore, the purpose of this study is to develop a standard model for living, industrializing, activating and globalizing Korean traditional pavilions while inheriting our own traditional technologies and preserving the legitimacy of Korean pavilions through a case study of Korean traditional pavilions. Considering the case analysis and modern trends, the plan was carried out in each part to present standard models for the representative types of traditional pavilion, Samojeong, Yukgakjeong, and Palgakjeong. The standard model has made some changes in design trends, including the installation of handrails and handrails to enhance utilization while considering legitimacy. The standard model presented in this way reflects the current design trend and can be changed in different forms depending on the trend at that time. The standard model of Korean pavilions developed this time can be said to be a universal and realistic model, while reproducing the beauty of Korean tradition.

  • The standard power system model is needed to test a transmission line protective relay There are two methods to develop a power system model for transmission line protection. First method is based on characteristic power system model, and second method is based on functional power system model. This paper presents a standard power system model for performance test of transmission line protective relay, where the power system model is based on the two methods. And this model is simulated by using RTDS to test a protective relay.

  • In each industry field, many engineers have tried to develop integrated environments using information technology. The core technology in building integrated environments is the database based on standardized information. To meet the requirements, this study builds a database with detailed design information as a part of integrating digital information generated from every work of steel bridges. The data model used to build the database was developed based on the international standard, namely ISO/STEP. The data model is classified into geometric and non-geometric parts to represent the design information of steel bridges. The geometric parts are represented by a three dimensional solid model so that they may be able to reuse existing information. Also, the non-geometric parts represent information requirements that are analyzed by the development method of standard data model. To verify the data model, this study validates the syntax of the model on EXPRESS Engine and verifies the validation of the model by applying the design data of Hannam bridge to the database.

  • In today's R&D environment, as the complexity of IT systems increases and the expected quality level for R&D outcomes enlarges, it has been critical issues for us to effectively define and improve the R&D standard processes tailored for our organization and projects. To meet this needs, we defined the R&D standard processes based on the international standards for systems and software engineering and our existing traditional work methods, and then applied them of our ongoing projects. Now, we are improving our defined R&D standard processes continuously by monitoring of the processes and products and through the feedback of the application results. In this paper, we introduce the R&D standard process model developed by our organization (E research Institute in Korea) and the requirements and approaches used for their development and improvement. We compare our defined R&D standard processes with ISO/IEC 15288 which is the international standards for systems engineering and summarize the lessons learned through their development and improvement.

  • For the evaluating daylighting performance, field measurement, scale model test and a set of computer tools can be applied. For the scale model measurements, the sky simulator is a vital facility to represent the desired sky conditions consistently. Recently K university has developed a large size sky simulator, 6m-diameter and 3.7m-height, that is suitable for the international standard. To verify the reliability of the sky simulator, the luminance distribution on the inner sky surface was measured and compared with the CIE standard overcast sky model. It is found that the sky simulator can be reproduced the CIE standard overcast sky condition with 4.3% as mean difference. K university sky simulator is fully validated for usability and accuracy for daylighting researches.

  • Korea gas industrial because of received LNG in 1987 was converted by the Gas Safety Management System in relation to city gas, LPG and LNG. Gas accident were caused by treatment problem on the supplier and user, on technical and use management mater, on facilities and goods, and included problem with gas safety connection system. This study is present standard application plan of each department to use planning gas technical standard and gas utilization standard of introduction model than statute for change of self-regulation management system and complicated regulation of examination center and order.

Standard Model for Mobile Forensic Image Development

  • As mobile forensics has emerged as an essential technique, the demand for technology development, education and training is increasing, wherein images are used. Academic societies in South Korea and national institutions in the US and the UK are leading the Mobile Forensic Image development. However, compared with disks, images developed in a mobile environment are few cases and have less active research, causing a waste of time, money, and manpower. Mobile Forensic Images are also difficult to trust owing to insufficient verification processes. Additionally, in South Korea, there are legal issues involving the Telecommunications Business Act and the Act on the Protection and Use of Location Information. Therefore, in this study, we requested a review of a standard model for the development of Mobile Forensic Image from experts and designed an 11-step development model. The steps of the model are as follows: a. setting of design directions, b. scenario design, c. selection of analysis techniques, d. review of legal issues, e. creation of virtual information, f. configuring system settings, g. performing imaging as per scenarios, h. Developing a checklist, i. internal verification, j. external verification, and k. confirmation of validity. Finally, we identified the differences between the mobile and disk environments and discussed the institutional efforts of South Korea. This study will also provide a guideline for the development of professional quality verification and proficiency tests as well as technology and talent-nurturing tools. We propose a method that can be used as a guide to secure pan-national trust in forensic examiners and tools. We expect this study to strengthen the mobile forensics capabilities of forensic examiners and researchers. This research will be used for the verification and evaluation of individuals and institutions, contributing to national security, eventually.
