Major companies in USA, Europe and Japan as well as even China and Russia put more overseas investment in Asian regions than before, while northeast Asian regional trade gets more attractive and important under the influence of China's super-speed economic growth. Possibly, it is expected that such ever-increasing gravity of regional trade will help spotlight the importance of local trade route considerably. In particular, northeast Asian region's economic briskness and step-up in international economic partnerships will expectedly contribute to much boosting up the quantity of goods transported via local coasting route. Thus, it is advisable that both Busan New port specialize in dealing with freights via East Sea rim, while Gwangyang port specialize in dealing with freights via Yellow Sea rim. Furthermore, it is required that both ports share some of their own roles as hub port and hub & spoke port respectively, so that both of them can be devoted to stepping up into northeast Asian hub ports.

선석/부두생산성 향상은 항만시스템에 밀접한 관계가 있고, 이러한 관계는 항만물류 수송 및 해운무역 전체의 영역에 까지 확대된다. 포괄적인 항만과 특정한 선석은 해상물동량을 육상측으로, 육상화물을 해상으로 환적하는 교량의 기능을 담당하고 있기 때문에 환적하는 교량의 기능을 담당하고 있기 때문에 항만개발 운영자 및 물류관련자는 화물이 원산지/선적지에서 항만/선석을 경유하여 최종목적지까지 수송되는 전체적 시스템과 관련하여 그 생산성 향상을 고려하여야 한다. 이와 관련하여 본 연구는 선석/부두생산성의 향상에 목적을 두고, 먼저 거시적 접근과 미시적 접근을 시도하였다. 그러나, 문헌조사에 따른 지금까지의 관련논문들은 미시적접근이 아니면 거시적접근으로 전체를 조명해 보기에는 한계가 있었다. 연구의 방법과 범위는 부두 생산성 향상을 위해서 직접/간접적으로 관련이 있는 항만개발기획과 운영 및 항만물류 수송에 연계된 미시.거시적 접근과 양자통합의 종합적 접근이다. 실제적으로, 항만은 그 자체의 활동만으로도 복잡하고 역동적이어서, 항만 기획단계에서부터 총체적 접근으로, 병목구간과 같은 애로의 문제점들을 효과적으로 해결함으로서, 궁극적으로는 국가경제에 이바지 할 수 있는 안목의 종합적 접근이 필요하다. 결론적으로, 그 최종목적달성의 근간이 될 부두 생산성에 대한 거시 또는 미시적 접근의 단편적인 안목을 탈피하여 양자를 통합한 전체적 관점에서 필요한 연구문제의 제기와 그 해결의 실마리를 제안 했다는 중요성은 지대하다고 하겠다. 본 연구의 한계는 개념적 접근으로 향후 이 논문을 바탕으로한 보강차원의 실증적 연구가 더 필요하다.

본 연구는 부산항 주변 저서생태계의 상태를 파악하기 위해 수행되었으며, 이를 위해 저서다모류군집의 시 공간 분포 패턴과 저서환경요인에 대한 조사를 실시하였다. 현장 조사는 북항, 남항 그리고 감천항 내 외측에 선정된 15개 정점에서 2007년 2월부터 12월 사이에 계절별로 진행되었다. 부산항 주변 저서환경요인 중 수온, 염분, 퇴적물 특성 등은 전반적으로 균일한 특성을 보였으나, 총유기탄소(TOC), 산휘발성황화물(AVS), coprostanol과 같은 유기물 함량 및 오염과 관련된 변수들은 부산항의 내 외측에서 뚜렷한 차이를 보였다. 저서다모류군집의 총 종수는 96종, 평균 개체밀도는 1,814 개체/$m^2$ 이었으며, 출현종수는 대체로 외측에서, 개체밀도는 내측에서 높았다. 주요 우점종은 Aphelochaeta monilaris, Magelona japonica, Pseudopolydora paucibranchiata 등으로 다수의 유기물 오염지 표종들이 포함되어 있었다. 다변량분석 결과, 전체 군집은 부산항의 내측군집과 외측군집으로 구분되었으며, 계절성은 큰 영향을 마치지 못하였다. 전체군집구조와 가장 밀접한 상관성을 보인 환경요인은 coprostanol과 산휘발성황화물이었다. 생불과 환경 두 가지 측면 모두에서 부산항 내측의 유기물 오염이 의심되었으며, 그러한 현상은 북항 내측에서 특히 뚜렷하였다.

Ba Ria - Vung Tau province in Southern Vietnam is one of the fastest economic growing areas in the country, characterized by the rapid port and industrial development along the Thi Vai river. The socio-economic situation of the area has generally been improved; however, its part of the local inhabitants has not gained benefits from the changes. 35 surface water samples and 25 sediment samples were analysed with the interpretation of the SPOT images for 1995 and 2005. The data showed that rapid port and industrial development have resulted in significant losses of mangroves and agriculture land. The surface water was seriously polluted, particularly in terms of organic materials and suspended solids. It contained high and increasing oil concentrations. The river sediment was saline and slightly alkaline. It was heavily reduced, organic-rich, and contaminated with oil and heavy metals (Cu, Pb, and Cr).

For the selection of attraction industry of foreign investment in the free trade zone of Gwang Yang Bay, an overall consideration should be made considering aspects such as the industry development strategy of Gwang Yang Bay and the regional industry development strategy of the local government. For Gwang Yang Bay to grown into the E-Hub Port of Northeast Asia, the development of the back zone of should be accelerated. There is a need to offer custom made incentives for the core businesses. Packaging is a field of combined science and a future industry. Packaging industry, which has close association with regional industry and regional college's research human resources, should be combined with design and set up a packaging industry complex.

Coastal wave and tide information is very important in various occasions for port and harbor engineers, in the stages such as port and harbor planning, maritime structure design, maritime construction management, and coastal disaster study This paper introduces recent improvement of Japanese coastal wave-tide observation and information system named as NOWPHAS (Nationwide Ocean Wave information network for Ports and HArbourS). In order to effectively relieve the traffic pressure of the city, ensure the smooth flow of freight and promote the development of the logistics industry, the selection of appropriate port logistics location is the basis of giving full play to the port logistics function. In order to better realize the selection of port logistics, this paper adopts the entropy weight method to set up a multi-dimensional evaluation index, and constructs the evaluation model of port logistics location. Then through the actual case, from the environmental dimension and economic competition dimension to make choices and analysis. The results show that port d has the largest logistics competitiveness and the highest relative proximity among the three indicators of hinterland city economic activity, hinterland economic structure, and port operation capacity of different port logistics locations, which has absolute advantages. It is hoped that the research results can provide a reference for the multi-dimensional selection of port logistics site selections.

기존의 VTS 시뮬레이터에서 사용되는 시나리오 작성은 선박의 웨이포인트를 기반으로 하여 작성자의 수작업에 의해서 비효율적으로 이루어졌다. 하지만 본 연구에서는 항만별로 수집된 실제선박의 운항정보를 이용하여 자동으로 시나리오를 생성하고, 목적에 맞게 수정, 편집하여 사용할 수 있는 시나리오 생성 기술을 적용한 모듈과 이를 바탕으로 하는 VTS 시뮬레이터 개발을 위한 방법에 대해 논하고자 한다. 항만별 맞춤 시나리오는 항만의 특성이 반영된 실제선박의 AIS기록과 입출항정보(Port-MIS 연계 정보)를 활용하여 VTS 시뮬레이터 시나리오 형식으로 변환되고, 교육자가 이를 가시적으로 확인할 수 있도록 전자해도 기반의 교육자 운영장치에 표시되며, 효율적으로 편집, 저장하고 호출할 수 있도록 생성된다. VTS 시뮬레이터는 이 형식의 시나리오를 바탕으로 언제든지 호출, 시작, 일시중지, 재시작, 정지 동작이 가능하며, 시나리오 내용 변경은 즉각적으로 반영될 수 있으며, 새로운 시나리오로 저장될 수 있어 목적에 맞게 활용된다.

Purpose - The purpose of the paper is to look into and review the management and operation of Chinese infrastructure process, especially focusing on port industry. Research design, data and methodology - The research methods to be applied is to examine PPPs that is a key way of cooperation in many infrastructure investment, financial matters, and then port industry as well. Results - It is well noticed that Chinese government has well managed with project, planning and investments in national infrastructure matters. Especially, this is clear message that government institutions for infrastructure planning has been well organized with systematic structure. However, even if it is involved with some risky business, PPPs should be asked for cooperation in the areas of financial, institutional and logistic part of infrastructure development in China. Conclusions - Every country has been in promoting its infrastructure development and it is not an exception in China. In order to get over inefficiency done by public sectors, Chinese government has invited a private sector in the form of PPPs, which gives more competitive opportunities, especially in port industry.

The meaning of seaport has always been translated into something concerned with nation-wide goals and viewpoints, which used to be in developing country. The time developing countries have tried to be in pursuit of their economic development, one of important sectors is SOC investment that is needed into huge capital input which they couldn't easily afford to it. Another one which we have to mention in terms of seaport at contemporary maritime matters is privatization of port, that is strongly connected with efficiency to achieve port productivity. All these factors can produce high quality of service, and port co-operation and diversification of their business areas, etc. Therefore we then have to think of private port management companies such as P&O Ports, Hutchison Whampoa in HK, etc. in order to provide better port service to the customers, and they can also get involved into capital port investment as well. This kind of concept already comes from Denholm Ship management companies in shipping. So, it is necessary for us to look into port management company in our side, which means, we have to be involved into such a business to invest and manage foreign ports as well as our ports. Then, port competitiveness will follow in our ports.
