A large number of residential buildings in regions subjected to severe earthquakes do not have enough load carrying capacity. The most of them have been constructed without receiving any structural engineering attention. It is practically almost impossible to perform detailed experimental evaluation and analytical analysis for each building to determine their seismic vulnerability, because of time and cost constraints. This fact points to a need for a simple evaluation method that focuses on selection of buildings which do not have the life safety performance level by adopting the main requirements given in the seismic codes. This paper deals with seismic assessment of existing reinforced concrete residential buildings and contains an alternative simplified procedure for seismic evaluation of buildings. Accuracy of the proposed procedure is examined by taking into account existing 250 buildings. When the results of the proposed procedure are compared with those of the detailed analyses, it can be seen that the results are quite compatible. It is seen that the accuracy of the proposed procedure is about 80% according to the detailed analysis results of existing buildings. This accuracy percentage indicates that the proposed procedure in this paper can be easily applied to existing buildings to predict their seismic performance level as a first approach before implementing the detailed and complex analyses.

Utilization of the former OSS was mainly focused on the usage of system applications such as operating system and DBMS. However, nowadays many companies are trying to make use of OSS based on the application rather than the system software. However, selection of base OSS is the most important to develop of application for utilizing OSS. The scope of existing OSS evaluation studies is covered the entire OSS quality. Thus existing studies of evaluation of OSS selection is insufficient. Also, the result of assessment is based on qualitative measurement rather than quantitative ones. In this paper, we derives only the indicators for selection among the existing OSS assessment indicators and suggests the assessment indicator that is capable of quantitative assessment in accordance with the characteristics of the project. The proposed assessment indicator is divided into an initial assessment indicator that can be assessed with only the information within the OSS community, and the detailed assessment indicator through metrics to make quantitative measurements possible. In this way, an objective basis can be provided through quantitative scores & indicators when selecting OSS.

Wilson and Bappu found a tight correlation between the stellar absolute visual magnitude (MV) and the width of the Ca II K emission line for late-type stars in 1957. Here, we revisit the Wilson-Bappu relationship (hereafter, WBR) to claim that WBR can be an excellent indicator of stellar surface gravity of late-type stars as well as a distance indicator. We have measured the width (W) of the Ca II K emission line in high resolution spectra of 125 late-type stars, which were obtained with Bohyunsan Optical Echelle Spectrograph (BOES) and adopted from the UVES archive. Based on our measurement of the emission line width (W), we have obtained a WBR of $M_V=33.76-18.00{\log}W$. In order to extend the WBR to be a surface gravity indicator, the stellar atmospheric parameters such as effective temperature ($T_{eff}$), surface gravity (logg), metallicity ([Fe/H]), and micro-turbulence (${\xi}_{tur}$) have been derived from the self-consistent detailed analysis using the Kurucz stellar atmospheric model and the abundance analysis code, MOOG. Using these stellar parameters and logW, we found that ${\log}g=-5.85\;{\log}W+9.97\;{\log}T_{eff}-23.48$ for late-type stars.
Purpose: The purpose of this study is to analyze the current status and investigate relevant indicators so that R&D performance evaluation suitable for government-funded research institutes can proceed. A suitable performance evaluation model was presented based on the surveyed indicators. Based on the presented performance evaluation model, the importance was analyzed to calculate the weight for each indicator of the performance evaluation model. Methods: The method applied in this study presented a performance evaluation model based on the organizational performance evaluation cases of advanced overseas countries. By using the AHP(Analytic Hierarchy Process) technique, the weight of each indicator of the performance evaluation model was studied. Results: As a result of examining the indicators necessary for the evaluation model, focusing on overseas cases, 13 evaluation items were derived. A weight was calculated for the importance of the study results. And the scientific/technical research results showed the highest excellence. Conclusion: Key indicators of performance evaluation suitable for government-funded research institutes were derived and presented through detailed modeling in three stages. A realistic model that can objectively evaluate the performance of government-funded research institutes was proposed using the AHP technique.
With the increasing demand for improving the quality of life of the people, the need for resident-friendly use and management of rivers is increasing. This study develops an indicator that can measure the performance of the multi-faceted function of the river that the general population can appraise, and in particular, the subjective satisfaction of residents. Based on related prior studies and case analysis, a draft indicator system covering maintenance of river facilities for flood control, water use, environment protection, and water-friendly use functions was established. Through a factor analysis adopting PCA extraction method and VARIMAX rotation method and survey, a performance indicator system consisting of three areas, six detailed areas, and 24 items is drawn. Also, the developed indicators are applied to national and local rivers in Daejeon to suggest implications through comparative analysis.
Background: A comprehensive, traceable, and easy-to-understand radiation risk indicator is desired for radiological protection. The early-onset hypothesis could be used for this purpose. Materials and Methods: An indicator for early death (IED) was developed and calculated using the epidemiological dataset from the 14th Report of the Life Span Study (LSS) of Hiroshima and Nagasaki. By clarifying the calculation process, IED for all-cause mortality was estimated. In addition, the characteristics of IED for solid cancer mortality and cardiovascular mortality as well as those of men and women, and their dependence on age at exposure were investigated for detailed analysis. Results and Discussion: The IED for all-cause mortality was estimated to be approximately 4 years for an acute radiation exposure of 1 Gy regardless of the fitting dose range. The cumulative death rate for all solid cancers also indicated the early-death tendency (approximately 7-10 years at 1 Gy). Although, there is a slight difference in the characteristics of the risk obtained from the LSS study and this study, it is considered that the IED in a unit of years can also be used to show the overall picture of risk due to radiation exposure. Conclusion: We developed and calculated the indicator for early death, IED, for the cumulative mortality rate of all causes of death, all solid cancers, and circulatory diseases. The quantitative values of IED were estimated to be 4 years for all causes of death, 7-10 years for all solid cancers. IED has an advantage for intuitively understanding the meaning of radiation risk since it can be obtained by a simple and traceable method.

Integrated management of Korea national and environmental planing for sustainable development is suggested, and basic research is needed. In this study, national and regional plans were assessed using 'integrated management index of Korea national planning and environmental planning' to grasp the current status of integrated management on Korea national planning and environmental planning. As a result of the assessment, it was found that both national and regional plans need to improve considering the natural ecology part and water resource and quality part. In addition, it was derived that the detailed contents of the indicator can not be reflected according to the characteristics in the higher-level plan. Therefore, it has been found necessary to include proclamatory contents so as to be able to establish a detailed plan that reflects environmental goals in the lower-level plan.
The purpose of this study is to research and development of 'Korea B(Benefit)-impact Model' for Sustainable Development. A concept evaluation model is 'B(Benefit)-impact model' in U.S.A. We use the results of surveys that examined the importance of social value issues to stakeholders in Korea to implement the benefit-impact model in Korea. In particular, in this paper, we use the KSI(Korean Sustainability Index) survey data conducted by the Korea Standards Association to evaluate the social value of the construction industry for representative stakeholders in the construction industry. The social value pool and the activity indicator pool used for the survey are created based on relevant International Standards; ISO 26000, ISO 14001, ISO 37001. As a result, Korea B-impact model for construction industry included the following five core social value issues; Strengthen transparency of corporate management, Ensure fair employment and employment relations, Efforts to prevent corruption, Conduct fair competition, Efforts to prevent environmental pollution. In addition, the US B-impact model has three limitations. First, it is unclear whether the key indicators have been derived while considering all issues of social value. Second, US B-impact model indicators are developed by the social responsibility experts, so it is necessary to review by stakeholders in each industry. Finally, it would be more effective for companies to use the B-impact model index as a more detailed activity indicator. When developing a Korea B-impact model, the following methods are used to supplement it. First, we reviewed all social value issues using international standards. Secondly, we used the KSI(Korean Sustainability index) survey results to derive the importance of the social value issue of construction industry in Korea. Finally, we have clearly matched the activity indicators by social value core issues based on the GRI Standard so that companies can actually use the Korea B-impact model for the construction sector. The detailed development stages and results of this study are as follows;.
The 37 indicators for performance evaluation of public sewage management agencies are divided into four major categories (agency manpower management ability, wastewater treatment plant operation and management, sludge and water reuse, service quality) in the first stage, and the necessity and score acquisition for the detailed indicators by each major category in the second stages. Priority was investigated through the Analytic Hierarchy Process (AHP) analysis technique for ease and relevance of company efforts. Also, based on the results of this analysis, integrated type weighting and relative importance were analyzed. As a result of the analysis, the weight and relative importance of the first stage classification were in the order of wastewater treatment plant operation and maintenance, operation agency manpower management ability, sludge and water reuse, and service quality. As a result of analyzing the weights and priorities of the detailed performance indicators in the second stage, it was found that operator's career years, the percentage of certification holding rate in operators, compliance with the effluent water quality standards, training times for operators, and efforts to manage hazardous chemicals were important. Some of the indicators of operation agency performance evaluation may include indicators in which the performance of the company's efforts is underestimated or overestimated. In order to improve this, it is necessary to give weights in consideration of the necessity of the indicator, the relevance of the company's efforts, and the ease of obtaining scores.
The impact of rainfall events on the sanitary indicator bacteria density of the shellfish-growing waters in Geoje Bay and Jaran Bay in Korea was investigated. The shellfish-growing area in Geoje Bay, which is a nearly closed basin, was not affected significantly, except near the stream mouth after 11.5 mm of rainfall in 1 day. However, most of the shellfish-growing water in the bay was polluted by fecal coliform bacteria after rain as heavy as 43.0 mm, and the levels of fecal indicator bacteria in some of the sea near the coast did not recover completely until 24 hours after the rainfall. By contrast, in Jaran Bay, which has no significant pollution source in the drainage area, although 9.3-490 MPN/100 mL of fecal coliform bacteria were detected near the stream mouth after rainfall of 33.5 and 81.0 mm, a very low level of the indicator bacteria was detected in the designated shellfish-growing area. During the investigation, the correlations between the sanitary indicator bacteria density and physical parameters, such as salinity and turbidity, were evaluated. Both the total coliform and fecal coliform densities were inversely correlated with salinity. Turbidity was positively correlated with the indicator bacteria density. The survey results suggest that for more efficient management of the shellfish-growing areas located in coastal areas, such as shellfish harvesting after rainfall, a detailed investigation of the effects of rainfall on the bacterial water quality in each growing area is needed.
