Channel of distribution of contents of digitalised multimedia contents is changing in form passed directly to consumer from manufacturer through digital network of high speed. Together, diffusion of various digital equipment that do is changing Past multimedia consumption structure with the wonderful speed so that can consume easily digital contents. Specially, Multimedia Personal Computer and fast diffusion of a digital television are acting role such as catalyst that promote easy purchase and consumption of multimedia contents of good qualify. However, this system is no method that can sell digital contents and express right that original owner for the contents can insist nothing but consume. Because consumer can distribute to another person copying contents that buy because of and user can distribute producing ashes again according to necessary field by oneself as well as, can lose meaning for original contents. In this paper, Text editing system for XrML (extensible Rights Markup Language) that describe about integrity of message and entity authentication in addition to necessary rights, fees, condition etc. and this to do fetters XML (eXtensible Markup Language) for copyright protection for digital contents in treatise that see hereupon and use digital contents design and embody.

The library is a social institution that should ensure all users' information access rights. In this study, the concept of universal design is analyzed as a theoretical basis that library Websites should be accessed equitably by all kinds of users, and an evaluation criteria is developed based on the principles of universal design. The Websites of 7 regional central libraries are evaluated with suggested criteria and the ratio of compliance of universal Web design is measured. In the result, the most of the Websites are showed not only high performances on the area of (1) Web accessibility and (2) usability, but low performances on the area of (1) equitable use and (2) flexibility in use.

Construction industry, which is a composite industry being performed by organic combination of various tasks, gives birth to a various of information in the stages of planning, designing, and maintenance management. In particular, the drawing information is broad in the scope of use because it contains all information about buildings as wall as bid, materials, contracts. Therefore, the management of drawing information security is one of the most important factors, which determines the success of failure of business. The major findings and result of this study are as follows to control the distributed drawing information in the collaboration environment. 1) Analysis for function and practical use of DRM in the construction industry. 2) Proposal for applications of DRM that can secure IFC model-based drawing information in the collaboration environment. 3) Extraction from additional IFC entities to apply DRM to part 21 physical files 4) Analysis for functions which are necessary in DRM application prototype system and development of the system. 5) Development IFC model-based DRM prototype system.

As the logistic environment of digital contents is rapidly changing, the protection of the digital rights for digital content has been recognized as one of critical Issues. Digital Right Management(DRM) has taken much interest Internet Service Provider(ISP), authors and publishers of digital content as an interested approach to create a trusted environment for access and use of digital resources. This paper propose an interested digital rights protection scheme using license agent to address problems facing contemporary DRM approached : static digital rights management, and limited application to on-line environment. We introduce a dynamic mission control technology to realize dynamic digital rights management. And we incorporate license agent to on- and off-line monitoring and tracking. The proposed system prevent illegal access and use by using PKI security method, real time action monitoring for user, data security for itself.

Countries around the world have recognized the importance of personal information protection and have discussed protecting the rights of data subjects in various forms such as laws, regulations, and guidelines. PbD (Privacy by Design) is one of the concepts that are commonly emphasized as a precautionary measure for the protection of personal information, and it is starting to attract attention as an essential element for protecting the privacy of information subjects. However, the concept of PbD to prioritize individual privacy in system development or service operation in advance is still only at the declarative level, so there is relatively little discussion on specific methods to implement it. Therefore, this study discusses which principles and rights should be prioritized to implement PbD based on the basic principles of GDPR and the rights of data subjects. This study is meaningful in that it suggests a plan for the practical implementation of PbD by presenting the privacy considerations that should be prioritized when developing systems or services in the domestic environment.

The distribution model of multimedia content is proposed, This solves the problems which are occurred by various multimedia content and the complex distribution structure. The online distribution processes in wireless environments contain many different, companent from the of offline and wire networks. The multimedia content can be very easily propagated illegally. Under these environments the seneme to protect the copyrights of multimedia content and rights of distribution entities is needed. In this paper a distribution framework of content in wireless environment based on MPFG-21 framework if proposed. This model can be adapted to DRM(digital rights management) and utilized to protect the rights of distribution entities.

Purpose: In the period of international integration, how is the implementation of intellectual property regulation in developing countries? Do intellectual property rights help attract more Foreign direct investment (FDI)? This study aims to show the effect of intellectual property rights, reflect in the number of patent registered (Patent distribution into two components: Patent_residents and Patent_non-residents) on FDI attraction in Vietnam. Research design, data and methodology: Using Autoregressive distributed lag (ARDL) model for the data collected from 1990 to 2018 with EViews version 9 software. Conclusions: The results indicate that the number of patent protection has a positive effect on FDI in both short term and long term. In particular, only patent registration of foreign individuals and organizations has a significant positive effect on attracting FDI, while that of Vietnamese patents is not statistically significant. From the results of this study, we provide some recommendations to help attract FDI based on raising awareness of intellectual property rights: Increase international cooperation for innovation to learn and encourage patent; Improve the capac ity of inventing as well as the ability to register patents of Vietnamese people; Government agencies are tasked to support a nd review registration procedures; Encouraging patent registration based on the patent.

Purpose - The purpose of this study is to compare and analyze the ordinances of other local governments to propose implications and improvement plans for the ordinances of Chuncheon City. To this end, cases of overseas legislation related to youth labor rights, domestic laws and major policies of the central government were reviewed. Design/methodology/approach - This study mainly utilized literature research methods. In addition, it was based on foreign laws and case analysis, domestic laws and ordinances, and preceding research and data related to government policies. Findings - Chuncheon city ordinances are superior to those of other local governments. However, the details of the establishment of the implementation plan, the actual condition survey, and the establishment of the consultation system are included in the project contents of Article 6, so it is not concrete and clear. And there were no articles related to the labor environment check. Research implications or Originality - It is proposed to make the contents of the establishment of an implementation plan, survey, and consultation system as independent provisions. It is also proposed to establish a new article related to the youth labor environment check. In addition, it is desirable to establish detailed regulations by establishing the ordinance enforcement regulations.

As wireless Internet speads widely, circulation of various types of digital contents become active. Therefore, it is necesary to make a mobile-based DRM (Digatal Rights Management) system to protect digital contents from illegal reproduction and to give proper rights to contents users, In this paper, we present a mibile security system, which protects the copyright for digital contents offered throughout the mobile environment. Our security system is focused on presenting mobile-based DRM architecture. Especially, considering mobile device's decrying power, we adopted partial encryption scheme. For this, wecompared and evaluated the performant of each contents encryption scheme (the entire encryption scheme and the partial encription scheme) and proved that a proper DRM system for current wireless devices is the partial encryption system. Our mobile DRM system can be very efficient to protect contents on the wireless Internet environment.

The purpose of this study is to examine improvements of after-school care policy for elementary school-age children based on children's rights in the community. After-school care is important to support children right of survive and protect, as well as the right to development and participation. To support integrated child rights through the policy, local government's duty is growing in the Covid-19 world. Therefore, the main policy of out-of-school care is analyzed from the perspective of children's rights. Current after-care policy focuses on the right of protection privileges. Providing a safe facility is important, but there is a lack of policy design to expand children's options to learn by various activity which can be utilized with community resources as care contents. The role of government to this is requested to supplement accountability, fairness, democracy and public interest more than over quantitative expansion of services. This study presented an alternative based on the universal elementary care providing happy after-school hours.
