This study aimed to find the way to help participants build capacity in rural development projects, through some case studies and Q-methodology. Decentralization and diffusion of bottom-up approach in rural development projects are the main contextual factors in this study. With the ethos of bottom-up approach in rural development, the human and financial inputs for capacity building increased drastically in the area of rural development policy. Four types of capacity building methods were identified in this study; training, consulting, learning organization, and forum. Theses methods were used more at planning step than implementation step in rural development projects. The government's effort to strengthen leadership in rural areas should be continued. The existing government's training program for capacity building had better include more diverse clients. Actions for capacity building should be centered on the needs of the participants in fields. Especially, organizing learning units is very important. Governments' rural development policy should establish the proper process which can help local actors plan their projects with enough time span.

본 연구에서는 우리나라 교육의 근본적인 문제를 학교교육의 저효율과 시험 위주의 교육왜곡이라는 두 가지 문제로 파악하는 한편, 과열된 과외, 치열한 입시경쟁, 미흡한 교육투자 등을 핵심문제로 보는 기존의 시각을 비판하였다. 또한 우리는 학교교육의 저효율과 시험 위주의 교육왜곡이 '교육실패'라고 부를 수 있을 정도로 매우 심각한 수준에 도달하였다는 것을 실증적 근거를 통하여 보여주고자 하였다. 본고에서는 우리의 교육실패에 대한 원인으로서 중앙정부의 교육부와 지방교육자치단체인 교육청이 우리 교육의 거의 모든 과정을 일일이 규제하고 통제함으로써 교육주체들의 유인(incentive)을 빼앗아가고 있는 점에 주목하였다. 우리의 교육실패는 교육부문에서의 정부실패라는 점을 강조하였다. 이러한 시각에서, 1980년의 교육개혁은 정부규제를 오히려 강화하여 문제를 해결하고자 하였다는 측면에서 실패한 개혁이며, 1995년의 개혁은 방향 설정은 제대로 되었으나 실행과정에서 많은 문제가 있었음을 지적하였다. 또한 향후 교육개혁의 방향으로 보다 과감한 규제완화(deregulation)와 분권화(decentralization)를 제시하였다. 구체적인 정책 대안으로는, 대학의 학생선발의 완전한 자유화, 시 도 교육청의 시 도청 관할로의 통폐합, 자립형 사립중고등학교 및 탈규제학교제도의 도입, 교원인사제도의 개혁, 과외에 대한 정부규제의 철폐 등을 건의하였다.

The Objective of advanced EMU Project is development of new technologies, that can resolve the system problems of conventional EMU, for reducing vehicle maintenance, improving passenger's service using IT and providing environmental friendly. As a concept of advanced EMU, We will develop the DDM with individual driving wheel for reducing of maintenance cost and full-electric braking system without pneumatic braking, and a new bogie for loadable DDM, and pre-diagnosis system which informs possible system error, and decentralization of vehicle control. To improve transport reliability, and energy storage system for saving energy, and fallen passenger detection system for improving passenger's safety at the platform.

Blockchain is at the center of attention recently and it is expected to have a huge impact on healthcare industry including dentistry as well. Blockchain is a fundamental technology behind Bitcoin and itis all about decentralization, security, reliability, and transparency. These characteristics of the technology empower it to disrupt the current healthcare industry in innumerable practices such as supply chain management in pharmaceuticals to prevent the counterfeited medicine, clinical trials to guarantee transparency, healthcare information exchanges or personal health record systems to ensure data integrity and interoperability, etc. It will surely revolutionize the way the current healthcare system works; from provider-oriented to patient-centered. Hence, it is time to seriously consider how we could be a part of this blockchain revolution in dentistry.

Localization process of agricultural extension personnel in Korea were in progress with insufficient debates for effective personnel management. Although the members of the Korean Agricultural Extension Society were strongly opposed to the plan to decentralize agricultural extension personnel from central to local government status, the administrative action took place to localize as of January 1997. The Korean Agricultural Extension Society filed the petition against to the plan pinpointing lowered morale of extension personnel, the financial burden of local governments, jeopardizing stability, undermining efficiency, and people`s attitude towards central and local government. The dangers of decentralization of agricultural extension services may cause serious problems in varied areas. More extensive debates would be needed in deciding the future directions of agricultural extension services analyzing the basic characteristics of agricultural extension, linkages of research and extension, financial burden of local government, specialization of extension personnel, and unnecessary duplication of investment among local governments.

The housing environment improvement of the middle size cities is getting emphasized due to the decentralization. But, the way to improve the housing environment should be in progress without any consideration for citizen's lives or their own culture. Especially, in rural village, government has continually made political supports but extremely skeptical about the result, that is, they made improvement on living environment but failure in the living quality. This institute intends to find out cultural elements of traditional architecture are. Tradition has to make effects on the present age. It has to have great influence on the entire housing environment in addition to each architecture.

The simplifying method for the design of decentralized reduced order $H_{\infty}$ controller is considered in this paper. When the controller is reconstructed for the original system, the decentralized condition of the controller for the transformed system is generally destroyed with older simplifying method. In designing the decentralized controller, direct output feedthrough terms give some difficulties by using other station's input information. We proposed a new solution for this problem.

This paper starts by describing the wireless internet service as a new function in the internet age. It then discusses the usefulness of wireless internet for improveing library information service. With the development of blockchain technology, the scope of blockchain applications has expanded rapidly. Blockchain decentralization allows transaction participants to make transparent and safe transactions without a third trust agency. A distributed ledger-based system enables transparent and trusted business for anonymous users. For this reason, many companies apply blockchain to various fields such as logistics, electronic voting, and real estate. Despite this interest, there are still not enough case studies confirming the potential of blockchain as a concrete business model. Therefore, it is necessary to study how blockchain technology can change the existing business model and connect it to a new business model. In this paper, we propose blockchain-based business models and workflow types in various fields such as healthcare, logistics, and energy. We also present application cases. We expect to help companies apply blockchain to their business.

The explosive interest in block chain, which was triggered by Bitcoin in 2009, is leading to substantial investment and the development of block chain technology. There is no dispute among experts that block chain will be the next generation of innovation. However, despite the high expectations for block chains, the related technology still has certain limitations. In addition to improving issues such as a low transaction throughput, inefficient agreement algorithms, and an inflexible governance structure, it is necessary to solve various problems for commercialization and full-scale spreading owing to the trilemma problem among the scalability, security, and decentralization. Under this situation, identification of the technology characteristics according to the generation is helpful for the development of the core technology requirements and commercialization blueprint in establishing an R&D direction. Therefore, in this article, the development of blockchain technology is divided into generations and analyzed in terms of the operational structure, consensus algorithm, governance, scalability, and security.
