A Study on the Improvement of Cybersecurity Training System in Nuclear Facilities (원자력 시설 사이버보안 훈련체계 개선 방안 연구)

  • As information processing technology develops with the trend of the times, the possibility of cyber threats to nuclear facilities is increasing. In the 2000s, there was a growing perception that cyberattacks on nuclear facilities were needed, and in fact, a cybersecurity regulatory system for nuclear power plants began to be established to prepare for cyberattacks. In Korea, in order to prepare for cyber threats, in 2013 and 2014, the Act on Protection and Radiation Disaster Prevention, Enforcement Decree, and Enforcement Rules of Nuclear Facilities, etc., and notices related to the Radioactive Disaster Prevention Act were revised. In 2015, domestic nuclear operators prepared information system security regulations for each facility in accordance with the revised laws and received approval from the Nuclear Safety Commission for implementation of information system security regulations divided into seven stages. In 2019, a special inspection for step-by-step implementation was completed, and since 2019, the cybersecurity system of operators has been continuously inspected through regular inspections. In this paper, we present some measures to build improved training to suit the steadily revised inspection of the nuclear facility cybersecurity system to counter cyber threats to the ever-evolving nuclear facilities.

  • Recently, violence in cyberspace has been increasing and it causes not only severe emotional distress to the victims but also hampers a healthy cyber culture. This paper aims to find out about characteristics and the actual state of Cyber-Violence, and Evaluate the measures concerning it. Cyber crime is characterized as non face to face, anonymity, non-limitary, difficulties in attracting evidence, the Cyber Violence of these cyber crimes was shown in the form of cyber-insult, cyber-defamation, cyber-stalking, circulation of cyber-pornography, and that is the reality there are lack of practical measures. As a measure for protection the establishment of positive laws are needed on the cyber-contempt, adopting the Internet real-name system, strengthening the ISP's responsibility and legislation for criminal penalties. As a more fundamental measure, a greater effort of netizen's self-purification and systematic training and promotion for the prevention of damage is necessary.

  • This paper proposes S-CAFG(Stage-based Cyber Attack Flow Graph), a model for effectively describing training scenarios that simulate modern complex cyber attacks. On top of existing graph and tree models, we add a stage node to model more complex scenarios. In order to evaluate the proposed model, we create a complicated scenario and compare how the previous models and S-CAFG express the scenario. As a result, we confirm that S-CAFG can effectively describe various attack scenarios such as simultaneous attacks, additional attacks, and bypass path selection.

  • To develop experts capable of responding to cyber security incidents, numerous institutions have established cyber training facilities to cultivate security professionals equipped with effective defense strategies. However, these challenges such as limited resources, scenario-based content development, and cost constraints. To address these issues, this paper proposes a virtual infrastructure variation generation framework. It provides customized, diverse IT infrastructure environments for each organization, allowing cyber defense trainers to accumulate a wide range of experiences. By leveraging Infrastructure-as-Code (IaC) containers and employing Word2Vec, a natural language processing model, mutable code elements are extracted and trained, enabling the generation of new code and presenting novel container environments.

Cyber Learners' Use and Perceptions of Online Machine Translation Tools

  • The current study investigated cyber learners' use and perceptions of online machine translation (MT) tools. The results show that learners use several MT tools frequently and extensively for various second language learning (L2) purposes according to their needs. The learners' overall perceptions of using MT for English learning were generally positive. The learners reported several advantages of machine translation: ease of use, helpful feedback, effective revision, and facilitation of self-directed learning. At the same time, a considerable number of learners were aware of MT's drawbacks, such as awkward sentences, inaccurate grammar, and inappropriate words, and thus held a negative or skeptical view on the quality and accuracy of MT. These findings have important pedagogical implications for using MT in the context of a cyber university. For successful integration of MT in English classes, teachers need to provide appropriate guidelines and training that will help learners use MT effectively.

  • As North Korea has a sufficient ability to attack our society's vulnerable computer network, various large-scale cyber attacks are expected to be tried. North Korea's cyber military strength is known a world-class level. The number of its cyber agents is increasing consistently. Recently North Korea's cyber attack has been made regardless of trick and target. But up to now North Korea's cyber attack is more of an exploration than a real attack. Its purpose was to check how fast Korea found a problem and recovered from it. In future, cyber attack that damages substantially is highly probable. In case of an attack against national infrastructure like traffic, financial and energy services, the extent of the damage will be great beyond imagination. In this paper, characteristics of recent North Korea's cyber attack is addressed in depth and countermeasures such as the enactment of cyber terror prevention law, simulation training enforcement, private and public cooperation system construction, cyber security infrastructure expansion, etc. are proposed.

  • Rhyme of Truce is an educational program that helps you develop the ability to cope with cyber violence rightly. we aim to produce educational contents that will last a long time in the memory of specially children. By combining the room escape game and Leap motion / VR, the program reflects the user's motion and action in real time. The Keyboard Worrier comes into contact with the user and causes violence, and the user who is attacked by the monster see several negative messages written in red and hears abuses sound. Users enter the virtual space decorated as the cyber world. They can experience cyber-violence indirectly but vividly, and if language violence, which has been overlooked and recognized only as "letters", is executed offline, it will directly wonder if cyber-violence should also be regarded as a means of violence. Users have the opportunity to cope with violence autonomously. When a user is attacked by an in-game monster, there are two ways to choose from. First, fighting against with a keyboard (which is a symbol of language violence) just like a monster. Second, report the abuser to cyber bureau police. Both methods make them to escape the room, but when they get out of the room and return to the home and read the message through the monitor, users can recognize which action was right for.

A Study on the Effectiveness of the Cyber Home Learning System (사이버가정학습 효과성에 대한 연구)

  • Recently the cyber home learning system is executed throughout the country as a part of educational policies to reduce expenditure on private education and to promote educational welfare for alienated classes. Thus, in order to examine the effectiveness of the cyber home learning system, we conducted an online questionnaire survey with elementary and secondary students, cyber teachers under the OO Office of Education. According to the results, overall satisfaction with the cyber home learning system and its effectiveness were found high. In addition, what were required for more effective the cyber home learning system were expanding the execution of unit school learning, strengthening teacher training, increasing incentives for cyber teachers, intensifying campaigns for the cyber home learning system, providing various types of information and contents of education, and activating learning activities such as community, message and chatting. This study is expected to be a steppingstone to the settlement of more effective the cyber home learning system.

  • The development of information and communication technology in the 21st century has increased operational efficiency by providing hyper-connectivity and hyper-intelligence in the control systems of major infrastructure, but is also increasing security vulnerabilities, exposing it to hacking threats. Among them, the electric power system that supplies electric power essential for daily life has become a major target of cyber-attacks as a national critical infrastructure system. Recently, in order to protect these power systems, various security systems have been developed and the stability of the power systems has been maintained through practical cyber battle training. However, as cyber-attacks are combined with advanced ICT technologies such as artificial intelligence and big data, it is not easy to defend cyber-attacks that are becoming more intelligent with existing security systems. In order to defend against such intelligent cyber-attacks, it is necessary to know the types and aspects of intelligent cyber-attacks in advance. In this study, we analyzed the evolution of cyber attacks combined with advanced ICT technology.
