A Research on the Exposure Status of Cybersecurity Risk of Process Control System and Its Counterplan (공정제어시스템의 사이버보안 위험 노출 현황 및 대응방안 연구)

  • Process control systems used in most domestic petrochemical corporates today are based on the Windows platforms. As technology leans toward opened environment, the exposure risk of control systems is increasing. However, not many companies are preparing for various cyberattacks due to lack of awareness and misunderstanding of cyber intrusion. This study investigated the extent of how much exposed the petrochemical process control system is to security threats and suggested practical measures to reduce OT cybersecurity vulnerabilities. To identify the cyber threat status of process control systems, vulnerabilities of the Windows platform, a principal cyber threat factor, have been analyzed. For research, three major DCS providers in Korea and the discontinuation of Windows platform of 635 control systems were investigated. It was confirmed that 78% of the survey subjects were still operating in the discontinued windows platforms, and those process control systems were operated in a state vulnerable to cyber intrusions. In order to actively cope with these cyber threats, legal regulations such as designation of critical infrastructure for major petrochemical facilities which is implemented in advanced countries such as the United States are needed. Additionally, it is necessary to take the initiative in eradicating security threats to the process control systems by aggressively introducing security solutions provided from existing DCS suppliers. REAL-TIME 3D SIMULATION INFRASTRUCTURE FOR PRACTICAL APPLICATION OF HIGH-RESOLUTION SATELLITE IMAGERY

  • The needs for digital models of real environment such as 3D terrain or cyber city model are increasing. Most of applications related with modeling and simulation require virtual environment constructed from geospatial information of real world in order to guarantee reliability and accuracy of the simulation. The most fundamental data for building virtual environment, terrain elevation and orthogonal imagery is acquired from optical sensor of satellite or airplane. Providing interoperable and reusable digital model is important to promote practical application of high-resolution satellite imagery. This paper presents the new research regarding representation of geospatial information, especially for 3D shape and appearance of virtual terrain, and describe framework for constructing real-time 3D model of large terrain based on high-resolution satellite imagery. It provides infrastructure of 3D simulation with geographical context. Details of standard-based approach for providing infrastructure of real-time 3D simulation using high-resolution satellite imagery are also presented. This work would facilitate interchange and interoperability across diverse systems and be usable by governments, industry scientists and general public.

  • The local public organizations, to secure the Confidentiality, Integrity, Authentication and Non-Repudiation of cyber administrative environment is giving it a try to consolidate the official documents among them by standardizing all the documents into XML formats together with the establishment of the GPKI(Government Public Key Infrastructure). The Authentication System based on the PKI(Public Key Infrastructure) used by the GPKI, however, provides only the simple User Authentication and thus it results in the difficulty in managing the position, task, role information of various users required under the applied task environment of public organizations. It also has a limitation of not supporting the detailed access control with respect to the XML-based public documents.In order to solve these issues, this study has analyzed the security problems of Authentication and access control system used by the public organizations and has drawn the means of troubleshoot based on the analysis results through the scenario and most importantly it suggests the access control model applied with PMI and SAML and XACML to solve the located problem.

Information Strategy Planning for Digital Infrastructure Building with Geo-based Nonrenewable Resources Information in Korea: Conceptual Modeling Units

  • From this year, KIGAM, one of Korean government-supported research institutes, has started new national program for digital geologic/natural resources infrastructure building. The goal of this program is to prepare digitally oriented infrastructure for practical digital database building, management, and public services of numerous types of paper maps related to geo-scientific resources or geologic thematic map sets: hydro-geologic map, applied geologic map, geo-chemical map, airborne radiometric/magnetic map, coal geologic map and off-shelf bathymetry map and so forth. As for digital infrastructure, several research issues in this topic are composed of: ISP (Information Strategy Planning), geo-framework modeling of each map set, pilot database building, cyber geo-mineral directory service system, and web based geologic information retrieval system upgrade which services Korean digital geologic maps scaled 1:50K. In this study, UML (Unified Modeling Language)-based data modeling of geo-data sets by and in KIGAM, among them, is mainly discussed, and its results are also presented in the viewpoint of digital geo-modeling ISP. It is expected this model is further progressed with the purpose of being a guidance or framework modeling for geologic thematic mapping and practical database building, as well as other types of national thematic map database building.

  • As ICT is becoming a major social infrastructure, the need to strengthen cyber capabilities are emerging. In the major advanced countries including the United States, has a continuing interest in strengthening cyber capabilities and has studied in enhancements of cyber capabilities. The cyber capability assessment is necessary in order to determine the current level of the country, establish policy directions and legislations. The selection of criteria has very important meaning to suggest future policy direction as well as an objective assessment of cybersecurity capabilities. But there are variable criteria for national cyber capabilities assessment such as strategy, legislation, technology, society and culture, and human resources. In this paper we perform the analysis of criteria for the other country's cybersecurity assessments including the U.S. and Europe. And we proposed the criteria for the national cybersecurity assessment reflecting the our country's characteristics.

Software is an integral part of the operating system and execution system that controls and operates Internet information provision, cyber financial settlement and cyber infrastructures. Analyzing these software vulnerabilities and enhancing security will enhance the security of cyber infrastructures and enhance the security of actual life in the actual country and people.   • Our society has evolved into a fully connected society in a mixed reality environment enabling various knowledge sharing / management / control / creation due to the expansion of broadband ICT infrastructure, smart devices, cloud services and social media services. Therefore cyber threats have increased with the convenience. The society of the future can cause more complex and subtle problems, if you do not have an effective response to cyber threats, due to fusion of logical space and physical space, organic connection of the smart object and the universalization of fully connected society. In this paper, we propose the strategy to build knowledge-base as the basis to actively respond to new cyber threats caused by future various environmental changes and the universalization of fully connected society.

International cyber security strategy as a tool for comprehensive security assurance of civil aviation security: methodological considerations

  • Civil aviation cybersecurity challenges are global in nature and must be addressed using global best practices and the combined efforts of all stakeholders. This requires the development of comprehensive international strategies and detailed plans for their implementation, with appropriate resources. It is important to build such strategies on a common methodology that can be applied to civil aviation and other interrelated critical infrastructure sectors. The goal of the study was to determine the methodological basis for developing an international civil aviation cybersecurity strategy, taking into account existing experience in strategic planning at the level of international specialized organizations. The research was conducted using general scientific and theoretical research methods: observation, description, formalization, analysis, synthesis, generalization, explanation As a result of the study, it was established the specifics of the approach to formulating strategic goals in civil aviation cybersecurity programs in the documents of intergovernmental and international non-governmental organizations in the aviation sphere, generally based on a comprehensive vision of cybersecurity management. A comparative analysis of strategic priorities, objectives, and planned activities for their implementation revealed common characteristics based on a single methodological sense of cybersecurity as a symbiosis of five components: human capacity, processes, technologies, communications, and its regulatory support. It was found that additional branching and detailing of priority areas in the strategic documents of international civil aviation organizations (by the example of Cybersecurity Strategy and Cybersecurity Action Plan) does not always contribute to compliance with a unified methodological framework. It is argued that to develop an international civil aviation cybersecurity strategy, it is advisable to use the methodological basis of the Cyber Security Index.

Integrating Resilient Tier N+1 Networks with Distributed Non-Recursive Cloud Model for Cyber-Physical Applications

  • Cyber-physical systems (CPS) have been growing exponentially due to improved cloud-datacenter infrastructure-as-a-service (CDIaaS). Incremental expandability (scalability), Quality of Service (QoS) performance, and reliability are currently the automation focus on healthy Tier 4 CDIaaS. However, stable QoS is yet to be fully addressed in Cyber-physical data centers (CP-DCS). Also, balanced agility and flexibility for the application workloads need urgent attention. There is a need for a resilient and fault-tolerance scheme in terms of CPS routing service including Pod cluster reliability analytics that meets QoS requirements. Motivated by these concerns, our contributions are fourfold. First, a Distributed Non-Recursive Cloud Model (DNRCM) is proposed to support cyber-physical workloads for remote lab activities. Second, an efficient QoS stability model with Routh-Hurwitz criteria is established. Third, an evaluation of the CDIaaS DCN topology is validated for handling large-scale, traffic workloads. Network Function Virtualization (NFV) with Floodlight SDN controllers was adopted for the implementation of DNRCM with embedded rule-base in Open vSwitch engines. Fourth, QoS evaluation is carried out experimentally. Considering the non-recursive queuing delays with SDN isolation (logical), a lower queuing delay (19.65%) is observed. Without logical isolation, the average queuing delay is 80.34%. Without logical resource isolation, the fault tolerance yields 33.55%, while with logical isolation, it yields 66.44%. In terms of throughput, DNRCM, recursive BCube, and DCell offered 38.30%, 36.37%, and 25.53% respectively. Similarly, the DNRCM had an improved incremental scalability profile of 40.00%, while BCube and Recursive DCell had 33.33%, and 26.67% respectively. In terms of service availability, the DNRCM offered 52.10% compared with recursive BCube and DCell which yielded 34.72% and 13.18% respectively. The average delays obtained for DNRCM, recursive BCube, and DCell are 32.81%, 33.44%, and 33.75% respectively. Finally, workload utilization for DNRCM, recursive BCube, and DCell yielded 50.28%, 27.93%, and 21.79% respectively.

  • The cyber attacks on the computer system in nowadays are focused on works that do not operate specific application. The main key point that we protect information security system has an access control to keep an application. Most of system has a main function to protect an infrastructure such as hardware, network and operating system. In this paper, we have presented an intrusion tolerance system that can service an application in spite of cyber attacks. The proposed system is based on the middle ware integrating security mechanism and separate function of application and intrusion tolerance. The main factor we use security system in nowadays is service to keep a persistency. The proposed intrusion tolerance system is applicable to such as medical, national defense and banking system.
