A Study on the Extension of the RFID System Functions of a Records Management Agency (기록관리기관의 RFID 시스템 기능 개선 연구)

  • Recently, a number of record centers have reviewed the introduction of an RFID system for repository management. However, the RFID system currently in use by records management institutions is implemented with only a few functions for repository management. As such, a more efficient nonelectronic records management is required by improving the functions of the current RFID system. In this paper, the researchers proposed a method to improve its functions through an analysis of the RFID system being introduced for the management of nonelectronic records. To analyze the status of nonelectronic records management of records management institutions, the researchers investigated cases of the National Archives of Korea where RFID was introduced in 2007 and the records management institutions of local governments where RFID was introduced in 2016.

  • With the increase of the establishment of temporary institutions in accordance with social issues, the importance of managing records that reflect the characteristics of temporary institutions is highlighted. However, because of the ambiguity of laws related to records management, the limited number of employees, and the lack of awareness of records management by temporary institutions, the records management has not been carried out properly. Therefore, this study seeks to identify the gaps between statutes and practices and derive improvement measures for them. As such, the concept and characteristics of temporary institutions were identified through requests for disclosure of information. Moreover, the status of the administrative committee and the records management status of various temporary organizations were determined as well. Finally, improvement measures were drawn and proposed in terms of law, system, and record management by selecting relevant institutions in accordance with the Act and conducting in-depth interviews. This study is significant as it monitored the entire process of managing the records of existing time organizations and will serve as the basis for efficiently managing the future ones.

A Study on Web Records Management Process (웹기록물 관리 프로세스 연구)

  • This study aims to develop a web records management process for public institutions and define the roles of agents in task execution. First, web records' concept and management environment across 17 domestic and international institutions were examined, and web archiving professionals were interviewed to investigate the current status of the environment, policies, and systems related to web record management. Then, a web records life-cycle management process was formulated to create a web records management framework applicable to domestic institutions. This process was classified into short-term, medium-to-long-term, and medium-to-long-term, with additional consideration plans designed to strengthen the web records management capabilities of public institutions from a long-term perspective. Third, the roles of agents in web records management, including the processing department, archivist, and permanent records management organization, are presented to establish a working foundation for the web record management process. Finally, the study's result can be used to build a process that reflects the practice of web records management or establish policies and systems related to web records management.

A Study on the Service of the Integrated Administrative Information Dataset Management System (행정정보 데이터세트 종합관리시스템의 서비스 방안 연구)

  • According to the amendment of the Enforcement Decree of the Public Records Management Act in 2020, an administrative information dataset record management plan will be enacted, and the National Archives of Korea plans to establish an integrated administrative information dataset management system to support it. However, there is no specific service plan that considers the characteristics of the datasets and the Management Reference Table. Therefore, this paper compared and analyzed the current status of dataset services at 14 domestic and foreign public data portals and archives websites, derived implications, and proposed 6 service plans applicable to the integrated administrative information dataset management system. This study's results will lead to utilizing the administrative datasets and the activation of services.

The Current Status of Arrangement and the Direction of Rearrangement of the Archives Relating to the Korean Provisional Assembly (임시의정원 관련 기록물의 정리 현황과 재정리 방향)

  • This article explores the current status of arrangement of the archives relating to the Korean Provisional Assembly held by the National Assembly Library and suggests the direction of rearrangement focusing on the principles of arrangement. The Korean Provisional Assembly had records management regulations, and records were produced and stored according to them. However, the archives lost their original order at some point. The National Assembly Library collected and managed them in the 1960s. The National Assembly Library did not fully consider the records management system at the time of record production and various situations that may occur during the storage process while organizing the collected archives. At that time, the National Assembly Library did not follow the records management regulations of the Korean Provisional Assembly. In addition, the hierarchical structure of archives was not applied during the arrangement, and the National Assembly Library arranged without considering the Principal of Provenance and the Principle of original order. As a result, it became difficult to understand the structure and context of the archives. In order to solve these problems and come up with a plan for rearranging the archives, first of all, it is necessary to examine the characteristics of the records related to the Korean Provisional Assembly in accordance with the principles of record arrangement. First, according to the Principal of Provenance, it is necessary to identify the organization, function, and records and classify the records item, records file, creators, dates of creation, types of records etc. Second, by applying the Principle of original order, it is necessary to understand what the order of records was at the time when records were created and preserved. Third, it is necessary to examine whether the records are completely created and valid. It is impossible to completely arrange the archives related to the Korean Provisional Assembly as it was in the past. However, by examining the current state of arrangement and the direction of rearrangement, it will be possible to newly understand the contents, structure, and context of the archives and create a basis for effective reference service.

A Study on the Development of Records Management System Using Open Source Software For Catholic Church (가톨릭교회 오픈소스 기록관리시스템 구축 방안에 관한 연구)

  • This study aims to develop a records management system for catholic churches that use open-source software to ensure systemic management and preservation of sacrament records, which accounts for the highest percentage among all records produced by catholic churches and holds great significance for them. To that end, the researcher analyzed catholic church regulations and reference materials, as well as the websites of open-source software. The researcher also interviewed members at the G Cathedral of the Catholic Archdiocese of Daegu, to examine the current status of records management at catholic churches. Based on the investigation, the researcher designed four layers of metadata and authority data that reflected the characteristics of the sacramental records. Then the design was experimentally implemented using AtoM, an open-source records management system.

Nationwide Survey of the Database System on Gastric Cancer Patients (전국 위암 환자 데이터 관리에 관한 설문조사 결과)

  • This nationwide survey was conducted to evaluate the current status of the database system on gastric cancer patients in Korea. The Information Committee of Korean Gastric Cancer Association (KGCA) sent questionnaires about the database management to all 402 KGCA members in 110 institutes. In addition, we asked them to send the gastric cancer sheet and the pathologic report of gastric cancer used in their institutes. Response rates were $18.9\%$ (76/402) for individuals and $51.8\%$ (57/110) for institutes, respectively. Most of the university hospitals responded to the questionnaire (response rate of university hospital: $74.6\%$, 44/59). A regular conference of gastric cancer and a digitalization of the database on gastric cancer patients were performed in 29 ($50.9\%$) and 43 ($75.4\%$) out of 57 institutes, respectively. MS excel was most commonly used for the digitalization of the database, followed by MS access and SPSS. A regularly formed gastric cancer sheet and pathologic report were used in 38 ($66.7\%$) and 49 ($86.0\%$) institutes, respectively. Hospital computerization, such as an Order Communicating System, an Electric Medical Record, and a Picture Archiving/Communicating System had been set up previously or would be set up in the near future in most institutes. In 25 gastric cancer sheets collected, the mean number of total items was 72.9 ($15\∼177$). Identification datafor the patients, surgical data, and pathologic data were included on most of the sheets, but preoperative status, preoperative diagnostic data, and postoperative hospital course were not.

Evaluation of Search Functions of the Standard Records Management Systems (표준 기록관리시스템 검색 기능 평가)

  • In order to actively use of records and information in current digital record management systems, we have to check whether a system is designed to fully support the user of records and whether the good use of the system is being. This study analyzed the status of the use of the search function of Records Management System(RMS) for public agencies, and evaluated them. In order to investigate the status of the use of the search function, it surveyed records managers of public agencies using the RMS. The result showed that records managers unsatisfied with the usability and the search performance of the RMS. To evaluate the search function, it identified the functional requirement of the system and develops a checklist that can be used for evaluation. Two assessments were conducted. Firstly, as pre-evaluation, it assessed the degree of implementation of the current RMS according to the checklist as an inspection chart using document examination method. Secondly, it assessed the degree of implementation using a survey of records managers of public agencies that use the RMS. Assessment results show the improvement of the basic features that are essential to the system is required. In particular, the search function is required to improve user-friendliness for the user. For the advance of RMS, this study discusses the necessity for improvement of the search functions, the build of continuous maintenance and management system, and the user education.

Design for a Medical Devices Safety Information Reporting System for the Hospitals (의료기기 안전성 정보 원내 보고 시스템 설계)

  • In this study, medical devices safety information reporting system was designed to manage medical devices for the efficient management of in-hospital adverse events. The current management of medical device adverse event reporting regulations and the legal status of the system and procedures for identifying the system were reviewed. MSF/CD(Microsoft Solution Framework/Component Design) was applied to the system design. Through this study, we can understand medical devices management including the notice provisions of the Ministry of Food and Drug Safety for medical devices safety information reporting. We also expect this study will help to improve patient safety and the effective management of medical equipment, and contribute to activating medical devices safety information reporting.

A Case Study on Improvement of Records Management Reference Table by Reorganizing BRM : The case of Reorganization of Seoul's BRM and Records Management Reference Table (BRM 정비를 통한 기록관리기준표 개선사례 서울시 BRM 및 기록관리기준표 정비사례를 중심으로)

  • Unlike other government agencies, the city of Seoul experienced a three-year gap between the establishment of a function classification system and the introduction of a business management system. As a result, the city has been unable to manage the current status of the function classification system, and this impeded the establishment of standards for records management. In September 2012, the Seoul Metropolitan Government integrated the department in charge of the standard sheet for record management with the department of function classification system into a new department: "Information Disclosure Policy Division." This new department is mainly responsible for record management and information disclosure, and taking this as an opportunity, the city government has pushed ahead with the maintenance project on BRM and Standards for Record Management (hereby "BRM maintenance project") over the past two years, from 2013 to 2014. The study was thus conducted to introduce the case for the improvement of standards for record management through the BRM maintenance project by mainly exploring the case of Seoul. During the BRM maintenance project, Seoul established a unique methodology to minimize the gap between the operation of a business management system and the burden of the person in charge of the BRM maintenance project. Furthermore, after the introduction of the business management system, the city government developed its own processes and applied the maintenance result to the system in close cooperation with the related departments, despite the lack of precedence on the maintenance of the classification system. In addition, training for the BRM managers of the department has taken place twice -before and after the maintenance-for the successful performance of the BRM maintenance project and the stable operation of the project in the future. During the period of maintenance, newsletters were distributed to all employees in an effort to induce their active participation and increase the importance of records management. To keep the performance of the maintenance project and to systematically manage BRM in the future, the city government has mapped out several plans for improvement: to apply the "BRM classification system of each purpose" to the service of the "Seoul Open Data Plaza"; to reinforce the function for task management in the business management system; and to develop the function of a records management system for the unit tasks. As such, the researchers hope that this study would serve as a helpful reference so that the organizations-which had planned to introduce BRM or to perform the maintenance project on classification system-experience fewer trials and errors.
