Triffin Dilemma and International Monetary System : Evidence from Pooled Mean Group Estimation

  • This study is motivated based on concern from some renowned scholars and central bankers whom have raised the issue of the sustainability of the International Monetary System (IMS). Using the panel data set of four major international currencies, USD, JPY, EUR and GBP from 1973 to 2013 with Pooled Mean Group (PMG) estimator, to re-examine whether Triffin dilemma still exists through investigating the relationship between the reserve share, current account balance and real effective exchange rate. The evidence from the result indicates that Triffin dilemma exists only in the long run, and shows that in the long-run, current account balance is proportionate to the increased real effective exchange rate while varies inversely with the reserve shares. However, the estimation for the short-run is not significant to prove the existence of Triffin dilemma. In addition, we investigated the non-dollar panel sample and found that the international monetary system still suffers from Triffin dilemma even without the dollar. To overcome Triffin dilemma, immediate step such as having currency swap mechanism is recommended. In medium term, a multi-polar Monetary System is suggested, and in the longer time, a supranational currency will be used to replace all the currencies in the world.

Opinion Shopping, Prior Opinion, Audit Quality, Financial Condition, and Going Concern Opinion

  • Business going concern is an important issue to be addressed since it determines how companies will survive. One indicator of the going concern problem is going concern opinion. The going concern opinion is a result of evaluation of auditors on going concern assumption of financial reporting. This research aims to examine the effect of opinion shopping, prior opinion, audit quality, and financial condition on going concern opinion. Research sample consists of 80 listed manufacturing companies on the Indonesian Stock Exchange surveyed between 2013 and 2017. Analysis data uses logistic regression. Based on the result, prior opinion affects going concern opinion, while opinion shopping, audit quality, and financial condition have no effect on going concern opinion. The significant effect of prior opinion on going concern opinion indicates that auditors consider the evaluation of the previous condition of companies' concern problematic since going concern is hard to be solved in a short-term period. This research provides recommendations for companies to increase their business ability so going concern problem can be avoided. This research also suggests to auditors to consider prior opinion to issue current opinion since previous companies' condition can be used as a general picture to initiate the auditing process.

  • The purpose of this paper is to investigate current issues and prospects which emerged by the revision of School Library Promotion Act in 2018. Based on the analysis of government's teacher placement plan, the writer insist expansion of teacher librarian supply through undergraduate course and graduate school of education. And the necessity of teacher librarians' competency promotion for reading education and information literacy education and unification of divided manpower system come up for the taking root of school library manpower system.

  • In this study, a fast charger for electric vehicle with wide charging voltage range is proposed. To achieve high efficiency, three-level topologies are employed for the AC-DC and DC-DC converters. Given that the output range of the DC-DC converter in fast chargers is quite wide, the circulating current of conventional three-level converter will increase under low voltage condition. The proposed hybrid switching method mitigates this issue. When a coupled inductor is used on the output side, the circulating current is further reduced, and the switches $S_2$, $S_3$, $S_6$, and $S_7$ achieve turning-off under the ZCS condition. Experimental results from a 50 kW prototype are provided to validate the proposed charger, and a rated efficiency of 95.9% is obtained.

A Novel SDN-based System for Provisioning of Smart Hybrid Media Services

  • In recent years, technology is rapidly changing to support new service consumption and distribution models in multimedia service systems and hybrid delivery of media services is a key factor for enabling next generation multimedia services. This phenomenon can lead to rapidly increasing network traffic and ultimately has a direct and aggravating effect on the user's quality of service (QOS). To address the issue, we propose a novel system architecture to provide smart hybrid media services efficiently. The architecture is designed to apply the software-defined networking (SDN) method, detect changes in traffic, and combine the data, including user data, service features, and computation node status, to provide a service schedule that is suitable for the current state. To this end, the proposed architecture is based on 2-level scheduling, where Level-1 scheduling is responsible for the best network path and a computation node for processing the user request, whereas Level-2 scheduling deals with individual service requests that arrived at the computation node. This paper describes the overall concept of the architecture, as well as the functions of each component. In addition, this paper describes potential scenarios that demonstrate how this architecture could provide services more efficiently than current media-service architectures.

  • The study strives to shed a light on the users' perception and demand on public libraries in Busan area through a survey asking the facility, materials and service conditions in public libraries. Data are drawn from a survey with three hundred respondents. The survey was implemented to figure out current status and needs regarding library facility, materials, and cultural programs. Supporting data are collected via interview as well. Since this paper discusses such an issue as current situation in public libraries, this study could provide the policy makers with basic information in developing and improving public library programs in Busan area.

  • Aviation safety is increasingly important to secure the safety of the Republic of Korea Air Force (ROKAF). A critical activity for enhancing aviation safety is to analyze an accident throughly and to identify causes that can explain it reasonably. The results of such a systematic accident investigation can be effectively used for improving information displays, task procedures, and training systems as well as for reorganizing team structure and communication control system. However, the current practice of analyzing aviation accidents in ROKAF is too superficial and simple to diagnose them systematically. Additionally, the current practice does not give a full consideration to human factors that have been identified as main causes of most of the aviation accidents. With this issue in mind, this study aims to suggest a new approach to analyzing aviation accidents related to human factors.The proposed method is developed on the basis of several models and frameworks about system safety, human error, and human-system interaction. Its application to forty-two human factors-related accidents, which have occurred in ROKAF during the last ten years, showed that the proposed method could be a useful tool for analyzing aviation accidents caused by human factors.

  • Recently, electric semiconductors became an issue because of efficient use of energy and compaction of electronics. Silicon electric semiconductors are difficult to put into it because of its physical limitations. Hence, the study of WBG (Wideband Gap) semiconductors like SiC and GaN began. These devices received attention because it can be miniaturized and worked at high temperatures over $300^{\circ}C$. WBG MOSFET electric semiconductors can show performance like silicon IGBT. This can solve the current problem of IGBT tail. The current study shows the technical principles and issues related to SiC and GaN power semiconductors. WBG devices can achieve high performance compared to silicon, but its performance can't be fully utilized because of lack in bonding technology. Therefore, this review introduces research on WBG devices and their packaging issues.

An Analysis of Undergraduate Students' Perceptions and Practical Capabilities on Citizen Participation in Social Issues of Science and Technology (과학기술의 사회적 쟁점에서 시민 참여에 대한 대학생들의 인식과 실천 역량에 대한 분석)

  • It is necessary for undergraduate students whose citizenship reaches a maturity stage to recognize the importance of citizen participation in social issues related to science and technology and to be able to make meaningful use of citizens' rights and responsibilities. Therefore, in order to understand the actual status of undergraduate students' perceptions and practice capacity for citizen participation in science and technology, university students were selected from the department of arts physical studies (33 cases), humanities social studies (62 cases), and science engineering studies (67 cases) at D university in Gyeonggi province. Then, we investigated the scientific technology and society's interaction oriented by citizen participation, responsible decision-making ability, and the effectiveness of the social issue by scientific technology. Analyses of the results reveal that the overall perception level of the students about the interaction between scientific technology and society was high according to department of the arts physical studies, humanities social studies, science engineering studies, in that order, but the scores were not all in average. Therefore, it was found that the current undergraduate students lacked a deep understanding of the interaction between scientific technology and society regardless of the major field. In addition, the students' perception on citizen participation in the interaction between scientific technology and society was found to be problematic regardless of the major field. In responsible decision-making ability, undergraduate students were found to have difficulties in selecting the best alternative in terms of individual beliefs and welfare of others and formulating the action strategies. In addition, the self-confidence of the students about knowledge, skill, and capacity for action related science and technology in the effectiveness of the social issue by scientific technology was very low regardless of major field. We discussed educational implications of these findings.

  • Piezoelectric actuators, which utilize piezoelectric crystals or ceramics, are commonly used in precision positioning applications, offering high-speed response and precise control. However, the use of low-performance ceramics and expensive single crystals is limiting their versatile use in the actuator market, necessitating the development of both high-performance and cost-effective piezoelectric materials capable of delivering higher forces and displacements. The use of textured Pb (lead)-based piezoelectric ceramics formed by so-called templated grain growth method has been identified as a promising strategy to address the performance and cost issue. This review article provides insights into recent advances in texturing Pb-based piezoelectric ceramics for improved performance in actuation applications. We discussed the relevant issues in detail focusing on current challenges and emerging trends in the textured piezoelectric ceramics for their reliability and performance in actuator applications.
