Smart Service and Progressive Strategies of a Smart Village Project in Rural Area - A Case Study of Geumsan-gun - (농촌지역 스마트빌리지 사업의 우선순위 서비스 도출과 추진 전략 - 충청남도 금산군을 중심으로 -)

  • In this paper, for the smart village project in Geumsan-gun, the problems of the village were derived for the residents. And the business model of the smart village was presented. In the introduction, we looked at domestic cases related to the smart village project. And In November 2019, this paper reflected the results of the resident survey(314) and extracted important smart services using the IPA method. The results of the investigation are as follows. The government's smart village project aims to increase agricultural and fishery production and improve the urban environment. Geumsan residents want to increase agricultural production and develop tourism. The smart village model in Geumsan-gun is promoted in three directions. (1) Smart villages require smart services for crime prevention, parking lots, and public transportation. (2) Smart villages need ICT-based ginseng festivals, smart farms, and tourism services. (3) Smart villages need ICT-based culture and welfare services. The rural areas in Korea are expected to improve the quality of their living environment through the smart village project.

Better Management (Risk and Change) through NEC Contracts in Hong Kong

  • Project delays, cost overruns, and disputes are becoming a norm for the construction industry in Hong Kong. Researchers argue that the inability of traditional contracts to manage risk and associated changes are perhaps the main points of contention. The Institution of Civil Engineers published a new engineering contract (NEC), NEC4 Suite of Contracts in this to facilitate better risk management through collaborative culture in construction projects. NEC aims to increase the chances of project success thought its flexible nature of contracts, 'simple' and 'clearly written' documents and provision for the incentive by adopting a better management approach. This paper focuses on traditional and NEC contracts to compare risk management and change management aspects. Through literature review and preliminary interviews with three industry professionals, the paper is exploring how a change in traditional contracts can recuperate from disaster. Our interviewees in this work have extensive experience in traditional as well as in NEC contracts. The results suggest a proactive risk management provisions in NEC contracts does make a difference to avoid later escalation of issues. Whereas, management of change helps streamline all identified issues through a structured process without going in mediation or litigation. NEC, with its new approach to collaborative working, allows partners to be vigilant, yet gratifying in the project process.

  • This design proposal was accepted to a design competition for the improvement of Indi Youth Street, Mapo-Gu, which was held by the Seoul Metropolitan Government in June, 2000. The \`Hong-ik University District\` projected area consists of several streets, where the independent and youth culture unique to this area is blossoming-Indi music, underground arts, and historic meaning of the area as an estuary of Mapo. The site is also expected to attract many citizens and fereigners because of convenient accessibility of the new subway station to the Inchon International Airport and because of many attractions on the street- foods, music, art and people. Accordingly, the proposal set the main design concept of this project as \`the Street of Youth Culture\` considering its special and social status as well as the physical improvement of the street environment. With this concept in mind, the proposal designed the improvement of the physical conditions based on the motive of \`the Street of Youth Culture\`, having Indi/under art, Indi/ under music, Indi/under drama and Indi/multimedia animation. This design proposal of the Street of Youth Culture consist of three segments, which symbolize the millenium Youth Plaza, MultiMedia Animation Pocket and Arts Exhibition Pocket based on unity and balance. This plan has the ultimate aim of making the district one of the people\`s favorite streets in Seoul, which people love to visit again and find the vivacity of the new millennium youth culture.

A Study on Indigenous Culture of Gando and Countermeasure against China's Distorting Action (간도의 우리문화와 중국의 왜곡에 관한 대응방안 연구)

  • South Korea did not take action when South Korea was in a situation of lost the diplomatic rights in 1909, despite Gando is incorporated into Chinese territory illegally by the Gando Convention between Japan and China. But it is obvious that Gando is called South Korea's territory in various cultural aspects and historical facts scattered in Gando. But China employs every means possible to make it their own territory taking up the territory projects including the China's Northeast Asian Project distorting the facts that Gando is South Korea's territory. This is the ulterior motive to make it their territory by distorting the history and culture rather than arguing right or wrong on the meaninglessly convention. We need to take action about it because we know the ulterior motive of China. To do this, it is really important to reveal the fact who is the original owner of culture scattered in Gando. As cultural sovereignty is also one of the factors that determine the territorial sovereignty, real owner of the land is a people who enjoy the culture inhabited in its territory. This paper says that master of Gando culture is ours who are the owner of a northern culture leading from old Chosen dynasty. Because our nation settles the culture in Gando since the release of modern Bonggeum area as well as ancient. In addition to knowing that we are the owner of Gando culture, the researcher proposes a methodology to respond to the China that often distorts the cultural truth. Past history can be manipulated, but culture which is embedded with human's interior mature and formed with exposures out cannot be distorted. In addition, the researcher proposes the political agenda to review whether the Chung history is really a Chinese history or not.

A Study on Conflicts in Restoration Projects of Modern Cultural Heritage for Sustainable Tourism Development -Focusing on Daebul Hotel, Jung-gu, Incheon- (지속가능한 관광개발을 위한 근대문화유산의 복원사업 갈등연구 -인천 중구 대불호텔을 중심으로-)

  • The purpose of this study is, first, to establish a theory about the conflict between sustainable tourism development and the restoration process of modern cultural heritage. Second, a research model is established through literature research, and the difference in perception between the local government (Incheon Jung-gu Office) and the local residents is analyzed. Third, based on the results of the analysis, we will present a conflict management strategy for sustainable tourism development in the modern hotel restoration project. If a conflict management strategy is presented based on the analysis results, first, a procedure to confirm whether the goal of development for sustainable tourism development and local residents is the same before the modern cultural heritage restoration project is necessary. Second, it is necessary to coordinate opinions on priority items among sustainable tourism development indicators during the modern cultural heritage restoration project. Third, in the modern cultural heritage restoration project, priority should be given to the change of awareness of the development subject rather than the change of awareness of the local residents. Fourth, in the modern cultural heritage restoration project, the development entity should attempt continuous dialogue and compromise in an effort to find an alternative that satisfies local residents. Fifth, in the modern cultural heritage restoration project, it would be effective to pay special attention to and focus on the part of 'adjustment of opinions' where the difference of opinion between the developer and the local residents is the largest.

A study on Classification System and Weighting Values for Comprehensive Development Projects of Rural Villages using AHP Method (AHP법을 이용한 농촌마을종합개발사업의 사업항목별 중요도 설정에 관한 연구)

  • This study generalized and systemized the unit-project items of 176 project districts for the rural village comprehensive development projects (RVCDP). This paper surveyed opinions of III answerers (7 specialists, 43 agents of Korea Rural Community corporation, and 61 agents of local government of cities and counties) in order to determine the classification system and their corresponding weighting values of the project items using analytic hierarchy process (AHP) method. From the results extracted by project plans of 176 project districts for 5 years from 2004 to 2008, this study decided a hierarchical system for unit-project items of RVCDP by AHP method, which consisted of three steps: 4 items for 1st step, 13 items for 2nd step, and 52 items for 3rd step. The first step contains 4 items of Strength of Rural-urban Exchange & Regional Capability (RURC), Green-income Infrastructure & Facility (GIF), Culture-health-welfare Facility, and Eco-environment & Landscape facility (ELF). In the survey of weighting values with AHP method, the analysis result for the first step showed that in opinion of specialists, GIF is more important than the others while in opinion of the other agents, RURC is more important. In the second step, Product Facility is more important in the specialists, whereas Strength of Resident Capability is the most important in the other agents. Analyzed unit project items as the third step, all answerers evaluated that the Education and Excursion for Rural Resident Capability has the highest weighting values.

Goal Gradient Effect in Reward-based Crowdfunding; Difference in Project Category (후원형 크라우드 펀딩에서의 목표 구배 효과; 프로젝트 카테고리 별 차이를 중심으로)

  • Reward-based crowdfunding is a funding platform that allows funds to be raised to early operators who have lack of funds, and is seen as an outstanding infrastructure that is going to lead the fourth industrial revolution in that it is a field of realization of new technologies and creative ideas by start-ups. Reward-based crowdfunding has grown in line with the trend of the fourth industrial revolution, and funding success cases are taking place in various industries that culture/art to technology/IT, including as a new means of knowledge management in a rapidly changing industrial environment. The study focused on the fact that consumer's donation purposes may also vary depending on the category of projects classified as reward-based crowdfunding. Because consumer payment decisions and motivation of consumer purchasing behavior are classified according to the purpose of purchase, the previous papers that the goal gradient effect that the main motivation of consumer donation for reward-based crowdfunding introduced vary depending on project category of utilitarian and hedonic. In this study, consumer's daily donation data is collected by Indiegogo which is a leading reward-based crowdfunding company using web-crawling and the model was defined as propensity score matching (PSM) and random effect model. The results showed that the goal gradient effect occurred in utilitarian project category, but no goal gradient effect for the hedonic project category. Furthermore, this paper developed the study of motivation of consumer donation and contributes theoretical foundation by the results consumer donation may vary depending on the project category; also, this paper has implications for an effective marketing strategy depending on the project category leaves real meaning to the projector.

  • Egyptian construction firms (ECF) started recently to adopt quality management system (QMS) as a way to develop and improve their performance as previous studies have shown. However, considering all the firm's aspects in a competitive way is a crucial process for the ECF's culture. This research is trying to indicate the role of the QMS implementation in measuring performance (MP) through developing a model for measuring performance at the organizational level, and to explore its impact on the organizations that adopt QMS. This model is based on specific elements and their related indicators which have been derived from national approaches and models of MP. This model determines the performance level (PL) of the organization that is measured by means of a point system. Weights of the elements in the point system considered both the elements' importance in the international models and its real practice in the ECFs. This model has been validated using another questionnaire and the majority of surveyed experts agreed that the proposed model can be applied effectively.

  • GS E&C had developed construction management system, PMS which is based on EVMS in 1997. Recently, TPMS has developed for effective construction management through applying daily schedule management and JIT on materials, labors, equipments focusing field work. TPMS realizes "Shielding" and "Make-Ready Process" which are the main concept of Lean construction. Through this system, it can manage and plan daily field work, support the field work related material, labor, and equipment planning, and minimizes the non-valuable process. This paper introduces the concept of TPMS, and through established system, it can lead the construction culture and raise the competitive power of construction industry

Albumin and Antioxidants Inhibit Serum-deprivation-induced Cell Adhesion in Hematopoietic Cells

  • Previously, we identified albumin as an inhibitory factor in serum for cell adhesion of T cells such as human Jurkat T and primary cultured human T cells. In the present study, we found that other hematopoietic cell lines including U-937 human monocytes, THP-1 human monocytes, K-562 promyelocytic leukemia cells, and HL-60 human leukemia cells, also adhere to tissue culture flasks when serum is withdrawn, and albumin exerts an inhibitory effect on cell adhesion by those cells, implying that this inhibition is a common phenomenon in hematopoietic cells. Furthermore, we found that cell adhesion is inhibited by antioxidants such as (-)-epigallocatechin- 3-gallate (EGCG), morin, and a-tocopherol. Our results suggest that albumin may inhibit basal cell adhesion of hematopoietic cells and that the oxidative balance in the plasma may be important for cell adhesion of hematopoietic cells in vivo.
